The General Secretary of the Ministry of Higher Education and Scientific Research oversees the establishment of the National Committee for the Accreditation of Training Offers

On 25 December 2025, Mr. Toufik Guendouzi, the General Secretary of the Ministry of Higher Education and Scientific Research, presided over the official installation ceremony for the new members of the National Committee for the Accreditation of Training Offers, in accordance with the provisions of the Decision No. 1299 of 20 October 2025. The event took place at the ministry’s headquarters and was attended by the Presidents of university regional conferences.

The establishment of this commission aligns with the sector’s strategic vision, which aims to ensure that training offers comply with national development requirements, the needs of the employment market, and the imperatives of a knowledge-based economy that prioritises innovation and technology.

On the evening of 1 December 2025, at the minister’s headquarters, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw the ceremony at his headquarters to award the ministerial medal of merit to brilliant students who excelled at the International Mathematical Olympiad in Moscow, Russian Federation.

In his speech on the occasion, Mr. Kamel Baddari explained that this commendable achievement, with “one gold medal and two silver medals, as well as a ceremonial certificate, clearly demonstrates the distinguished and excellent standards of teaching mathematics at the National Higher School of Mathematics.”   

He added that this “reflects the strategic investment based on science and technology, that was endorsed by the President of the Republic, Mr. Abdelmadjid Tebboune, through the establishment of this school and the National Higher School of Artificial Intelligence”.

In the same context, the minister considered that these results reflect “the significant leap in the field of teaching exact sciences and technology, which has become the locomotive of the victorious Algeria”. 

The students, for their part, expressed their gratitude to the President of the Republic for his support, and to the Ministry of Higher Education and Scientific Research for their guidance and for providing them with the opportunity to participate in these international competitions. They said that this recognition encourages them to carry on.

On Saturday, 29 November 2025, the President of the Republic, Mr. Abdelmadjid Tebboune, used his official social media account to congratulate the Algerian team of students from the National Higher School of Mathematics, who won the first place in the International Mathematical Olympiad in Moscow, Russia.

The President of the Republic wrote, “Congratulations to Algeria for winning gold and securing the first place at the International Mathematical Olympiad, ahead of 40 countries. Congratulations to the Algerian representatives: Benmoulouka Mohamed Amir, Aït Hamadouche Haitham, Boufadjighen Abdenassir, and Hamadi Abdelillah, the team of students from the National Higher School of Mathematics, on this exceptional achievement in the Russian capital, Moscow. You are our pride… Thank you”.

The Ministry of Higher Education and Scientific Research, and the Ministry of Training and Professional Education sign a cooperation agreement

On 24 November 2025, the Ministers of Higher Education and Scientific Research, and of Training and Professional Education, Mr. Kamel Baddari, and Ms. Nassima Ahrab respectively, signed a joint cooperation agreement at the headquarters of the Ministry of Training and Professional Education. Officials from both ministries were in attendance. This agreement enables trainees in training and professional education to benefit from university transport services (MyBus)across various provinces of the country. 

This is a qualitative step that reflects the state’s vision to enhance integration among its sectors. It also strengthens the trainee’s position at the core of public policy by providing a regular, reliable transport that alleviates the daily commute burden. Furthermore, it enables young individuals to pursue their training paths in comfortable and safe conditions that align with their ambitions.

On 24 November 2025, the opening of the third edition of Theatre at the University programme was overseen by Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, and Ms. Malika Bendouda, the Minister of Culture and Arts, at the Algerian National Theatre “Mahieddine Bachtarzi”.  The event was attended by officials from both ministries and esteemed national artistic figures. The opening featured a theatrical performance by the theatre troupe from “Djilali Liabes” University in Sidi Bel Abbes, who secured the first place nationally at the National University Theatre Festival held in Constantine.  

In this context, Mr. Baddari praised this programme’s experience, affirming that it serves as a vibrant space for discovering young talent. He emphasised that “the university is not only a place for producing academic knowledge, but also a nurturing ground for artistic and creative expression,” and that young people are considered the “cornerstone of the new Algeria and a fundamental driving force in building a creative, knowledge-based society.”  

For her part, Ms. Bendouda stated that the “Theatre at the University” programme is an “intellectual and educational lever that contributes to the development of the students’ personalities, reinforcing their communication and critical thinking skills, as well as their spirit of initiative and their collaborative abilities.”    

The official launch of the event was marked by a 45-minute theatrical performance, produced by the University of “Djilali Liabes” of Sidi Bel Abbes and titled “The Last Dinner”. The script, direction and scenography were crafted by the student Mohamed El Amine Chennah, while the student Abdouldjalil Selahdja composed the eight dimensions 8D music and Ossama Chahrour designed the choreography.      

Prior to that, the two ministers toured the halls of an exhibition dedicated to university theatrical clubs from Algiers, Batna and Constantine. They also visited a media section representing the Algerian National Theatre, which provided information about its digital archive and history.

On Thursday 20 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, answered oral questions from members of the National People’s Assembly: Zerkani Souleyman, Kamel Korichi, Maamar Omar and Ahmed Lakhdar Djouada during a plenary session.

Mr. Baddari asserted that his sector “has spared no effort to promote the use of the Arabic language within university institutions”. He also emphasised the national and identity-related significance of the Arabic language, while highlighting the importance of the openness to foreign languages, based on the notion that “linguistic diversity grants both professors and students access to all ongoing developments.”   

In response to a question about improving university services, particularly concerning the establishment of new university transport lines, the minister confirmed the ongoing efforts to develop this area and provide suitable conditions for students that allow them to focus on their studies.

The Minister of Higher Education and Scientific Research oversees the promotion ceremony of the University Centre of Tipaza Morsli Abdellah to University status

On 4 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, paid a working and inspection visit to the “Morsli Abdallah” University in Tipaza. He was welcomed by the Secretary General of the province, the President of the Wilaya’s People Council, as well as the members of the Wilaya Security Committee, and the local.

In accordance with the Executive Decree No.25-267, dated 7 October 2025 and establishing the University of Tipaza, the Minister, together with local authorities, presided over the ceremony to elevate the university centre to the designation of “University of Tipaza”, having met the necessary structural, educational and research criteria and standards.

In his on the occasion, Mr. Baddari emphasised that promoting the “Morsli Abdallah” in Tipaza to Tipaza University status represents a “successful model to be followed in the fields of entrepreneurship, innovation and knowledge economy promotion.” He stated that this university has become a “locomotive for wealth generation,” and noted that the Tipaza university centre had successfully established 31 micro-enterprises and secured 14 patents, and 3 awards within a year. He also highlighted the centre’s readiness after its transition to university status, thanks to the persistent efforts of the educational, student, and administrative teams.    

During his visit, the Minister of Higher Education and Scientific Research, toured the business incubator at the Tipaza University with his delegation. He received explanations of the incubator’s most important achievements. He also met with several students who are enrolled in it, they provided him with insight into their projects, as well as additional information regarding the Technology and Innovation Support Centre.

On this occasion, the Minister also visited the annex of the Higher School of Teachers, and attended an artificial intelligence tutorial at the Faculty of Sciences.

On the sidelines of the visit, Mr. Kamel Baddari oversaw the signing ceremony of a framework and partnership agreement between the agricultural division of the public group COSIDER, and the Tipaza University. This agreement aims to enhance collaboration and advance scientific research, and it is to be extended to all universities across the country.

On 3 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, took part in an international meeting at the Scientific and Technological Hub of the Martyr Abdelhafid Ihaddadene. The meeting brought together several universities and economic partners in the field of modern technology with the objective of preparing for the transition to a fourth-generation university, based on innovation, entrepreneurship, digitisation, and networking with the economic environment.

On the evening of August 20, 2025, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, met at the Ministry’s headquarters with the Algerian scientist Mr. Karim Zaghib, a specialist in electrochemistry and materials engineering, renowned for his contributions and expertise in the field of energy storage and conversion.

During this meeting, it was agreed to establish an Algerian research and development hub of excellence, aimed at training engineers and specialists in the field of energy transition, as well as preparing the launch of the first summer university dedicated to the development of batteries (lithium-ion or solid-state). The meeting also emphasized the importance of strengthening the field of energy and electrochemistry through the creation of specialized training and research programs.

The Minister of Higher Education and Scientific Research supervises preparations for the 2025-2026 academic year.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, inspected, on the evening of August 19, 2025, the rehabilitation works of the restaurant and student housing pavilions at the Hydra-Centre university residence.

He also visited the Taleb Abderrahmane 2 university residence, where he met with international students residing there. On this occasion, he instructed the Director of University Services to organize, in the early hours of the following day, a meeting with them to listen to their proposals regarding student life.

During this field visit, the Minister also reviewed the progress of construction works at the sports complex dedicated to university sports elites in Ben Aknoun.

It should be recalled that the day before, on the evening of August 18, 2025, Mr. Kamel Baddari had already inspected the Hydra 3 (male) residence and the Djillali Lyabes (female) university residence.

In parallel with these field visits, the Minister of Higher Education and Scientific Research held a meeting at the Ministry’s headquarters with the presidents of the regional university conferences as well as with the Rector of the University of Health Sciences, in order to finalize and assess the measures related to the 2025-2026 academic year.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, carried out, on the evening of August 17, 2025, an unannounced visit to several university residences located in West and Central Algiers.

Following these visits, the decision was made to close the Beni Messous university residence (male students) in order to renovate all the dormitory wings intended for student accommodation, as well as all the residence’s facilities, as part of the continuous improvement of services provided to students.

The Minister of Higher Education and Scientific Research oversees the conclusion of the “Challenge Agri” hackathon

On 25 June 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw this afternoon, the conclusion of the “Challenge Agri” hackathon activities at the “martyr Abdelhafid Ihaddadene” Hub in Sidi Abdellah. The event was organised by the National Higher School of Artificial Intelligence ENSIA, and the National Higher School of Agriculture ENSA, in collaboration with the Hamma Test Garden. 125 students from various Algerian universities took part in this four-day event.

 

This hackathon resulted in several high-quality achievements, including:

 

  • The creation and the labelling of a local database, the first of its kind, containing over 180 000 images. This database will be made accessible to researchers and entrepreneurs to support smart agriculture-related research and start-up projects,
  • Developing artificial intelligence prototypes based entirely on the collected local data,
  • Finding solutions to a number of problems presented by the Hamma Test Garden.

 

Besides the technical aspect of the hackathon, emphasis was placed on developing students’ skills in various key areas, such as project management, entrepreneurship, and working as a part of a team under pressure. The event also promoted a culture of innovation aimed at solving real-world problems.

On 27 March 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, chaired a coordination meeting at the Ministry’s headquarters. The meeting included officials from both the Ministry’s and the General Directorate of Scientific Research and Technological Development, and was devoted to discussing:

  • The preparation for the launch of the international students’ platform, in line with the Presidential Decree that outlines the conditions and procedures for the admission of foreign students into higher education institutions for scientific research,
  • The national accreditation network and the technological transition in collaboration with the Ministry of Industry,
  • The monitoring of the advancement of the electronic chip project and the microelectronic materials,
  • The livestock and cattle feeding project,
  • The PRIMA research programmes,
  • The arrangements for the first edition of the Arab Student Theatre, scheduled to take place in the university city of Constantine next April.

The Minister of Higher Education and Scientific Research inaugurates three digital platforms at the Research Centre for Scientific and Technical Information

On 25 March 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw the launch of three special digital platforms focused on: cloud computing, dedicated to hosting national data domestically, offering information services, and processing data at high speed, competing with the platform services of developed countries; and also the platforms for drones’ design and testing, as well as a business incubator. The latter is expected to support 20 start-ups by the end of this year, aiming to increase the number enterprises to 100 annually starting from 2027, with a projected turnover of 27 billion centimes. 

In a statement to the press, Mr. Kamel Baddari asserted that these digital achievements, introduced at the Research Centre for Scientific and Technical Information, will “reinforce the information society and the digital economy and will contribute to the development and enhancement of digital sovereignty.” He further noted that “these platforms will empower the Research Centre to engage in research utilizing the fourth-generation technologies”.

On 24 March 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, held a bilateral meeting with Mr. Yacine El Mahdi Oualid, the Minister of Vocational Training and Education, at the Ministry’s headquarters.

  • The meeting is part of an initiative to build bridges of cooperation and integration between the two ministries, especially given the successful background both ministers possess both in innovation and entrepreneurship.
  • Such collaboration will contribute to the introduction of new concepts in order to establish a cohesive Algerian education system.

On 20 March 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted an inspection visit to “Ibrahim Sultan Cheibout” University, Algiers 3 in Dely Ibrahim, where he inaugurated the headquarters of interfaces, the university’s business accelerator, and the university’s academic sports department.      

He also oversaw the awarding of the “Prototypes Funding Certificates”, funded by the budget of the Algiers 3 university’s business incubator, which includes 26 innovative students’ projects.   

The Minister also engaged with the project holders of the Entrepreneurship Development Centre who have received funding, which number exceeds 50 micro-enterprises project holders out of the 400 formed at the Centre. Mr. Kamel Baddari remarked in his statement that the University of Algiers 3 has successfully launched 50 micro-enterprises, with projection indicating that this figure should reach 150 by the end of the year.

