Minister of Higher Education and Scientific Research Receives Outstanding Students from the Algerian Diaspora

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, received twenty outstanding students from the Algerian diaspora at the Ministry’s headquarters on the evening of 7 July 2026. The visit, combining recognition and discovery, was organised as part of the celebrations marking the 64th Anniversary of Independence and Youth Day.

This initiative forms part of the State’s efforts to strengthen the ties between members of the Algerian community abroad and their homeland by recognising students who have achieved outstanding academic and scientific excellence in their countries of residence. It also provides them with the opportunity to discover Algeria’s rich historical and cultural heritage, learn more about its higher education and research institutions and their ongoing development, and explore the country’s economic and tourism potential.

Minister of Higher Education and Scientific Research Receives the Dean of St George's Medical School Following the Signing of a Partnership Agreement with the University of Health Sciences

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, received Professor Marius Lukas, Dean of the Medical School at St George’s, University of London, and the accompanying delegation at the Ministry headquarters on the evening of 30 June 2026, following the signing of a cooperation and partnership agreement between St George’s, University of London and the Moudjahid Youcef Khatib University of Health Sciences.

The agreement aims to establish a strategic partnership between the two universities by strengthening cooperation in the fields of education and scientific research, promoting the exchange of expertise and competencies, and developing academic programmes. It is expected to contribute to enhancing the quality of higher education and scientific research while strengthening the international profile of the Moudjahid Youcef Khatib University of Health Sciences.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, received this morning, 29 June 2026, at the Ministry’s headquarters, a delegation from Jade University (Germany), led by its President, Professor Manfred Wessensy, accompanied by the University’s Vice-President and three deans.
The meeting followed the signing of a partnership and cooperation agreement between the University of Algiers 1 and Jade University. The agreement aims to implement a dual-degree program for students of both institutions, thereby enhancing international education opportunities and raising the quality of academic training.
The agreement will also strengthen scientific and research cooperation between the two universities through the development of joint research projects and the organization of scientific and academic events in priority fields, particularly in advanced and high-impact disciplines.
In addition, the agreement will expand academic mobility between the two institutions by promoting exchanges of students, faculty members, researchers, and administrative staff in both directions. It will foster the exchange of expertise and best practices while further enhancing the international engagement of the Algerian university system.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, received Professor Boualem Benatallah on June 18, 2026, at the Ministry’s headquarters. Professor Benatallah is one of Algeria’s most distinguished scientists on the international academic stage and a globally recognized authority in computer science, cloud computing, software engineering, and artificial intelligence.
Professor Benatallah is among the most prominent Algerian scientific talents abroad. He has been awarded the title of Scientia Professor, the highest academic distinction conferred by Australian universities on researchers whose work has demonstrated exceptional scientific contributions and outstanding global impact.
He currently serves as a Full Professor and Principal Researcher at Dublin City University in the Republic of Ireland, where he leads several international research projects in the fields of digital transformation, artificial intelligence, and advanced information technologies.
This meeting reflects the Ministry’s commitment to strengthening engagement with Algerian scientific expertise abroad and benefiting from their knowledge and experience in support of the development of higher education, scientific research, and innovation in Algeria.

The Minister of Higher Education and Scientific Research, Kamel Baddari, received this afternoon, May 24, 2026, at the ministry headquarters, the nine Algerian students who qualified for the finals of the ICT Academy Competition organized by Huawei ICT Academy. The final stage of the competition is scheduled to take place in Shenzhen at the end of the current month.
This remarkable qualification reflects the advanced level achieved by Algerian students in the fields of information and communication technologies. The competition is considered one of the most prominent international events specializing in digital technologies, attracting annually thousands of students from universities and academic institutions representing more than 80 countries worldwide.
This achievement comes as part of the policy pursued by the Ministry of Higher Education and Scientific Research to support innovation and encourage students to engage in international competitions and experiences by promoting a culture of creativity and entrepreneurship within Algerian universities, while strengthening Algeria’s presence in the fields of modern technology, digital economy, and knowledge.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, received on the afternoon of May 6, 2026, at the ministry headquarters, student Nesrine Mersli, a graduate with a Master’s degree in applied biochemistry from M’Hamed Bougara University of Boumerdès, and the holder of an innovation in the field of nanotechnology.

This innovation aims to develop advanced therapeutic systems based on the use of nanoparticles to enhance the bioavailability of natural compounds by improving their absorption in the body and precisely targeting them to therapeutic sites in order to increase their absorption.

The minister praised the student’s outstanding path, particularly after her project in therapeutic nutrition obtained the “innovative project” label, which seeks to provide scientifically grounded nutritional solutions to support health and prevent diseases.

It is worth noting that the student benefited from funding under the “Protomarket” program and is currently incubating her economic project at the University of Boumerdès, a journey that was crowned with the granting of a patent in the name of the university.

The meeting focused on ways to strengthen cooperation between the two countries in the fields of higher education and scientific research.
The Chadian minister also expressed his desire to benefit from the ministry’s leading experience in digitalization, as well as in the valorization of scientific research results.
At the end of the meeting, the two ministers exchanged their latest publications entitled: “Exploring Certain Contemporary Issues” and “Environmental Law and African Cultural Representations.”
