The Prime Minister presides over the award ceremony of the President of the Republic Prize for the Innovative Researcher (2nd edition)

On behalf of the President of the Republic, Mr. Abdelmadjid Tebboune, and as part of the celebration of Knowledge Day, observed annually on April 16, the Prime Minister, Mr. Sifi Ghrieb, presided on Thursday, April 16, 2026, over the award ceremony of the President of the Republic Prize for the Innovative Researcher in its second edition. The ceremony took place at the “Abdelhafid Ihaddaden” Scientific and Technological Hub under the slogan: “We innovate today… to build tomorrow’s Algeria.”

The ceremony was attended by the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, along with several members of the government, the Advisor to the President of the Republic in charge of education, higher education, vocational training, and culture, Mr. Nasr Eddine Ben Tifour, as well as a distinguished group of professors, researchers, and students.

On this occasion, the Prime Minister read out the message of the President of the Republic, in which he emphasized that this event is not merely an academic gathering, but also reflects the State’s strategic orientation and the determination of its institutions to position Algeria among knowledge-producing nations rather than mere consumers—capable of mastering, developing, and enhancing technology beyond simply importing it.

In his speech, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, affirmed that honoring researchers through an annual prize awarded on Knowledge Day demonstrates that Algeria is being built within university lecture halls and research laboratories.

He added that Algeria, which led one of the greatest revolutions for independence from colonialism, is now engaged in another kind of revolution—one driven by science and innovation.

This prize, established by the President of the Republic, is part of the State’s policy to strengthen scientific research and promote innovation, particularly by encouraging the transformation of research outcomes into practical applications that contribute to national development and the consolidation of a knowledge-based economy, reflecting a clear shift from theory to practical implementation.

This initiative aims to reward the best innovative research projects with applied dimensions, especially in strategic fields such as food security, health security, artificial intelligence, and the knowledge economy.

The ceremony honored six winners, divided between researcher and student categories, representing various universities and research centers across the country. They were awarded certificates and prizes in recognition of their outstanding scientific contributions.

The Prime Minister also visited an exhibition organized on this occasion, showcasing innovative national research projects, where emphasis was placed on the President’s directives to promote their practical implementation, reflecting a transition from theoretical approaches to real-world applications.

On 11 December 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, paid a working and inspection visit to the “Lounici Ali” university in Blida 2, El Affroun. This visit coincided with the commemoration of the sixty-fifth (65) anniversary of the 11 December 1960 demonstrations. Accompanied by the governor of the province and his delegation, the minister oversaw the laying of a wreath and the recitation of the Fatiha in honour of our noble martyrs.
He then visited the university’s economic related facilities at the Entrepreneurship Development Centre, attended a training workshop at the Business Incubator, and reviewed various student start-up and micro-enterprise projects.
He also inspected the University Village project, which covers on an area of 6,083 square metres, and includes numerous services and health facilities for the university community.
furthermore, the minister visited the “INSIDE” Centre for individuals with special needs.
Finally, he oversaw the signing of agreements and honoured students, micro-enterprise and start-up holders, and project holders who received the “Label”.
During his meeting with the community of “Ali Lounci” University in El Affroun two days ago, the Minister of Higher Education and Scientific Research stated that the university’s new dynamic reflects the President of the Republic’s commitment to involving it in supporting economic and social growth and establishing it as a fundamental pillar in the implementing the new economic vision.
Mr. Kamel Baddari praised the positive outcomes of the Blida 2 University, which has recorded, which recorded 80 innovative projects this year, that are ready to be developed into start-ups. These include 41 micro-enterprises and three (03) patents that can be monetised and converted into added economic value.
He also stated that his department is striving to enhance the collaboration between the university and the requirements of the national economy. He reminded the attendees of the resources available to students by the state, including start-up incubators, innovation laboratories, entrepreneurship centres, and artificial intelligence centres.
The minister also emphasised the importance of promoting university sports. He praised the students’ achievements from the previous year, when they won a total of 78 medals. Furthermore, he is optimistic that 2026 and 2027 will be key years when students will carry the Algerian flag at international events.