The same university has also seen “the creation of six start-ups, registered there, this number is to reach 32 start-ups by the end of 2025.”     

During the same event, the Minister oversaw the inauguration of the Sports Academy of the Algiers 3 University. This institution aspires to establish itself as an accredited “pole of excellence” in sports, dedicated to nurture and advance young talents, while adhering and respecting the relevant international quality standards.

The Minister of Higher Education and Scientific Research inspects the “Abdelhamid Ben Badis” University

On 18 March 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research conducted a working and inspection visit to the “Abdelhamid Ben Badis” University. Accompanied by the wali (governor) and his delegation, he oversaw the initiation of a project to plant 1 000 argan trees across an area of proximately 10 hectares within the three experimental farms of the Faculty of Natural and Life Sciences. During this visit, he evaluated the intelligent irrigation system of the model farm.

On this occasion, Mr. Kamel Baddari visited the exhibition of innovative projects and start-ups of agronomy, aquaculture and fisheries, where he asserted that his ministerial department relies on several infrastructures in this aspect, with a particular focus on the importance of entrepreneurship and the structures available to students for generating wealth through the creation of start-ups and micro-enterprises. This year, the “Abdelhamid Ben Badis” University, is set to launch 60 micro-enterprises and 20 start-ups.

On the sidelines of this visit, framework agreements were signed between the agricultural services directions and those of fishing, aquaculture and environment and quality of life at the local level. A framework agreement was also signed between the “Abdelhamid Ben Badis” University and the Scientific and Technical Research Centre on Arid Regions of Biskra.

The Minister also honoured the winners of international and national competitions, such as the international competition for the best doctoral thesis in Kuwait, and the national competition for seawater desalination “Ibtikar Algeria.”

On the occasion of the first day of the holy month of Ramadan, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, paid an unannounced visit on 1 March 2025, to evaluate the services provided to students in two university residences: El Alia, for girls and Bab Ezzouar 1 for boys, both affiliated to the university services department, Algiers-East.

The Minister thanked the university services staff for their efforts on the first day of the holy month of Ramadan, by providing a balanced menu for the resident students.

During the second day of the holy month, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, continued the series of unannounced visits to university residences. As today, 2 March 2025, he visited the Mahelma university residence, for both female and male students, to evaluate the services provided to students of the Hub.

On the third day the of holy month of Ramadan, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research pursues his series of unannounced visits to university restaurants. On this day, 3 March 2025, he visited to the “Yamina Salah” in Kolea (Tipaza), to assess and inspect the services facilities, and what it provided to students during the holy month.

On 5 March, the fifth day of the holy month of Ramadan, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, paid a visit to the Directorate of University Services Algiers-West and Centre prior to the Iftar adhan (the breaking of the fast), in order to inspect and examine the services provided to students in the university residences: Ben Aknoun for girls and Beni Messous for boys.

Mr. Kamel Baddari’s visit to Tlemcen: Algeria set to emerge as a preferred destination for international students, particularly those from Arab and African countries

On 27 February 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, paid a working and inspection visit to the Abou Bekr Belkaid University in Tlemcen. Accompanied by local authorities, he inaugurated the two new premises of the Manufacturing Laboratory (FAB LAB), and start-ups of the Student Centre (I2E) within the new Hub of the University “Abou Bekr Belkaid” in Mansourah.

The minister noted on the occasion that “the Algerian university has become the favourite choice for African students, as evidence by their testimonies, and serves as a university for Africans, who now act as ambassadors for their second country (Algeria) to their respective countries.” The University of Tlemcen is one of the national pioneers in accommodating international students, with over 500 students from more than 35 countries, mainly African.

“The Algerian University generates knowledge and shares it with its African friends, as Algeria has emerged as the African locomotive leading the continent towards prosperity and progress, thus achieving the principle that Algeria has always advocated, “African for Africans,” he stated.

He further emphasized that “the African Institute, located in Tlemcen, is a higher education institute that provides education and training in a number of modern specialities, including renewable energies, environment and everything related to the economy of tomorrow. Thus, Algeria contributes with its university graduates in training Africans and gives Africa its developed, advanced and sustainable standing.”

On the other hand, he noted that the University of Tlemcen promotes the innovative environment of the province, and allows the creation of new added value to the local economy, the creation of jobs and the transformation of students’ knowledge into products that can be manufactured and marketed.  

During his inspection visit to the province, the minister of Higher Education and Scientific Research also oversaw the signing ceremony of seven partnership agreements between the Student Centre of the University of Tlemcen and several institutions operating in the fields of agriculture, industry, tourism, irrigation, electronic industry among others.

During this visit, the minister engaged with African students, who provided insight on their reception and care conditions. He also attended a presentation on the strategy of the University of Tlemcen for African-African cooperation, which included a review of the African dimension of the University of Tlemcen, and highlighted its ambitious strategy of promoting the African cooperation in the fields of scientific research and academic exchange.

The minister also inspected a micro-enterprise, the Centre of Simulation and the library of the Faculty of Medicine to assess its digitization process. He also oversaw the inauguration of the micro-enterprise fair at the Centre of Andalusia Studies.

On 26 February 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, welcomed Mr. Bakary Yaou Sangaré, the Minister of Foreign Affairs, Cooperation, and Nigerians Abroad of Niger, at the Ministry’s headquarters.

Mr. Bakary Yaou Sangaré expressed his gratitude to the Minister of Higher Education and Scientific Research, highlighting his appreciation for Algeria’s assistance to his country in the field of higher education and scientific research. He noted that Algeria has granted approximately 300 scholarships to Niger, a number he described as “significant” for a country like his. Furthermore he remarked that no other country globally offers them as many scholarships and training opportunities as Algeria does.

He additionally conveyed his aspiration to enhance training programmes, particularly in the areas of hydrocarbons, medicine and precision technology.

The President of the Council of the Nation, the Moudjahid Salah Goudjil delivers a lecture at the Faculty of Law “Ben Youssef Ben Khadda”, Algiers 1

On 24 February 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, attended a lecture delivered by Mr. Salah Goudjil, the Moudjahid and President of the Council of the Nation. This lecture was held in to commemorate the National Martyr Day, observed on February 18, the 69th anniversary of the creation of the General Union of Algerian Workers (24 February 1956), as well as the 54th anniversary of the nationalisation of hydrocarbons. The event took place at the Faculty of Law of “Ben Youssef Ben Khadda” University – Algiers 1.

On this occasion, Moudjahid Salah Goudjil affirmed that the Algerian revolution is founded on core principles, highlighting the absence of hegemony, and the collective nature of the struggle. Cooperation agreement between Algeria and Mauritania in the domain of higher education and scientific research

On 17 February 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, and his counterpart, Mr. Yacoub Ould Amine, jointly signed the executive program of cooperation in the domain of higher education and scientific research.

 
In his speech, Mr. Kamel Baddari stressed the importance of this agreement in finding societal solutions that benefit both parties across multiple sectors, especially in energy, health and agriculture, along with current issues that require scientific and innovative approaches.

 
For his part, the Mauritanian Minister, Yacoub Ould Amine, addressed the significance of the agreement established between Algeria and Mauritania, describing it as an effective mechanism for advancing the sectors of education and scientific research. He noted that this agreement strengthen the bilateral joint cooperation, particularly regarding university mobility for master’s and doctoral programs, as well as in medical specialities.

On Tuesday 4th, February 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, presided over the launch of two digital platforms designed to strengthen the relationship between the university and its socio-economic environment through the development of pedagogical innovation and the showcasing of research products.

The minister explained that these two platforms will be added to the 60 previously launched, bringing the total number of digital platforms through which higher education offers its services to 62.

On this occasion, the Minister confirmed that their aim is to improve the connection and cooperation between university institutions and their socio-economic partners by “strengthening the engagement between the two parties and exploiting the means provided by technology.” 

The first platform, “Algerian Smart Hackathon”, allows economic and social partners to submit their questions, which are then studied by researchers and students in order to develop innovative solutions. After being evaluated by experts, these solutions are discussed with economic and social partners to select the most suitable proposal.

Regarding the “Bahth” platform, the Minister added that it is serves as a digital space showcasing significant research products from the sector, including the presentation of ready-to-use prototypes, and notable inventions, “to enable socio-economic enterprises to benefit from these innovations to enhance their performance.”

On 27 January 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, visited the Sheikh Amoud Ben Mokhtar University Centre in Illizi.  Accompanied by local authorities, the minister began his visit by honoring the resistance Moudjahid “Sheikh Amoud Ben Mokhtar”, with a wreath at his monument, paying tribute to his significant contributions.

 

During the visit, the Minister of Higher Education and Scientific Research inaugurated the House of Artificial Intelligence, and inspected the exhibition showcasing innovative projects, which highlight the creativity of students and researchers, demonstration their contribute to enhancing AI skills in various technical and scientific fields. These projects aim to foster a cutting-edge educational environment in the field of AI, thereby providing new opportunities for students in this discipline.

On this occasion, the Minister declared: “We aim to make the students of Illizi ambassadors of the innovative economy and to make the university one of the pillars of the Algerian innovative economy.”

He visited the artificial intelligence laboratory, where he met Mrs. Kasmi Rim, a professor at the University Centre, recipient of the international award for the best entrepreneurial project, selected from 21 projects representing 21 countries, in “SILICON VALLEY” San Francisco.

On 19 January 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, converted at the ministry’s headquarters with researchers specialising in agriculture, livestock, modern technologies and manufacturing, vegetable oils, etc. The minister listened to the presentation of researchers in theses different fields:

  • regarding the development of fodder, the yields obtained surpassing 137 q/ha for triticale, as well as for fodder beet as a valid substitute to existing fodder sources. In the same context, researchers gave a presentation on successful and and recognized benefits of using agro-food residues,
  • Regarding the argan cultivation, researchers have drawn up a regional geographical map for the development of this crop,
  • The conclusive document outlining the national strategy for the development of saffron, known as “red gold”, is set to be unveiled in the near future,
  • Anti-silting system: Researchers presented a technique for preventing railway silting for black spots in southern regions. This technique was applied to the railway line between Saida and Mechria.
  • Strengthening livestock (cattle and sheep): a team of researchers from the National Veterinary School presented a strategy to increase the production of these valuable resources by using modern techniques,
  • Electronic tags for livestock : Training for the various qualified teams responsible for the design and implementation of the first Algerian’s electronic tag will begin on February 10, 2025.

To conclude, the minister highlighted the contribution of universities and research centers, which are an asset to the national economy.

On 16 January 2025, Mr. Kamel Baddari, Minister of Higher Education and Scientific Research, Accompanied by the local authorities, oversaw the inauguration of the Institute of Criminology at the University of Oran 1 “Ahmed Ben Bella”, and inspected the Centre for the Development of Entrepreneurship and the Central Library of the University.

The minister began his visit by the inauguration of the Institute of Criminology of the “Ahmed Ben Bella” University, Oran 1, the first of its kind at the national, Arab and African levels. It includes 620 first year students, 120 master’s students in criminal law, criminal sciences and criminology. The Institute offers various specialities such as forensics, criminal procedure law, cybercrime, financial crimes and others.

Mr. Baddari stated that the Institute of Criminology will grant a qualitative leap, rationalization and quality to higher education and scientific research in Algeria.

He also inaugurated the first digital library nationwide, at the central library of the University in the “Dr. Taleb Salim Mourad” complex at the University of Oran 1.

It is possible to access this library and consult all the documents thanks to an electronic chip integrated into each book. All digitalized books are equipped with this chip, allowing students to explore them freely. Access is granted to all, whether to consult on site or to borrow the book to take home, in the latter case, an authorization is required.

Mr. Kamel Baddari revealed that the sector will work to digitalise all university libraries of the country, with the aim of improving access to scientific resources and promoting the use of technology in higher education.

He also spoke at the closing ceremony of the activities of the Winter School, dedicated to open software “Linux”, organised by the University of Oran 1 “Ahmed Ben Bella” a few days ago. He stressed that learning open and free software offers doctoral students economic, moral and social benefits as well. This will allow Algeria to position itself  in the field of cybersecurity, and to be distinguished as a competitive country with university degrees and an Algerian information system, a powerful country that masters advanced technologies that will give it the opportunity it to compete with the most developed countries.

The Minister inspected the project of the green chemistry research Unit at the “Abdelmalek Mortad” complex in the municipality of Bir El Djir, where he emphasized the necessity to operate this unit and promote its added value in the local and national economy.

He visited start-ups exposition labelled “innovative project”, which was defined by a great number of start-ups and micro-enterprises created by the University of Oran 1, and which will promote the economic role of the university, as well as to create various added values to the local and national economy. Mr. Baddari stated that he was prepared to place the structures at the disposal of young entrepreneurs to launch the production process.

