On June 8, 2026, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, inaugurated the Technologies and Innovation Center for Virtual Education Systems (TIVE) at the “Martyr Abdelhafid Ihaddaden” Science and Technology Hub in Sidi Abdellah. The ceremony was attended by Advisor to the President of the Republic in charge of Education, Higher Education, Vocational Training, and Culture, Professor Elias Zerhouni.
The center was established to support innovation in digital education and advance research in virtual learning systems, thereby contributing to the improvement of educational quality, accelerating the digital transformation of higher education institutions, and preparing students to keep pace with global technological developments. It also aims to foster innovation in digital educational solutions and provide a dynamic environment for academic development.
In his address, Mr. Kamel Baddari described the new scientific facility as the “first building block” in advancing the higher education and scientific research system to meet the challenges of the artificial intelligence revolution and enhance the quality of academic research outcomes.
The Minister emphasized that the center will serve as a key pillar for modernizing teaching methods and strengthening the performance of Algerian universities. He stressed that its success will depend on several factors, including advanced digital infrastructure, integrated virtual learning platforms, highly qualified human resources, and appropriate regulatory and ethical frameworks to govern the use of artificial intelligence in academia.
For his part, Professor Elias Zerhouni, who initiated the idea of the center, expressed his admiration for the speed with which the project was brought to fruition. On June 6, 2026, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, received at the Ministry’s headquarters a high-level scientific delegation led by Mr. Wei Yong, President of the China International Education Foundation, in the presence of His Excellency Mr. Dong Gongli, Ambassador of the People’s Republic of China to Algeria.
During the meeting, Mr. Wei Yong expressed the Foundation’s interest in expanding academic cooperation with Algeria through the establishment of additional branches of the Confucius Institute for Chinese language education, in light of the institute’s remarkable success and the growing interest in learning the Chinese language.
For his part, the Minister emphasized the importance of strengthening the Algerian-Chinese partnership in higher education and scientific research. He called for broader future cooperation, particularly in the fields of science, technology, and innovation, through the development of academic and scientific partnerships between the five higher schools of the “Martyr Abdelhafid Ihaddaden” Scientific and Technological Pole in Sidi Abdellah and leading Chinese universities.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, and the Minister of Energy and Renewable Energies, Mr. Mourad Adjal, held a high-level meeting on June 1, 2026, to examine a number of issues related to scientific research and to discuss mechanisms for their development, particularly those concerning research and training activities within the Atomic Energy Commission and its affiliated research and training centers.
The meeting took place at the headquarters of the Ministry of Energy and Renewable Energies, in the presence of several senior officials and executives from both sectors, as well as the Commissioner for Atomic Energy.
During the meeting, the Minister of Energy and Renewable Energies stressed the importance his sector attaches to priority projects related to the development of the peaceful uses of nuclear energy, in line with the directives of the President of the Republic, Mr. Abdelmadjid Tebboune, particularly in strategic fields, foremost among them the healthcare sector. He emphasized that achieving these objectives requires strengthening the scientific research system and specialized training programs, which constitute essential pillars for keeping pace with scientific and technological advances in this field.
The Minister also highlighted the importance of leveraging the scientific and human resources available within the Higher Education and Scientific Research sector in order to provide a supportive academic and scientific environment for researchers and experts working within the Atomic Energy Commission, while promoting their research activities and enhancing the value of their outputs.
For his part, the Minister of Higher Education and Scientific Research welcomed the vision presented by the Energy and Renewable Energies sector and reaffirmed his sector’s readiness to support initiatives aimed at advancing scientific research and specialized training in fields related to nuclear energy and its peaceful applications. He noted that such efforts would provide researchers and supervisors with an environment conducive to innovation and knowledge production, while strengthening the contribution of universities and research centers to strategic national projects.
The meeting concluded with an agreement to continue coordination and consultation between the two sectors, to reassess the status of research activities within the Atomic Energy Commission, and to launch in-depth studies on the matter. Both parties also agreed to identify the most appropriate organizational and scientific mechanisms to enhance the performance and effectiveness of scientific research in support of national objectives in this strategic field.

