Minister of Higher Education and Scientific Research inspects the readiness of university residences in Blida and stresses that quality accommodation is essential to student success
The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, conducted a field visit on September 7, 2026, to University Residences No. 7, 6 and 2 in Blida, where he inspected their level of readiness and reviewed the various conditions necessary to provide students with a suitable living and study environment.
The inspection covered the progress of renovation and rehabilitation works, as well as the general condition of the rooms in terms of cleanliness, equipment and bedding. It also included an assessment of security and safety conditions, fire-prevention measures, emergency exits, smoke detectors and firefighting equipment, in addition to facilities intended for persons with disabilities, with a view to ensuring accessibility to the various facilities and compliance with hygiene, health and safety requirements.
Mr. Baddari also inspected University Residence No. 5, where rehabilitation works have been completed and which was officially handed over today. He instructed that students begin moving into the residence. In the same context, it was decided to launch the rehabilitation of University Residence No. 2 in accordance with high-quality standards, including mosaic tiling of floors, renovation of other floor surfaces, modernization of sanitary facilities, installation of kitchenettes on each floor, replacement of windows and doors with PVC units, as well as the refurbishment of shower facilities and the implementation of waterproofing works.
The Minister stressed that a university residence is not merely a place of accommodation, but an extension of the university campus and a supportive environment for academic achievement and student success. In this regard, the inspection also focused on:
• providing suitable spaces for studying and revision;
• ensuring the quality and availability of study and work rooms within university residences;
• improving Internet and Wi-Fi services to enable students to attend distance-learning courses and complete their academic work;
• providing IT equipment and facilities for students who do not have personal computers.
The Minister also called for special attention to be given to first-year students, as they are the group most in need of support and guidance, in order to prevent academic difficulties and reduce the risk of dropping out.
As part of strengthening the openness of the Algerian university to its international environment, emphasis was placed on creating suitable conditions for welcoming and supporting international students, particularly with regard to adapting to the university environment and education system, overcoming language and integration barriers, while ensuring their full access to university services.
The Minister also stressed the importance of providing the necessary facilities and equipment for students with disabilities, thereby ensuring equal opportunities and facilitating access to the various university facilities and services.
With regard to university restaurants, Mr. Baddari stressed the need to comply with the menus established by nutrition specialists and to ensure the provision of balanced meals consisting of a starter, a main course, fruit and a bottle of mineral water, while strictly respecting the standards and quantities specified for each food item.
The Minister concluded that the quality of accommodation, calm and cleanliness, the availability of study spaces and Internet services, together with the quality of food and academic support, are interconnected factors that directly affect students’ daily lives, their ability to succeed and their continued progress throughout their university careers.
