Algeria's Efforts to Activate the Role of University and Technological Development

As representative of the President of the Republic of Algeria Mr. Abdelmadjid Tebboune in the ‘G77+ China’ summit, held in Havana(Cuba)–on September 15 and 16, 2023– the minister of higher education and scientific research, Mr. Kamel Baddari, presented –during his intervention to the participants–the ‘significant efforts’ made by Algeria to the development of the fields of higher education and scientific research,as well as start-ups and entrepreneurship; by ‘the activation of university institutions’ role , as being a reservoir for innovative projects and an essential source for developing start-ups’.Mr. Baddari also added that ‘ the activation of university role is related to ‘the establishment of an integrated national research network, which would comprise university research centers and laboratories, experimental stations and technological platforms in different fields’. Noting to ‘ the establishment of remarkable technological poles, which include specialized higher schools, major institutions, and start-ups. In addition to the creation of the higher council for artificial intelligence and the higher commission of digitalization’; aiming at creating change in the economic ecosystem and set the basis for technological awareness’.
As for the African continent support endeavors, Mr. Baddari stated that ‘ Algeria has provided a support of one billion US dollar for attributing sustainable development in the developing African states, as it has contributed to the improvement of the infrastructures in Africa, as had been achieved in regard ofthe optical fibers projects across many African countries, as well as the trans-African highway’.
Mr. Baddari, on the occasion, reasserted ‘ the Algerian support to the initiatives of ‘G77+ China’, which aim at the development of science, technologies and innovation for achieving the objectives set for development. As he expressed Algeria’s readiness for experts exchange with developing countries for a better future in Africa’.
Within the framework of bilateral meetingson the sideline of the ‘G77+ China’ summit, held in Havana, Cuba, Mr. KamelBaddari, the minister of higher education and scientific research discussed ways of strengthening bilateral cooperation with his Chilean counterpart, the minister of higher education and research, Mrs. Aisén Etcheverry, in the field of higher formation and education, along with scientific research. Particularly in the field of science, modern technology, innovation, renewable energies, high technologies, green hydrogen. As they discussed ways of valorizingrelations between both countries in order to achieve economic development.

Friday, September 15, 2023- As representatives of the President of the Republic of Algeria Mr. Abdelmadjid Tebboune, the minister of higher education and scientific research Mr. Kamel Baddari and the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El Mahdi Oualid, attended the opening ceremony of the ‘G77+ China’ summit, in Havana, Cuba.
Themed ‘ challenges of current development: the role of knowledge, technology and innovation’, the summit saw the attendance of several head of states and governments of ‘g77+ China’, in addition to the U.N Secretary General Mr. Antonio Guiteras.
The participants discussed a range of topics and issues related to the development, such as, the role of science, technology and innovation in the development of countries, as well as the challenges facing the developing countries in achieving scientific and technological growth. They also addressed issues relevant to the lingering effects of the Covid epidemic, higher food and energy prices, markets fluctuations, inflation, debts recovery, climate change and geopolitical conflicts in different areas around the world.
On the sideline of their participation in the summit ‘G77+ China’, Mr. Kamel Baddari and Mr. Oualid met their Egyptian counterpart, Mohamed Aymen Achour Ahmed, and discussed ways of strengthening bilateral cooperation in the field of higher formation and education, along with scientific research.
The two parties, furthermore, examined the most important mechanisms of cooperation, particularly through twinning agreements between Algerian and Egyptian higher education institutions, and elaborating common training and research programs in the field of climate change, high technology and innovation, in a manner that fulfils the integration of both states in knowledge economy.

Presentation of the Strategic Scheme for the development of Cereals Production in Algeria

Monday, September 11, 2023- The minister of higher education and scientific research, Mr.Kamel Baddari, was accompanied by the minister of agriculture and rural development, Mr. Mohamed Abdelhafid Henni, and the minister of industry and pharmaceutical production, Mr. Ali Aoun, in a visit to the national higher school of agronomy, in El-Harrach, Algiers. The visit was aimed at supervising the presentation ceremony of the strategic schemefor the development of cereals production in Algeria.

