Twining between National School of Marine Science and Coastal Planning and Istanbul University

Today, February 3, 2024, the Minister of Higher Education and Scientific Research, Mr.Kamel Baddari, in the presence of His Excellency the Ambassador of Turkey to Algeria, Mr. Muhammet Mücahit Küçükyılmaz, received the first group of students of The National School of Marine Science and Coastal Planning heading to the Aquaculture Application and Research Unit in Sapanca for a period of training in various subjects and applications stipulated in the scope statement, as an embodiment of the twining agreement between The National School of Marine Science and Coastal Planning and Istanbul University.
Other groups will head to the same Turkish University while waiting for the Turkish students to enroll in the Algerian university institutions within the framework of the twining agreement.
This first-of-its kind mobility concretizes the call of the President of the Republic, Mr. Abdelmadjid Tebboun, for the establishment of twining agreements between the Algerian universities and their international counterparts.

On January 29, 2024, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, and the Minister of Knowledge Economy, Start-ups, and Micro-Enterprises, Mr. Yacine El Mahdi Oualid, visited the University of Mohamed-Khider, Biskra during which he declared that his friends, the students who are upon graduation and who have new ideas, can choose innovative subjects, and request the innovative project tag, and benefit from training in theentrepreneurship House to create a start-up and move to the entrepreneurial act. The Minister also added that the student who benefits from the training period “theoretical and practical” within this partnership obtains, at the end of the training, the entrepreneur student certificate signed by the presidents of the university and the directors of the National Entrepreneurship Support and Development Agency, where he can seek funding to materialize his entrepreneurial project and develop his ideas to become an entrepreneur.

During the meeting that brought the Minister with the university family in the great lecture hall, Omar Assassi, he urged the students to exploit the scientific research as a means of advancement and development, pointing out that the students’ orientation towards the renovation of micro-enterprises is an indicator that the university to which the President of the Republic, Abdelmadjid Tebboune, gives a great priority is a locomotive towards recovery and development.

Press conference about idea to create and develop a training course for local automobile industry in Algeria

On January 23, 2024, at the headquarters of the newspaper El Moudjahid, the minister of Higher Education and Scientific Research, Mr. Kamel Baddari, held a press conference, during which he revealed that there is an idea to create and develop a training course for local automobile industry in Algeria, as the Ministry asked professors and researchers to make presentations on this topic to keep pace with the training of efficient executives with all the necessary skills and strength to master this field. He revealed, on the other hand, that the demands are in regions familiar with automobile industry through training and materializing knowledge.

The minister also clarified that the quality of education is achieved by transforming the university into the fourth generation by training graduates who transform their knowledge into actions and share global programs.

The minister also stated that the sector is working to improve the quality of education in universities and to insure the necessary quality, indicating that the failure rate in universities, especially in bachelor’s degree, was between 30 and 40 percent previously. He pointed out that the percentage decreased this year to 18 percent, because the failure rate indicates the quality of education compared to the European countries, which reaches 60 percent. The minister explained that the success rate in the National School of Artificial Intelligence reached 95 percent.

The minister also revealed during the conference that Algeria, for the first time in its modern history, registered 1408 patents, noting that the Algerian university has developed since the independence, and introduced millions of university graduates to the employment world. He pointed out as well that 405 innovative projects were registered, 12 of which were transformed into start-ups.

Le ministre de L’Enseignement Supérieur et de la Recherche Scientifique, Mr. Kamel Baddari, a effectué le 20 janvier 2024, une visite de travail et d’inspection à l’Université du Dr. Moulay Tahar, Saida et a confirmé que 2024 sera l’année de l’orientation vers la quatrième génération de l’Université moderne.

Le ministre a également mentionné lors de son allocution pendant la présentation détaillée de l’Université de Saida, que l’Université se prépare, durant l’année 2024, pour passer à l’université moderne de la quatrième génération dans un court laps de temps.

Le ministre a confirmé que l’université est désormais une plateforme de l’enseignement créatif, intégré et ouvert, à travers les résultats obtenus, ajoutant que le secteur de l’enseignement supérieur travail à numériser les structures des institutions universitaires pour améliorer la qualité de l’enseignement et élever le niveau de performance.

Lors de son inspection du Centre de Données et d’Informatique, le ministre a fait l’éloge de ce centre, qui « n’a pas d’équivalant dans les institutions universitaires au niveau national », déclarant que la création de tels centres sera généralisée dans toutes les institutions universitaires dans le cadre de la nouvelle voie de la modernisation de l’université. Le centre disposera de 14 appareils de grande capacité, 17 serveurs, et de deux adaptateurs, car ces équipements contribuent à renforcer la communication numérique au sein de l’université.

