Algeria and Chad strengthen their strategic partnership with 28 new agreements

At the invitation of the President of the People’s Democratic Republic of Algeria, Mr. Abdelmadjid Tebboune, the President of the Republic of Chad, Marshal Mahamat Idriss Déby Itno, paid an official visit to Algeria from April 22 to 24, 2026.

During the visit, the two Heads of State held bilateral talks followed by an expanded working session attended by the delegations of both countries. They also presided over the signing ceremony of 28 agreements and memorandums of understanding within the framework of the fourth session of the Algerian-Chadian Joint Commission.

These agreements notably include partnerships between the ministries of higher education and scientific research of both countries, aimed at strengthening cooperation in the fields of education, training, and human capacity development.

The Prime Minister, Mr. Sifi Ghrieb, co-chaired, alongside the Prime Minister of the Republic of Niger, Mr. Ali Lamine Zeine, on March 23 and 24, 2026, the second session of the Algerian–Nigerien High Joint Commission for Cooperation, held in the capital Niamey, thereby reflecting the shared commitment of both countries to promote economic cooperation and strengthen their bilateral strategic partnership.
The session concluded with the signing of several agreements, memoranda of understanding, and cooperation programs covering a wide range of sectors, including: energy, health, public works, religious affairs, youth and sports, higher education and scientific research, industry and the pharmaceutical industry, knowledge economy, start-ups and micro-enterprises, environment, as well as cooperation in the field of laboratories.
These agreements and memoranda of understanding are expected to lay the foundations for a new phase of strategic partnership between Algeria and Niger, and to translate the political momentum initiated by the two countries’ leaders into concrete achievements and practical projects, bringing direct benefits to both brotherly peoples.

Strengthening Cooperation between the Higher Education and Scientific Research Sector and the National Education Sector

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, accompanied by the Minister of National Education, Mr. Mohamed Seghir Saâdaoui, presided, on the afternoon of February 18, 2026, at the headquarters of the Ministry of National Education, over the signing ceremony of a framework agreement for cooperation and partnership between the two sectors, in addition to the signing of five other cooperation agreements. The ceremony took place in the presence of executive officials from both ministries and representatives of the relevant bodies and institutions.
The signed agreements are as follows:
1- Framework Agreement for Cooperation and Partnership between the Ministry of National Education and the Ministry of Higher Education and Scientific Research:
This agreement aims to establish a comprehensive reference framework for cooperation between the two ministries in order to enhance the quality of education, research, and innovation; activate previous and future memoranda of understanding; develop educational research; support continuing education; strengthen digitalization; and launch joint research projects in priority areas. It also provides for the creation of joint research units and the organization of national scientific events.
2- Cooperation Agreement between the Directorate-General for Higher Education and Training of the Ministry of Higher Education and Scientific Research and the National Office of Examinations and Competitions:
This agreement seeks to organize the exchange of data related to baccalaureate graduates through the dedicated digital platform. The adopted mechanisms ensure data accuracy, information confidentiality, and the protection of students’ personal data, thereby enabling a smooth and streamlined university registration process while reducing the administrative burden on students and their parents. The agreement also aims to strengthen digital integration between the two sectors and harmonize procedures in accordance with the highest standards of quality and transparency, leveraging modern technologies to facilitate services and improve the learner’s experience.
3- Cooperation Agreement between the National Institute for Research in Education and the Higher Teachers’ Training School “Ammour Ahmed” of Oran:
This agreement aims to support research projects related to educational practices, develop continuing training mechanisms, encourage pedagogical experimentation, and promote a culture of innovation and continuous evaluation, thereby strengthening the link between research and training.
4- Cooperation Agreement between the National Institute for Research in Education and the Higher Teachers’ Training School “Messaoud Zeggar” of Sétif:
It seeks to consolidate an institutional partnership in the field of educational research and pedagogical training through support for joint projects, reinforcement of continuing education in subject didactics, and the valorization of research outcomes in connection with educational practice.
5- Cooperation Agreement between the National Institute for Research in Education and the University of Continuing Education “Didouche Mourad”:
This agreement aims to define the general conditions and modalities for implementing cooperation in the field of scientific research through joint annual programs designed to develop educational projects and enhance the exchange of expertise.
6- Cooperation Agreement between the National Institute for Research in Education and the Thematic Research Agency for Social Sciences and Humanities:
This agreement seeks to establish a strategic framework for integrating scientific research with educational practice, stimulate applied research in education sciences as well as social sciences and humanities, organize platforms for scientific dialogue, develop research capacities, and support knowledge production and dissemination, thereby contributing to the improvement of the quality of education and training.
At the conclusion of the ceremony, the establishment of the Thematic Network in Education and Training Sciences was announced. This network will serve as a structured national framework to coordinate research efforts, integrate scientific initiatives, and strengthen cooperation among stakeholders in educational research and training. It will contribute to the development of the national education system in line with the State’s strategic orientations by mobilizing nearly 670 laboratories and research centers around themes related to national education.

