Ministerial circular for the new baccalaureate holders

The minister of Higher Education and Scientific Research, Kamel Baddari, made the announcement on Sunday, July 14, 2024, that the new baccalaureate holders’ preliminary registrations will be open from July 23 to 27, with the orientation results being revealed on August 6.
During the press conference organized to present the new features of the ministerial circular on the pre-registrations and orientation of new baccalaureate holders for the year 2024-2025, the minister clarified that they will be done between July 23 and 27, their results will be announced on August 6, and the students will have to pay registration fees between August 10 and 15.
The minister explained that once the student has paid the registration fees, he enrolls in the University of his Choice and receives the electronic card, thereby promoting the “zero paper” policy that enables efficiency, simplicity and rationalization of expenses.
He also confirmed that the English language training process for the new students will continue for the second consecutive year, between July 25 and September 25.
On this occasion, the minister unveiled the launch of a digital portal including 3 applications to support the new baccalaureate holders, namely the application “Tawjihouka”, your orientation, to discover possible study majors, which is the interactive version of the ministerial circular for the new baccalaureate holders, as well as the application “discover your orientation opportunities thanks to artificial intelligence”, as a simulation tool to assist in decision-making, and the application “discover the professions adapted to the chosen major”, to identify suggested professions offered by the major followed.
QR codes have been adopted as well to facilitate the registration process, the first code is for the portal of the new baccalaureate holder, the second is for the preliminary registrations and the consultation of the orientation results and the third is for the final registrations.
On another note, the minister oversaw the electronic signing of the ministerial circular on the preliminary registration and the orientation of the new baccalaureate holders, which includes new training offers and institutions, such as the strengthening of national higher schools network in the field of computer science by creating a national higher school of cybersecurity at the university pole of Sidi Abdellah.
The circular also includes the accreditation of 32 new training offers in translation, architecture, science of matter, in addition to the opening of 5 offers of training in car manufacturing technology, bachelor in textile engineering at the University of Relizane and a bachelor in Chinese language at the University of Algiers 2.
With regard to double degrees, the students can now enrol in two courses, such as mathematics and economics, during the same study period. In the medical field, in order to give graduated doctor two university degrees, 8 faculties offered double university degree training.
This includes Medicine / big Data at the universities of Annaba, Batna 2, Ouargla, Setif, and Bejaia, Medicine /Artificial Intelligence, at the University of Bejaia, Medicine / Health Economics, at the universities of Constantine 3, Setif 1 and Ouargla, Medicine / Bioinformatics at the University of Algiers 1; and Medicine/ Medical Psychology at the University of Tlemcen.
In the same context, 4 training offers for double degrees have been accredited at 7 universities, such as Mathematics and Computer Science at the universities of Annaba, Setif 1, M’sila, Algiers 3, and Quantitative Economics and Computer Science at the University of Algiers 3.
On the occasion of the graduation of the first class of Art baccalaureate, an art institute was created at the University of Oran 1.
In an effort to fortify the process of shifting from the traditional university to the university of fourth generation (4.0), the minister declared the selection of 23 university institutions (15 universities and 8 higher schools), to carry out this orientation, beginning with the digitization of educational spaces.
