The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, paid an inspection visit on the afternoon of May 26, 2026, to monitor the progress of rehabilitation works being carried out in several university residence halls under the jurisdiction of the Central Algiers Directorate of University Services. The visit covered the university residences of Beni Messous, Hydra 3, Taleb Abderrahmane 1, and Taleb Abderrahmane 2.
These rehabilitation projects are part of ongoing efforts to improve student accommodation conditions, enhance the quality of university services, and increase the accommodation capacity of these facilities. The Minister of Higher Education and Scientific Research, Kamel Baddari, received this afternoon, May 24, 2026, at the ministry headquarters, the nine Algerian students who qualified for the finals of the ICT Academy Competition organized by Huawei ICT Academy. The final stage of the competition is scheduled to take place in Shenzhen at the end of the current month.
This remarkable qualification reflects the advanced level achieved by Algerian students in the fields of information and communication technologies. The competition is considered one of the most prominent international events specializing in digital technologies, attracting annually thousands of students from universities and academic institutions representing more than 80 countries worldwide.
This achievement comes as part of the policy pursued by the Ministry of Higher Education and Scientific Research to support innovation and encourage students to engage in international competitions and experiences by promoting a culture of creativity and entrepreneurship within Algerian universities, while strengthening Algeria’s presence in the fields of modern technology, digital economy, and knowledge.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, congratulated, on May 22, 2026, through his official Facebook account, second-year students of the National Higher School of Cybersecurity following the recognition of several of their innovative projects with five “Innovative Project” awards in the fields of cybersecurity, artificial intelligence, legal technologies, and the digitalization of university services.
The awarded projects include:
• “RAKY” in the field of cybersecurity awareness and training.
• “LAWLY” in the field of legal technologies and artificial intelligence.
• “VIGIL” in the field of university network security analysis.
• “SMAI” in the field of internal threat detection using artificial intelligence.
• “Campus Security & Maintenance Hub (CSMH)” in the field of digitalization of university residence management, maintenance, and security.

Mr. Kamel Baddari Praises the Role of the National Higher School of Public Works in Promoting Scientific Research and Supporting Innovation

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, paid a working and inspection visit on Thursday, May 21, 2026, to the National Higher School of Public Works in Kouba, Algiers, during which he inaugurated several infrastructures and inspected other facilities belonging to the institution.
As part of the visit, the Minister inaugurated a space comprising the school’s business incubator, an entrepreneurship center, and a digital fabrication laboratory, in addition to a football field, before touring several other facilities within the institution.
In a press statement following the visit, Mr. Kamel Baddari praised the advanced level achieved by the school in promoting scientific research outcomes and transforming students’ ideas into marketable and industrializable projects. He further stressed that these achievements embody the strategic vision led by the President of the Republic, Mr. Abdelmadjid Tebboune, aimed at enabling universities to contribute effectively to boosting the national economy and achieving sustainable development through strengthening cooperation between universities and their economic and social environment.
In this regard, he explained that the National Higher School of Public Works has succeeded in creating 55 micro-enterprises and three start-ups, in addition to obtaining three patents, enabling it to make a distinctive and qualitative contribution to the fields of public works and construction, particularly through students’ use of the latest technologies.
The Minister also highlighted innovative projects based on recycling ceramic waste and transforming it into materials used in cement and reinforced concrete production, alongside other projects focused on developing new mechanisms for reducing electrical energy consumption through the use of specialized materials in construction processes.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, visited on the afternoon of May 20, 2026, the Algiers International Tourism and Travel Exhibition, as well as the 24th edition of the SIPSA International Agriculture Exhibition.

This visit is part of the sector’s efforts to strengthen the university’s openness to its economic and social environment and to encourage students to implement innovative projects with added value, thereby promoting a culture of entrepreneurship and innovation within the university community.

During the visit, the minister toured the stands of participating start-ups and small enterprises, where he reviewed several student-led projects and innovations, particularly in the fields of tourism, agriculture, and technological innovation. He also exchanged views with project leaders on their entrepreneurial initiatives and their role in supporting economic development.