قام وزير التعليم العالي والبحث العلمي السيد كمال بداري، يوم الثلاثاء 14 جانفي 2025، بزيارة عمل لولاية الأغواط، حيث تفقد عدد من المنشآت العلمية والتكنولوجية التي حققتها لجامعة “عمار ثليجي”.
وقد استهل زيارته، رفقة السلطات المحلية، بمعاينة كلية الطب، حيث إطلع على تطور بنياتها التحتية والوسائل البيداغوجية الحديثة لا سيما مركز المحاكاة الطبية، ومخبر البيولوجيا الجزئية، وتوفرها على مستشفى افتراضي بيداغوجي متكامل، وأكّد السيد الوزير خلال الزيارة، إعجابه بالمستوى العالي للتكوين في العلوم الطبية عبر تزويدها بأحدث أساليب التعليم والتدريب، مما يؤهلها لأن تكون بوابة لطب الغد.
وأشرف الوزير على تدشين مخبر الذكاء الإصطناعي الذي يعد من أحدث المخابر في الجامعة, مبديا اهتمامه الكبير بما يحتويه المخبر من تجهيزات حديثة, وبرامج بحثية متقدمة في مجال الذكاء الإصطناعي, مؤكدا في ذات الشأن, ”أن تلك المجالات تعد من أولويات الحكومة في إطار إستراتيجية التحول الرقمي”.
كما أشرف أيضا على تدشين حاضنة الأعمال التابعة للجامعة, حيث اطلع على المشاريع الريادية التي يتم تطويرها من قبل الطلبة والخريجين.
واختتم السيّد الوزير زيارته بإشرافه على تسليم ثمانية اعتمادات لمكاتب دراسات وتوطين خمس مؤسسات إقتصادية بجامعة “عمار ثليجي” بالأغواط، وهي خطوة مهمة تندرج في إطار تعزيز الدور الإقتصادي للجامعة. كما جدد تأكيده في الأخير على أن الإهتمام بالتكنولوجيات والإبتكار يعد ركيزة أساسية لتحقيق التنمية المستدامة, وتحسين جودة التعليم وتطوير التكوين في مختلف المجالات سيساهم في ضمان توفير كفاءات قادرة على مواجهة تحديات المستقبل.

M. Baddari visits and inspects “Amar Telidji” University in Laghouat

On Tuesday 14 January 2025, Mr. Kamel Baddari, Minister of Higher Education and Scientific Research, paid a working visit to Laghouat, where he inspected a number of scientific and technological structures constructed by “Amar Telidji” University.
Accompanied by the local authorities, he began his visit by inspecting the Faculty of Medicine, where he took note of the advances made in terms of infrastructure and modern teaching resources, in particular the Medical Simulation Centre, the Molecular Biology Laboratory and the availability of an integrated virtual hospital. During his visit, the Minister expressed his admiration for the high level of training in the medical sciences which uses the most advances teaching and training methods, making the Faculty the gateway to tomorrow’s medicine.
The minister also inaugurated an artificial intelligence laboratory, one of the University’s newest, and expressed his close attention to the laboratory’s modern equipment of and to the advanced research programmes in the field of AI, noting in this regard that “these areas are among the government’s priorities as part of its digital transformation strategy.”
He also oversaw the inauguration of the University’s business incubator, where he heard about the innovative projects being developed by students and graduates.
The Minister concluded his visit by supervising the delivery of height accreditations to consulting offices and domiciliation of five economic companies at the “Amar Telidji” University in Laghouat, an important step in strengthening the economic role of the university.
He reiterated that the focus on technology and innovation is a fundamental pillar for achieving sustainable development, improving the quality of education and developing training in various fields. This will contribute to ensure skilled competences capable of meeting future challenges.

On 09 January, 2025, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, met, at the headquarters of the National Office of University Services (ONOU), with the person in charge of the management of the office and his central staff, in the presence of the Secretary General of MHESR and the central administration executives,

 

  • The Minister listened to the presentation of the outcome of the Office’s activities for the fiscal year 2024, which were characterised by savings of more than 13 billion Algerian dinars, following the digitisation of restaurant and transport services, with the aim of rationalising expenditure.

 

  • The Minister urged the officials of the Office to make more efforts to improve the services provided to the students in order to ensure best care for his friends, the students,

 

  • The Minister also ordered the review of the transport plan for each University Town, to improve this necessary service for the movement of his student friends,

 

  • During this meeting, the Minister highlighted the involvement of university sports associations in various sports leagues to restore the glory of elite athletes.

 

  • The Minister gave his instructions to begin a meticulous and rigorous preparation for this year’s holy month of Ramadan.

On Saturday, 14 December 2024, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, accompanied by the Minister attached to the Minister of Industry, in charge of pharmaceutical production, Mr. Fouad Hadji, paid a working and inspection visit to the city University of Constantine.

They started their visit at the National Center of Biotechnology Research (NCBR) at the “Abdelhamid Mehri” University of Constantine 2, where:

– The director of the center presented the research and development strategy adopted by the center in the context of strengthening of health and food security, as well as the programme for reinforcing and promoting start-ups;

– Granting decisions to localise start-ups in several innovative fields such as “Dorouscom”, “DD” to transform and reduce the digitization process of companies, “Irigreen”, which has developed an intelligent irrigation pipe, that can be exported abroad, and the “Global Centre for Robotics Education”, accredited by the International Federation of Robotics and the Korean company, “ABC DZ”, e-learning platform, “wheel wise AI drive”, a start-up that controls innovations in command and control with gesture recognition for electric wheelchairs, “B market”, a start-up providing spare parts, “Innovative kids technology”, for different age groups, “safe digital health”, to develop software and mobile applications for people with special needs and autistic children, “NAHLA Tech”, “Energitica”, “MajlisCom”, a global event management platform, “Fanatec Mobility”, the first Algerian application for smart, free and ecological mobility using electric scooters;      

– A start-up company specialised in cell analysis was launched,

-A proteomics technology platform “Platform proteomique” was launched. 

During this visit, a cooperation agreement was signed between the National Agency for Pharmaceutical Products and “Saidal” Group, represented by “Equival” Center and the Center for Research in Pharmaceutical Sciences.

On 12 December 2024, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, paid a working and inspection visit to Mohamed Boudiaf University in M’sila. Accompanied by the Wali, local authorities and the president of the university, he began his visit by inspecting the university’s new technological hub, where he inaugurated the startup localization park for the university’s innovative students. He visited the pavilions of the exposition held there, which showcases the most main startups whose ideas originated and were developed at the University of M’sila.

The Minister also listened to the main concerns of student entrepreneurs, encouraging them to continue research and development and assuring them of his and the sector’s support.

On Thursday 5th December 2024, during a plenary session of The Council of Nation, dedicated to oral questions, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, explained in his reply that “the opening of the speciality of medicine in some university was carried out following their demands, those of the students’ parents and the parliamentary representatives of both chambers.”  Therefore, “a high-level joined ministerial committee has been set up, which includes executives from various sectors and relevant authorities.” and according to their reports submitted “21 annexes of the Faculties of Medicine have been created to ensure the training during the first three years of the preclinical course. They represent educational structures pedagogically and administratively attached to existing medical faculties.” 

 

In the same context, the Minister stated that “these annexes will be evaluated according to a participatory approach extended to all actors”, “taking into account the objectivity and the existence of adequate conditions to ensure the success of this effort.” 

With regard to the question of the unification of the names of certain specialities, and the review of the degrees previously awarded, and the coordination with the General Directorate of the Civil Service, the Minister explained that “the LMD educational system, which has been applied since 2004, under which numerous training courses have been accredited at bachelor’s and master’s level. These courses, although they have different tittles, are similar in terms of content and teaching programmes.” 

He added that his sector has been working « adequacy of licenses and harmonization of master’s degree », by « reviewing the titles of the branches and specialities, and unifying the names and the contents of the training courses offered in all the specialities in order to make the profile of graduates clearer and more visible.”

 The Minister revealed that these two operations had made it possible to reduce “the number of branches in licences from 227 to 83, i.e. 60%, and the number of specialties from 1962 to 177, i.e. 90%, after  matching,” as well as “the number of specialties for Master’s degree from 3 174 to 536, i.e. 83%,” while “the General Directorate of Civil Service has been informed of the updated nomenclature of training programs offered by higher education institutions, on the basic of which graduates of university institutions are recruited in various sectors.”

Award for Best African PhD Thesis in Constitutional Law

On December 2nd , 2024, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, attended the award ceremony, at the Constitutional Court, for the best doctorate thesis in constitutional law, organised by the General Secretariat of the Conference of African Constitutional Courts, for doctor Kylali Zahra from “Mohamed Ben Ahmed” University, Oran 2. 

This award is an indicator of the quality of the Algerian higher education and scientific research system, and its contributions to the continent.

This significant event was also the occasion of the signing of a cooperation agreement between the Constitutional Court, represented by Mr. Omar Belhadj, and the Ministry of Higher Education and Scientific Research, represented by Mr. Kamel Baddari.

The Minister presents the five-year action plan (2024 - 2029) for the sector of higher education and scientific research, from the Mohamed-Cherif Messaadia University of Souk Ahras.

On November 28, 2024, the Minister of higher education and scientific research, Mr. Kamel Baddari, arrived in Souk Ahras to initiate a working and inspection visit to the Mohamed-Cherif Messaadia University of Souk Ahras.  He began his visit by inspecting the first two startups of the university, within the framework of achieving the objectives of the programme of the President of the Republic, Mr. Abdelmadjid Tebboune, which aims to create 20 000 startups and economic institutions in the next five years, followed by a visit to the exhibition of innovative projects by university students, including eighteen (18) projects converted into micro-enterprises and funded by NESDA. He also attended a part of the training course dedicated to students with innovative projects at the University’s Business Incubator.

 Listening to a presentation of various start-up projects, presented by the students who have received the patent of invention labels, the Minister encouraged the students to enter the world of entrepreneurship in order to contribute to the development of national and local economy.

During the inauguration of a model classroom of distance learning at the same university, the Minister stressed the need to provide the necessary means and technologies to promote “hybrid” education, which combines face-to-face and distance learning, by offering conferences and lectures from universities around the world to share knowledge, expertise, experience and ideas.

During a speech delivered to the academic community, the Minister presented the main outlines of the project of the action plan for higher education and scientific research for the period 2024-2029. The plan consists of three (3) strategic axes, nineteen (19) levers, and ninety-three (93) activities.

The minister of Higher Education and Scientific Research, Mr. Kamel Baddari, oversaw on Tuesday, November 19, 2024, at the University of Dr. Moulay Tahar in Saida, the launch of the first Algerian computer operating system “Linux distribution”, using free and open systems.

The minister stressed during his speech on this occasion, that this software system, 100% Algerian, is the result of the efforts of students and university researchers specializing in software, from various Algerian academic institutions.

He added that “the creation of the Algerian “Linux distribution” system, which combines ease of use with security, will contribute to improving the performance of our computers operating systems, particularly by safeguarding and securing our information system.” He explained, “This will permit the establishment of an open technological economy for Algeria.” 

The minister recalled, «this computer operating system represents a nucleus that will also allow the creation of dozens of start-ups in the field of software.”

He further commended the efforts of the Dr. Moulay Tahar University in Saida, which he described as “model” of progress, science and innovation.

The minister also honoured the first three teams of winning students of the first national competition for the creation of Algerian computer operating system “Linux distribution”, organized by the University of Saida in coordination with the National Commission for Free and Open-Source Software, under the Ministry of Higher Education and Scientific Research.

This competition, which spanned three days at the University of Saida, saw the participation of ten teams, each composing of four students from various universities across the country.

The minister of Higher education and scientific research, Mr. Kamel Baddari, said on Thursday, November 7, 2024 in the People’s National Assembly (PNA) Algiers, during a plenary session devoted to oral questions, that his sector in continuing its efforts to improve the LMD (Licence – Master – Doctorate) system, with a view to develop and enhance the results of scientific research. 

The minister explained that the sector of higher education “continues the reforms’ path of the LMD (Licence – Masters – Doctorate) system, according to a common vision bringing together different actors”, noting that “various workshops will soon be organized to explore ways of this system’s development.”

He said that the sector is committed to “giving an economic dimension to scientific research by promoting research products and a culture of innovation, entrepreneurship, and business among students, as well as the achievement of digital transition and the improvement of the visibility of the system of education and research internationally,” and also “to prepare the launch of the fourth generation university.”  

In response to a question about the attraction of the national competences abroad, the minister explained that “a set of measures have been put in place for this purpose, including thematic networks, as well as the integration of these elites in research projects,” in addition to “encouraging them to participate in the supervision of doctoral students and employ them in research centres.”  

On the other hand, the minister stressed “the determination of the sector to adopt the method of dialogue and consultation to respond to the various concerns rose,” referring to “a series of meetings held with students’ representatives from different Faculties of medical sciences, which enabled to answer to their demands.”

Preliminary university registrations for new baccalaureate holders

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, announced today, Saturday, July 27, 2024, at the ministry headquarters, that 316,075 students, new baccalaureate holders, have completed their preliminary university registrations, representing over 77% of the total graduates for the year 2024.

In his speech during the opening of the National University Conference, the minister added that “392,480 students accessed the platform and validated the ministry’s electronic charter, representing over 95% of new baccalaureate holders, while the registration process continues throughout Saturday.” He also mentioned that the number of students registered on the English language learning platform has reached 410,099.

In this regard, the registration confirmations for new baccalaureate holders will take place between July 28 and July 30, with the results of the orientation to be announced on August 6. Students are required to pay their registration fees between August 10 and August 15.

