Badge “Study in Algeria”

The Minister of Higher Education and Scientific Research, Mr. KAMEL BADDARI, awarded today, November 27th, 2023, fifteen (15) university institutions and residences, in the attendance of officials of the Ministry of Foreign Affairs and National Community Abroad, and thirty (30) diplomatic representatives attachés in Algeria.
The “study in Algeria” badge is valid for one year starting the date of its reward, with the view to create a rather competitiveness between university institutions.
The university institutions receiving the badge “Study in Algeria”, One Star, were ranked as follows:

Third call for proposals for National Research Programs

The Minister of Higher Education and Scientific Research, Mr. KAMEL BADDARI, with the Minister of Energy and Mines Mr. MOHAMED ARKAB, the Minister of Agriculture and rural development  Mr. ABDELHAFID HENNI, the Minister of Hydraulics Mr. TAHA DERBAL, the Minister of Environment and renewable Energies Mrs. FAZIA DAHLEB, the Minister of Fisheries and fishery products Mr. AHMED BADAN, the Minister of Knowledge Economy, Startups and Micro-enterprises Mr. YACINE EL MAHDI OUALID, Mr. president of National Economic, social and environmental council Mr. BOUCHENAK KHELLADI, and the Secretary General of the Ministry of Health and the representative of the Minister of Industry and Pharmaceutical Production, oversaw today November 25th, 2023, the third call for proposals of National Research Programs addressed to the various Algerian researchers in Algeria and abroad and to the national competences of different sectors of activity, to contribute to the creation of research teams for the execution of the development projects designed by the economic and social partners and formulated by the intersectoral committees of scientific research and technological development.

This call is part of the continuous efforts of development and scientific research to find practical solutions to the needs of certain economic and social institutions that have contributed to the proposition of these projects, also to permit the inquiry of creative means of conception and design of prototypes and products that can be exploited for economic profit or that intended for the creation of Startups / small businesses and crowning some inventions with international patents.

This call also aims, through the planning and execution of targeted development projects, to deliver products produced by the participating research teams, identical and coherent to the propositions made by the institutions initiating the projects. It is to be noted that the project selection process id carried out accordingly to a scientific evaluation by experts taking into consideration appropriate criteria, in addition to criteria of practicality and innovative and economic efficiency.

Hearing session to present the budget of the Higher Education and Scientific Research sector for the year 2024, before the finance and budget committee of the National People's Assembly

The Minister of Higher Education and Scientific Research, Mr. KAMEL BADDARI, participated today, Wednesday November 22, 2023, in the hearing of the finance and budget committee of the National People’s Assembly, chaired by Mr. SAAD BAGHIDJA, president of the commission, as part of the study of the budgets of the sectors included in the finance bill for the year 2024. Ms. BASMA AZOUAR, Minister of Relations with Parliament was also in attendance.
The minister spoke of the great dynamism experienced by his sector in order to give a concrete form to the strategy drawn up in this area and which is presented as follows:
-Review the courses map and regroup certain areas to create better compatibility and optimal distribution of courses points in university establishments.
-Facilitate the student orientation process.
-Encourage innovation and creative ideas to launch a program that guarantees students to create their STARTUPs.
-Give strong thrust to the sector digitalization program.
-Encourage institutions under supervision to create subsidiary institutions.

For his part, Mr. SAAD BAGHIDJA, president of the commission, highlighted during his speech the great efforts made in the sector of higher education and scientific research, which have enabled the institutions of university education in Algeria to achieve a qualitative leap in the world university rankings.

Participation of Minister Baddari in the Sixth African Union Judicial Dialogue

November 20, 2023- At the International Conference Center, Abdelatif Rahal, the minister of higher education and scientific research Mr. Kamel Baddari took part in the opening ceremony of the sixth African Union Judicial Dialogue of the African court on peoples’ and human rights, under the slogan: ‘Enhancing human rights in Africa: challenges and opportunities for integrating regional and international human rights jurisprudence in domestic courts’. Prime Minister Mr. Nadir Larbaoui opened the event.

The Dialogue marks the 20th anniversary of the adoption of the African Charter on Human and Peoples’ rights regarding women’s rights in Africa (Maputo Protocol), as it aims at completing the achievements of the previous dialogues.

In celebration of the event, some of the Protocol contributions and the progress made in the regard of women’s rights protection in Africa are planned to be presented during the dialogue.

In addition to that, a press conference will be organized with the aim of providing a forum for African judges, for exchanging expertise, sharing learning on regional and international jurisprudence, and disseminating best practices regarding litigating economic, social and cultural rights, along with the right for development.

