The Ministers of Higher Education and Scientific Research, Health, Labor, Employment and Social Security held a coordination meeting on Saturday, May 9, 2026, at the headquarters of the Ministry of Higher Education and Scientific Research, dedicated to examining ways to improve the internship conditions of resident doctors, within the framework of the current regulatory system, and to ensure a better balance between academic training requirements and field duties.

In this context, it was agreed to establish a joint committee tasked with preparing a draft action plan containing a set of proposals and measures aimed at improving internship conditions and addressing the concerns of resident doctors.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired a meeting on the evening of May 6, 2026, at the ministry headquarters, dedicated to monitoring the progress of the manufacturing and commercialization processes of scientific research outputs developed by the Advanced Technologies Development Center, the Industrial Technologies Research Center, and the Renewable Energy Development Center.
The minister also instructed the Director General for Scientific Research and Technological Development to organize exhibitions dedicated to marketable research products.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired, on the evening of April 12, 2026, at the Ministry’s headquarters, a preparatory meeting for the organization of the second edition of the President of the Republic’s Award for the Innovative Researcher. The meeting was held in the presence of several ministry officials, the Director General of Scientific Research and Technological Development, the Director General of the National Office for University Services, the Director of Student Life, the directors of the schools of the “Martyr Abdelhafid Ihaddaden” Scientific and Technological Hub in Sidi Abdellah, the Director of the Renewable Energy Development Center, the Dean of the Faculty of Information and Communication Sciences, the Chair of the Economic Subsidiaries Committee, as well as the Director of University Services in Mahelma.
It is worth recalling that the establishment of this award by the President of the Republic reflects his strong commitment to promoting scientific research and fostering innovation, as well as recognizing innovative research with high added value that contributes to the advancement of scientific research and technological development.
The award ceremony of the President of the Republic’s Prize for the Innovative Researcher, during its first edition, saw the recognition of six winners from the categories of academic researchers and innovative students, representing various university and research institutions. Their work covered strategic fields such as artificial intelligence, the knowledge economy, and food and health security.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, held, on the evening of Thursday, April 2, 2026, at the ministry’s headquarters, a coordination meeting attended by ministry officials and the presidents of the regional university conferences (East – Center – West), devoted to:

  • Monitoring the “Study in Algeria” project,
  • Preparations for the first edition of the African University Theater, as well as the North African University Games,
  • Partnership and twinning agreements between university institutions and their international counterparts.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired a coordination meeting on the evening of March 31, 2026, at the Ministry headquarters. The meeting focused on monitoring and promoting research projects of the Advanced Technologies Development Center, the Industrial Technologies Research Center, and the Scientific and Technical Research Center for Physico-Chemical Analysis, as well as on the preparation for the 2026–2027 academic year.

The meeting was attended by officials from the central administration, representatives of the General Directorate for Scientific Research and Technological Development, and the directors of the research centers.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, and the Minister of the Knowledge Economy, Start-ups and Micro-enterprises, Mr. Noureddine Ouadah, held a meeting today, March 17, 2026, at the headquarters of the Ministry of the Knowledge Economy, Start-ups and Micro-enterprises.
The meeting was devoted to deepening coordination and strengthening partnership between the two sectors, with a view to promoting entrepreneurship and developing university-based entrepreneurial initiatives, as well as implementing innovative projects within the academic environment.

As part of the regular meetings held between the Ministry of Higher Education and Scientific Research and social partners, the Minister, Mr. Kamel Baddari, chaired a meeting today, March 15, 2026, at the Ministry’s headquarters with representatives of trade unions active in the sector.
The meeting was devoted to discussing several pedagogical, scientific, and social concerns, within the framework of ongoing dialogue and consultation aimed at improving working conditions and advancing the higher education and scientific research system.
The meeting was attended by the Secretary General of the Ministry, the Presidents of the Regional Conferences of Universities (East, Centre, and West), as well as central directors of the ministry.

Food Sovereignty: Launch of Two Strategic Projects to Leverage Scientific Research into Agricultural Investments

As part of the national strategy aimed at transforming the outcomes of scientific research into productive economic projects—thereby strengthening the national economy and supporting food sovereignty—a coordination meeting was held today, March 11, 2026, at the headquarters of the Ministry of Agriculture, Rural Development and Fisheries.
The meeting brought together the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, and the Minister of Agriculture, Rural Development and Fisheries, Mr. Yacine Oualid. It was dedicated to the launch of two strategic projects that embody the partnership between scientific research institutions and economic enterprises.
The first project concerns the establishment of a plant seedling production unit using tissue culture technology, with a production capacity of up to 10 million seedlings per year. The project will be implemented through a partnership between the Biotechnology Research Center in Constantine, specialized in plant tissue culture, and the Strategic Crops Development Company.
In its initial phase, the unit will produce banana seedlings, with the possibility of expanding the activity in the future to include other plant varieties.
This project is expected to reduce imports and promote strategic crops, especially since banana imports cost Algeria around 300 million US dollars annually.
The project will also be accompanied by an action plan to allocate more than 4,700 hectares of agricultural land for farmers wishing to invest in banana cultivation, particularly in regions where suitable production conditions exist.
The second project concerns the creation of a company specialized in seed production, particularly grain maize seeds and hybrid vegetable seeds, based on the scientific research results achieved by researchers at the University of Tiaret.
This initiative aims to develop locally adapted seeds suited to national climatic conditions, thereby strengthening agricultural production and reducing dependence on imports.

The Ministers of Higher Education, Scientific Research, and health meet with members of the National Union of Hospital-University Teacher-Researchers

On the afternoon of 27 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, along with Mr. Mohammed Seddik Aït Messaoudene, the Minister of Health, held a meeting at the Ministry of Health with members of the National Office of the National Union of Hospital-University Teacher-Researchers, presided by Professor Rachid Belhadj, in the presence of the central officials from both miniseries.  

During this meeting, the importance of improving collaboration and ongoing coordination between the ministers of Health and Higher Education and Scientific Research was emphasised to ensure the improvement of the national health system. The meeting also addressed the various professional and social demands of the hospital university teacher-researchers, particularly those regarding the compensation system and the improvement of working conditions.

In this regard, the two ministers reaffirmed their commitment to continuing to work and coordinate with social partners in order to meet their demands and serve the interests of patients and the healthcare system.

At the end of the meeting, the ministers emphasised that they would remain open to dialogue with the unions, within a collaborative approach based on consulting and listening.

On the evening of 21 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, met with the directors of research laboratories and economic subsidiaries associated with the Research Centre in Industrial Technologies, the Renewable Energy Development Centre, and the Research Centre for Physical and Chemical Analysis, to regulate and prepare their integration to the Algerian Stock Exchange.
