Minister of Higher Education and Scientific Research Commends the Role of the Embassy of Algeria in Ljubljana in the Success of Algeria’s Participation in “AGRA 2026”

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, paid a working visit today, 24 August 2026, to the Embassy of Algeria in Ljubljana, where he met with Her Excellency the Ambassador to discuss ways of strengthening bilateral cooperation, as well as to review the outcomes of Algeria’s participation in the international “AGRA 2026” exhibition and assess the extent to which the objectives set for this participation had been achieved.
On this occasion, the Minister extended his warm congratulations to Her Excellency the Ambassador and the Embassy staff, commending their sustained efforts, which contributed to the success of Algeria’s participation and to strengthening Algeria’s presence at this international event.

Algeria and Slovenia Strengthen Their Partnership in Agriculture, Scientific Research and Innovation

Acting on behalf of the President of the Republic, Mr. Abdelmadjid Tebboune, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, alongside the Slovenian Minister of Agriculture, Mr. Janez Žgler Kralj, presided this afternoon, 22 August 2026, over the official opening of the Algerian-Slovenian Business Forum, held in Gornja Radgona, Slovenia, on the sidelines of the International Agriculture and Food Fair “AGRA 2026”, in the presence of the Ambassador of Algeria to Slovenia, the Vice-President of the Algerian Economic Renewal Council (CREA), and a number of Algerian economic operators.

Algeria is participating in this international event with a high-level delegation as the Guest of Honour of the fair.

In his address, Minister Baddari highlighted Algeria’s human, material and scientific potential, as well as the efforts undertaken to promote innovation and develop the agricultural sector. He stressed the readiness of Algerian universities, research centers and economic institutions to contribute to the implementation of major projects and to build sustainable economic and scientific partnerships.

He also explained that Algeria’s participation aims to showcase its agricultural and agri-food potential, promote the quality of Algerian products in European markets, and establish mutually beneficial economic, scientific and technological partnerships. In this regard, he called for accelerating the establishment of a joint Algerian-Slovenian Business Council, as a practical mechanism for bringing economic operators closer together, supporting investment and translating bilateral understandings into tangible projects.

The Minister stressed the importance of harnessing scientific research, artificial intelligence and modern technologies to develop precision and sustainable agriculture, enhance productivity, modernize agricultural mechanization, and develop value chains and agri-food industries in support of food security and sovereignty. He noted that the Forum provided an opportunity to explore promising areas of cooperation, particularly the integration of artificial intelligence into agricultural solutions, technology transfer, precision agriculture, forest protection, and the launch of joint research, development and innovation projects, while benefiting from the international “AGRA” platform to exchange expertise and knowledge and build new partnerships in agriculture and the agri-food sector.

Minister Baddari further highlighted Algeria’s natural resources, infrastructure, human capital, and research and academic expertise, which make the country a promising investment destination, particularly in light of the structural reforms aimed at modernising the national agricultural model. In this context, he outlined the sector’s strategic priorities, foremost among them the development of agricultural land in the southern regions and the High Plateaus, the expansion of irrigated areas, the development of agricultural production, and the promotion of national exports, particularly dates, olive oil, citrus fruits, vegetables, fruits and processed products, while strengthening their presence in European and Balkan markets.

For his part, the Slovenian Minister underscored the importance of the strategic partnership with Algeria, expressing his satisfaction with the existing level of cooperation and stressing Slovenia’s desire to further consolidate economic and scientific relations and expand areas of exchange, technology transfer and expertise.

The Forum’s proceedings reflected a shared commitment to translating bilateral agreements into tangible investment projects and sustainable partnerships, based on cooperation in technology, research and innovation. It was also emphasised that Slovenia represents a vital market for Algerian products and a gateway to Central Europe, while Algeria constitutes a promising strategic gateway to African markets.

Both sides further affirmed that achieving food security and food sovereignty constitutes a strategic priority, and that international cooperation and joint investment in agriculture and modern technologies are key drivers in addressing the challenges related to food security and sustainable development.

At the conclusion of the meeting, Minister Baddari stressed that Algeria’s distinguished participation in AGRA 2026, as Guest of Honour, reflects the depth of Algerian-Slovenian relations and demonstrates the shared determination to elevate bilateral cooperation to the level of a practical and structured partnership linking universities, research institutions and the economic sector, and translating research and innovation outcomes into tangible development and investment projects.

The Minister also conveyed the warm fraternal greetings of the President of the Republic, Mr. Abdelmadjid Tebboune, to the President of the Republic of Slovenia, its Government and people, wishing success to the proceedings of AGRA 2026 and continued prosperity for Algerian-Slovenian relations.

