The Finance Committee of the People’s National Assembly hears Mr. Kamel Baddari as part of the review of the 2023 Budget Settlement Bill

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, took part on February 16, 2026, at the headquarters of the National People’s Assembly, in a meeting dedicated to examining the draft Budget Settlement Bill for the 2023 fiscal year, under the chairmanship of MP Mr. Mohamed Ben Hachem.

At the opening of the session, the Committee Chair emphasized that reviewing the 2023 Budget Settlement Bill represents a key step in assessing the financial performance of the higher education and scientific research sector, in a spirit of transparency and accountability.

In this context, Mr. Ben Hachem highlighted the scale of responsibility borne by the sector, particularly in ensuring stable human resource supervision, improving student conditions, monitoring investment projects, and developing pedagogical infrastructure. He stressed that the fundamental objective remains sound financial management and maintaining a balance between commitments undertaken and actual achievements, in the interest of students, the university community, and the advancement of scientific research.

For his part, the Minister explained that the preparation of the 2023 budget was carried out in line with public authorities’ directives on rationalizing public expenditure, given the prevailing economic conditions, with the introduction— for the first time—of program-based budget execution. He presented several key indicators, including:

Allocated commitment authorizations: 570,896,651,000.00 DZD

Commitment authorizations used: 511,758,460,445.84 DZD (consumption rate: 89.64%)

Allocated payment appropriations: 613,696,651,000.00 DZD

Committed payment appropriations: 511,766,051,568.81 DZD (83.39%)

Payment appropriations used: 511,758,460,445.89 DZD (83.39%)

During the discussions, Members of Parliament raised several key concerns, including:

  • Monitoring financial execution and the effectiveness of public spending, as well as reducing the gap between allocated and actually used funds.
  • Reviewing the consumption rate of payment appropriations allocated to university infrastructure projects and assessing their actual impact.
  • Evaluating the impact of digitalization policies on reducing administrative costs and redirecting savings toward supporting scientific research.
  • Orienting applied scientific research toward national strategic priorities, particularly food, water, and cultural security.
  • Enhancing the international visibility of Algerian universities and strengthening their academic standing.
  • Implementing the concept of the productive university and linking training to entrepreneurship, start-ups, and the national economy.
  • Monitoring patents and their effective transition to industrial production and economic exploitation.
  • Restructuring support for university services, including studying a gradual shift from in-kind support to direct financial assistance to rationalize expenditure.
  • Controlling operating expenses within the framework of public resource rationalization.
  • Lifting the freeze on certain investment projects and accelerating their implementation.
  • Strengthening the employability of university graduates and encouraging their access to entrepreneurship.
  • Improving the condition of university residences in terms of rehabilitation, re-equipment, accommodation conditions, and services.
  • Accelerating the completion of pedagogical infrastructure facing capacity pressure.
  • Expanding the network of the University of Continuing Education and progressively opening new centers in a structured and organized manner.

On 20 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, accompanied by the Minister of Agriculture, Rural Development and Fisheries, Mr. Yacine El Mahdi Oualid, opened the study day activities on “The Incorporation of Partnership Results and Scientific Research into the Development of the Cereal and Legume Sectors”, held at the Higher Institute of Management and Planning in Bordj El Kiffan, and organised by the Algerian Interprofessional Office of Cereals. The event was attended by experts, researchers, university professors, and representatives from the cereal sector professionals.

In his speech, Mr. Baddari emphasised the significance of strengthening the partnership between the agricultural and scientific research sectors to enhance productivity and improve quality, thereby contributing to food security.

He also noted that climate change requires agricultural practices to be adapted to the use of scientific research, and that modern technology such as artificial intelligence and the Internet of Things must be integrated to advance production. 

For his part, Mr. Yacine El Mahdi Oualid emphasised the importance of integrating the agricultural and scientific research sectors, noting that “the development of the cereal and legume sectors cannot be achieved without utilising the results of scientific research.” 

He added that the field visits conducted with the minister of Higher Education and Scientific research revealed “the existence of numerous important studies that remained unpublished”. He noted that “the development of climate-resistant seeds, agricultural irrigation systems, improved soil quality, the use of fertilisers, the monitoring of their quality, and the geographical distribution of agricultural activities” were among the practical areas through which scientific research could “significantly contribute to improving agricultural productivity”.