During his speech at the meeting, Mr. Kamel Baddari affirmed that the scheme mainly aims at improving the production and yieldof cereals,as well as seeds quality. Adding that the plan 2023-2028, targets the organization of cereals division and develop the agricultural techniques used in their production and promote scientific research. As he noted to the commission in charge of ensuring the implementation and monitoring the plan, which aims at achieving self-efficiency, in compliance, with the instructions of the President of the Republic Mr. AbdelmadjidTebboune, as well as the action plan of the government.
For his part, the minister of agriculture and rural development affirmed that the division of cereals is consideredone of the elements of the agricultural sector in Algeria, the sector in which, the economic development is completely based on, within the national plan of agricultural development 2030. Mr.Henni stressed the need for providing the optimal climate for achieving a modern, competitive and effective agriculture, which would contribute to economic diversification and reinforce the basis of sustainable food security in Algeria. The minister also stated that an objective of accomplishing 1 million Hectares of irrigated areas in the wide south of Algeria has been set within the framework of the investment by franchisees by 2025. As he noted to the acceleration in property distribution, due to which, a real estate portfolio of 460 thousands hectares has been granted to the investors.
As for the minister of industry and pharmaceutical production, Mr. Ali Aoun, he emphasized the importance of his sector in contributing to the reinforcement of mechanization, noting that a number of public institutions specialized in agricultural equipment, is working on the manufacturing of agricultural mechanisms adapted to the needs of agriculture in the Algerian desert areas.

Saturday, September 9, 2023- the minister of higher education and scientific research Mr. KamelBaddari oversaw -at the Faculty of Medicine of the University’ Benyoucef Ben khedda’ Algiers1, a study day on ‘ University Sport…Realities and Perspectives’, with a view toreviving the elite sports.
During his speech on the occasion, Mr. Baddari affirmed that’ the national plan concerning university sports, would render university sport,its development and revival, an essential part for the creation of a new sport elite’. Adding that ‘the sport elite would give a new radiance to Algeria, and make sport a considerable element for the entertainment of students besides academic success’.

Mr. Baddari, furthermore, stated that university sport competitions-in all its various activities are going to be launched, on September 19, 2023. As he affirmed that this step represents’ a beginningto implement the outcomes of the council of ministers meeting, held on last April 16, the date on which the President of the Republic Mr. AbdelmadjidTebboune ordered to revive university sports in order to form the elite’.
For his part, the representative of the ministry of youth and sports, noted to the position given by his sector towards university sports, which are bringing undergraduates together-as being an elite category- besides, providing more interaction and synergy among them.
As for the participants in the study day, they have been called to accompany the Algerian Universities SportsFederationand university institutions, in order to elevate the participation rate of athletic students from 4% to 15%, as a first step, in addition to discovering phenomenal athletics and orienting them towards sports club. As they stressed the need for the creation of a platform for monitoring athletic students and setting-up a fundamental law for this category, in addition to suggesting a new pattern for promoting sport competition across universities.

Wednesday, September 6, 2023- the minister of higher education and scientific research Mr. KamelBaddari paid an inspection visit to University of ‘Algiers1’ Faculty of Law in Said Hamdine,and Faculty of Islamic Sciencein Kherrouba.
During the visit,which comes in preparation ofthe university year 2023- 2024, Mr. Baddari received ‘detailed explanations on the arrangements made in parallel with the university instructors’return’. In the same context, Mr. Baddari proposed setting-up training courses in the framework of a double degree, and opening-up new horizons of the faculty in this field’. As he stressed the need for ‘ reinforcing the gains achieved from the digitalization operation, permitting a better management in various pedagogical activities’. Emphasizing on the importance of rendering the faculty of Law ‘ a center of scientific and research radiance, through the extension of opening hours of the pedagogical facilities until 10:00 p.m., to actively reflect the reality of the modern Algerianuniversities’.

Minister Baddari, after that, headed to the faculty of Islamic sciences in Kherrouba to exchange ‘ views -with the academic staff on improving education and scientific research, as he ordered the digitalization of the library books and enhance ‘zero-paper’ quest in Master discussions’.

