The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, carried out an inspection visit on the afternoon of April 26, 2026, to the Bouraoui Ammar University Residence in El Harrach.
During this visit, the minister reviewed the progress of rehabilitation works concerning student housing units, heating networks, services and catering, as well as common areas and green spaces.
In his assessment, he stressed the importance of respecting contractual deadlines, improving service quality, and increasing the pace of work.
The minister also had the opportunity to meet with several students, with whom he discussed their academic paths and entrepreneurial projects.

Algeria and Niger Strengthen Cooperation by Signing Agreements Across Multiple Sectors

The Prime Minister, Mr. Sifi Ghrieb, co-chaired, alongside the Prime Minister of the Republic of Niger, Mr. Ali Lamine Zeine, on March 23 and 24, 2026, the second session of the Algerian–Nigerien High Joint Commission for Cooperation, held in the capital Niamey, thereby reflecting the shared commitment of both countries to promote economic cooperation and strengthen their bilateral strategic partnership.
The session concluded with the signing of several agreements, memoranda of understanding, and cooperation programs covering a wide range of sectors, including: energy, health, public works, religious affairs, youth and sports, higher education and scientific research, industry and the pharmaceutical industry, knowledge economy, start-ups and micro-enterprises, environment, as well as cooperation in the field of laboratories.
These agreements and memoranda of understanding are expected to lay the foundations for a new phase of strategic partnership between Algeria and Niger, and to translate the political momentum initiated by the two countries’ leaders into concrete achievements and practical projects, bringing direct benefits to both brotherly peoples.

As part of ongoing efforts to develop and enhance university services, in line with modern requirements and the expectations of the academic community, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, paid a visit on the afternoon of March 17, 2026, to the “Chahid Abdelhafid Ihaddaden” Science and Technology Hub in Sidi Abdellah.
On this occasion, and on the sidelines of his participation in the Student Fair, he inspected several health and service facilities dedicated to students of the hub’s schools.
During the visit, the Minister emphasized the need to strengthen the social dimension within the university environment by providing an integrated setting that ensures students’ psychological and physical well-being, thereby positively impacting their academic journey.
He also stressed the importance of maintaining these facilities and ensuring the continuity of their services in accordance with quality standards, calling on those in charge to improve performance and effectively address students’ concerns.

Mr. Kamel Baddari Reviews Promising Projects Developed at the Industrial Technologies Research Center in Chéraga

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, paid a working and inspection visit today, March 16, 2026, to the Industrial Technologies Research Center in Chéraga, where he reviewed a number of innovative projects developed and manufactured at the center, including:

• A prototype machine for stone removal for agricultural land reclamation,
• A prototype weather monitoring station dedicated to tracking wheat crops,
• A prototype agricultural robot,
• A drone designed for spraying large-scale agricultural areas.
During the visit, the Minister also oversaw the signing ceremony of two research and industrial cooperation agreement between the center, the Agricultural Equipment Production Company (MAG), and the National Higher School of Agronomy of El Harrach.
On this occasion, Mr. Kamel Baddari highlighted the importance of the technological solutions developed by the center, which are expected to contribute to the development of the agricultural sector and the strengthening of food security.
He also stated that these innovations will have a “significant impact on the national economy and on strengthening national food and industrial sovereignty, which are among the government’s top priorities.”
At the end of the visit, the Minister called on industrial operators to adopt these innovative technologies and work towards their large-scale manufacturing, in order to support innovation and strengthen economic development in the agricultural sector.

The meeting was devoted to discussing several pedagogical, scientific, and social concerns, within the framework of ongoing dialogue and consultation aimed at improving working conditions and advancing the higher education and scientific research system.
The meeting was attended by the Secretary General of the Ministry, the Presidents of the Regional Conferences of Universities (East, Centre, and West), as well as central directors of the ministry.

Food Sovereignty: Launch of Two Strategic Projects to Leverage Scientific Research into Agricultural Investments

As part of the national strategy aimed at transforming the outcomes of scientific research into productive economic projects—thereby strengthening the national economy and supporting food sovereignty—a coordination meeting was held today, March 11, 2026, at the headquarters of the Ministry of Agriculture, Rural Development and Fisheries.
The meeting brought together the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, and the Minister of Agriculture, Rural Development and Fisheries, Mr. Yacine Oualid. It was dedicated to the launch of two strategic projects that embody the partnership between scientific research institutions and economic enterprises.
The first project concerns the establishment of a plant seedling production unit using tissue culture technology, with a production capacity of up to 10 million seedlings per year. The project will be implemented through a partnership between the Biotechnology Research Center in Constantine, specialized in plant tissue culture, and the Strategic Crops Development Company.
In its initial phase, the unit will produce banana seedlings, with the possibility of expanding the activity in the future to include other plant varieties.
This project is expected to reduce imports and promote strategic crops, especially since banana imports cost Algeria around 300 million US dollars annually.
The project will also be accompanied by an action plan to allocate more than 4,700 hectares of agricultural land for farmers wishing to invest in banana cultivation, particularly in regions where suitable production conditions exist.
The second project concerns the creation of a company specialized in seed production, particularly grain maize seeds and hybrid vegetable seeds, based on the scientific research results achieved by researchers at the University of Tiaret.
This initiative aims to develop locally adapted seeds suited to national climatic conditions, thereby strengthening agricultural production and reducing dependence on imports.

