The Minister of Higher Education and Scientific Research inaugurates the first institution specialising in the treatment of liquid industrial waste

On 26 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, inaugurated the first subsidiary specialised in the treatment of liquid industrial waste at the headquarters of the Research Centre in Semiconductor Technology for Energetic in El Harrach.

During his visit to the centre, the minister was also briefed on the marketable products manufactured by the start-ups that have been incubated at the same institution.

On 24 November 2025, the Ministers of Higher Education and Scientific Research, and of Training and Professional Education, Mr. Kamel Baddari, and Ms. Nassima Ahrab respectively, signed a joint cooperation agreement at the headquarters of the Ministry of Training and Professional Education. Officials from both ministries were in attendance. This agreement enables trainees in training and professional education to benefit from university transport services (MyBus)across various provinces of the country. 

This is a qualitative step that reflects the state’s vision to enhance integration among its sectors. It also strengthens the trainee’s position at the core of public policy by providing a regular, reliable transport that alleviates the daily commute burden. Furthermore, it enables young individuals to pursue their training paths in comfortable and safe conditions that align with their ambitions.

Opening of the third season of the “Theatre at the University” programme at the Algerian National Theatre

On 24 November 2025, the opening of the third edition of Theatre at the University programme was overseen by Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, and Ms. Malika Bendouda, the Minister of Culture and Arts, at the Algerian National Theatre “Mahieddine Bachtarzi”.  The event was attended by officials from both ministries and esteemed national artistic figures. The opening featured a theatrical performance by the theatre troupe from “Djilali Liabes” University in Sidi Bel Abbes, who secured the first place nationally at the National University Theatre Festival held in Constantine.  

In this context, Mr. Baddari praised this programme’s experience, affirming that it serves as a vibrant space for discovering young talent. He emphasised that “the university is not only a place for producing academic knowledge, but also a nurturing ground for artistic and creative expression,” and that young people are considered the “cornerstone of the new Algeria and a fundamental driving force in building a creative, knowledge-based society.”  

For her part, Ms. Bendouda stated that the “Theatre at the University” programme is an “intellectual and educational lever that contributes to the development of the students’ personalities, reinforcing their communication and critical thinking skills, as well as their spirit of initiative and their collaborative abilities.”    

The official launch of the event was marked by a 45-minute theatrical performance, produced by the University of “Djilali Liabes” of Sidi Bel Abbes and titled “The Last Dinner”. The script, direction and scenography were crafted by the student Mohamed El Amine Chennah, while the student Abdouldjalil Selahdja composed the eight dimensions 8D music and Ossama Chahrour designed the choreography.      

Prior to that, the two ministers toured the halls of an exhibition dedicated to university theatrical clubs from Algiers, Batna and Constantine. They also visited a media section representing the Algerian National Theatre, which provided information about its digital archive and history.

On 23 November 2025, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, along with Mr. Noureddine Ouadah, the Minister of Knowledge Economy, Start-ups and Micro-Enterprise, presided over the closing ceremony of the National Innovation Hackathon at the Scientific and Technological Hub, Martyr Abdelhafid Ihaddadene in Sidi Abdellah. The event focused on digital creativity and the latest techniques and applications of the fifth-generation G networks in Algeria. It was organised in partnership with the National Agency for the Valorisation of Research Results and Technological Development, as well as DJEZZY.

On 23 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, received Mr. Jean Jacques Quairiat, the Ambassador of the Kingdom of Belgium to Algeria, at the ministry’s headquarters. During the meeting, both parties discussed perspectives to enhance exchanges in the field of higher education and scientific research, as well as expanding areas of partnership to serve the interests of both countries.

On 22 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the province of Djelfa. The minister and his accompanying delegation were welcomed by the Mr. Djahid Mous, the governor of the province, along with local, military and security officials, and officials from “Ziane Achour” University. 

The minister began his visit at the annex of the Higher School of Teachers, a recent addition to the sector. This annex has 1,005 pedagogical seats for training in various educational specialities across the three cycles of education. The minister toured the annex and attended part of a lecture delivered in English for this occasion. 

Mr. Kamel Baddari then oversaw the laying of the foundation stone for the construction project of a technology hall at the university hub, with the aim of strengthening and improving the educational and research infrastructure of the Faculty of Sciences and Technology.

He also visited the exhibition stands organised for this event at the House of Artificial Intelligence, where he examined models of various student-initiated research projects, including those involving high-precision technologies, autonomous management systems and control systems.