On this occasion, the minister emphasized that the 2023/2024 academic year was “positive” in various areas, with “more than 200,000 students trained in entrepreneurship, the creation of 117 business incubators, 107 centres for entrepreneurial development, and 55 artificial intelligence houses.” He also mentioned that, regarding digitization, “60 digital platforms have been created, and the PROGRESS system has been generalized.”

Regarding the preparation for the 2024/2025 academic year, the minister revealed that “ideas that align with the quality of education and the adoption of educational references that meet modern requirements will be introduced,” which will “enhance the transition from a traditional university to a fourth-generation one.”

The minister of Higher Education and Scientific research, Mr. Kamel Baddari, carried out today, April 1st, 2024, a working and inspection visit to the Solar Equipment Development Unit in Bou Ismail.

 
During this visit, the most important results of the National Research Projects NRP were presented, including the following:
– Solar and photovoltaic plants cleaning system,
– Solar powered treated water purification system,
– Solar cooling for solar poultry farming barn,
– Solar energy barley cultivating room,
– Smart model farm,

 
In addition, subsidiary institutions and technological platforms of the Centre were introduced.

The minister of Higher Education and Scientific Research, Mr. Kamel Baddari, oversaw, today, March 26, 2024, the launch of two new digital platforms. The first, “INCHIGHALATI”, focuses on the interests and concerns of students residing in university residences. It simplifies operations for students regarding requests for services related to accommodation, dining, transportation, and university scholarships, making these requests more efficient while ensuring the effective execution of services provided by university services sector officials.


As for the second platform, the “Digital Incubator,” the first of its kind in the Maghreb region, its role is to assist and support students with innovative ideas in transforming them into startups. It also aims to guide students and assist them in the field of entrepreneurship and technological innovation.

The minister of Higher Education and Scientific Research, Mr. Kamel Baddari, carried out a working and inspection visit to the Centre for the Development of Advanced Technologies located in the municipality of Baba Hassen in Algiers.
During this visit, the minister inspected new products for research and development that are the subject of partnership between the Centre and national public and private institutions, including a solar hydrogen production station and optical technologies, a platform for the automatic characterization of electronic components and the development of fuel converter components for cars and a platform for testing carbon monoxide detectors and other designs.

During the working and inspection visit to the University of Mustapha Stambouli, Mascara, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, with the Minister of Knowledge Economy, Start-ups and Micro-enterprises, Mr. Yacine El Mahdi Oualid, inspected the innovative projects of students and researchers, and reviewed the efforts of the state to transition from the classical economy to the intelligent, which is based on human and knowledge skills where the Minister announced the signing of a ministerial decision on the creation of consulting, research and development offices through 115 university institutions, 1700 laboratories, 19 research centers as an interface for problems detection among the economic and social operators, and administrative bodies with a view to examine them and provide suitable solutions and methods. This is a component of the University’s new vision.             

 

The Minister also asserted that the university’s dynamism and the real integration between the Ministry of Higher Education and Scientific Research and the Ministry of Knowledge Economy benefit the economic situation of the country and add to the creation of a new economic and social climate in a new Algeria. The elements of the latter were established by the President of the Republic, Mr. Abdelmadjid Tebboune, who attributed 11 of his 54 electoral pledges to the scientific research sector, noting that these pledges have obtained a number of positive outcomes. Leading them is the dynamism of the Algerian university, which enabled the students and researchers to participate actively in the economy.

On December 19, 2023, the Minister of Higher Education and Scientific Research, Mr. KAMEL BADDARI, visited the Research Center on Scientific and Technology Information in Ben Aknoun to examine research products in multiple fields within the three national priorities.
Researchers from the biotechnology research center in Constantine developed a micrometric chip for two cells “the first of its kind in Africa”, to stimulate a biological environment as alternative to medical experiments on animals.

This microtechnology is used in a few advanced research centers, where researchers from the biotechnology research center in Constantine developed a biological micrometric chip “the first of its kind in Africa” to stimulate a biological environment as an alternative to medical experiments on animals.

Furthermore, biologic reagents for colon cancer were developed, as well as a group of applications to detect cancer.

It was also an opportunity to examine a smart irrigation system linked to the ozone system for beet cultivation. This system saves 50% of water during irrigation and contributes to the increase of sugar levels from 21 to 26 degrees brix and the production capacity from 80 to 150 tons/ha.
New varieties of drought-tolerant legume seeds and fodder have also been produced.

The Minister of Higher education and Scientific Research, Mr. KAMEL BADDARI, oversaw, on Tuesday, December 12, 2023, in his headquarters, with the presence of the three presidents of universities, the ministerial label of merit ceremony, awarded to the students who won the three first places in the finals of the best African project in robotics on the margins of the second edition of the African Conference of Start-ups.

The three places were awarded respectively to “the University of Batna 2, the National Polytechnic School, and the University of Science and Technologies Houari Boumediene,” as well as to the best African project in the field of green star-ups and the development of water resources and environmental protection. During this celebration, the minister asserted his support for the students with creative ideas, which can create wealth and contribute efficiently to our country’s economic vitality.

The Minister of Higher Education and Scientific Research Mr. KAMEL BADDARI, gave the signal on Monday, December 11, 2023 in Tamanrasset, for the first national winter athletics gathering, where he emphasized on the necessity of promoting the sports practice within the university community to support the sports elite.

In his speech delivered during his visit to Tamanrasset, the Minister explained that the Ministry of Higher Education and scientific Research is working to “promote sport practice within the university community to support the sports elite whose mission is to obtain the best results and honor the national colors during the international sports competitions.”

The minister noted that the participation of the student athletes from different university institutions in this gathering, which is a space for the discovery of new talents, “will contribute to the strengthening of moral values and knowledge among participants, thus achieving the objectives of sustainable development.”

The Minister added that the organization of this sport gathering is “the implementation and embodiment the government’s program, which takes its content from the program of the President of the Republic, Mr. Abdelmadjid Tebboune, which makes university sport a means to promote and strengthen the national unity and to honor the Algerian sport in various competitions at the international level.”

The organization of this gathering concurs with the 62nd anniversary of the events of December 11, 1960, during which all the Algerian people marched to say enough to the colonizer,” he added, recalling in the same context that “the region of Tamanrasset had a distinguished national position during the glorious revolution of liberation.”

At the end of his visit to Tamanrasset, the Minister oversaw the award ceremony for medals and gifts to the winners of this sport gathering, which saw the participation of more than 1000 competitor of both sexes representing 60 universities from different regions of the country, in 6 different sport specialties. For their part, the participants applauded the organization of this event which was a great opportunity for them to develop their athletic capacities and guaranty the communication between students from different universities of the country.

Participation of Minister Baddari in the Sixth African Union Judicial Dialogue

November 20, 2023- At the International Conference Center, Abdelatif Rahal, the minister of higher education and scientific research Mr. Kamel Baddari took part in the opening ceremony of the sixth African Union Judicial Dialogue of the African court on peoples’ and human rights, under the slogan: ‘Enhancing human rights in Africa: challenges and opportunities for integrating regional and international human rights jurisprudence in domestic courts’. Prime Minister Mr. Nadir Larbaoui opened the event.

The Dialogue marks the 20th anniversary of the adoption of the African Charter on Human and Peoples’ rights regarding women’s rights in Africa (Maputo Protocol), as it aims at completing the achievements of the previous dialogues.

In celebration of the event, some of the Protocol contributions and the progress made in the regard of women’s rights protection in Africa are planned to be presented during the dialogue.

In addition to that, a press conference will be organized with the aim of providing a forum for African judges, for exchanging expertise, sharing learning on regional and international jurisprudence, and disseminating best practices regarding litigating economic, social and cultural rights, along with the right for development.

As regards the dialogue set objectives, they are to raise awareness and shed light on the importance and the benefits of integrating regional and international human rights jurisprudence in domestic courts, and help them to have a good understanding of the cases in relevance. As well as enabling participants to improve their capacities and skills, concerning the implementation of the regional and international standards on human rights in judicial domestic procedures, including cases relating to jurisdiction, interpretation and application. In addition to identifying the challenges faced by juridical domestic authorities in addressing regional and international human rights jurisprudence, and find possible solutions and best practices to overcome them.

The dialogue, furthermore, discussed ways of enhancing collaboration among regional and domestic law jurisdiction, legal practitioners, and stakeholders; for the objective of strengthening human rights and justice in Africa, through exchanging practices, expertise and resources.
Moreover, the dialogue was attended by presidents of higher courts, institutional national courts from all around the content, presidents and judges of regional and non-regional courts, representatives of the African union, lawyers and researchers, as well as representatives of human rights institutions.

Sunday, August 6, 2023- the minister of higher education and scientific research Mr. Kamel Baddari congratulated the Brilliant Algerian students at the international Mathematics competition, held in Blagoevgrad, Bulgaria.
Minister Baddari congratulated on the occasion ‘ the participant Choubila Guerfi who is a student at the higher national school for mathematics, in Sidi Abdellah, Algiers; for winning the Bronze Medal in the international mathematics competition for university students in its 30 edition. Several universities have also participated in the competition held from July 31, to August 6, 2023’.
The minister additionally congratulated’ the students: Alla- Eddine Thabet, Hicham Maamri and Yasser Merabet, who have received the grade: very honorable’ for their participation in the competition. It is worth noting that ‘ the Algerian participation in the international mathematics competition for university students is the first of its kind’.

The minister of higher education and scientific research Mr. Kamel Baddari received on Wednesday, August 2, 2023, at the headquarters of his ministry, the laureate Mohamed Lamine Benkeddache, who had the highest average in the Baccalaureate examination at June 2023 session.
During the meeting, minister Baddari offered the student ‘ the medal of the ministry’ for ‘his efforts and perseverance’, as he wished him ‘ every success in his university pathway’.
The meeting provided an opportunity ‘ to speak about the scientific and technical majors, and the specializations available in several higher national schools’
It is worth mentioning that the candidate Mohamed Lamine Benkeddache has had the highest average in the Baccalaureate examination at 2023 session, in ‘experimental sciences stream’, with an average of 19.50.

Baccalaureate 2023: Minister Baddari announces the Results of the Orientation Operation

Tuesday, August 1, 2023- the minister of higher education and scientific research Mr. Kamel Baddari presented at the headquarters of his ministry, a press conference on the Orientation results of the new Baccalaureate holders- session 2023. Mr. Baddari affirmed that about 71 % of the new Baccalaureate holders, who completed their pre-registrations, have been oriented depending on their top three majors’ list wishes.  

Minister Baddari revealed that the rate of registered students who were able to obtain their first wish on the college majors list, has reached 38.57%, while 18.20% of them were able to obtain the second wish on the majors list, whereas 13.93% were able to obtain the third wish on the list.

As for non-oriented students, they have numbered more than 5000 students, which is -according to what Mr. Baddari described- a very low number in comparison to the previous years. As he announced the launch of a platform for new wish -list cards set to be ready between August 6 and 8.

Mr. Baddari added that the registrations have known a high rate of students oriented to the majors of science and technology, recording the highest rate of 53.04%, whereas the majors of human and social sciences have recorded a percentage of 35.54%. A percentage of 11.87 has been also recorded in the majors of economic sciences, management and commercial sciences.

As for the distribution of Baccalaureate holders with regard to the major formation fields, the registrations in bachelor’s degrees have recorded a percentage of 70.1%, while the branches of medical sciences have recorded a percentage of 7.55% .As to the basic formation, ‘ in higher schools’, the percentage of  registered students was 4.33%. The higher schools for teachers knew the registration percentage of 2.60%.

In addition to that, minister Baddari explained that the high averages obtained during the Baccalaureate session 2023, particularly the averages with the grade: ‘Excellent, very good, and good’ pushed his ministry to elevate the number of pedagogical seats, especially in medical branches, higher schools and national- registration majors.

As for national- registration majors, Mr. Baddari noted that some higher schools and medical sciences have marked an increase in the lower averages of registrations, thus, the lowest admission averages in medicine have reaches 16.52% regarding  the stream of experimental sciences, 17% for mathematical stream, whilst the lowest average was in the stream mathematical techniques with a percentage of 17.34%. 

However, with regard to the lowest average in pharmacy, it was 15.94% for experimental sciences, 16.41% for mathematical stream, and 16.75% for mathematical techniques. Whereas the admission average in the higher school of computer science was 18.11%, and 17.79% in the higher school of artificial intelligence of Sidi Abdellah.

From the other hand, the new formation points have witnessed students’ turnout, hence 14 formation points have been created across 14 university cities in the form of annexes for medical sciences. As for distance education, 1184 registered students have been enrolled across 12 model universities, and 246 students have been registered within the double university degree amidst six universities as a first stage.

With regard to the objective of forming 50 thousands architects in computer science majors during three years, Minister Baddari announced that 28.810 students have been registered for the upcoming university year, comparing to 22.106 students last year.

 Mr. Baddari additionally, revealed that the final online registrations are scheduled on the period from August 5, to 6, 2023. The oral interviews at the higher schools of teachers are scheduled on the period from August 2, to 6, 2023. As for university services, the registrations are going to start online from August 19, to 28, 2023. The registration operations are going to be concluded with students’ transfers between August 29, and September 1, 2023.

