The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, received Professor Marius Lukas, Dean of the Medical School at St George’s, University of London, and the accompanying delegation at the Ministry headquarters on the evening of 30 June 2026, following the signing of a cooperation and partnership agreement between St George’s, University of London and the Moudjahid Youcef Khatib University of Health Sciences.

The agreement aims to establish a strategic partnership between the two universities by strengthening cooperation in the fields of education and scientific research, promoting the exchange of expertise and competencies, and developing academic programmes. It is expected to contribute to enhancing the quality of higher education and scientific research while strengthening the international profile of the Moudjahid Youcef Khatib University of Health Sciences.

Minister of Higher Education and Scientific Research Presides over the Graduation Ceremony of the First class of the National Higher Schools of Artificial Intelligence and Mathematics

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, presided over the graduation ceremony of the first class of the National Higher School of Artificial Intelligence and the National Higher School of Mathematics on 29 June 2026 at the “Martyr Abdelhafid Ihaddaden” Scientific and Technological Pole in Sidi Abdellah. The ceremony was attended by Professor Elias Zerhouni, senior State officials, representatives of national public and private companies, international firms, as well as the graduates’ families.
The graduating cohorts comprised 105 students from the National Higher School of Artificial Intelligence and 50 students from the National Higher School of Mathematics.
In his address, Mr. Kamel Baddari stated that the graduation of these first class marks the culmination of five years of rigorous academic training and sustained commitment. He emphasized that the graduates’ outstanding academic achievements reflect both their dedication and the guidance provided by their professors. He further noted that the strong presence of representatives from national and international companies and economic stakeholders at the ceremony demonstrates the growing demand for graduates of the two schools, owing to the high-level skills and expertise they have acquired to meet the needs of various sectors.
The Minister added that the graduation of this first class embodies the forward-looking vision of the President of the Republic, Mr. Abdelmadjid Tebboune, aimed at developing highly qualified national talent capable of keeping pace with scientific and technological advances and contributing to the development of a knowledge-based economy. He recalled that the establishment of the two schools in 2021 was driven by a strategic vision anticipating Algeria’s future needs in the fields of artificial intelligence and mathematics.
The ceremony also featured the presentation of awards to the top-performing students from both schools, as well as to winners of international scientific and sports competitions. Several start-ups were also honoured in recognition of their contributions to promoting innovation and entrepreneurship.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, received this morning, 29 June 2026, at the Ministry’s headquarters, a delegation from Jade University (Germany), led by its President, Professor Manfred Wessensy, accompanied by the University’s Vice-President and three deans.
The meeting followed the signing of a partnership and cooperation agreement between the University of Algiers 1 and Jade University. The agreement aims to implement a dual-degree program for students of both institutions, thereby enhancing international education opportunities and raising the quality of academic training.
The agreement will also strengthen scientific and research cooperation between the two universities through the development of joint research projects and the organization of scientific and academic events in priority fields, particularly in advanced and high-impact disciplines.
In addition, the agreement will expand academic mobility between the two institutions by promoting exchanges of students, faculty members, researchers, and administrative staff in both directions. It will foster the exchange of expertise and best practices while further enhancing the international engagement of the Algerian university system.

Implementing the President of the Republic's Vision: Launch of the Constitutive Meeting of the High Council of the National Scientific Community Abroad

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired, on Sunday, 28 June 2026, at the “Martyr Abdelhafid Ihaddaden” Scientific and Technological Pole in Sidi Abdellah, alongside Professor Elias Zerhouni, the opening session of the constitutive meeting of the High Council of the National Scientific Community Abroad.
The meeting brought together 31 distinguished Algerian researchers and experts residing in different countries around the world, including 24 attending in person and seven participating via videoconference.
The establishment of the Council follows the decision adopted by the Council of Ministers on 21 June 2026 to create the High Council of the National Scientific Community Abroad as an advisory body enjoying administrative and financial autonomy and placed under the direct authority of the Presidency of the Republic. This reflects the importance attached by the Algerian State to its highly qualified nationals abroad and its commitment to involving them in shaping national scientific and technological policies.
In his opening address, the Minister stated that the establishment of the Council gives concrete expression to the commitment of the President of the Republic, Mr. Abdelmadjid Tebboune, to enable Algerian expertise abroad to contribute effectively to national development through the provision of expertise and strategic advice, as well as the transfer of knowledge and advanced technologies, thereby strengthening the knowledge economy and innovation.

The Minister emphasized that the meeting “is not merely a protocol event, but a foundational milestone marking the beginning of a new phase in building a New and Victorious Algeria,” stressing that it establishes a permanent institutional framework to enhance the contribution of Algerian scientific talent abroad to national development.