During this event, a number of experiences in the field of valuing the outcomes of scientific agricultural research were reviewed. These are the result of the ongoing collaboration between the two sectors.

On 25 December 2025, Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, attended a plenary session at the Council of the Nation, chaired by the Council’s president, Mr. Azouz Nasri. The session was dedicated to answering the oral questions from several government members. Four of these were directed at the sector and were asked by members of the Council of the Nation.
Mr. Lakhdar Moulay Saadoun: The mechanisms and priorities set by the Ministry for utilising scientific research to achieve sustainable development and national security in the country;
Mr. Youcef Laarab: The timeframe for providing buses to transport students from certain municipalities in the province of El Tarf to their university;
Mr. Abderraouf Fakhr Eddine Ghanem: The timeframe for registering the independent university centre in the province of Touggourt, as part of the national university development plan;
Mr. Miloud Kaddouri: The reasons that prevented the inclusion of the Nour El Bachir University Centre in El Bayadh among the centres that were promoted to university status, and whether the authorities will consider this request.
Mr. Baddari clarified that the Algerian university is committed to fulfilling its economic role. He stated that it “aims to be a genuine driver of national development, relying on knowledge-based and innovative economies.”
To align with the developmental vision outlined by the President of the Republic, Mr. Abdelmadjid Tebboune, for the period of 2024-2029, the university has included artificial intelligence, robotics, and all that relates to future professions into its training programmes. The minister adds that the scientific and technological hub of Sidi Abdellah offers specialisations in autonomous systems’ technology, applied mathematics, cybersecurity, nanoscience, and more.
The minister stated that all efforts are aimed at confirming that “Algeria has kept pace with developments occurring in higher education and scientific research internationally by training engineers in various specialities. The results of this training will become evident within 5 to 10 years.
Mr. Kamel Baddari recalled some of the research results recorded over the past two years: “3,249 patents, 310 start-ups, 2,611 student-run micro-entreprises, 430 subsidiaries across 117 university institutions, and 76 innovative projects oriented towards the economic sector.”
In addition, the higher education and scientific research sector has partnered with economic sectors such as agriculture through the production of feed and livestock breeding within the framework of smart agriculture.
In this regard, he revealed that “a new type of feed will soon be available in the national markets.” This was produced as part of the collaboration between the Desert Agriculture Research Centre and the agricultural sector.
Regarding the enhancement of semi-urban university transport services for students residing in districts and municipalities distant from the educational institutions in the province of El Tarf, it is important to note this category of student benefits from accommodation services at university residences without exception. Given the considerable availability of accommodation services at the directorate, the current situation does not require the establishment of semi-urban university transport. Nevertheless, 19 buses have been allocated for semi-urban transport this academic year.
As for the registration of a university centre project in the province of Touggourt, the sector does not oppose this initiative. However, it is essential to follow organisational procedures, which primarily begin with the accompanying university institution (the University of Ouargla), who must initiate the request once the project meets the necessary pedagogical, scientific and structural conditions. The proposed project will then be presented to the country’s higher authorities for approval.
On the subject of the promotion of the “Nour El Bachir” University Centre to university status, the sector will certainly support it in its evolution to university status, based on a study of its development project and its alignment with the established promotion criteria.

On 1 December 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, attended a hearing session before the Committee of Education, Higher Education, Scientific Research and Religious Affairs of the People’s National Assembly. The session was dedicated to discussing various issues relating to the sector. 

In his presentation, Mr. Kamel Baddari explained that the university has evolved from merely being an institution for knowledge production to becoming a strategic space for innovation, wealth creation and employment opportunities, while also being a fundamental pillar to strengthen national sovereignty. This change is based on four main strategic pillars:

  1. The shift in the university model from a traditional institution to an innovative university, connected to its social and economic environment;
  2. Scientific research as a lever for national sovereignty.
  3. Digitisation, governance and training.
  4. Addressing brain drain.

 Following the presentation, the Minister of Higher Education and Scientific Research addressed all to the concerns of the Commission’s members.