Minister of Higher Education Inspects the Readiness of University Residences and Reviews Their Rehabilitation Works

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, continued his unannounced field visits to university residences. On the evening of August 18, 2026, his tour included the Beni Messous and Dely Ibrahim university residences, where extensive rehabilitation works are underway.

The works include the renovation of rooms and sanitary facilities, the installation of small kitchens on each floor, waterproofing repairs, the installation of mosaic tile skirting, the upgrading of electrical networks, as well as other maintenance operations.

The Minister also inspected the Djilali El-Yabes University Residence to assess, on site, its readiness to accommodate female students and ensure the provision of the best possible accommodation conditions and services ahead of the upcoming academic year.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, met on the evening of 11 August 2026 at the Ministry’s headquarters with Algerian physicist and member of the Higher Council of the National Scientific Community Abroad, Professor Noureddine Melikechi, accompanied by a member of his team.
The meeting focused on ways to strengthen and establish technology transfer in the country’s strategic priority areas, as well as on leveraging recent scientific and technological expertise and experience to support innovation, develop national skills, and strengthen cooperation links between Algerian scientific expertise at home and abroad.
At the beginning of the meeting, Professor Noureddine Melikechi, in his capacity as vice-Coordinator of the Higher Council of the National Scientific Community Abroad, presented the Council’s initial steps towards carrying out its missions in accordance with its assigned responsibilities.
The meeting also provided an opportunity to present an action plan to establish academic and scientific mobility for faculty members and students by strengthening exchanges and cooperation between the schools of the “Chahid Abdelhafid Ihaddadene” Scientific and Technological Hub in Sidi Abdallah and the University of Massachusetts (UMass) in the United States, thereby opening new prospects for cooperation in education, research and innovation.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, conducted a field inspection visit on the evening of 10 August 2026 to monitor the progress of rehabilitation and refurbishment works at several university residences and assess the readiness of service and sports facilities ahead of the upcoming academic year.
The visit covered:
• Taleb Abderrahmane University Residences 1 and 2;
• Saïd Hamdine University Residence;
• Hydra Centre University Residence;
• The sports complex and multi-purpose sports hall, where the Minister inspected their readiness to receive students.
The unannounced visit is part of the Ministry’s direct field monitoring of rehabilitation and refurbishment works, as well as its efforts to ensure their completion within the set deadlines. The objective is to guarantee the readiness of various service and sports facilities, improve students’ living conditions, and provide them with a suitable university environment ahead of the upcoming academic year.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, held a ceremony on the afternoon of 5 August 2026 at the central library of the “Chahid Abdelhafid Ihaddadene” Scientific and Technological Hub in Sidi Abdallah, honouring the Algerian students who achieved outstanding results at the International Mathematics Competition (IMC 2026) in Bulgaria, in recognition of their scientific excellence and distinguished performance in this international competition.
The students honoured were:
• Chamseddine Abdelali Derrache: first place, gold medal;
• Mohamed Amine Ben Malouka: third place, bronze medal;
• Haitham Idriss Aït Hamdouch: third place, bronze medal;
• Abdelghani Yergui: honorary certificate.
The team’s supervising professor was also honoured in recognition of his efforts in mentoring and supporting the students, as well as his contribution to these outstanding results, which reflect the high level of Algerian students’ scientific skills and their ability to excel in international competitions.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, hosted a ceremony on the evening of 3 August 2026 at the central library of the “Chahid Abdelhafid Ihaddadene” Scientific and Technological Hub in Sidi Abdallah, honouring the ENP Racing Team from the National Polytechnic School of El Harrach, Algiers, winner at Formula Student UK 2026, one of the world’s leading international university engineering competitions, held at the Silverstone Circuit in the United Kingdom from 15 to 19 July 2026.
The ENP Racing Team competed with a racing car entirely designed and manufactured in Algeria and won the Allan Staniforth Best Newcomer Award, presented to the best team participating in the competition for the first time. This achievement reflects the high level of Algerian students’ scientific and engineering skills and their ability to compete successfully on the international stage.
On the occasion, the Minister also honoured international karate champion and student Rayan Skor, a seventh-year medical student at the University of Health Sciences “Moudjahid Dr Youssef Al-Khatib”, in recognition of her sporting achievements and her outstanding representation of Algeria in international competitions.
The event also provided an opportunity to unveil the racing car with which the ENP Racing Team competed at Formula Student UK 2026 in the United Kingdom, showcasing the students’ efforts in design, engineering, manufacturing and innovation.