Tuesday, September 5, 2023- The minister of higher education and scientific research Mr. Kamel Baddari visited the research center in industrial technologies -in Cheraga, Algiers, to inspect a number of workshops, research laboratories and six products innovated by the center researchers.
Mr. Baddari, on the occasion, expressed his gratitude for the findings obtained from the scientific research conducted in the center, which aim at contributing to the national economy. As he expressed his sector’s support for the development of innovative products, and stressed the need for ‘ identifying deadlines for the delivery of prototype projects, as well as providing manufacturing marketing partners so as technology can be transmitted from research centers into the ground, serving as an economic value’.
Moreover, Minister Baddari examined a number of carried outmodels by the center researchers, chief among them a prototype of a multi-purpose electric car for closed areas such as airports, hospitals and factories. In addition to a machine for removing stones, allocated for land reforming, cooperatively manufactured with an industrial partner. On the same occasion, a presentation was displayed on a model of a drone developed -at the request of the general directory of the civil protection, assigned to disasters. In addition to that, Mr. Baddari oversaw some models of additive manufacturing machines.

Tuesday, August 22, 2023- on the sidelines of an inspection visit to the renewable energies developmentcenter, the minister of higher education and scientific research, Mr. Kamel Baddari, honoured the Algerian researcher Amina Chahtou, with the ministry medal of merit for receiving a graduation degree from the Japanese agency of international cooperation, after obtaining a certificate of appreciation in the field of photovoltaic power.
Dr. Chahtou’s career is marked by a series of academic and professional achievements. Starting with the initial training in medical physics, a master’s degree in material physicsand photovoltaic power, following a PHD in the advanced materials technologies sciences, from the University of Technology in Japan.

Tuesday, August 29, 2023- the minister of higher education and scientific research Mr. Kamel Baddari paid a work and inspection visit to the renewable energy development research center-in Bouzerea, Algiers, specializing in the innovation and empowerment of electricity production with non-conventional methods.
During the visit, Minister Baddari inaugurated a laboratory for the measurement of solar radiation devices, as he also inspected the center of converting solar energy into electric energy. Mr. Baddari, furthermore, emphasized ‘ the importance of the valorization of scientific research and innovation and their role in the improvement of the Economic development and providing job opportunities, through marketing the accomplishments of the economic institutions, which produce electricity in non-conventional methods, such as using green hydrogen and renewable energies’.
In the same context, Mr. Baddari also stressed the need for encouraging patents, as being ‘ the top most important step for products marketing’. In addition to that, he noted that the establishment of both centers, comes within ‘ the embodiment of the instructions of the President of the Republic of Algeria, which are for the creation of studies offices, as well as economic branches, and researches centers; contributing to the conversion of scientific knowledge into the service of economic development’.

Mr. Baddari visits the Research Center for Scientific and Technical Information to launch the National Network of Intensive Computing

Tuesday, August 22, 2023- The minister of higher education and scientific research, Mr.Kamel Baddari paid an inspection visit to the research center for scientific and technical information in Ben Aknoun, in order to give the start signal for the national network of intensive computing.

The visit comes within the framework of the ministry’s keenness to develop different projects regarding digitalization, artificial intelligence, and the functioning of various units and departments of the research center for scientific and technical information, among which is a unit responsible for processing graphics used in AI and many other platforms affiliated to the center. The minister, on the same occasion, launched the national network of intensive computing, as he explained in the same context that the network encompasses in its initial stage ‘ a network including platforms affiliatedto 8 universities across the national territory’. Minister Baddari also added that the network ‘will correspond to the growing demand on AI applications and massive data, besides, the modernization of related operations and heading towards numerical simulation’. He moreover noted that ‘ the studies office affiliated to the same center takes on the tasks of developing scientific research outcomes in AI and cyber-security’.

In addition to that, minister Baddari unveiled, on the same occasion, the establishment of a new data center which will be affiliated to the research center for scientific and technical communication, at high quality and sophisticated standards, scheduled to enter into service on November 1, 2023.
From the other hand, Mr. Baddari noted that ‘the sector ofhigher education and scientific research is witnessing the largest recruitment operation ever since the independence’, thus, 10 thousands job positions have been created across all university institutions in the country.He also explained that the employment operationhas included the recruitment of 8 thousands university instructors rank ‘B’, in addition to 1409 hospitalist university instructors.