He explained that the Council aims to build sustainable bridges between Algerian scientists abroad and national higher education and research institutions, while establishing a national scientific and technological foresight system to strengthen research, innovation, and the competitiveness of the national economy. It will also contribute to anticipating future developments in strategic priority fields such as artificial intelligence, digital transformation, cybersecurity, health, and renewable energy.

The Minister further noted that the Council represents a permanent institutional mechanism for mobilizing Algerian expertise worldwide and transforming its international scientific experience and networks into added value that supports economic and social development, strengthens national capacities, and enhances Algeria’s regional and international standing in science, technology, and innovation.

For his part, Professor Elias Zerhouni, Coordinator of the Constitutive Committee, stressed that the creation of the Council reflects a strong political commitment, under the guidance of the President of the Republic, to reconnect Algerian scientific talent abroad with their homeland and harness their expertise to advance higher education and scientific research.

He stated that the Council seeks to establish a permanent and effective institutional framework for cooperation based on concrete and sustainable projects that go beyond occasional meetings, describing the event as “a historic moment” and the beginning of a new chapter in strengthening the contribution of Algeria’s scientific diaspora to the country’s future.

Professor Zerhouni also praised Algeria’s significant achievements in higher education through the expansion of its network of universities and higher education institutions, the continuous growth in student enrollment, and the outstanding performance of Algerian students in international scientific competitions.

In closing, he called for greater mobilization of the expertise and international scientific networks of Algerian researchers abroad in support of the country’s development priorities. He emphasized that the meeting provides an opportunity to strengthen ties between Algerian researchers at home and abroad, expand scientific cooperation, promote technology transfer and knowledge exchange, and develop a roadmap defining priorities, coordination mechanisms, and areas of cooperation, making the High Council a permanent forum for consultation and an effective platform for mobilizing Algerian expertise in support of national development.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, received Professor Boualem Benatallah on June 18, 2026, at the Ministry’s headquarters. Professor Benatallah is one of Algeria’s most distinguished scientists on the international academic stage and a globally recognized authority in computer science, cloud computing, software engineering, and artificial intelligence.
Professor Benatallah is among the most prominent Algerian scientific talents abroad. He has been awarded the title of Scientia Professor, the highest academic distinction conferred by Australian universities on researchers whose work has demonstrated exceptional scientific contributions and outstanding global impact.
He currently serves as a Full Professor and Principal Researcher at Dublin City University in the Republic of Ireland, where he leads several international research projects in the fields of digital transformation, artificial intelligence, and advanced information technologies.

Minister of Higher Education and Scientific Research Chairs a Steering Meeting in Preparation for the 2026–2027 Academic Year

As part of the regular monitoring of sectoral reforms and to ensure the readiness of higher education institutions and university services for the upcoming academic year 2026-2027, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired a steering meeting on the evening of June 17, 2026, at the Ministry’s headquarters. The meeting was attended by senior officials of the central administration, while the presidents of the regional university conferences and the chairpersons of the National Pedagogical Committees representing the various fields of study participated via videoconference.
The meeting was devoted to reviewing a number of strategic issues related to the development of the higher education system and university services, particularly:
• Preparations for the 2026–2027 academic year, including the review of academic, pedagogical, and organizational developments aimed at ensuring a successful start to the new academic year;
• The introduction of the courses “History of Algeria and Citizenship” and “Lean Start-up” into university curricula, with a view to strengthening students’ national awareness and fostering a culture of innovation, initiative, and entrepreneurship;
• Monitoring the programme for the rehabilitation and renovation of university residences across the country, while assigning university institution directors direct supervisory and on-site monitoring responsibilities at the local level, with the objective of improving student accommodation conditions and enhancing the quality of university services.

Nine (09) Algerian universities have achieved a new milestone by being ranked among the world’s top 2,250 universities in the US News Best Global Universities 2025–2026 ranking.
The universities included in the ranking are: Djillali Liabès University of Sidi Bel Abbès, Ferhat Abbas University Sétif 1, Abou Bekr Belkaïd University of Tlemcen, Houari Boumediene University of Science and Technology, Badji Mokhtar University of Annaba, Abderrahmane Mira University of Béjaïa, M’Hamed Bougara University of Boumerdès, Mohamed Boudiaf University of Science and Technology of Oran, and Mohamed Khider University of Biskra.
This achievement reflects the continuous improvement of Algerian universities’ standing on the international academic stage, driven by sustained efforts in scientific research, academic publishing, and international cooperation.
It is worth noting that Djillali Liabès University of Sidi Bel Abbès ranked first nationally and 849th globally, securing a distinguished place among the world’s top 1,000 universities. Mr. Kamel Baddari presided over the installation of a working group tasked with conducting a comprehensive investment assessment and developing the national investment strategy.

