As part of the preparations for the upcoming academic year, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, conducted an inspection visit on the evening of 22 July 2026 to the Bouraoui Ammar University Residence in El Harrach and the El Alia University Residence in Bab Ezzouar, to review the progress of the rehabilitation works on university infrastructure and student service facilities.


The purpose of the visit was to ensure that the university residences will be fully operational and ready to provide students with accommodation and services that meet the quality standards established by the higher education sector.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, conducted a field visit on 20 July 2026 to several university residences across Algiers Province to assess the readiness and preparation of student accommodation facilities as part of the preparations for the upcoming academic year.
The visit covered the following university residences:
• Taleb Abderrahmane 1 University Residence;
• Taleb Abderrahmane 2 University Residence;
• Hydra University Residence;
• Beni Messous University Residence;
• Ouled Fayet 2 University Residence;
• Ouled Fayet 3 University Residence.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired, on 20 July 2026, at the Ministry’s headquarters, together with the President of the National Economic, Social and Environmental Council (NESEC), Mr. Mohamed Boukhari, the signing ceremony of a framework cooperation agreement in the field of studies and scientific research. The agreement aims to strengthen the partnership between the two institutions and expand cooperation in areas of mutual interest.
The framework agreement establishes an institutional reference for cooperation, with the objective of implementing joint programmes and projects in the fields of studies and scientific research. It includes conducting studies related to the design, development, modernization and integration of knowledge-based systems and methodologies, as well as designing and producing the scientific and technical outputs required to advance research and development priorities. The agreement also provides for the organization of specialized training programmes linked to joint projects and initiatives, including qualification and specialization courses, short- and medium-term training placements, and the supervision of students and staff while strengthening their scientific and research capacities in areas of common interest.
On the same occasion, ten (10) specific cooperation agreements were signed between the National Economic, Social and Environmental Council and a number of higher education and research institutions operating under the Ministry of Higher Education and Scientific Research. These agreements reflect the shared commitment of both parties to broaden cooperation, enhance coordination in the fields of studies, research and innovation, and direct scientific research outcomes toward addressing national priorities.
From both educational and practical perspectives, these institutional partnerships will provide the foundation for high-quality specialized training programmes designed to enhance the skills of students, researchers and staff, strengthen their scientific and professional capabilities, and support the successful implementation of joint projects while fostering innovation and improving performance.
At the conclusion of the ceremony, both parties emphasized that these agreements represent a strategic step toward strengthening the integration of universities with their economic, social and environmental environment, while transforming scientific research outcomes into practical solutions and development-oriented projects. They also contribute to advancing the Ministry’s vision of building a Fourth-Generation University—one that produces knowledge and wealth, serves as a driving force for sustainable development, and plays a leading role in establishing a knowledge- and innovation-based economy, in line with the vision of the President of the Republic, Mr. Abdelmadjid Tebboune, to reinforce Algeria’s scientific and technological sovereignty.

Minister of Higher Education and Scientific Research inaugurates the headquarters of the first financial investment company at the University of Algiers 3 and launches the second edition of the national “Proto Market” Challenge

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, presided on 16 July 2026 at the Faculty of Information and Communication Sciences of Ibrahim Sultan Cheibout University – Algiers 3, over the inauguration of the headquarters of the first financial investment company established within an Algerian university. On the same occasion, he officially launched the second edition of the national “Proto Market” Challenge.
The Minister began his address by paying tribute to the victims of the fire that broke out at the Child Care Reception Institution in Mohammadia. He expressed his deepest condolences and sympathy to the victims’ families and loved ones, while wishing a speedy recovery to those who were injured.
Mr. Kamel Baddari emphasized that the establishment of this financial investment company is part of the Ministry’s efforts to strengthen the university innovation and entrepreneurship ecosystem. Its mission is to support students with innovative ideas and projects by helping them transform their concepts into marketable and manufacturable products through the creation of their own start-ups.
The Minister further stated that the Algerian university has become a driving force for local and national development. Beyond its traditional role of producing and disseminating academic knowledge, it now plays a strategic role in building a knowledge- and innovation-based economy by providing technological solutions that contribute to strengthening Algeria’s technological sovereignty, in line with the programme of the President of the Republic, Mr. Abdelmadjid Tebboune.
Mr. Baddari also officially launched the second edition of the “Proto Market” Challenge, stressing that the initiative aims to provide more effective funding mechanisms for prototypes developed within start-up projects. This will enable students to transform their innovative ideas into market-ready prototypes and eventually establish start-ups capable of creating economic value.
The Minister encouraged students to become more actively involved in entrepreneurship and innovation, taking advantage of the support mechanisms and incentives provided by the State for project holders, thereby contributing to Algeria’s economic development.
On this occasion, Mr. Kamel Baddari also launched two digital platforms: the first is designed to assist students in registering with the financial investment company, while the second is dedicated to registration and participation in the second edition of the national “Proto Market” Challenge, as part of the continued digitalization of support services and the strengthening of the innovation ecosystem within Algerian universities.

