On Tuesday, October 15, 2024, as part of her State visit to Algeria, the President of the Republic of Indian, Mrs. Droupadi Murmu, visited the Scientific and Technological Hub “the martyr Abdelhafid Ihaddaden” in Sidi Abdellah (Algiers).
On this occasion, the minister of Higher Education and Scientific Research, Mr. Kamel Baddari, presented an honorary doctorate, which the President of the Republic, Mr. Abdelmadjid Tebboune, conferred on the president of India, for her efforts in the service of science and knowledge, in the presence of advisors of the President of the Republic, members of the government and the university family.
During a lecture delivered at this scientific and technological edifice, the President of India praised the warm welcome she received during her visit to Algeria, considering the honorary doctorate she was awarded is an honour for her and her country.
She also stressed the importance of sciences in the development of societies and nations, particularly at the present, praising the Algerian experience and the stages it has reached in the higher education and scientific research sector, as well as the dynamic and development it has witnessed in this field.
In the same vein, the president of India mentioned the historical ties that bind her country to Algeria underlining the capital interest both states attach to the field of sciences and technologies.
For his part, the minister elucidated that the sciences and technologies hub of Sidi Abdellah is a symbol of the Algerian-Indian friendship expressing satisfaction for the quality of historical relations binding the two countries.
“Algeria identified partnership axes with India within the tertiary education and scientific research that target the achievement of the nanotechnology goals. The new and victorious Algeria attaches a paramount importance to the tertiary level student youths who rank among the republic’s president’s priorities,” added the minister.
At the end of the conference, the president of India paid a visit to a water desalination station in Fouka (wilaya of Tipaza). Received by the minister of Energy and Mines Mr. Mohamed ARKAB and the minister of Hydraulics Mr. Taha DERBAL, the guest of Algeria attended a presentation around the activity of sea water desalination in Algiers.

Technologies transfer from research centres to economic companies, “a crucial national bet”

On Thursday, October 10, 2024, in Tipaza, the minister of Higher Education and Scientific Research, Mr. Kamel Baddari, affirmed that the transfer of technologies of the research centres to economic companies is “a crucial national bet”, which requires the mobilization of all stakeholders.
Algeria “has taken up the challenge of transferring industrial technology from research centres to economic enterprises by permitting research centres to create economic, industrial and commercial subsidiaries,” said the minister at the end of the working visit at the public economic establishment “the Welding, control, industrial expertise, consulting and development company,” a subsidiary of the Bou Ismail Industrial Technologies Research Centre.
He stressed that the strengthening of research centres within these subsidiaries will increase the efficiency of science, knowledge and the entrepreneurial and economic role of academic and research institutions.
Public economic companies affiliated with research centres under the supervision of the higher education sector “will allow the valorisation and promotion of the results of technological research through economically efficient industrial products, which will also strengthen the completion of the national economic market,” the minister stated.
In this regard, he stressed that “the Welding, control, industrial expertise, consulting and Development Company” has striven to apply a number of scientific research results carried out by the Industrial Technologies Research Centre, particularly through industrial products and other services related to training, consulting and monitoring.
The minister added that this same company plans to expand its activities by 2026, by setting up a program to strengthen its human resources to employ 1000 workers in various fields.
The director of the same company, Mr. Lamine Hadj Djilali, stressed in turn that the missions of this public enterprise are to ensure the optimal exploitation of the research results, to contribute the wealth creation, and to provide technical assistance to industrial companies in the field of training, expertise and consult.

The minister of Higher Education and Scientific Research, Mr. Kamal Baddari, stressed , on Thursday in Algiers, the imperative of keep the efforts going to reinforce the economic role of the university by promoting the results of the scientific research and make it a catalyst for the national growth.
Speaking at the plenary session of the people’s national assembly devoted to the oral questions addressed to the members of government, the minister indicated that the sector keeps working towards propping up the role of the university in transforming the knowledge into marketable and manufacturing-adapted products while contributing to the development of t he national economy especially under the incentive measures aiming at empowering students to launch their own startups.
The minister has also highlighted the role of the sector in providing all pedagogic means to promote the level of education in the different specialties.
“The university endeavors to develop the higher education and scientific research system and put it at the same page as the changes that overtake the society and find innovative solutions to the brought up issues and contribute efficiently to the local and national growth.” He added in the same vein.
The minister, moreover, underlined the important place the university professors hold in light of the noble message they bear in the making of the elite pioneering the excepted take-off in various domains and participate in building social prosperity.

