The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired a meeting on the afternoon of June 9, 2026, at the Ministry’s headquarters. The meeting was dedicated to discussing the following two topics:
– The valorization and industrialization of 18 scientific research products.
– The roadmap of the Research Center in Applied Economics for Development (CREAD).

On June 8, 2026, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, inaugurated the Technologies and Innovation Center for Virtual Education Systems (TIVE) at the “Martyr Abdelhafid Ihaddaden” Science and Technology Hub in Sidi Abdellah. The ceremony was attended by Advisor to the President of the Republic in charge of Education, Higher Education, Vocational Training, and Culture, Professor Elias Zerhouni.
The center was established to support innovation in digital education and advance research in virtual learning systems, thereby contributing to the improvement of educational quality, accelerating the digital transformation of higher education institutions, and preparing students to keep pace with global technological developments. It also aims to foster innovation in digital educational solutions and provide a dynamic environment for academic development.
In his address, Mr. Kamel Baddari described the new scientific facility as the “first building block” in advancing the higher education and scientific research system to meet the challenges of the artificial intelligence revolution and enhance the quality of academic research outcomes.
The Minister emphasized that the center will serve as a key pillar for modernizing teaching methods and strengthening the performance of Algerian universities. He stressed that its success will depend on several factors, including advanced digital infrastructure, integrated virtual learning platforms, highly qualified human resources, and appropriate regulatory and ethical frameworks to govern the use of artificial intelligence in academia.
For his part, Professor Elias Zerhouni, who initiated the idea of the center, expressed his admiration for the speed with which the project was brought to fruition. He noted that the world is experiencing unprecedented acceleration driven by the “tsunami” of artificial intelligence and emphasized that investing in education remains the most effective way to ensure that Algeria keeps pace with these global transformations.

Mr. Kamel Baddari Honors Algerian Students for Their Outstanding Achievement in the Huawei ICT Competition 2025-2026

On the evening of June 7, 2026, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, presided over a ceremony at the Ministry’s headquarters to honor outstanding Algerian students following their unprecedented technological achievement at the Global Finals of the Huawei ICT Competition 2025-2026, held in Shenzhen, China.
The Algerian teams dominated the competition, winning three Grand Prizes, the highest distinction awarded in this prestigious international event, which brought together more than 220,000 students from 100 countries worldwide.

Mr. Kamel Baddari and the President of the China International Education Foundation Discuss Expanding University Partnerships Between Algeria and China

On June 6, 2026, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, received at the Ministry’s headquarters a high-level scientific delegation led by Mr. Wei Yong, President of the China International Education Foundation, in the presence of His Excellency Mr. Dong Gongli, Ambassador of the People’s Republic of China to Algeria.
During the meeting, Mr. Wei Yong expressed the Foundation’s interest in expanding academic cooperation with Algeria through the establishment of additional branches of the Confucius Institute for Chinese language education, in light of the institute’s remarkable success and the growing interest in learning the Chinese language.
For his part, the Minister emphasized the importance of strengthening the Algerian-Chinese partnership in higher education and scientific research. He called for broader future cooperation, particularly in the fields of science, technology, and innovation, through the development of academic and scientific partnerships between the five higher schools of the “Martyr Abdelhafid Ihaddaden” Scientific and Technological Pole in Sidi Abdellah and leading Chinese universities.
This meeting forms part of ongoing efforts to strengthen academic and scientific cooperation between Algeria and China, fostering the exchange of expertise and promoting education and scientific research in areas of mutual interest.

President of the Republic Congratulates Algerian Students Following Their Outstanding Global Achievement in the Huawei ICT Competition 2025-2026

On June 5, 2026, the President of the Republic, Mr. Abdelmadjid Tebboune, congratulated Algerian students through his official account on the platform “X” for their historic achievement at the Global Finals of the Huawei ICT Competition 2025-2026, where they won three Grand Prizes, the highest distinction awarded by this prestigious international competition.
This remarkable accomplishment further confirms the prominent position that Algerian talents have attained in the fields of Information and Communication Technologies (ICT) at the global level.
The Algerian teams secured Grand Prizes in three major tracks: Network, Computing, and Cloud Computing, outperforming teams from some of the world’s most prestigious universities and higher education institutions.
This achievement is particularly significant given the scale of the competition. The tenth edition attracted more than 220,000 students and instructors from over 2,000 universities and higher education institutions across more than 100 countries and regions, while only about 200 teams from 50 countries advanced to the Global Finals.
This distinguished international recognition reflects the high scientific and technological standards reached by Algerian higher education institutions. It also demonstrates the success of ongoing efforts to develop training programs in digital fields and to strengthen students’ capacities for innovation, creativity, and international competitiveness.
This outstanding success is a source of pride for Algerian higher education and once again highlights the ability of Algerian students to excel and raise their national flag high in the world’s most prestigious scientific and technological competitions.

Ministers of Higher Education and Scientific Research and Energy and Renewable Energies Discuss Ways to Strengthen Cooperation Between the Two Sectors

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, and the Minister of Energy and Renewable Energies, Mr. Mourad Adjal, held a high-level meeting on June 1, 2026, to examine a number of issues related to scientific research and to discuss mechanisms for their development, particularly those concerning research and training activities within the Atomic Energy Commission and its affiliated research and training centers.
The meeting took place at the headquarters of the Ministry of Energy and Renewable Energies, in the presence of several senior officials and executives from both sectors, as well as the Commissioner for Atomic Energy.
During the meeting, the Minister of Energy and Renewable Energies stressed the importance his sector attaches to priority projects related to the development of the peaceful uses of nuclear energy, in line with the directives of the President of the Republic, Mr. Abdelmadjid Tebboune, particularly in strategic fields, foremost among them the healthcare sector. He emphasized that achieving these objectives requires strengthening the scientific research system and specialized training programs, which constitute essential pillars for keeping pace with scientific and technological advances in this field.
The Minister also highlighted the importance of leveraging the scientific and human resources available within the Higher Education and Scientific Research sector in order to provide a supportive academic and scientific environment for researchers and experts working within the Atomic Energy Commission, while promoting their research activities and enhancing the value of their outputs.
For his part, the Minister of Higher Education and Scientific Research welcomed the vision presented by the Energy and Renewable Energies sector and reaffirmed his sector’s readiness to support initiatives aimed at advancing scientific research and specialized training in fields related to nuclear energy and its peaceful applications. He noted that such efforts would provide researchers and supervisors with an environment conducive to innovation and knowledge production, while strengthening the contribution of universities and research centers to strategic national projects.
The meeting concluded with an agreement to continue coordination and consultation between the two sectors, to reassess the status of research activities within the Atomic Energy Commission, and to launch in-depth studies on the matter. Both parties also agreed to identify the most appropriate organizational and scientific mechanisms to enhance the performance and effectiveness of scientific research in support of national objectives in this strategic field.