The minister also stopped at the stand of the National Higher School of Agronomy, where he received explanations about saffron produced within the framework of the national strategy for the development and promotion of saffron cultivation, known for its high quality. The results achieved through the national research project on the valorization of local seeds, as well as the project’s future prospects, were also presented.

As part of the presentation of an innovative project carried out under Ministerial Decision 1275, involving a digital platform for the electronic identification of fruit trees in agricultural fields, using the olive tree as a model, Mr. Kamel Baddari stressed the importance of taking farmers’ needs into account in order to ensure the marketability and practical valorization of the project’s outcomes.

The project “Nutri D’or,” specialized in the food industry and derived from carob products, was also presented and is expected to be marketed through a start-up company.

Today, Tuesday, May 19, 2026, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, the Minister of Mujahideen and Rights Holders, Mr. Abdelmalek Tachrifet, and the Governor of Algiers, Mr. Mohamed Abdennour Rabhi, attended a memorial ceremony at Resistance Square in Algiers in tribute to the nation’s martyrs, commemorating the 70th anniversary of Student Day, May 19, 1956.
The ministerial delegation was accompanied by members of both chambers of Parliament, military and security authorities of Algiers Province, the Secretary-General of the National Organization of Mujahideen, representatives of the revolutionary family, officials from various sectors, and members of the Algerian Muslim Scouts.
At the Faculty of Information and Communication Sciences of the University Ibrahim Sultan Cheibout Algiers 3, the delegation attended a national historical conference entitled: “The Algerian Student: From the Memory of Liberation to the Leadership of Change,” organized on the occasion of the 70th anniversary of Student Day (May 19, 1956–2026), under the slogan: “A Memory of Struggle and a Journey of Building.”
The conference brought together the Secretary-General of the National Organization of Mujahideen, the Secretary-General of the National Organization of the Children of Martyrs, former ministers, mujahideen men and women, as well as professors, researchers, and students from various higher education institutions.
The conference featured high-level academic presentations delivered by specialized professors and researchers, in addition to live testimonies from mujahideen highlighting the historical and national significance of Student Day.
The event concluded with the two ministers honoring several mujahideen, as well as paying symbolic tribute to the guest lecturers in recognition of their contributions to preserving and promoting the national memory.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, paid a working and inspection visit on May 14, 2026, to the wilaya of Tlemcen to review several projects and infrastructure projects affiliated with the higher education and scientific research sector. Upon his arrival, he was welcomed by the wali of the wilaya, along with the President of the Wilaya People’s Assembly, members of the security committee, members of parliament, the Secretary-General of the wilaya, the Chief of Staff, the Rector of the University of Tlemcen, and local officials.
During the visit, accompanied by the Secretary-General of the wilaya, the Minister inspected the Faculty of Medicine at the University of Abou Bekr Belkaid Tlemcen, where he toured the medical simulation center and the faculty library. He also reviewed the progress of the library digitization process and the digital services provided to students and faculty members.
The Minister emphasized that the digitization of the sector and the development of modern pedagogical training tools, particularly through medical simulation centers, are among the key priorities for improving the quality of university education and enhancing students’ competencies in line with current scientific and technological developments. He also stressed the importance of expanding the use of digital technologies within university institutions and services, while fostering a modern educational environment that supports scientific research and improves academic performance.
On this occasion, a presentation was delivered on equipping the medical simulation center with smart dissection tables manufactured entirely in Algeria, from design to production, as part of implementing the “Innovate in Algeria” initiative adopted by the Ministry of Higher Education and Scientific Research for 2026, with the aim of encouraging local innovation and developing national technological solutions in education and university training.
The Minister also inspected the dental clinic construction project at the university pole in the municipality of Chetouane, to assess the readiness of this vital facility and the quality of the completed works, ensuring a suitable educational and healthcare environment for dental medicine students. He received detailed explanations regarding the various construction phases and the progress rate of the project, stressing the importance of completing and delivering the project within the scheduled deadlines in order to strengthen university and healthcare infrastructure in the wilaya of Tlemcen.
In addition, Mr. Kamel Baddari inaugurated the annex of the Higher School for Teachers at the university pole in Chetouane, a project aimed at strengthening pedagogical infrastructure and improving university training conditions, particularly in the field of teacher training for the مختلف educational levels.
The Minister also inspected the construction project of the new 500-bed university residence at the university pole, emphasizing the need to comply with quality standards and accelerate the pace of work to ensure that this vital facility becomes operational on schedule, given its importance in strengthening university infrastructure and student services.
Mr. Kamel Baddari also inaugurated the headquarters of the “One-Stop Service Desk” at the Student Center (I2E) of the University of Abou Bekr Belkaid Tlemcen, an administrative and service-oriented space dedicated to supporting students with innovative ideas and entrepreneurial projects. This facility aims to centralize guidance and support services, particularly in entrepreneurship and startup creation, by directing students toward the university incubator and the entrepreneurship development center, while also supporting them in training, innovation, employment, and the follow-up of projects related to the implementation of Ministerial Decision 1275.
The Minister also visited the FAB LAB manufacturing laboratory, equipped with advanced technologies in mechanics, 3D printing, and laser cutting machines, where he received presentations on innovative projects developed by university students in support of entrepreneurship and innovation culture.
The visit also included an inspection of the “PROTOMARKET” projects, which focus on developing technological solutions and innovative digital services, in addition to reviewing other projects being registered at the One-Stop Service Desk, with the aim of supporting students and transforming their innovative ideas into concrete projects.
At the end of the visit, the Minister inaugurated a dedicated hall for students with special needs, visited an exhibition of student projects, and held a meeting with the university community at the central library of the second university pole in the municipality of Mansourah.
During his speech, the Minister emphasized the importance of promoting the entrepreneurial university model and encouraging students to innovate and create startups, while valuing initiatives and projects that reflect students’ capabilities and contributions to economic and social development.
On this occasion, several agreements were signed:
• A cooperation and partnership agreement between “SofizPay” and the I2E Consulting, Research, and Development Office subsidiary in the field of digital financial services.
• A cooperation agreement between the National Agency for Microcredit Management (ANGEM), the Higher School of Applied Sciences of Tlemcen (ESAT), and the University Center of Maghnia, aimed at supporting student project holders and providing them with financing and mentoring mechanisms.
The visit concluded with an award ceremony honoring several outstanding students, athletes, and university professors in recognition of their achievements and to encourage them to continue their path of excellence and innovation.