At the end of the session, the members of the Education and Higher Education Committee praised the efforts made in the sector. they emphasised the need for continued fundamental reforms, and for the establishment of the role of the university as a driver of innovation, a pillar for scientific research, and a genuine source of national sovereignty.

Opening of the third season of the “Theatre at the University” programme at the Algerian National Theatre

On 24 November 2025, the opening of the third edition of Theatre at the University programme was overseen by Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, and Ms. Malika Bendouda, the Minister of Culture and Arts, at the Algerian National Theatre “Mahieddine Bachtarzi”.  The event was attended by officials from both ministries and esteemed national artistic figures. The opening featured a theatrical performance by the theatre troupe from “Djilali Liabes” University in Sidi Bel Abbes, who secured the first place nationally at the National University Theatre Festival held in Constantine.  

In this context, Mr. Baddari praised this programme’s experience, affirming that it serves as a vibrant space for discovering young talent. He emphasised that “the university is not only a place for producing academic knowledge, but also a nurturing ground for artistic and creative expression,” and that young people are considered the “cornerstone of the new Algeria and a fundamental driving force in building a creative, knowledge-based society.”  

For her part, Ms. Bendouda stated that the “Theatre at the University” programme is an “intellectual and educational lever that contributes to the development of the students’ personalities, reinforcing their communication and critical thinking skills, as well as their spirit of initiative and their collaborative abilities.”    

The official launch of the event was marked by a 45-minute theatrical performance, produced by the University of “Djilali Liabes” of Sidi Bel Abbes and titled “The Last Dinner”. The script, direction and scenography were crafted by the student Mohamed El Amine Chennah, while the student Abdouldjalil Selahdja composed the eight dimensions 8D music and Ossama Chahrour designed the choreography.      

Prior to that, the two ministers toured the halls of an exhibition dedicated to university theatrical clubs from Algiers, Batna and Constantine. They also visited a media section representing the Algerian National Theatre, which provided information about its digital archive and history.

On Thursday 20 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, answered oral questions from members of the National People’s Assembly: Zerkani Souleyman, Kamel Korichi, Maamar Omar and Ahmed Lakhdar Djouada during a plenary session.

Mr. Baddari asserted that his sector “has spared no effort to promote the use of the Arabic language within university institutions”. He also emphasised the national and identity-related significance of the Arabic language, while highlighting the importance of the openness to foreign languages, based on the notion that “linguistic diversity grants both professors and students access to all ongoing developments.”   

In response to a question about improving university services, particularly concerning the establishment of new university transport lines, the minister confirmed the ongoing efforts to develop this area and provide suitable conditions for students that allow them to focus on their studies.

On Thursday 9 October 2025, during a plenary session dedicated to answering oral questions, in the presence of the President of the Assembly and the Minister of Relations with Parliament, Mr. Kamel Baddari emphasised “his sector’ commitment to implementing the reforms initiated by the President of the Republic,” while praising the successes of the Algerian university on both national and international levels. 

In this context, he revealed the « latest results of the (T.H.E) international ranking, one of the most prominent in the world, in which Algerian secured the first position in the Maghreb region and the second in Africa, thanks to twenty-eight university institutions. In 2017, only one Algerian university was ranked in this classification. The universities of Sidi Bel Abbes and El Oued shared the first place nationally in the 1200-1500 category of higher education institutions globally.”

He also addressed « the five higher schools at the Sidi Abdellah University Hub, as well as the newly introduced subjects, such as open-source software, reverse engineering, artificial intelligence, and other achievements”. According to him, these will make higher education a “locomotive for local development and the national economy.”

Regarding the improvement of educational conditions for medical students and resident doctors, the minister asserted that “medical sciences students have received internship funding for the first time, according to the new system in place”, reminding that 5,095 financial positions have been created, as part of the national competition for resident doctors, which will be held at the end of October. This represents an increase of over 34 % compared to the positions allocated during the 2022 academic year.

In terms of improving university services, the minister presented “all the reforms implemented in this area over the past two years, including digitisation, expense rationalisation, improvement of accommodations, food and transport.”