As regards the dialogue set objectives, they are to raise awareness and shed light on the importance and the benefits of integrating regional and international human rights jurisprudence in domestic courts, and help them to have a good understanding of the cases in relevance. As well as enabling participants to improve their capacities and skills, concerning the implementation of the regional and international standards on human rights in judicial domestic procedures, including cases relating to jurisdiction, interpretation and application. In addition to identifying the challenges faced by juridical domestic authorities in addressing regional and international human rights jurisprudence, and find possible solutions and best practices to overcome them.

The dialogue, furthermore, discussed ways of enhancing collaboration among regional and domestic law jurisdiction, legal practitioners, and stakeholders; for the objective of strengthening human rights and justice in Africa, through exchanging practices, expertise and resources.
Moreover, the dialogue was attended by presidents of higher courts, institutional national courts from all around the content, presidents and judges of regional and non-regional courts, representatives of the African union, lawyers and researchers, as well as representatives of human rights institutions.

Signing Cooperation Program in the Sector of Higher Education and Scientific Research between Algeria and Yemen

Wednesday, November 8, 2023—The minister of higher education and scientific research Mr. Kamel Baddari, and his counterpart the minister of higher education and scientific research, technical education and vocational training of the Republic of Yemen Mr. Khaled Ahmad Al-Wasebi, signed an executive cooperation program between Algeria and Yemen, for the period (2023-2025), at the headquarters of ministry of higher education and scientific research in Algiers.

In an address on the occasion, Mr. Baddari confirmed that this executive program would exchange knowledge and scientific research outcomes through ‘ the mobility between Algerian and Yemeni university actors’.
For his part, the Yemeni minister Mr. Khaled Ahmad Al Wasebi, called the executive program a’comprehensive and ambitious agreement’, which would enable and enhance the students exchange movement between both countries. As he also expressed his satisfaction at the signing of the executive program which would ‘ strengthen cooperation between the sectors of scientific research between both sisterly states, which share long historical relations’.

Start-ups in Algeria: an Engine for the Development of Small and Medium Enterprises

Tuesday, November 7, 2023—The minister of higher education and scientific research Mr. Kamel Baddari and the minister of knowledge economy, start-ups and micro enterprises Mr. Yacine El Mahdi Oualid, visited the school of higher commercial studies (EHEC) in Kolea, Tipaza. Both ministers supervised the inauguration of an economic forum, organized by the school, in collaboration with a number of entrepreneurs, industrialists, students with innovative projects and start-ups, small, medium and large enterprises, several technical national schools, and different schools of business, commerce and management.

In an address, Mr.Baddari stated that the forum ‘contributes to the setting of a national strategy for research, exploration, innovation exploitation and open innovation’. As he confirmed that, the sector of higher education and scientific research is working on promoting scientific research, and all the matters related
to development and innovation. Calling the university instructors -as elite of the society- to contribute to the supervision of students who are willing to establish micro enterprises and implement achievable graduation projectsthat can be developed subsequently-on the ground-with funding resources provided by the State. Mr. Baddari also added that his ministry vision ‘which emerges from the government and the higher authorities vision, aims at reaching coherence between the students and university instructors, and the world of research, development, entrepreneurship and business, for the objective of achieving economic development’.
For his part, the minister of knowledge economy, start-ups and micro enterprises, he explained that 2000 institutions have obtained a Label for the best successful institution. Noting that his ministry ‘is weekly receiving hundreds of projects’. Adding that the public authorities have set a system that encourages and fosters university students to get into the world of entrepreneurship with an open mind to innovation and creativity’.
Mr. Oualid,furthermore, stated that Algeria has made headway in the establishment of start-ups according to a recent world ranking.

Ministerial Decree on the Students Mobility among University Institutions

Wednesday, October 31, 2023– the minister of higher education and scientific research Mr. Kamel Baddari oversaw the ceremony of the E-signing for a ministerial decree relating to the mobility of students among university institutions. The ceremony saw the attendance of the high officials of the ministry and a number of university and higher schools presidents from Algiers.
Speaking at the signing ceremony, Mr. Baddari said that ‘ this decree will pave the way for the mobility of students among national university institutions, by enabling them to learn in university institutions other than their own. Adding that ‘the students’ mobility within 114 university institutions will enable them to enhance their knowledge and education, by the transition between their original university and other receptive one’
Mr. Baddari, moreover, noted to the set of the new procedures released by his sector, such as the payment of the students’ bursary at the end of each month with an amount of 2000 Algerian Dinars as laid-out in a resolution of the council of ministers. Minister Baddari, furthermore, announcedthe forthcominginauguration of a number of services platforms.