During a plenary session chaired by Azzouz Nasri on the morning of Thursday, May 14, 2026, Mr. Kamel Baddari, Minister of Higher Education and Scientific Research, responded to oral questions submitted by members of the Council on the following topics:
• Mr Si Ali Chafik regarding the possibility of introducing political history as an exploratory subject within university curricula for various academic disciplines, particularly technical fields;
• Mr Lakhdar Moulay Saadoun concerning the criteria adopted for upgrading medical annexes, and whether the medical annex of the Larbi Ben M’hidi University of Oum El Bouaghi could be promoted to the status of a faculty;
• Mr El Aid Boukfa concerning the legal and pedagogical justifications relied upon by the supervising ministry to prevent assistant professors who are not regularly enrolled in doctoral studies from benefiting from the short-term mobility program, as well as the possibility of including Category “A” assistant professors among the eligible beneficiaries of this mobility program.
It should be recalled that Mr. Kamel Baddari also participated, on May 7, 2026, in a public session at the People’s National Assembly to answer oral questions addressed to him by:
• Mr Slimane Zergani regarding the measures adopted by the ministry to encourage researchers, support innovative research projects, and strengthen cooperation between universities and research centers;
• Mr Zakaria Belkheir concerning the measures taken to address the issue of student absenteeism at universities and ways to remedy it;

This visit comes within the framework of strengthening cooperation and partnership relations between the two countries, particularly in the fields of higher education, scientific research, and technological innovation.