The minister met with several student entrepreneurs and owners of micro-projects at the of “Ziane Achour” University Entrepreneurship Centre. He stated that they are a “pillar of the national economy” in various sectors. He also took the opportunity to remind them of the different support measures provided by the state, particularly the financial funding available for economically attractive, and wealth-generating projects. 

Mr. Baddari clarified that to mark the seventeenth (17th) Global Entrepreneurship Week, his sector will introduce an award for entrepreneurial governance. This award is intended for the managers of entrepreneurship development centres and business incubators nationwide, based on their activities and results.

He further added that the announcement of the three awards for the entrepreneurship development centres and business incubators will coincide with the organisation of the next edition of the Global Entrepreneurship Week event in 2026.    

In conclusion of his speech to the university community and local authorities, Mr. Baddari praised the implementation of dozens of projects by “Ziane Achour” University, relating to the establishment of micro-enterprises and innovative project ideas that “will have a significant impact on the national economy.”

Mr. Kamel Baddari also indicated that « Ziane Achour” University is a “successful model” in adhering to the directives of the President of the Republic, Mr. Abdelmadjid Tebboune, and in achieving the government’s objectives of making students genuine contributors to economic development. This is achieved by enhancing their capacities and supporting them in creating micro-enterprises, as well as those that reinforce local production and elevate it to higher levels.

On Thursday 20 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, answered oral questions from members of the National People’s Assembly: Zerkani Souleyman, Kamel Korichi, Maamar Omar and Ahmed Lakhdar Djouada during a plenary session.

Mr. Baddari asserted that his sector “has spared no effort to promote the use of the Arabic language within university institutions”. He also emphasised the national and identity-related significance of the Arabic language, while highlighting the importance of the openness to foreign languages, based on the notion that “linguistic diversity grants both professors and students access to all ongoing developments.”   

In response to a question about improving university services, particularly concerning the establishment of new university transport lines, the minister confirmed the ongoing efforts to develop this area and provide suitable conditions for students that allow them to focus on their studies.

This evening, on 19 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, held a meeting at the ministry’s headquarters with the officials from his administration and the presidents of the Regional University Conferences, who joined remotely. The meeting was dedicated to discuss and evaluate the academic situation and the measures implemented this academic year 2025-2026.

During the meeting, it was decided that the Regional University Conferences would be organised during the following week.

The Minister of Higher Education and Scientific Research honours the recipient of the Euro-Mediterranean Youth Entrepreneurship award

On 16 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, honoured Mr. Mokhtar Bouazza, the founder of the start-up project Gardens of Babylon and winner of the Euro-Mediterranean Youth Entrepreneurship award, which was held in Palermo, Italy. The ceremony took place at the ministry’s headquarters and was attended by the official in charge of the management of the affairs of the University of Mascara, and the director of its incubator. This recognition was granted by the Euro-Mediterranean Regional and Local Assembly (ARLEM), and the Assembly of European Regions (AER). 

The Gardens of Babylon enterprise relies on advanced technical solutions, including artificial intelligence, sensors, and smart irrigation systems.  Computer vision and farm management software are also employed to maximise agricultural production while minimising water consumption and environmental impact.

The Minister of Higher Education and Scientific Research, and the Minister of Post and Telecommunications, oversee the inauguration of the first edition of the Innovative Projects Exhibition

On 15 November 2025, the Ministers of Higher Education and Scientific Research, and of Post and Telecommunications, Mr. Kamel Baddari and Mr. Sid Ali Zerrouki respectively, inaugurated the first edition of Job Offers exhibition for the first graduating class of the Artificial Intelligence and Mathematics schools at the “Martyr Abdelhafid Ihaddadene” Scientific and Technological Hub in Sidi Abdellah. This visit is part of the government’s strategy to support young talent and to promote innovation.

Over 125 public and private enterprises and start-ups participated in the exhibition.

The two ministers toured the various stands, and reviewed the projects presented by students, which demonstrated a high level of creativity and technical proficiency. During discussions with students, the two ministers encouraged the utilisation of these innovations to create practical solutions that contribute to the development of vital sectors, emphasizing the importance of the supporting graduates in entering the entrepreneurial world, and in opening up broad professional horizons for them.   

Mr. Kamel Baddari declared that the graduates from the two schools would benefit from employment contracts in various national economic and service institutions. the aim is to diversify and modernise the national economy and create an environment conducive to innovation. He further added that this step will contribute to “the stability of this elite group and support its contribution to promoting the knowledge economy and serving the society.” Notably, 107 students from the National Higher School of Artificial Intelligence, and 50 students from the National Higher School of Mathematics are approaching graduation.