Today, January 9, 2024, the Minister of Higher Education, Mr. KAMEL BADDARI, visited the University of Algiers 3, during which he attended a part of the training of the elite athlete students who benefit from the scholarship of the higher preparation at the Physical Education and Sports Institute at the University of Algiers 3 in preparation for international participations and university sports (students of the University ofTamanrasset). Heinspected the modern equipment acquired by the Physical Education and Sports Institute to prepare elite athletes.
During his visit, the Minister also inspected the new project of the Physical Education and Sports Institute as the first project nominated for the “Digital Institute” label within the framework of the Ministry’s reform strategy, which includes as a third stage the digitalization of structures and pedagogical facilities.
Furthermore, the Minister supervised the signing of a twinning agreement between the University of Algiers 3 and the University of Tamanrasset.

Today, January 8, 2024, the Minister of Higher Education and Scientific Research, Mr. KAMEL BADDARI, with the CEO (Chief Executive Officer) of SAIDAL, conducted a field visit to the University of Sciences and Technology, HouariBoumediene, to inspect research laboratories “Tamayouz” specialized in biological sciences. It was also an occasion to identify their qualifications, scientific, human, and financial competences.
This visit was an opportunity to perceive a number of research products and patents for inventions obtained.
In the second stage of the visit, the Minister inspected the technical platform of physics and chemistry analysis founded on the University campus and was briefed about its important role in supporting the pharmaceutical industry and the significance of the guarantee of pharmaceutical product quality and security. This platform has a great number of highly advanced technologies and quality scientific apparatus and equipment that could contribute to the development of new pharmaceutical products.
This field visit represents the integration of the high education and scientific research sector in the improvement of research results, development, and invention through the strengthening of partnerships in the pharmaceutical industry, mainly with SAIDAL Group and different active economic institutions in the pharmaceutical industry field.

On January 11, 2024, the minister of Higher Education and Scientific Research, Mr. Kamel Baddari, and the minister of Knowledge Economy and Startups, Mr. Yacine El-Mahdi Oualid, carried out a working and inspection visit to the province of Ghardaïa, during which the minister stressed the activation of the profitability of scientific research as an engine for sustainable social and economic development through the development of research projects that contribute to creating wealth, innovation, and employment opportunities for young people.

The minister affirmed that research must be a support for experienced idea holders to enable access to entrepreneurship and the creation of institutions in various fields and crafts within the framework of innovative projects.

During the working and inspection visit to the University of Mustapha Stambouli, Mascara, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, with the Minister of Knowledge Economy, Start-ups and Micro-enterprises, Mr. Yacine El Mahdi Oualid, inspected the innovative projects of students and researchers, and reviewed the efforts of the state to transition from the classical economy to the intelligent, which is based on human and knowledge skills where the Minister announced the signing of a ministerial decision on the creation of consulting, research and development offices through 115 university institutions, 1700 laboratories, 19 research centers as an interface for problems detection among the economic and social operators, and administrative bodies with a view to examine them and provide suitable solutions and methods. This is a component of the University’s new vision.             

 

The Minister also asserted that the university’s dynamism and the real integration between the Ministry of Higher Education and Scientific Research and the Ministry of Knowledge Economy benefit the economic situation of the country and add to the creation of a new economic and social climate in a new Algeria. The elements of the latter were established by the President of the Republic, Mr. Abdelmadjid Tebboune, who attributed 11 of his 54 electoral pledges to the scientific research sector, noting that these pledges have obtained a number of positive outcomes. Leading them is the dynamism of the Algerian university, which enabled the students and researchers to participate actively in the economy.

On December 19, 2023, the Minister of Higher Education and Scientific Research, Mr. KAMEL BADDARI, visited the Research Center on Scientific and Technology Information in Ben Aknoun to examine research products in multiple fields within the three national priorities.
Researchers from the biotechnology research center in Constantine developed a micrometric chip for two cells “the first of its kind in Africa”, to stimulate a biological environment as alternative to medical experiments on animals.

Furthermore, biologic reagents for colon cancer were developed, as well as a group of applications to detect cancer.

It was also an opportunity to examine a smart irrigation system linked to the ozone system for beet cultivation. This system saves 50% of water during irrigation and contributes to the increase of sugar levels from 21 to 26 degrees brix and the production capacity from 80 to 150 tons/ha.
New varieties of drought-tolerant legume seeds and fodder have also been produced.

The Minister of Higher education and Scientific Research, Mr. KAMEL BADDARI, oversaw, on Tuesday, December 12, 2023, in his headquarters, with the presence of the three presidents of universities, the ministerial label of merit ceremony, awarded to the students who won the three first places in the finals of the best African project in robotics on the margins of the second edition of the African Conference of Start-ups.

The three places were awarded respectively to “the University of Batna 2, the National Polytechnic School, and the University of Science and Technologies Houari Boumediene,” as well as to the best African project in the field of green star-ups and the development of water resources and environmental protection. During this celebration, the minister asserted his support for the students with creative ideas, which can create wealth and contribute efficiently to our country’s economic vitality.