University of Bechar wins the First Prize

Algiers International fair ‘Fia 2023’- The minister of higher education and scientific research, Mr. Kamel Baddari supervised with the minister of knowledge economy, start-ups and micro-enterprises, Mr. Yacine El-Mahdi Oualid, the awards ceremony for the winning teams of the Engineering and Innovation Challenge, at Algeria Venture’s pavilion, which was organized by the public accelerator of start-ups, Algeria Venture.

The challenge saw the participation of 12 national universities, and 74 students, among which were, University of Mohammed Tahri of the Wilaya of Bechar, which won the first prize, the University of Constantine, which was awarded the second prize, and University of Algiers, which received third prize.
The team of University of Bechar included students from Faculty of Technology and Exact Science who invented a smart robot for the diagnosis of crops diseases. As for the second team, which came from University of Constantine, it was composed of students from Faculty of Electro -Mechanic and Computer Science, who were able to invent a robot for stocks managements. The third team included students from the National Polytechnic School in El-Harrach, and faculties of University of Algiers1, which are Mechanic and Computer Science Faculties. As for the invention of the Third team, it was a drone powered by Artificial Intelligence.
In a press statement, Mr. Baddari stated that such scientific challenges would enable students to test their potential, refine their talents, and prove their brilliance.
For his part, Mr. El-Mahdi Oualid, congratulated the winners and the competitors, as he affirmed that ‘this competition permitted the discovery of talents in different fields across university students and national schools’.

Sunday, June 25, 2023- The minister of higher education and scientific research, Mr. Kamel Baddari, and the minister of knowledge economy, start-ups and micro-enterprises, Mr. Yacine El-Mahdi Oualid, oversaw the signing ceremony of an understanding memorandum  between the Higher School of Commercial Studies ‘EHEC’, and the Algerian Start-ups Fund ‘ASF’-at the Public Accelerator of Startups in ‘Algeria Venture’. The memorandum aims for the establishment of a national institute for innovation management, to serve as a branch for the school, with the objective of supporting enterprises and start-ups -wishing to improve their innovation potential.

The memorandum states, ‘ the establishment of an institute for innovation management’, in the aim for offering consultation services and support for enterprises and institutions welling to improve their innovation. The services include strategic consultations, innovation evaluations, trainings, and collaboration in order to achieve innovative projects.

In his speech, Mr. Baddari stated that ‘ this institute is considered an important gain to both ministries in the regard of opening Algerian universities towards their economic and social environment’.

Mr. El-Mahdi Oualid, for his part, considered this institute as a supplementary procedure and an important addition to the ecosystem of start-ups in Algeria.

Thursday, June 22, 2023- The minister of higher education and scientific research, Mr. Kamel Baddari was accompanied by the minister of knowledge economy, start-ups and micro- enterprises, Mr. Yacine El-Mahdi Oualid to oversee the inauguration of a forum entitled  micro enterprises: towards a sustainable economic model.

Mr. Baddari mentioned during his speech that the three most important measures -which characterized the collaboration of the sectors of higher education and scientific research, and knowledge economy- aim for converting entrepreneurship houses, which are in total 100 houses across different universities, into centers for developing entrepreneurship, and manage these centers commonly by both ministries. In addition to another measure related to the application of the new law of entrepreneur- students, which will enable them to avail from several advantages.
Minister Baddari also added that these measures would absorb the batches of university graduates who are annually enrolling in the recruitment registers, through launching startups and micro-enterprises. He has furthermore stated that this year, 10 thousands projects will receive an intensive formation during a period of 15 days, at the centers of entrepreneurship development, with the aim of establishing micro-enterprises or start-ups, and receive funding from the national agency for entrepreneurship support and development.

For his part, the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El-Mahdi Oualid affirmed that his sector has set the goal of creating 100.000 job opportunities within the two upcoming years, in keeping with the number of micro-enterprises expected to be established by university students -in particular.
In order to achieve this objective, both ministries are working in collaboration to accompany university students holding projects in providing intensive formation in entrepreneurship and funding for this purpose.

Monday, June 22, 2023 – The minister of higher education and scientific research Mr. Kamel Baddari was accompanied by the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El Mahdi Oualid, to supervise the inauguration ceremony of the Scientific Council’s members, at the Higher National School of Artificial Intelligence in Sidi Abdallah.
Minister Baddari stated that ‘the development of the use of artificial intelligence -especially in the sectors of education, industry and economy, has become necessary in order to scale-up the level of A.I. and keep it up with the ongoing developments, in light of the dynamism that Algeria is witnessing nowadays particularly. Noting in this regard- to the several institutions allocated for the formation of students in the field of A.I., such as the Higher School of Artificial Intelligence and the Higher School of Mathematics, in addition to more than 50 university institutions, 20 research laboratories in artificial intelligence, and other 30 laboratories in Mathematics.
For his part, the minister of knowledge economy, start-ups and micro-enterprises, Mr. El-Mahdi Oualid, mentioned that’ the Scientific Council translates the attention span of the Republic of Algeria in the field of artificial intelligence, as well as, the concern of the Republic in deploying A.I.; in view of the magnitude of changes induced by the uses of A.I., particularly ,in labor-markets and economic sectors’; which thereby requires reconsidering formation programs, and update them with the ongoing developments.


It is worth noting that the Scientific Council of A.I. is an advisory body of a scientific nature, which carries out several functions, such as diagnosing human potential in A.I, proposing formation programs, and monitoring international collaboration opportunities in A.I., with the assistance of Algerian competencies inside and outside Algeria.

Saturday, June 1, 2023-  The minister of higher education and scientific research, Mr. Kamel Baddari was accompanied by the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El Mahdi Oualid, on a working visit to the Wilaya of Sidi Bel Abbas to inspect a number of scientific and technological facilities in the University of Djilali El Yabes.

The visit began at the faculty of science and technology, where both ministers attended a presentation on the digital platforms of the university, and another presentation on a project for a subsidiary institution related to designing and manufacturing educational and pedagogical tools allocated for the sector of higher education and scientific research, as well as educational affairs. The delegation also attended a presentation on projects of three start-ups, in addition to another one about the production of Ozonated Water and harmful pest control, in addition to a presentation on ‘Apelak’, which is a project developed by a research laboratory affiliated to the faculty of electric architecture. Both ministers also looked over in- progress-projects of the technological platform and headed after that to the university incubator to get introduced to the technical card of the incubator, and then visited the entrepreneurship house, as well as, the artificial intelligence house.

The ministerial delegation, moreover, attended another presentation on the innovative projects of start-ups holders, as they visited the pedagogical support center and the intensive language-learning center.

In a press statement, the minister of higher education and scientific research stated that the University of Djilali El Yabes has witnessed a remarkable success in the field of innovative projects and scientific research, as well as technology development; as a result, more than 50% of graduates will be able to transform their projects and innovative ideas into start-ups or micro-enterprises. In addition to that, Mr. Baddari stressed the importance of intensifying the efforts made by the university actors, aiming at further approach toward the economic world and more response to the requirements of projects holders, in order to implement their ideas and innovative projects.

For his part, the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El Mahdi Oualid affirmed that the University of Djilali El-Yabes in Sidi Bel Abbas was among the first to develop innovative projects and scientific researches, at the national and international level, which would encourage the sustainability of efforts and strengthen the position of the University. Mr. Oualid also stressed the importance of boosting the actors’ efforts, for further approach toward the economic environment and more response to all the requirements of innovative projects holders.

The visit was concluded at the level of the University presidency with a meeting attended by the university family members.

Minister Baddari on a working visit to Tizi Ouzou

On Thursday, June 1, 2023, the minister of higher education and scientific research, Mr. Kamel Baddari, and the minister of knowledge economy, startups and micro-enterprises, Mr. Yacine El Mahdi Oualid, paid a work and inspection visit to the Wilaya of Tizi Ouzo.
Minister Baddari started the visit with an inspection to several facilities of the sector of higher education, such as, the great university pole, located in Tamda, Ouaguenoun, which has 25.000 pedagogical chairs, 15.000 among which are already in operation, while 10.000 of them are still in progress. In addition to 12 students residences encompassing 22.000 beds, 8 among which, include 14.000 beds, whereas four of them are still in progress and will encompass 8.000 beds.
During a visit to a space for stat-ups, the ministerial delegation urged students with innovative ideas to implement their projects, as they affirmed the State support and accompaniment for them. In addition to that, mr. Baddari asserted that the modernization of the sector of higher education necessities the development of start-ups, which are rich source for job opportunities and richness. He also called for transforming innovative ideas into economic and commercial model, which would contribute to the provision of job opportunities and richness, locally and nationally.

For his side, the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El-Mahdi Oualid reiterated the will of public authorities in the embodiment of the theme ‘young people have the ideas’. As he also encouraged young people to realize their ideas and projects through creating institutions and start-ups. Reminding, on the occasion, of the availability of a supporting and accompanying fund, which provides funding, and formation to this end.
Moreover, both ministers noted -during a meeting with students with innovative projects, that the spirit of innovation is present in all the important sectors and projects holding importance to the national economy, adding that technology is well mastered by the students, who are also embarking on entrepreneurship and institutions creations.
It is worth noting that the University of Mouloud Mammeri has yet reached more than 85 promising projects for start-ups, 10 among which have obtained innovation certificates, while other requests have been submitted for obtaining such certificates.

Algiers- The minister of higher education and scientific research, Mr. Kamel Baddari was accompanied by the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El-Mehdi Oualid, and the minister of post and telecommunications Mr. Karim Bibi Triki on Monday, May 29, 2023, at Algeria Venture’s center in Dounia Park complex. The objective of the visit was to oversee the ceremony honouring the Algerian students who won the first and second places in Huawei ICT competition held in Shenzhen, China.
The minister of higher education and scientific research stressed -in a speech on the occasion- on the importance of the inventions and innovations, as being an added value amidst the technological changes process witnessed in the NEW ALGERIA. As he also emphasized on the need for transforming innovative and creative ideas into projects and services contributing to the revival of the national economy and improve citizen’s life.
For his side, the minister of knowledge economy, start-ups and micro-enterprises stated that the repetitive win of the Algerian students in international events and competitions of technology indicates the good quality of education and formation in the Algerian universities. In the same context, the minister of post and telecommunications highlighted the importance of encouraging young innovative and creative Algerians in order to enable them to compete at all levels and keep the flag of Algeria flying higher.

At the end of the ceremony, the Algerian geniuses honoured the President of the Republic of Algeria Mr. Abdelmadjid Tebboune by offering him a shirt signed by them as an acknowledgment of his efforts in supporting and encouraging young creators and innovators.

The President of the Republic of Algeria Mr. Abdelmadjid Tebboune has congratulated the Algerian students on winning the first and second places of Huawei ICT competition held in Shenzhen, China. The president posted on his official account on twitter: ‘’congratulations to our students on winning the first and second places of Huawei ICT competition held in Shenzhen, China, who came from the universities and schools of Batna, Bejaia, Algiers, Algiers1, Blida1, Saida, Sidi Bel Abbes, Oran and Telemcen. I wish you success in other victories -Insha’Allah’’

The competition began last Wednesday with the participation of 15 Algerian students across five teams of 400 students who represented 74 countries. The event took place in the People’s Republic of China in the period from May 23 to May 26, 2023. The Algerian team won the first and second places in two different competitions within the fourth edition of Huawei ICT competition on May 27, 2023, during awards ceremony attended by high officials of Huawei ICT, in addition to an Algerian delegation representative to the ministry of higher education and scientific research.
The event attracted- in its 2023 edition -more than 120.000 participants from 74 countries, who represented 2000 universities. On this occasion, the Algerian minister of higher education and scientific research Mr. Kamel Baddari conveyed his congratulations to the winning students in this international competition.
It is worth noting that the qualified students for the world final competition have taken the lead of the African continent, after getting the top five places across 28 countries and 50 teams.

The Algerian National People’s Assembly: Minister Baddari responses to questions addressed by the deputies

During a plenary session of the national people’s assembly for oral questions, the minister of higher education and scientific research Mr. Kamel Baddari affirmed in a response to the deputies that his sector has started the necessary procedures in collaboration with the relevant parties to employ PHD and Masters holders, in order to cover employment for as many members of this category. The procedure will be implemented according to many staffing formulas, which are employment on the basis of the academic degree for the position of professor level -B, or employment as permanent researchers, in addition to employment in the form of a contract whether in positions of teaching or research.
As for the enrolment of the new Baccalaureate holders of the year 2023, Mr. Baddari noted that the ministerial decree relating to the orientation of new students includes the adoption of two patterns for orientation allocated for all sectors and majors, and relies on the weighted average as well as to the general average of the student. The minister also expressed his sector readiness for opening a broad debate about the most appropriate formula in order to enrol students with university actors over the next year.
Minister Baddari also noted that the digitalization operation will include all university aspects -in the next year- relating to the pedagogical side or services, which would put an end to the past practices and improve the services offered by the sector.

In response to an oral question about the proposal to reduce the orientation average for baccalaureate holders in the southern wilayas for certain majors, Mr. Baddari explained that the baccalaureate diploma is standard and has nationally a standard programme, therefore, making any changes on the orientation average would be similar to creating two categories of students, which would thereby disrupt the students’ orientation and its quality.
In addition to that, Minister Baddari expressed his sector’s readiness for supporting academic freedom and creating new majors at the level of university institutions on the condition that they present an addition to the social needs in order to achieve prosperity.