The Higher Education and Scientific Research sector signs a cooperation agreement with the Agriculture, Rural Development and Fisheries sector

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, accompanied by the Minister of Agriculture, Rural Development and Fisheries, Mr. Yacine El Mahdi Oualid, presided on February 8, 2026, at the headquarters of the Ministry of Agriculture, over the signing ceremony of a cooperation agreement aimed at involving laboratories under the Higher Education and Scientific Research sector in conducting agricultural analyses, particularly soil and fertilizer analyses.

This agreement seeks to mobilize universities and their laboratories to carry out various agricultural analyses for the benefit of farmers and investors. It is based on a scientific approach designed to create synergies among existing university capacities, harmonize protocols, and ensure the quality of analyses, while strengthening applied research, practical training, and the transfer of knowledge to the agricultural sector.

The agreement was signed by the Director General of Agricultural Production at the Ministry of Agriculture, Rural Development and Fisheries and by the Director General of Scientific Research and Technological Development at the Ministry of Higher Education and Scientific Research. It aims to:

  • address the structural shortage in the supply of reliable and standards-compliant analytical services;
  • improve the quality of technical decision-making related to agricultural practices;
  • optimize the use of inputs in line with the objectives of modernization and sustainability of agricultural production systems;
  • strengthen scientific research, applied training, and the effective transfer of knowledge to the agricultural field;
  • assess the physical, chemical, and biological characteristics of soils in order to determine their fertilization needs;
  • evaluate the quality of irrigation water and its impact on soils and crops;
  • analyze fertilizers to verify their compliance with standards and to control nutrient content (N-P-K);
  • analyze seeds and seedlings to ensure their quality and compliance with applicable specifications.

In addition, the two parties agreed to support and guide students in undertaking scientific internships and in preparing their final-year theses in this field. They also decided to intensify research and development activities related to varietal production and selection, relying on modern molecular techniques, and to propose the registration of new varieties capable of adapting to various conditions.

The agreement also provides for the selection and improvement of irrigation water quality, as well as the optimization of fertilizer formulations.

On this occasion, another agreement was signed between the Technical Institute for Field Crops and the Directorate General of Forests, aimed at equipping the institute with drones to monitor the development of field crops, particularly in terms of yield and the control of diseases and pests.

On 24 November 2025, the Ministers of Higher Education and Scientific Research, and of Training and Professional Education, Mr. Kamel Baddari, and Ms. Nassima Ahrab respectively, signed a joint cooperation agreement at the headquarters of the Ministry of Training and Professional Education. Officials from both ministries were in attendance. This agreement enables trainees in training and professional education to benefit from university transport services (MyBus)across various provinces of the country. 

This is a qualitative step that reflects the state’s vision to enhance integration among its sectors. It also strengthens the trainee’s position at the core of public policy by providing a regular, reliable transport that alleviates the daily commute burden. Furthermore, it enables young individuals to pursue their training paths in comfortable and safe conditions that align with their ambitions.

On 3 December 2024, Mr. Kamel Baddari, Minister of Higher Education and Scientific Research, accompanied by Mr. Yazid Benmouhoub the Chief Executive Officer of the Algiers Stock Exchange, presided over the signing ceremony of a cooperation and partnership agreement between the Ministry and the Algiers Stock Exchange.
One of the objectives of the agreement is to facilitate the funding of entrepreneur students, and grant them other opportunities to diversify their sources of funding.
It was also the occasion to honour the first student start-up company to be listed on the Algiers stock exchange, founded by a doctoral student at the University of Tisemssilt, Mr. Kheireddine Boulefaa, the general manager of the company “Moustachir”.

Today, January 9, 2024, the Minister of Higher Education, Mr. KAMEL BADDARI, visited the University of Algiers 3, during which he attended a part of the training of the elite athlete students who benefit from the scholarship of the higher preparation at the Physical Education and Sports Institute at the University of Algiers 3 in preparation for international participations and university sports (students of the University ofTamanrasset). Heinspected the modern equipment acquired by the Physical Education and Sports Institute to prepare elite athletes.
During his visit, the Minister also inspected the new project of the Physical Education and Sports Institute as the first project nominated for the “Digital Institute” label within the framework of the Ministry’s reform strategy, which includes as a third stage the digitalization of structures and pedagogical facilities.
Furthermore, the Minister supervised the signing of a twinning agreement between the University of Algiers 3 and the University of Tamanrasset.