Today, Tuesday, May 19, 2026, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, the Minister of Mujahideen and Rights Holders, Mr. Abdelmalek Tachrifet, and the Governor of Algiers, Mr. Mohamed Abdennour Rabhi, attended a memorial ceremony at Resistance Square in Algiers in tribute to the nation’s martyrs, commemorating the 70th anniversary of Student Day, May 19, 1956.
The ministerial delegation was accompanied by members of both chambers of Parliament, military and security authorities of Algiers Province, the Secretary-General of the National Organization of Mujahideen, representatives of the revolutionary family, officials from various sectors, and members of the Algerian Muslim Scouts.
At the Faculty of Information and Communication Sciences of the University Ibrahim Sultan Cheibout Algiers 3, the delegation attended a national historical conference entitled: “The Algerian Student: From the Memory of Liberation to the Leadership of Change,” organized on the occasion of the 70th anniversary of Student Day (May 19, 1956–2026), under the slogan: “A Memory of Struggle and a Journey of Building.”
The conference brought together the Secretary-General of the National Organization of Mujahideen, the Secretary-General of the National Organization of the Children of Martyrs, former ministers, mujahideen men and women, as well as professors, researchers, and students from various higher education institutions.
The conference featured high-level academic presentations delivered by specialized professors and researchers, in addition to live testimonies from mujahideen highlighting the historical and national significance of Student Day.
The event concluded with the two ministers honoring several mujahideen, as well as paying symbolic tribute to the guest lecturers in recognition of their contributions to preserving and promoting the national memory.

During a plenary session chaired by Azzouz Nasri on the morning of Thursday, May 14, 2026, Mr. Kamel Baddari, Minister of Higher Education and Scientific Research, responded to oral questions submitted by members of the Council on the following topics:
• Mr Si Ali Chafik regarding the possibility of introducing political history as an exploratory subject within university curricula for various academic disciplines, particularly technical fields;
• Mr Lakhdar Moulay Saadoun concerning the criteria adopted for upgrading medical annexes, and whether the medical annex of the Larbi Ben M’hidi University of Oum El Bouaghi could be promoted to the status of a faculty;
• Mr El Aid Boukfa concerning the legal and pedagogical justifications relied upon by the supervising ministry to prevent assistant professors who are not regularly enrolled in doctoral studies from benefiting from the short-term mobility program, as well as the possibility of including Category “A” assistant professors among the eligible beneficiaries of this mobility program.
It should be recalled that Mr. Kamel Baddari also participated, on May 7, 2026, in a public session at the People’s National Assembly to answer oral questions addressed to him by:
• Mr Slimane Zergani regarding the measures adopted by the ministry to encourage researchers, support innovative research projects, and strengthen cooperation between universities and research centers;
• Mr Zakaria Belkheir concerning the measures taken to address the issue of student absenteeism at universities and ways to remedy it;

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, accompanied by the Minister of Agriculture, Rural Development and Fisheries, Mr. Yacine El Mahdi Oualid, took part, on April 29, 2026, in the festivities marking the sixtieth (60th) anniversary of the establishment of the Algerian National Institute for Agronomic Research, in the presence of the President of the National Chamber of Agriculture, as well as officials from both ministries and researchers from various research centers, units, and university institutions.

Held under the slogan “60 years of agronomic research in the service of food security and sovereignty,” this celebration provided an opportunity to revisit the historical journey of this scientific institution, established in the aftermath of independence in 1966, and to highlight its achievements and qualitative contributions in supporting the agricultural sector.

In this context, Mr. Yacine Oualid emphasized the important role played by the institute in developing the agricultural sector, particularly in light of current conditions and the major challenges facing agriculture in Algeria, foremost among them climate change and low rainfall, as well as the need to improve productivity, enhance and preserve the national agricultural genetic heritage, among other goals that must be achieved through scientific research, technology, and innovation.

For his part, Mr. Kamel Baddari highlighted the strategic complementarity between the two sectors in building a knowledge-based economy in agriculture, relying on the outputs of scientific research, particularly fourth-generation approaches based on the use of artificial intelligence and data mining to improve production and productivity at lower costs. He also stressed the importance of supporting the agricultural sector through academic and applied research to meet the challenge of food security.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, carried out a working and inspection visit on April 28, 2026, to the wilaya of Biskra, to inspect and inaugurate several service and sports facilities, and to officially launch the finals of the National University Games. He was welcomed by the wali, along with local and security authorities, in the presence of the university rector and senior officials.

The minister began his visit at the Chetma university hub, where he inaugurated the “Chetma 07” university residence, aimed at increasing accommodation capacity and improving students’ living conditions in response to growing enrollment.

At the same site, Mr. Baddari also inaugurated the central restaurant, designed to enhance university catering services according to modern standards and improve service quality.

He also inaugurated the one-stop entrepreneurship hub at the Faculty of Science and Technology, an initiative aimed at supporting student project holders and facilitating the creation of start-ups. He received detailed briefings on the structure’s functioning and its role in linking the university with the economic environment.