Twinning agreement with the University of Avila and 10 Algerian universities

Algiers, Monday, May 22, 2023- The minister of higher education and scientific research Mr. Kamel Baddari instructed the secretary general of the ministry of higher education and scientific research Mr. Ben Tellis at the headquarters of the ministry to supervise an agreement signing ceremony between the American University of Avila located in Kansas city, and 10 Algerian universities in the fields of education, formation, scientific research and technological development. 

The agreement was signed by the president of the University of Avila Mr. Jim Burkee and the deans of the universities of Souk Ahras, Tebessa, Batna2, Laghouat, Khenchla, Sidi Bel Abbes, Setif1, Tizi ouzou, Oran and Saida.

 

In a press statement, Mr. Tellis stated that this agreement comes within the new policy framework of the ministry which aims at achieving collaboration among the Algerian universities and top universities of the world; he added that the University of Avila is among the most prestigious universities in the world, and the aim of this agreement is to exchange expertise and scientific research, as well as to ensuring the formation of Algerian students in the sciences offered by Avila university, such as social and economic sciences, computer science, maths, education, health and business. As he also noted that this agreement would make Algerian universities more visible to the world.

For his side, Avila president Mr. Jim Burkee, Ph. D., welcomed this first-of -its kind collaboration with Algerian universities, adding that this agreement would benefit scientific research between university students and research instructors, in addition to intensifying collaboration and expertise exchange in many scientific and formation fields.

Council of the Nation: Minister Baddari presents his sector strategy before the members of the Commission of Educational affairs, Formation, Higher Education, Scientific Research and Religious Affairs.

The minister of higher education and scientific research Mr. Kamel Baddari gave on Monday, May 22, 2023, a presentation on his sector strategy before the members of the commission of educational affairs, formation, higher education, scientific research and religious affairs at the council of nations. He stated that the Algerian university is moving towards achieving a triple action plan which is consisted in the elements of higher education, scientific research and innovation. This plan would contribute to the creation of richness in accordance with to the social needs and tackle unemployment by enabling students to create their own job opportunities instead of waiting for job positions.

In the regard of innovation, Minister Baddari stated that 500 patents requests have been registered, pending the realization of 2000 patents requests by December 2023, in addition to 145 economic institutions. As he announced the establishment of 84 entrepreneurship houses, 94 business incubators, 7 artificial intelligence houses, 10 factories, as well as to the creation of 3 technological cities.

As for the digitalisation, Mr. Baddari considered that this operation has so far known the creation of 35 digital platforms, pending for the development of 46 other ones by next July allocated for higher education and scientific research activities and university services.

On the subject of modernizing Algerian universities, minister Baddari affirmed that his sector is intending to conclude national sessions at the university institutions in November and December, in order to keep higher education and scientific research system up to the community requirements.

Minister Baddari oversees the 67th commemoration ceremony of the National Student Day at University of Tamanrasset

The minister of higher education and scientific research Mr.Kamel Baddari paid on Thursday, May 18, 2023, a working and inspection visit to the Wilaya of Tamanrassat to inspect a number of university facilities. The visit first started with a project site inspection for students’ residence with 1000 beds, as he meanwhile received detailed explanations on allocating 97 hectares for the new university pole and other planned projects, which among them a project for establishing 1000 pedagogical seats. On the same occasion, he stressed the need for connecting such service structures with internet and digital technologies, in order to ensure effective operating for the digital platforms, which would thus enable central officials to learn about the management operations of university structures.
The ministerial delegation then headed to the University of Tamanrasset ‘Amine Elokkal El Hadj Moussa’ to oversee the 67th commemoration ceremony of the national student day of May 19th, 1956 with the local authorities of the Wilaya.
Mr. Baddari affirmed that the history witnesses that the Algerian student has been always heeding the call of his homeland, noting that the day of May 19, 2023 is a milestone for students whereby they contribute to the foundation of the New Algeria.
Minister Baddari referred that the date of May 19, 1956, is the day of the Algerian student revolution who corresponded to the call for justice, serving by that the call of (Mujahids) warriors, and thereby left universities and replaced university classes and auditoriums by mountains, caves and valleys; and the pen by the rifle for the sake of fulfilling his commitments towards liberating his land, because of his belief in independence and recovery of the national sovereignty, as he contributed constantly to the development of his homeland.


Furthermore, minister Baddari added that university students are contributing significantly to fulfil the commitment of the president of the republic of Algeria Mr. Abdelmadjid Tebboune, through citizenizing Algerian university, and thereby making the Algerian students citizen students aware and respective to the laws, and master media and communication technologies, as well as to various living languages, and therefore producing innovative students who would contribute to the prosperity of the country.
Mr. Baddari carried on his visit to the Wilaya of Tamanrasset in the afternoon and inaugurated a location for artificial intelligence house at the University of Amin Elokkal El-Hadj Moussa, as he urged the university staff to work more on revolutionizing science and develop scientific research in various specialities by the use of artificial intelligence. Mr. Baddari also stressed the need for further opening up towards university periphery and acquainting university students and citizens with artificial intelligence.

Moreover, minister Baddari inspected the university business incubator and looked over the different formation fields which are offered to the students, as he was briefed on various models of proposed projects of future micro enterprises. The minister also attended a part of the formation course that gathers investors and university students under the slogan ‘African market, an opportunity for shifting towards manufacturing and semi manufacturing industries in the Big South of Algeria’; this formation course encompasses 100 participants among which are students and in-progress project holders.
The minister furthermore attended a lecture on teaching English for university instructors, and then visited two exhibitions on various research laboratories products, and the digital library.

Eventually, he concluded the visit by a meeting with the university family, where he listened to the concerns of the university instructors, students and employees about the improvement of the university management.

The minister of higher education and scientific research Mr. Kamel Baddari received on Wednesday, May 17, 2023, at the ministry of higher education and scientific research his Excellency the ambassador of Portugal to Algeria Mr. Louis De Albuerque veloso.
The meeting discussed ways of strengthening and intensifying cooperation and exchange among Algerian and Portuguese universities through twinning conventions, especially, as the relations between Algeria and Portugal are very privileged with regard to the fact that Algiers is the third nearest capital in the world to Lisbon the capital of Portugal, in addition to the fact that both capitals have direct flights, which would facilitate the mobility and movement of university instructors, researchers and students from both capitals.
On the same occasion, minister Baddari pointed to the development of Algerian universities and their further open up towards the world, as he called the Portuguese ambassador to strengthen the relations of cooperation and mobility of instructors and students in different fields, especially as the number of Algerian students has multiplied during the ongoing year, which was within the exchange programs in the regard of students’ mobility.
In the same context, Mr. Baddari invited Mr. Louis to visit Algeria in order to enhance the relations and open up new horizons for research and scientific collaboration.
The ambassador, for his part, said Portuguese willingness for renovating cooperation convention signed previously with Algeria, as he expressed the Portuguese government willingness for further development for exchange and cooperation in the sector of higher education and scientific research.

Minister Baddari on a Work visit to the national higher school for marine sciences and coastal planning

The minister of higher education and scientific research Mr. Kamel Baddari was accompanied by the minister of fisheries and marine resources Mr. ahmad Badani on Sunday, May 7, 2023, on a work and inspection visit to the higher national school of marine science and coastal planning in Deli Brahim. Both ministers inaugurated many facilities such as a business incubator, as they explored a new digital platform allocated to accompany seawater desalination plants, and other different innovations developed by the school students, for instance, a project for breeding and generating cuttlefish, which is the first of its kind in Algeria. It is worth pointing out that this project boasts a successful rate of 80 percent and awaits adoption and mark as a micro enterprise producing cuttlefish which is considered as a demanded element in national markets.
In a press statement, minister Baddari stressed the need for more openness among universities in order to exploit and take the researches into reality on the part of economic sectors. Adding that the higher school for marine science would give a big push to the sector of economy whether in what relates to pharmacy, the sector of marine fishery or aquaculture.
Minister Baddari also called the economic sectors to exploit the platform which holds important data; especially that the exploitation of seawater potential in Algeria is less than 3 percent. As he noted that this research center would curtail the number of challenges that is facing different sectors of marine biodiversity.
The platform developed by the school encompasses 2453 microscopic and macroscopic marine species out of 4000 to 4500 plant and animal marine species along the Algerian coastline. Moreover, it provides the scientific names for the species and information on their geographical distribution, in addition to their type of environment and the risks that may face them, and this would facilitate the exploitation of these marine species in pharmaceutical activity, marine fishery and food marketing.
Mr. Baddari paid tribute to the efforts made by the school students in providing social needs, adding that 60 out of 105 graduate projects will introduce start-ups and micro enterprises in the field of marine products exploitation, and thereby providing job opportunities and correspond to food security challenges.

For his part, the minister of fishery and marine resources Mr. Ahmed Badani expressed his sector’s readiness for cooperation with research centers in order to create a bridge between university and the world of economy, as he added that the experiments conducted in the universities deserve encouragement and accompaniment.

The minister of higher education and scientific research Mr. Kamel Baddari instructed the secretary general of the ministry of higher education and scientific research Mr. Abdelhakim Ben Tellis on Sunday, May 7, 2023, at the ministry’s headquarters, to supervise the signature ceremony of a framework convention between the ministry and the general directorate of the national archives, represented by the inspector general.
The convention aims at deepening cooperation relations among the sectors of national archives and scientific research, and encouraging publication of articles and scientific studies in various fields, in addition to organizing seminars, and national and international scientific conferences on common subjects and issues, as well as to creating spaces for providing the necessary conditions for conducting studies and research.
Furthermore, the convention represents a framework for cooperation between the institutions of higher education and scientific research, and the general directorate of national archives in the domain of formation and scientific activities, through providing the essential means in order to ensure qualified supervision for students, especially in facilitating field-based trainings and hiring national competences from both sides.
The convention, moreover, embodies the common desire to work hand-in-hand in order to intensify scientific and cultural cooperation and exchange experience and expertise in modern information systems, in service for the national archives and remembrance.

Reception of the Jordanian Ambassador at the Ministry of Higher Education and Scientific Research

Algiers- At the ministry of higher education and scientific research, the minister of higher education and scientific research Mr. Kamel Baddari received on Wednesday, April 26, 2023, the ambassador of Jordan to Algeria, Mr. Shaker Atallah Al-Amoush, to discuss ways of strengthening and intensifying cooperation between Algerian and Jordanian universities, through twinning agreements among university institutions and standardizing curriculums and teaching programs with the required high quality.
Mr. Baddari said willingness to increase the number of Jordanian students in Algeria from 425 to over 1000 students, especially after opening a direct airline from Algeria to Amman, capital of Jordan. As he expressed willingness to strengthen and develop exchange and bilateral cooperation between both countries in the fields of medicine, pharmacy, and education in light of the strong and unique political will, expressed by the Algerian President Mr. Abdelmadjib Tebboune and the king of Jordan Abdullah II Ibn El-Hussein.
On the same occasion, minister Baddari called the Jordanian ambassador to open branches for private and public Jordanian universities in Algeria, especially with the experience and expertise of Jordan in this regard.

For his part, the ambassador congratulated Mr. Baddari on the religious occasion of Eid El-Fetr, as he paid tribute to the quality of relations between Algeria and Jordan which is witnessing significant progress in bilateral cooperation, especially after the last visit of king of Jordan to Algeria.
In the same context, the ambassador added that cooperation between Algeria and Jordan is manifested by the preliminary intensified meetings between the two sides on the convention which will be signed next June in Amman, Jordan.
In the context of the cooperation agreements between Algerian and Jordanian universities, the ambassador stressed the need for including Algerian and Jordanian common interests within the convention articles.

On April 25, 2023, the minister of higher education and scientific research Mr. Kamel Baddari, received the Norwegian Ambassador to Algeria, Mrs. Theresa Lokan Gheziel Aubin, at the ministry headquarters to discuss ways of intensifying cooperation and exchange between Algerian and Norwegian universities.
The minister of higher education and scientific research says willingness to intensify and improve bilateral cooperation with Norway through twinning agreements among Algerian university institutions especially that Algeria encompasses 115 university institutions that endeavour to the formation of a premium student open minded to the other cultures.
On the same occasion, ministre Baddari called the Norwegian ambassador to open branches for Norwegian universities and call Norwegian students to study in Algiers within the framework of student mobility for one or two semesters.
For her part, the Norwegian ambassador paid tribute to the quality of relations between Algeria and Norway, as she expressed readiness for expansion of cooperation between both countries in various sectors, in particular energy and sea sciences, due to the potential of Algeria and Norway both fields.
The ambassador asserted that her country studies with great attention, cooperation between Algerian and Norwegian universities in order to expand the areas of research and scientific exchange and cooperation.