On the evening of 1 December 2025, at the minister’s headquarters, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw the ceremony at his headquarters to award the ministerial medal of merit to brilliant students who excelled at the International Mathematical Olympiad in Moscow, Russian Federation.

In his speech on the occasion, Mr. Kamel Baddari explained that this commendable achievement, with “one gold medal and two silver medals, as well as a ceremonial certificate, clearly demonstrates the distinguished and excellent standards of teaching mathematics at the National Higher School of Mathematics.”   

He added that this “reflects the strategic investment based on science and technology, that was endorsed by the President of the Republic, Mr. Abdelmadjid Tebboune, through the establishment of this school and the National Higher School of Artificial Intelligence”.

In the same context, the minister considered that these results reflect “the significant leap in the field of teaching exact sciences and technology, which has become the locomotive of the victorious Algeria”. 

The students, for their part, expressed their gratitude to the President of the Republic for his support, and to the Ministry of Higher Education and Scientific Research for their guidance and for providing them with the opportunity to participate in these international competitions. They said that this recognition encourages them to carry on.

On Saturday, 29 November 2025, the President of the Republic, Mr. Abdelmadjid Tebboune, used his official social media account to congratulate the Algerian team of students from the National Higher School of Mathematics, who won the first place in the International Mathematical Olympiad in Moscow, Russia.

The President of the Republic wrote, “Congratulations to Algeria for winning gold and securing the first place at the International Mathematical Olympiad, ahead of 40 countries. Congratulations to the Algerian representatives: Benmoulouka Mohamed Amir, Aït Hamadouche Haitham, Boufadjighen Abdenassir, and Hamadi Abdelillah, the team of students from the National Higher School of Mathematics, on this exceptional achievement in the Russian capital, Moscow. You are our pride… Thank you”.

The Minister of Higher Education and Scientific Research honours the recipient of the Euro-Mediterranean Youth Entrepreneurship award

On 16 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, honoured Mr. Mokhtar Bouazza, the founder of the start-up project Gardens of Babylon and winner of the Euro-Mediterranean Youth Entrepreneurship award, which was held in Palermo, Italy. The ceremony took place at the ministry’s headquarters and was attended by the official in charge of the management of the affairs of the University of Mascara, and the director of its incubator. This recognition was granted by the Euro-Mediterranean Regional and Local Assembly (ARLEM), and the Assembly of European Regions (AER). 

The Gardens of Babylon enterprise relies on advanced technical solutions, including artificial intelligence, sensors, and smart irrigation systems.  Computer vision and farm management software are also employed to maximise agricultural production while minimising water consumption and environmental impact.

On 2 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, presented Dr. Laïd Derdabou with the Ministry’s Medal of Merit in recognition of his victory in the 17th edition of the Stars of Science programme, with his remarkable innovation “VIDA”, which transforms a smartwatch into a needle-free early warning system for measuring and monitoring vitamin D levels.

On 25 September 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, received the outstanding student, Raounak Zani at the ministry’s headquarters, prior to her departure the following day for Aston University in the United Kingdom, where she will continue her studies after being awarded a scholarship.

It is to be recalled that the student Raounak achieved the highest score in the history of the Algerian Baccalaureate in June 2025, with a score of 19,70 out of 20.

This afternoon, on 10 September 2025, the Minister of Higher Education and Scientific Research awarded, the Ministerial Medal of Merit to Mr. Raouf Zerrouki, professor-researcher at the “El Bachir El Ibrahimi” University of Bordj Bou Arreridj, and to students Latrach Abir and Latrach Rabiaa from the University of Sciences and Technology “Mohamed Boudiaf” (USTO) in Oran, as well as to students Fatma Zahra Chouib, and Abdennour Salouatchi of the “Hassiba Benbouali” University in Chlef. This recognition was granted in light of their remarkable performance and achievement of top ranks in the field of research and innovation during the competition held as part of the Intra-African Trade Fair (IATF). It worth noting that approximately 2 000 African projects participated in this competition.
The relevant innovative projects are:
 A smart system to control pivot irrigation;
 Bionic prosthetic limbs;
 Fish flour and oils.