The meeting was devoted to preparations for this important national event. During the session, a committee was appointed to prepare and finalize the conference agenda, with the aim of ensuring its effective organization and identifying the key issues and priority topics to be discussed, as part of the ongoing efforts to further develop Algeria’s higher education and scientific research system.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, together with the Minister of Finance, Mr. Abdelkrim Bouzred, presided over the official listing ceremony of CRAPC Expertise, a subsidiary company of the Research Center, on the Algiers Stock Exchange on 14 July 2026, making it the first company established by a national scientific research center to enter the Algerian capital market.

This milestone represents a historic achievement and a strategic turning point in the valorization of scientific research and in strengthening the contribution of universities and research centers to economic development. The public offering recorded a subscription coverage rate of 104.55%, reflecting two key indicators:

First, the strong confidence that investors and economic stakeholders place in the outcomes of Algerian scientific research, confirming the value of investing in national innovation.

Second, the success of the Higher Education and Scientific Research sector’s strategy to transform universities and research centers from purely academic institutions into economic actors that actively contribute to wealth creation, job generation, and sustainable development.

This achievement embodies the vision of the President of the Republic, Mr. Abdelmadjid Tebboune, to build a knowledge- and innovation-based national economy. It also reflects the practical implementation of the Fourth-Generation University (University 4.0) concept through University Empowerment, strengthening the role of universities and research institutions in valorizing scientific research outcomes and transforming knowledge and innovation—particularly in the fields of chemistry and physics—into high-value industrial and commercial solutions capable of competing in the domestic market and expanding into international markets.

Minister of Higher Education and Scientific Research Presides over the Opening of the First Edition of the Algerian African University Theatre Festival

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, accompanied by the Secretary of State to the Minister of Foreign Affairs, National Community Abroad and African Affairs, in charge of African Affairs, Ms. Salma Bakhta Mansouri, presided over the opening ceremony of the first edition of the Algerian African University Theatre Festival on 13 July 2026 at the Mahieddine Bachtarzi National Theatre of Algeria.

The ceremony was attended by the Director General for Africa at the Ministry of Foreign Affairs, National Community Abroad and African Affairs, several ambassadors accredited to Algeria, presidents and directors of Algerian universities and higher education institutions, students, and delegations participating in this continental cultural event.

The organization of this inaugural edition reflects the leading role of the Algerian university in promoting cultural diplomacy and strengthening ties among African peoples through a platform that brings together artistic creativity and academic exchange.

Theatre stands as the rightful heir to Africa’s legacy of struggle, a mirror reflecting the continent’s history of resistance, and a beacon illuminating the aspirations of its youth toward a brighter future. The opening of the festival also serves as an opportunity to celebrate the bonds of friendship and solidarity among African peoples while paying tribute to the icons of committed art who transformed the stage into a platform for freedom and the spoken word into a message of resistance, honoring legendary voices such as Miriam Makeba and other artists who demonstrated that art remains a powerful weapon against colonialism and all forms of domination.

By hosting this event, Algeria reaffirms the role of university theatre as a bridge connecting the peoples of Africa and the university as a space for learning, creativity, and cultural dialogue, based on the conviction that culture is one of the fundamental pillars of rapprochement, integration, and the building of a shared African future.

Held under the theme “Africa Meets on the University Theatre Stage,” the festival brings together higher education institutions from 16 African countries, including Mauritania, Mozambique, Tunisia, and the Sahrawi Arab Democratic Republic. The programme features theatrical performances both within and outside the official competition, as well as street theatre productions, showcasing the richness and diversity of African university theatre.

The festival programme also includes the African University Competition for the Best Play Script, in addition to an International Conference on African Theatre, organized by the University of Algiers 2 under the theme “African Theatre Practice: Stage Experiences and Prospects for Academic Framing,” providing a platform for scholarly discussion and the exchange of expertise on the current state and future development of African theatre within the university environment.

Minister of Higher Education Presides over the Graduation Ceremony of the First English-Taught Cohorts at the University of Algiers 3

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, presided over the graduation ceremony of the first cohorts to complete their studies in English on 09 July 2026 at the “Ibrahim Sultan Cheibout” University of Algiers 3. The ceremony was attended by ministry officials, university leaders, and directors and representatives of several national institutions.

During the ceremony, hosted by the Faculty of Information and Communication Sciences, the Minister emphasized that the graduation of the first English-taught cohorts across several academic disciplines—including Information and Communication Sciences, Political Science, Economics and Management Sciences, and Physical and Sports Activities—marks a significant milestone in implementing the national strategy to strengthen English-language instruction across higher education institutions and institutes.

Mr. Baddari explained that these graduates will constitute the vanguard of the nationwide expansion of English-medium education, highlighting the broad opportunities offered by English as the language of science, technology, academic mobility, and access to global knowledge, as well as its role in internationalizing Algerian universities and enhancing their visibility and influence at both the regional and international levels.

The Minister further stated that the New and Victorious Algeria, envisioned by the President of the Republic, Mr. Abdelmadjid Tebboune, is moving toward a development model built upon a modern university system that prepares Algerian students to be open to the world, aligned with scientific and technological advances, and capable of innovation, creativity, and competitiveness within the international academic community.

In his closing remarks, Mr. Baddari stressed that these graduating cohorts represent the first nucleus of a fourth-generation university—one that responds to the needs of Algerian society, keeps pace with global transformations, aligns with the country’s strategic priorities, and contributes to the implementation of public policies and the advancement of national development.