The minister of higher education and scientific research Mr. Kamel Baddari received on April 24, 2023, at the ministry of higher education and scientific research, the ambassador of Swiss confederation Mr Pierre Yve Fux.
The discussions focused on intensification of cooperation and exchange between Algerian and Swiss universities in priority fields within the national strategy.
Minister Baddari expressed, in the same context, the readiness to intensify and enhance bilateral cooperation between both countries, through twinning between Algerian university institutions and top Swiss universities as practiced in Europe, in order to elevate the mobility of Algerian instructors and students, especially as the ministry is working on forming Premium University students, open minded to other cultures. Noting that, the new philosophy of the sector of higher education aims to attain excellent and improved higher education and scientific research.
Mr. Baddari called Mr. Pierre Yve fux to open branches for top Swiss universities for scientific and technological formation in Algeria.
For his part, ambassador of Swiss Confederation, congratulated minister Baddari on the religious occasion of Eid Al -Fitr, as he paid tribute to the quality of relations between Algeria and Switzerland. He also added that Algeria has been always promoting for cultural openness, therefore, he expressed the admiration for the role of this country, in cultural radiance and its open-mindedness to the cultures of the world.
Furthermore, the ambassador expressed the readiness for the expansion of cooperation between Swiss and Algerian university institutions, through twinning agreements in different fields, in particular archaeology and astrology, since Algeria has globally ranked archaeological sites, and fostering climate for various astrological studies and research.

Celebration of the World Knowledge Day at the Advanced Technology Development Centre

Algiers- At the  Advanced Technology Development Centre in Baba Hassen, the minister of higher education and scientific research Mr. Kamel Baddari inaugurated the celebration ceremony of the World Knowledge Day under the theme ‘Artificial Intelligence in Community Service’, which was attended by the minister of national education, the minister of solidarity, family and women’s affairs, as well as the minister of knowledge economy, startups and micro-enterprises, and the presidential adviser for national education affairs and higher education.

The ceremony witnessed an exhibition for scientific research products related to artificial intelligence, and a competition on smart toys for children, in addition to honouring high achieving national and international researchers, besides patents-leading university institutions, and innovative students in mental arithmetic.

 

Mr. Baddari stressed the importance of the sector of higher education and scientific research in the artificial intelligence, which aims to boost the establishment of institutions, which will create richness and sustainable development; as he underlined the need for determining the fields of artificial intelligence for students, in order to form innovative ones mastering calculation and communication. Besides that, minister Baddari announced the launch of the University Week for artificial intelligence, which is one of the aims and objectives set by the ministry of higher education and scientific research.

The minister of knowledge economy, startups and micro-enterprises, for his part, said that this scientific event which was organized by the ministry of higher education and scientific research is a chance to look over the achievements and efforts made by the sector to keep up with the international developments in technology, especially in artificial intelligence.

On the other hand, the minister of national solidarity, family and women’s affairs affirmed that her sector attaches great importance to the programs promoting to innovations and talents identification, and development of intellectual abilities, which would form a generation able to keep up with technological development.

Study Day on Drones

On Thursday, April 13, 2023, the minister of higher education and scientific research, Mr. Kamel Baddari and the minister of knowledge economy, startups and micro-enterprises Mr. Yacine El-Mahdi Oualid, inaugurated a Study Day on drones, entitled (applications and prospects of drones), attended by high ranked officials from the ministry of national defence, the ministry of post and telecommunication and ministry of agriculture and rural development, in addition to a number of public institutions directors.
This event comes in the context of the dynamic technological change in the field of drones uses and applications, as being a part of different surveillance activities, besides instant and precised detection.
The minister of knowledge economy, startups and micro-enterprises Mr. Yacine El-Mahdi Oualid, affirmed that Algeria has a significant potential to develop models of drones for various sectors, such as, agriculture and natural disasters management, which qualifies her to shift from research stage towards production and marketing.
The Study Day on drones aims to study the prospects and tangible projects available for startups and business owners, in addition to scientific, practical and economic mastering of technology. As it offers opportunities to private and public institutions and economic operators, and introduce them to the capacities provided by these technology technics, which aim to suggest solutions to their challenges and improve their performance.
Mr. Baddari revealed that the sector of higher education will start the preparation of a term-sheet for the establishment of a higher school for autonomous systems which will include drones technology. The minister expressed admiration for the impressive innovations developed by students and researchers in this regard, affirming that his ministry and the ministry of knowledge economy, startups and micro-enterprises will be working on the establishment of economic enterprises in this field, in partnership between research centres in autonomous systems and financial centres, which will create manufactured and marketable prototypes.
The minister of knowledge economy, startups and micro-enterprises, for his part, stated that Algeria has great potential in the field of drones’ technology, adding that prototypes of drones had been developed by many innovative students and startups. Noting that the sector of drones has a promising future in various fields of life, including agriculture, natural disasters management, mines and national defence, and other fields, which needs more efforts and attention by public authorities in order to shift from research and development towards production and marketing.
Furthermore, Mr. Oualid stated that this Study Day aims to unveil the capacities and the skills of students, and help them to establish their projects whether through material assistance or introducing them to the structures of the sector. Reminding that, many regulatory texts relating to the sector of drones have been issued in recent years. On the same occasion, a number of drones prototypes which had been developed by Algerian students and startups, were portrayed during this event.

On Monday, April 10, 2023, the minister of higher education and scientific research paid a visit to a group of digital platforms and spaces dedicated to startups at the higher school of food science and agri-food industry. After that the minister visited an exhibition portrayed innovative projects developed by the school students, and headed then to the sub-constitutions of researches in food sciences. During the visit, Mr. Baddari called the students to work on transforming their projects into tangible reality through the mechanism of projects support which is under micro-enterprises and startups.

The ministerial delegation then headed to the higher national school for agricultural sciences to inspect various departments of the school. The minister later inaugurated a space dedicated to startups. On the same occasion, Mr. Baddari laid the foundation stone for a project dedicated to business incubators, as he then visited the digital library which is the unique for its kind nationally, for having digital imaging of its documents via 3D printing technology. In the same context, minister Baddari urged the school officials and students to make more efforts to preserve botanic wealth.

In a press statement, Mr.Baddari affirmed that the Algerian university is a space for developing innovative ideas that can be implemented in practice, and therefore create wealth and achieve food security. On the same occasion, he stated that innovative ideas would benefit their owners and the national economy, only if they were transformed into productive reviving projects to the national industry and provide foreign currency.

The minister added that adapting entrepreneurship spirit needs some mechanisms that enable innovative graduates to create wealth and give an added value to the national economy, especially in the sector of food security and self-sufficiency in grains production. And this is what the ministry of knowledge economy is providing to accompany innovative students whether in exploiting their research results or financing their institutions.

In the same context, Mr. Baddari said that next July will be the time for portraying digital platforms related to some research activities on different species of plants, at the aim of planting them in the areas affected by wildfires in recent years.

On Tuesday, April 4, 2023, the ministre of higher education and scientific research Mr. Kamel Baddari and a number of government members, participated in the national forum of national integration at the core of SONELGAZ strategy, which was organized by the complex of SONELGAZ at El Aurassi hotel in Algiers. During his participation, Mr. Baddari stated that two models will be presented to the complex in the next few weeks under the convention signed in 2022; related to carbon monoxide detector and lithium battery for solar storage.
Mr. Baddari proposed building a cooperative partnership between the sector of higher education with all its structures and SONELGAZ, in the aim of modelling, manufacturing and marketing products abroad, in order to improve the national trade balance. Adding that the ministry is harnessing its centres and research laboratories to the needs of the complex, in order to achieve and develop national integration.
The ministre of energy and mines Mr. Mohamed Arkab, for his part, affirmed that the national integration of manufacturing equipment and spare parts needed for the sector activities represents an important role to the developing planning in the sector, through the achievement of industrial projects in partnership with foreigners and encouragement of handling activities.
On the other hand, the ministre of knowledge economy, startups and micro-enterprises, Mr. Yacine El Mahdi Oualid, revealed the launch of future cooperation projects with SONELGAZ related to smart meters and networks, which requires radical change in the infrastructure and reliance on modern technologies to achieve the modernization of energy resources.
The ministre of environment and renewable energies, Mrs. Faiza Dahleb stated that the complex of SONELGAZ will be the primary partner in the accompaniment of projects related to localized regulation, recycling and recovery of waste, in order to insure the achievement of environmental and technical standards in respect for applicable laws.
As for the ministre of vocational education and training professionals, Mr. Yassine Merabi, he said that his ministry is paying attention to energy sector, as it has a division related to electronics and electricity included among 23 divisions, and composed of 40 specialities, related to renewable energies.
In Algeria, The complex of SONELGAZ is considered to be a tool for developing handling activities and elevating the rate of national integration in different sectors, particularly, through several conventions signed with various ministries and bodies, at the aim of strengthening the policy of national integration.

On Monday, April 3, 2023,The minister of higher education and scientific research Mr. Kamel Baddari was accompanied by the minister of knowledge economy, startups and micro-entrerprises, Mr. Yacine El-Mehdi Oualid, for an inspection visit to the industrial technology centre, and to the centre for scientific and technical research of physicochemical analysis in Bousmail at the wilaya of Tipaza
Both ministers attended the inauguration of a business incubator at the industrial technology centre, as they oversaw a number of scientific research laboratories at the centre for scientific and technical research of physicochemical analysis. The delegation then inspected a group of startups recently created in materials science, technology and nutrition sciences.
On the same occasion, the ministerial delegation gave the official launch signal for a sub-constitution related to marketing chemical materials for the sector of higher education and scientific research.
In a press statement, Mr. Baddari affirmed that the sector is seeking to value the results of scientific research in a tangible and functional way, and make innovation an incentive for industrial revamping, citing the three models of drones which had been developed at the industrial technology centre of Bousmail.
Mr. Baddari stated that Algerian potential has control over industrial technologies by up to 60 percent, as it has possibility to create optimized final models for products that can be marketable and exported abroad.
The development of three models of drones had been developed by a research group at the industrial technology research centre, under the cooperation convention with the general directorate of civil protection, the general directorate of forestry and the ministry of agriculture, while patents in this regard are currently being developed in recognition of the research results.
In the same context, preliminary experiments had been carried out successfully on three models of drones which are, fixed wings drones, vertical drones and hybrid drones; while development of a fourth drone model is currently carried out, related to industrial facilities control, according to explanations presented to the ministerial delegation.
Mr. Yacine El-Mahdi Oualid, for his part, stressed the strategic importance of airborne systems, including drone industry technologies. Calling for the need to work on valuating the results of scientific research and take them from manufacturing laboratories to industrialization. The minister added that there is a high control over drone industry technology which must be taken into consideration, noting that researchers in the industrial sector have the possibility to launch startups, such as business incubators.

On Tuesday, March 28, 2023, the minister of higher education and scientific research Mr. Kamel Baddari oversaw the launch of six new digital platforms related to the following sectors:
• Human resources management.
• University student accommodations.
• High school students.
• The initial formation for PHD students.
• The investments of higher education and scientific research.
• Digital university libraries.


The minister stressed the importance of the new platforms in facilitating the success of the student’s formative path, from the stage of guidance provision and graduation, until the stage of engagement in professional life. These platforms would also facilitate pedagogical innovation, and governance modernization, according to Mr. Baddari.

He also noted that the launch of the six platforms comes in line with of the presidential scheme for digital transformation, which was adopted by his ministry and centered on 7 strategic axes, 16 strategic plans, and 102 operational programs, and will have offered services to various university actors before December 2024.

The minister noted that the launch of the new platforms would bring the total of the platforms released by the ministry of higher education and scientific research, to 29 platforms; which is an indicator for success for the sector engineers and the instructors.

The minister of higher education and scientific research Mr. Kamel Baddari officially launched the basic training for PHD candidates who applied for the PHD enrolment exam, for the university year 2022-2023, at the headquarters of the ministry, during a video conference meeting on Thursday March 23, 2023.

According to Mr. Baddari, The training programme will be based on four main axes, which are, philosophy, English, Didactic in addition to media and communication technology.

On the same occasion, the minister expressed his thanks to the participants who had contributed for the success of the exam, which was conducted during the period from January 15, 2023, to February 15, 2023.

As presented in the meeting, 1632 of PHD enrolment exams, had been conducted in 91 university institutions qualified for implementing this type of PHD training; among which, 53 universities, 30 higher schools and 8 university centres.

According to the meeting figures, 6010 candidates had passed the PHD admission exam, and 824 training programmes had been prepared and divided among 14 fields, 51 % among which were in the field of science and technology, while 49% were in the field of social and human sciences.

The visit began with the inauguration of a veterinary clinic at the faculty of nature and life sciences, and a visit to an exhibition portrayed innovative projects created by the faculty students within the framework of obtaining a University degree for a Startup. The exhibition also portrayed innovations made by winning students of the university incubator innovation challenges, organized at the innovation and technology support centre, which includes the university incubator and entrepreneurship house. Both ministers encouraged the university students on developing their innovative ideas and economic projects.
The minister of higher education and scientific research noted in a press statement, that the activities carried out by the veterinary clinic in different fields of livestock, qualify the clinic to receive accompaniment from the ministry of knowledge economy and startups, and enable it to achieve innovative ideas, in addition to strengthening local and national economy.
The minister of knowledge economy, startups and micro-enterprises, for his part, said that the veterinary clinic which had been inaugurated at the University of Chadli Bendjedid in the wilaya of El Taref, would contribute in the conservation of livestock resources in Algeria, especially local animal species, as it would increase providing local and national markets with red and white meat.