As part of the implementation of the directives issued by the Prime Minister, Mr. Seifi Ghrieb, aimed at conducting a comprehensive assessment of national investment, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired, on June 15, 2026, at the Ministry’s headquarters, the establishment of a multi-sectoral working group led by the Ministry of Higher Education and Scientific Research. The task force brings together representatives from several ministerial departments, the Algerian Investment Promotion Agency (AAPI), and the Research Center in Applied Economics for Development (CREAD).
The task force will be responsible for carrying out a scientific and objective assessment of Algeria’s investment system, based on available economic data and indicators, with a view to proposing practical recommendations aimed at enhancing the effectiveness of public investment policies, improving the business climate, and supporting economic diversification and sustainable development efforts.
This assessment will serve as a key reference for the preparation of the National Investment Strategy by the National Investment Council, following a scientific approach grounded in objective economic data and indicators.
The task force’s work will focus on the following areas:
• Assessing the current state of national investment, analyzing its evolution, and evaluating its contribution to economic growth and social development;
• Identifying the structural, regulatory, and procedural obstacles facing investment;
• Developing an integrated digital platform for the real-time monitoring and evaluation of investment, based on Key Performance Indicators (KPIs) that will enable continuous assessment of investment performance and progress.
The working group will also prepare a preliminary report to be submitted to the Prime Minister by July 15, 2026. The report will include an initial diagnosis of the national investment landscape, along with a set of practical recommendations aimed at enhancing the attractiveness of the national economy and improving the business environment.

At the Oxford Centre for Islamic Studies, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired, on the evening of June 13, 2026, a meeting with a group of members of the Algerian community residing in the United Kingdom, including researchers, academics, and students. The meeting was attended by the Minister of State and Rector of the Great Mosque of Algiers, Mr. Mohamed El Maamoun El Kacimi El Hassani, as well as His Excellency the Ambassador of Algeria to the United Kingdom, Mr. Noureddine Yazid.
The meeting was held within the framework of strengthening engagement with Algerian talents and expertise abroad and listening to their views and aspirations regarding their contribution to the development of Algeria’s higher education and scientific research system, thereby supporting the country’s current development momentum across various sectors.
On this occasion, the Minister delivered an address in which he emphasized the pivotal role played by Algerians living abroad in enhancing Algeria’s international visibility and promoting its image worldwide, as well as their contribution to strengthening cooperation and partnership in scientific, economic, and cultural fields.
The Minister also praised the strong sense of patriotism and deep attachment to their homeland demonstrated by members of the Algerian community abroad, reaffirming the State’s commitment to strengthening communication channels with them and benefiting from their expertise and competencies in support of national development.
During the discussion that followed, Mr. Baddari highlighted the prospects for Algerian talents in the United Kingdom to contribute to local development, particularly through investment, knowledge transfer, and the sharing of expertise. In response to participants’ questions, he also outlined the various mechanisms and support measures established by the State to enable innovators and project holders to transform their ideas into economic ventures, start-ups, and high-value-added innovative projects.
The meeting concluded in a warm and cordial atmosphere, reflecting the participants’ strong attachment to their homeland. As part of the events accompanying the launch of the Emir Abdelkader Chair at the Oxford Centre for Islamic Studies, the second day of the programme, held on June 13, 2026, featured a scientific symposium dedicated to exploring the intellectual and civilizational dimensions of the legacy of Emir Abdelkader, founder of the modern Algerian state, and to discussing issues related to higher education, scientific research, economy, and development within the framework of Algerian-British relations.
The programme included three main sessions. The first session focused on the legacy of Emir Abdelkader and his historical and intellectual significance, with the participation of academics and researchers from the Great Mosque of Algiers, the University of Oxford, and the University of Westminster.
The second session addressed the current state and future prospects of science, technology, and higher education in Algeria, bringing together the Minister of Higher Education and Scientific Research and a number of international experts and academics.
The third session was devoted to issues of economy and development, as well as prospects for Algerian-British cooperation, with the participation of distinguished academic and diplomatic figures from both countries.
Within this framework, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, delivered a lecture entitled: “How Will Artificial Intelligence Transform the University, and How Can the University Reinvent Itself in the Face of This Driving Force?”
During his presentation, the Minister highlighted the profound transformations taking place in higher education worldwide as a result of the rapid advances in artificial intelligence.