Yesterday, on Saturday in Medea, the minister of Higher Education et Scientific Research, Mr. Kamel Baddari went inspecting the first wildfire detector designed by the Development Center of Advanced Technologies.
The director of the Center, Mr. Mohamed Traiche explained that the detector comes in the form of the fixed station based at the urban pole of the city. It is equipped with an optical impulse radiator which scans the horizon via a rotative system that allows the localization of any fumes rising from a potential fire within a range of 10 to 30 Km around.
Along with the general director of forests department, Mr. Mohamed Traiche, the minister underscored that the implementation of the detector is to crown the Algerian researchers’ endeavor in the cutting-edge technologies field, highlighting that this accomplishment is one of the ministry’s targeted goals.
“Our aim is to develop a sophisticated device exclusively Algerian-made powered with modern technologies cut out for the surveillance of forest spaces, detection and management of ignition sources in real time.” The minister added.

The minister also expressed his wish to see the system go mainstream over the other regions of the country while the Center copes with the professional training of the staff in charge of the management and detection devices to be set up in other places.
The head of the Development Center of Advanced Technologies indicated that this invention is capable of localizing the ignition sources, to accurately convey the GPS coordinates be it on tracks or paths closest to the spot in question for the sake of reducing intervention time of the wildfire fighters units.

University sports: universities teachers draw the national university strategy to involve associations in leagues

The minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired on Thursday, at the Ministry’s headquarters, the opening of the first meeting of university sports associations, to establish a national university strategy for membership of various leagues and official competitions.
Officials of the Ministry of the Higher Education and Scientific Research, heads of university institutions and Offices of University Services, teachers, presidents of sports associations, a number of students, and the heads of sports activities services in various Algerian universities attended this meeting.
This activity aims to establish a clear road map to achieve the objectives set by the State, in order to promote university sports, restore the Algerian sports elite to its former glory, and work to involve associations and university teams in the sports activities of different national sports federations, by developing new mechanisms for their funding.
In his speech during the opening of this meeting, the minister stated that “the dynamism and activity of the sector to promote university sports are in line with the instructions of the president of the Republic Mr. Abdelmadjid Tebboune, and with the decisions of the last Council of Ministers which places the university at the centre of interests of the new Algeria,” “we became aware that this interest during the last five years, since university sports were given a place in government,” he said.
The minister added that the aim “of giving interest and prioritizing university sports is the will to restore it to its former glory, especially with the achievements of several national clubs, including the Mouloudia of Constantine, university union of Annaba, the Racing of the University of Algiers and others who honoured Algeria.”
The minister stressed the role of his ministry’s services in the development of “the student-athlete law, which offers numerous incentives and encourages university students to participate in several disciplines within university institutions and joins the annual university championships with the Algerian University Sports Federation.”
“Two years ago, we intensified the promotion of university sports in different university structures and prioritized them in conformity with the president Tebboune’s guidelines,” said the minister, stressing the “importance of the this meeting to agree on a recovering plan for the 25 university sports associations active at national level.”
The minister announced on the occasion that “the participants will study a proposal to make December 11, a national day, to celebrate university sports.”
It is noteworthy that the number of university sports practitioners increased from 4% during 2022/2023 to 12% during 2023/2024, which is more 120 000 students, a sign that “the president of the Republic’s guidelines are beginning to bear fruit, encouraging student to carry the torch and honour Algeria.”
For Professor Fethi Yousfi, director of the Institute of Physical Education and sports, University of Algiers 3, this meeting allows the discovery of a new mode of university sports practice by joining the efforts of the sub-directions in charge of the animation of sports life within the university and all university institutions and services.
A member of the ministerial committee, in charge of the development and promotion of university sports, Mr. Yousfi said all participants will work to encourage the directors of university institutions across the country to create sports clubs for the development and promotion of university sports with an emphasis on basic training.
For his part, the director of the Institute of Physical Education and University Sports at the University of Bouira stated that the university sport is on the right track, and this meeting is an opportunity to promote university sport, and to benefit the students for whom we endeavour to provide all the favourable conditions for sports practice both inside and outside university residences and attract other university sports associations.