Mr. Baddari supervised the inauguration of a renovated artificial intelligence house in the University of Annaba, as he also looked at a number of innovative projects which had been developed in the renovated space, which was created to accompany and develop innovative projects, in addition to renovating and developing a scientific and digital database.
The ministers also inaugurated two complexes dedicated to startups and economic sub-institutions at the University pole in El-Bouni, Annaba. Moreover, the delegation visited the innovation centre named as (Annaba Innovation), which holds more than 40 innovative institutions in economic and social fields.
Furthermore, both ministers inspected models of a number of startups developed by the university students within the framework of graduation thesis, during an exhibition that had portrayed 400 startups. As they both stressed on the need to elaborate commercial models for students with innovative projects.
The delegation called the students of the University of Annaba to control the mechanism of artificial intelligence, and work on software development, in addition to seeking registration for their projects, in order to own a startup mark, as a first step towards transforming ideas into innovative institution producing materials and services.
On the same occasion, both ministers visited another exhibition portraying results of researches related to food security, digitalization and industrial technology, stressing the importance of renovating sub-institutions related to knowledge economy and digitalization.

The minister of higher education and scientific research Mr. Kamel Baddari received the UK ambassador in Algeria, Mrs. Sharon wardle at the ministry headquarters, on March 22, 2023, where the two sides discussed ways of intensifying bilateral cooperation between higher education and scientific research.

Mr. Baddari affirmed that Algeria says willingness to intensify and improve bilateral cooperation with the united kingdom through twinning agreements among Algerian university institutions and major British universities, in order to upgrade the level of Algerian instructors and students, stressing the ministry’s efforts to form unique students open to other cultures, and enable university instructors to master English perfectly, and gradually use This language in teaching scientific and technical disciplines, beside working on common interest research projects.

On the same occasion, the minister called the ambassador to open branches for major British universities with the view to provide scientific and technological training in Algeria, and enable intensive language learning schools to conduct the international worldwide English exam IELTS.
The British ambassador, for her side, expressed fascination to the achievements of the Algerian researchers in scientific research competitions in the united kingdom, Most recently was achieved by an Algerian researcher from the university of Guelma who was crowned with the first prize awarded by the royal academy for science (Royal society), founded in 1662.
The ambassador also expressed UK willingness to renew cooperation protocol with Algeria, and set up other agreements beyond the protocol, in addition to mandating a joint committee for specifying priorities list prior to its debut. Adding that the British Embassy in Algeria will soon offer free access scholarships to a digital library rich of hundreds of thousands of books, magazines and scientific films, which will be all in English and dedicated to university institutions, instructors and students in Algeria.

On March 15, 2023, the minister of higher education and scientific research Mr. Kamel Baddari, received the USA Ambassador in Algeria, Mrs. Elizabeth Moore Aubin, at the ministry headquarters.
The meeting discussed ways of strengthening and developing cooperation between higher education and scientific research, and technological development.
Mr. Baddari expressed Algeria’s willingness to strengthen the cooperation, by establishing a branch for the American University in Algeria, and intensifying relations and fruitful cooperation between the two parties. The minister also called for speeding up the signature of twinning agreements between Algerian and American University institutions, and encouraging the mobility and exchange of instructors, researchers and PHD students from both countries.
The USA ambassador affirmed that the American spaces which are available in some Algerian Universities are dedicated for English learning, in this regard, the minister called for expanding the activities of these spaces so that it covers the highest number of Algerian instructors.
The meeting also addressed setting up common programmes and research projects, and organizing high level scientific meetings between academics from both countries. Mr. Baddari stressed the need for broad participation in the upcoming seminar which will be organized at the University City of Oran next April.
In the context of the positive practices of the American expertise in the field of startups, the minister of higher education and scientific research expressed Algeria’s willingness to send missions of Algerian students to the American universities, in order to learn from the American Experience in the field of startups.

Working Visit to Oran: Inauguration of Promising Projects at the University City of Oran

On Monday, March 9, 2023, the minister of higher education and scientific research, Mr. Kamel Baddari was accompanied by the minister of knowledge economy, startups and micro-enterprises, Mr. Yacine El-Mahdi Oualid, and the minister of post and telecommunication Mr. Karim Bibi Triki for a working and inspection visit to the University City of Oran.
The ministerial delegation visited the exhibition of startups which presented samples of startups that have been developed at the universities and higher schools of Oran. During this exhibition which took place in the Library of the University of Oran 2, Mr. Baddari announced that about 560 university projects are adequate to build startups, and this will contribute to create a national social and economic dynamism.
The minister also affirmed that the creation of university startups will be supported by all possible means, in order to turn the students’ ideas into marketable products, and to contribute in the development of national economy, in addition to creating wealth and providing job opportunities.
In the same context, the minister of higher education and scientific research noted that the ministry of knowledge economy, startups and micro-enterprises with all its structures, will accompany university students in order to turn their innovations into marketable product, and this will be implemented within the framework of coordination between the sector of higher education and scientific research.
The minister of knowledge economy, startups and micro-enterprises, for his part, stressed the importance of encouraging young people to get into the spirit of entrepreneurship and embody their innovative projects.

Mr. Yacine El-Mahdi added that, the universities of Oran are regarded as a think tank for innovative ideas, and startups, owing to the important contributions of the students in this regard. During The first conference of strartups in the field of space, which was concluded on Thursday, at the satellite development research centre, which is affiliated to the Algerian space agency, the delegation looked at the university students’ innovations, especially startups holders, who are willing to share their startup projects in the upcoming planned programme of the space agency.

Establishment of More Than 500 Innovative Projects and 11 Study Offices at Kasdi Mrbah University in Ouargla

On Monday, March 6, 2023, the minister of higher education and scientific research Mr. Kamal Baddari, was accompanied by the minister of knowledge economy, startups and micro-enterprises Mr. Yacine El-Mahdi Oualid on a working visit to the wilaya of Ouargla, in order to oversee a number of research and pedagogical centres.
The ministerial delegation commenced the visit with the inauguration of a complex dedicated to startups, at the library of the university pole 3, which includes three faculties in technology. On the same occasion, they visited an exhibition displaying more than 700 emerging companies in different fields, such as renewable energies, hydrocarbons, geology, environment, green economy, agriculture, biology, health and industry.
Both ministers also looked at the activity of the university business incubator, which represents a structure for receiving and accompanying the creation of micro-enterprises and startups. It should be noted that, the national state-owned oil company SONATRACH, works as an economic and social partner to this incubator.
The ministers also visited the scientific research Centre, which has several research laboratories. Later the same day, the delegation inspected the technical platform for pihsico-chemicals analysis, which also has developed 30 innovative projects for startups in different domains. The ministerial delegation concluded this working visit with the inauguration ceremony for the artificial intelligence house.
On the same occasion, the minister of higher education and scientific research stated that:” Startups which have been renovated by university are seen as added values to the national economy, by providing richness and job opportunities”, stressing that:” these innovative projects are related to different domains, which would contribute to the achievement of local development”. He also praised the efforts made by the university family, to promote entrepreneurship. Noting in this regard, that the university of Kasdi Mrbah in Ouargla, is currently counting more than 500 innovative projects, in addition to other 11 innovative projects, independent of the research office, and fall under the ministerial resolution no. 1275, related to (turning a university degree into a startup using university patent).
The minister of knowledge economy, startups and micro-enterprises, for his part, emphasized the importance of direct coordination between his ministry and the ministry of higher education and scientific research, in order to develop the atmosphere of entrepreneurship among universities, in addition to ensuring the necessary accompaniment for students with innovative projects within their entrepreneurial path.

Launch of Nine new digital platforms in the sector of higher education and scientific research

On Monday, February 27, 2023, the minister of higher education and scientific research Mr.Kamel Baddari supervised the launch and the activation of nine digital platforms, these were added to the fourteen digital platforms, which had been already launched and dedicated to the University community.
This operation comes as an incarnation to the president of republic Mr. Abdelmadjid Tebboune‘s commitment to digitalize all sectors, and as response
to the ministerial assembly outcomes which aim to digitalize the sector of higher education and scientific research.
Mr.Baddari said in a speech on this occasion, that the digitalization is a mean to elevate the higher education and scientific research, as it gives a visual impactto university institutions, in addition to making Algeria a destination for international students.
As for the digital operations that have been developed, they aim to incarnate the main digital plan for the sector. Thus far, nine platforms have been delivered and spread over the strategic axes of this plan, and have been activated on February 27. These platforms are a reference guidebook platform (Training-Jobs), in addition to a platform for monitoring innovated projects, and another one called (University Cinema).
As Mr.Baddari mentioned in his speech, the beneficiaries of the platforms, are in order, Students who will take their official baccalaureate exam, training teams, institutions, local communities and the ministry in charge.
Moreover, since Digitalization is as a pillar for modern administration, another launch of two platforms has been set up. The first one is relevant to the evaluation of permanent researches, as for the second one, it has been developed for selecting candidacies for the post of university services directors, in addition to another platform for pursuing private property of the sector of higher education and scientific research.
As for national and international relations, and as to make Algeria a destination for international students, an activation for a platform dedicated to foreign students has been set up, to facilitate the registration process in the Algerian university institutions. Another social network platform has also been set up for Algerian graduates ‘ALUMNI’, and it is considered as the first social network for previous Algerian graduates, this platform will enable these students to transmit their experiences and know more about their professional status, as to consolidate their spirit of fulfillment and belonging to the Algerian institutions.
A software for detecting plagiarism has been also developed and activated.
On this occasion, Mr. Baddari answered questions from reporters relating to the digitalization and the digital platform in the sector of higher education and scientific research during a press conference.

On Monday, February 27, 2023, at the headquarters of the ministry of higher education and scientific research, the minister of higher education and scientific research, Mr. Kamel Baddari hosted a delegation from the high commission for Amazighity, headed by Mr. Si Al-Hashmi Assad, the secretary general of the commission.

The main topic of this meeting was to examine ways to strengthen cooperation between the ministry and the commission in different fields, especially in both higher education and training, and scientific research.

Within the framework of enhancing partnership between the two parties and strengthening the position of the Amazigh culture and Tamazight language in the higher education system, the two parties agreed on the following points:

• The possibility to open up an Institute for Tamazight language, and the Amazigh culture at the University of Hassiba Ben bou Ali in the wilaya of chlef.

• The possibility of opening a department for Tamazight language at the higher school of teachers in the wilaya of Ouargla, in coordination with the Ministry of national education.

• The preparation to incorporate a new discipline entitled (Tamazight Language and The Amazigh culture) at the higher School for teachers of deaf and mute in Beni messouss.

• The possibility to incorporate Tamazight language teaching in the centers of intensive language teaching to promote the Tamazight language and the Amazigh culture.

This partnership and cooperation agreement signing comes in implementation of the Algerian council of ministers outcomes, which was conducted on February 5,2023, in which the Algerian president Mr. Abdelmadjid Tebboune had ordered the three sectors to coordinate in order to ensure research development in renewable energy systems. Furthermore, this signing aims to incarnate the government action plan, which includes in its subjects the energy security beside other aims that promote the valuation of scientific research results, and create fruitful interaction among sectors of the higher education and scientific research, energy and mines, startups and micro-enterprises.

The first agreement is related to the development of renewable energy storage systems, and it was concluded in association among the semiconductor technology research center, the renewable energy development center, and the national gas and electricity company “Sonalgaz”.

As for the second agreement, it is related to the development of cooperation in order to valuate research result in renewable energies sector, especially energy storage systems. This agreement was concluded between the semiconductor technology research center and the emergent company “The Most Optimal Solutions for Energy Transition”.

The minister of higher education and scientific research affirmed that both of the agreements signing, come in response to the Algerian president orders to achieve coordination and rapprochement among the three sectors, in order to bridge relations between university and enterprises, for further opening towards economic and social environment, in order to transfer technology to laboratories, and transform research results into modeling and fabrication, through the partnership among the scientific laboratories, the national gas and electricity company, and startups. Thus, there would be a link that facilitates communication and valuate scientific research results, in a way that contribute to the production, the preparation and manufacturing materials, along with providing the national market needs in the energy sector.

In the same context, the minister declared that his ministry would complete a model for energy storage batteries that are going to be at the disposal of the ministry of energy and mines, as well as the ministry of the knowledge economy. The completing rate of the prototype battery has reached 70 percent, and it will be able to store solar energy within four months, as it will be 100 percent Algerian made.

The minister of energy and mines, for his part, emphasized the importance of agreements signing, in order to invest in scientific research results. The semiconductor technology research center is undertaking different technological energy innovations that would help to generate and store energy, and use low cost and clean-energy alternatives, in addition to expanding electricity providing networks.

As for the minister of the knowledge economy, startups and micro-enterprises, he noted that Algeria is a country that has a high-energy potential par excellence, as he stressed the need to expand energy products to replace fossil energy. He added that Renewable energy is challenging the use of scientific research for the sake of saving and storing energy. In fact, our country has a high potential that makes it a technological pole in the renewable energy sector, through giving every possible opportunity to the national competencies abroad, and involve them in the development of energy storage systems.