At the central university, the minister inaugurated the digital garden, a space dedicated to innovation and student project incubation. He also announced the launch of 10 innovative projects developed by students in the fields of technology, agriculture, and biology.

As part of efforts to support university sports, the minister inaugurated a tennis court at the Institute of Physical and Sports Sciences of the University of Biskra, contributing to strengthening sports infrastructure and encouraging student participation in sports.

The University of Biskra theater was also inaugurated, hosting its first theatrical performance, reflecting the importance given to cultural activities and the balance between academic training and artistic development.

At the end of his visit, the minister headed to the sports hall of “Mohamed Khider” University in Biskra, where he officially launched the 19th edition of the National University Games, following opening speeches by the rector, Professor Zouhir Dibi, and the president of the Algerian University Sports Federation.

In his speech, the minister stated that “the Algerian university has become a reservoir of national elites,” noting that the congratulations extended by the President of the Republic, Mr. Abdelmadjid Tebboune, to students who excelled in recent African and international competitions reflect the importance the State attaches to university sports. He added that, starting next September, efforts will be made to ensure the sustainability of university games at local, regional, and national levels, in coordination with the Ministry of Sports.

The minister then gave the signal to start the men’s volleyball match between the Biskra university residence team and the team from Bordj Bou Arreridj, in a vibrant sporting atmosphere. This event, supervised by 120 staff members and hosted across several sports facilities, brings together 1,800 participants from 39 wilayas. The competitions will continue until May 5 and include 16 sports disciplines, both team and individual.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, along with the Minister of Knowledge Economy, Startups and Micro-enterprises, Mr. Noureddine Ouadah, and the Minister of Post and Telecommunications, Mr. Sid Ali Zerrouki, presided on April 18, 2026, at the “Martyr Abdelhafid Ihaddaden” Scientific and Technological Hub in Sidi Abdellah, over the launch of the first startup cluster in Algeria in the fields of artificial intelligence and cybersecurity.
This event represents a significant milestone in building a comprehensive national innovation ecosystem. It reflects the State’s new strategic direction aimed at structuring the innovative entrepreneurial landscape through clustering mechanisms, thereby enhancing startups’ competitiveness and their capacity to generate value.
The launch of this cluster also implements the provisions of the joint ministerial decree defining the modalities for establishing and organizing startup clusters. It further strengthens the integration between universities, scientific research, and the economic sector, aiming to accelerate the transformation of innovative projects into impactful businesses and to usher in a new phase of collaboration among stakeholders within the innovation ecosystem.
In a speech delivered on this occasion, Mr. Baddari stated that this “cluster” represents a practical mechanism for linking scientific research to the economy by creating direct interaction between various stakeholders, thereby enabling the transformation of knowledge into tangible economic value. He added that this space will enhance the attractiveness of Algerian universities and attract national talent both domestically and abroad, while also fostering a culture of innovation among students.
For his part, Mr. Ouadah explained that this project is the result of joint efforts with the higher education sector, noting that the legal and regulatory framework enabling the incubation of startups within universities has been finalized in recent months, including those originating outside the academic environment. On behalf of the President of the Republic, Mr. Abdelmadjid Tebboune, and as part of the celebration of Knowledge Day, observed annually on April 16, the Prime Minister, Mr. Sifi Ghrieb, presided on Thursday, April 16, 2026, over the award ceremony of the President of the Republic Prize for the Innovative Researcher in its second edition. The ceremony took place at the “Abdelhafid Ihaddaden” Scientific and Technological Hub under the slogan: “We innovate today… to build tomorrow’s Algeria.”

The ceremony was attended by the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, along with several members of the government, the Advisor to the President of the Republic in charge of education, higher education, vocational training, and culture, Mr. Nasr Eddine Ben Tifour, as well as a distinguished group of professors, researchers, and students.

On this occasion, the Prime Minister read out the message of the President of the Republic, in which he emphasized that this event is not merely an academic gathering, but also reflects the State’s strategic orientation and the determination of its institutions to position Algeria among knowledge-producing nations rather than mere consumers—capable of mastering, developing, and enhancing technology beyond simply importing it.

In his speech, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, affirmed that honoring researchers through an annual prize awarded on Knowledge Day demonstrates that Algeria is being built within university lecture halls and research laboratories.

He added that Algeria, which led one of the greatest revolutions for independence from colonialism, is now engaged in another kind of revolution—one driven by science and innovation.