On 5 August 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, awarded, at the ministry’s headquarters, the Ministry’s Label of Merit to the students who had excelled in the International Mathematics Competition for University Students held in Bulgaria. This recognition was in honour of their achievement of two silver medals, two bronze medals, and a certificate of a certificate of recognition for his student friends: Meddah Ahmed Adlane, Merabet Yasser, Kinane Youssef, Ben Mallouka Mohamed Amir and Gherfi Chebila, from the National Higher School of Artificial Intelligence in Sidi Abdellah, and the Houari Boumediene University of Science and Technology. They were accompanied by their supervising professors and the Director of the National Higher School of Mathematics.

He also took this opportunity to present the Ministry’s Label of Merit to the Director of the National Higher School of Computer Science of Oued Smar, in recognition of his and his exceptional team’s efforts in ensuring the success of the initial registration process at all stages.

On 25 June 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw this afternoon, the conclusion of the “Challenge Agri” hackathon activities at the “martyr Abdelhafid Ihaddadene” Hub in Sidi Abdellah. The event was organised by the National Higher School of Artificial Intelligence ENSIA, and the National Higher School of Agriculture ENSA, in collaboration with the Hamma Test Garden. 125 students from various Algerian universities took part in this four-day event.

 

This hackathon resulted in several high-quality achievements, including:

 

  • The creation and the labelling of a local database, the first of its kind, containing over 180 000 images. This database will be made accessible to researchers and entrepreneurs to support smart agriculture-related research and start-up projects,
  • Developing artificial intelligence prototypes based entirely on the collected local data,
  • Finding solutions to a number of problems presented by the Hamma Test Garden.

 

Besides the technical aspect of the hackathon, emphasis was placed on developing students’ skills in various key areas, such as project management, entrepreneurship, and working as a part of a team under pressure. The event also promoted a culture of innovation aimed at solving real-world problems.

The higher education and scientific research sector honours the winners of the “Huawei Information, Communication and Technology 2025” Competition in China

On the evening of 26 May 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, along with Mr. Mustapha Hidaoui; the Minister of Youth in charge of the Higher Council of Youth, Mr. Sid Ali Zerrouki; the Minister of Post and Telecommunications, Mr. Noureddine Ouadah; the Minister of Knowledge Economy, Start-ups and Micro-enterprises, the Ambassador of the People’s Republic of China to Algeria, and the Presidents of universities, as well as the Director General of Huawei Algeria, oversaw the award ceremony for the fourteen 14 Algerian students who won four distinguished prizes at the International “Huawei ICT 2025” Competition, held in Shenzhen, China.
The event was held at the “Martyr Abdelhafid Ihaddadene” Scientific and Technological Hub in Sidi Abdellah.
In a speech on the occasion, the Minister of Higher Education and Scientific Research described the Algerian students’ achievement in China as “exceptional and honourable”, stating that they managed to secure the top places while competing against over than 200,000 students from 114 countries.
In this regard, he affirmed that the winning Algerian students now represent the new, victorious Algeria, adding that they also represent “added value to the knowledge economy, and that they will achieve the President of the Republic’s goals for an emerging Algeria”.
For his part, Mr. Dong Guangli, the Ambassador of the People’s Republic of China to Algeria, congratulated the winning Algerian students. He stated that Algeria has indeed succeeded in investing in its innovative youth, who triumphed while competing against over than 200,000 participants from prestigious universities around the world.
Notably, the Algerian teams won four prestigious awards, with the first team winning the grand prize in could category, and the second team securing the grand prize in the computing category.
In the networking category, the Algerian team won the first prize. Algeria participated in the innovation category for the first time, with its team securing the third place with an innovative financial technology and insurance project.
Numerous supervisors were also recognised for their efforts, including Professor Abderraouf Abla of Boumerdes University, who was awarded the grand prize for the best coach, in recognition of his outstanding training.
The President of the Republic, Mr. Abdelmadjid Tebboune, congratulated the Algerian students who won Huawei Telecommunications’ global competition organised by in Shenzhen, China, expressing his pride and admiration for them.
In recognition for his constant support for youth and his continuous encouragement, the winning students presented the President of the Republic with the Medal of the grand prize.