As part of monitoring the iftar services provided to students residing in university dormitories and ensuring compliance with the instructions issued in this regard, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, conducted on March 10, 2026, a surprise inspection visit to the Garidi University Residence (male students) and the El Anasser University Residence.
The visit aimed to assess on-site the living conditions of students and the quality of services provided to them, particularly during the month of Ramadan, while ensuring that iftar meals are served under appropriate organizational and sanitary conditions, thereby guaranteeing students’ well-being and improving the quality of university services.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired on March 10, 2026, at the Ministry’s conference hall, the opening of the National Seminar on the “Investment Advantages of the Fund of Funds”, organized by the Financial Investment Company of the University of Algiers 3.
The event was attended by Mr. Youcef Bouzenada, President of the Commission for the Organization and Supervision of Stock Exchange Operations (COSOB), along with directors of higher education institutions who participated remotely via videoconference.
As part of the program, the Rector of the University of Algiers 3, Professor Khaled Rouaski, delivered a key presentation highlighting the prospects and advantages of investing in the “Fund of Funds.” He emphasized the role of the Financial Investment Company of the University of Algiers 3 as a practical model for strengthening the link between scientific research and the economic sector, stressing its capacity to create a favorable environment for innovation and ensure the sustainability of emerging university projects.
Professor Talal Bouchdoub, professor at the University of Algiers 3 and a financial and accounting expert, also delivered an in-depth technical presentation explaining the legal and procedural mechanisms governing venture capital investment companies. He further outlined the accounting frameworks regulating investment funds and the ways in which these legal mechanisms can be adapted to support the strategic objectives of Algerian universities in their transition toward fourth-generation universities.
The seminar concluded with an extended discussion session bringing together experts, ministry officials, representatives of COSOB, and directors of higher education institutions participating both in person and remotely. Participants emphasized that the experience of the University of Algiers 3 represents a key step in the national strategy aimed at enhancing the valorization of scientific research outcomes through innovative financing mechanisms and strengthening the link between universities and the national economy.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, conducted a working and inspection visit on March 9, 2026, to Djilali Bounaâma University in Khemis Miliana, in the wilaya of Aïn Defla, in the presence of the Governor (Wali) of the wilaya and the accompanying delegation.
The minister began his visit by inspecting a scientific exhibition organized in the hall of the Faculty of Social and Human Sciences, where he reviewed several innovative projects developed by students and researcher-professors, with the participation of economic partners, reflecting a spirit of creativity and the dynamic nature of scientific research within the university.
The visit also included the annex of the Higher Normal School, where the minister attended a model lesson presented by students, illustrating an interactive and innovative educational experience within pedagogical spaces.
As part of monitoring structural projects, the minister inspected the progress of construction works for a 2,000-seat pedagogical facility, which is part of the new university pole that will include 6,000 pedagogical seats, in order to assess the progress of the works and ensure the project’s completion within the scheduled timeframe.
The minister also visited the FabLab (fabrication laboratory) and launched the digital platform of the University Interfaces Center, aimed at supporting innovation and assisting students with entrepreneurial projects. He also reviewed student achievements developed under Decision No. 1275 amending and supplementing Decision No. 008 (Economic Institution – Start-up), presented by the university interface officials.
The visit concluded with a meeting with the university community at the main lecture hall of the old campus, during which several partnership agreements were signed between the university and economic institutions to strengthen cooperation between the university and its economic environment, including:
• An agreement between Khemis Miliana University and Maghreb Tubes SPA;

• An agreement between Khemis Miliana University and the National Agency for Microcredit Management (ANGEM);
• An agreement between Khemis Miliana University and the Saidal Group.
These agreements are part of efforts to promote innovation and strengthen the link between the university and the economic sector, thereby supporting start-ups and encouraging the entrepreneurial spirit among students.
The minister also honored students who participated in the National Programming and Artificial Intelligence Competition, in recognition of their academic excellence and creativity in the fields of technology and innovation. Students who won international sports competitions were also recognized for their achievements that honored the university and raised Algeria’s flag in international events.
In his statement, the minister emphasized that Djilali Bounaâma University has become a fertile and intelligent environment for implementing the commitments of the President of the Republic, Mr. Abdelmadjid Tebboune, aimed at strengthening the economic role of universities and making them drivers of local economic development.
He also praised the orientation of the university’s students toward entrepreneurship, by transforming their ideas into economic entities in the form of start-ups, micro-enterprises, or self-employment initiatives, particularly with the support provided by the state through university incubators, entrepreneurship development centers, and the use of artificial intelligence.
The minister indicated that the university currently has 61 entrepreneurial projects approved by the funding committee, with 27 economic projects already operational, representing an added value to the local economy.
On this occasion, he encouraged students to propose innovative solutions to develop agricultural production in this agriculturally oriented wilaya, in order to support this strategic sector and strengthen national food security.
