Mr. Kamel Baddari inspects the university city of Tizi Ouzou

Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, arrived in the Province of Tizi Ouzou for a working and inspection visit to evaluate the state of the sector there. Along with the governor of the province and their accompanying delegation, the minister began the visit at Mouloud Mammeri University, where he inaugurated a university hub with 10,000 pedagogical seats in Tamda, Ouaguenoun municipality. He also inspected several classrooms and lecture halls. This hub welcomed more than 2,500 new students at the Faculty of Human and Social Sciences for the 2025/2026 academic year.
He also visited the annexe of the new Higher School for Teachers of Tizi Ouzou with a capacity of 2,000 seats. It offers training in various subjects, including foreign languages, the Tamazight language, physics, experimental sciences, philosophy, and history and geography. New specialities will be introduced in the future.
Subsequently, the Minister, accompanied by the governor and their delegation, visited the exhibition halls of innovative project holders at Mouloud Mammeri University. There, he announced the launch of the launch of the national (Proto-Type) challenge for innovative projects funding to benefit university students. Starting today, Tuesday 30 September 2025, and running until 06 October 2025, this competition will support and encourage project holders in research, development, and scientific innovation, enabling them to realise their projects.
As part of the monitoring of the preparations of the new university structures to receive students, the minister inaugurated the Martyr Takli Mohamed university residence (Tamda 9), and inspected its various facilities, including the restaurant, study rooms, accommodation wings, and other services facilities. In a speech addressed to the administrative staff, he emphasised the importance of improving service quality and living conditions, to create a conducive academic environment for scholarly achievement.
On this occasion, the minister declared that Tizi Ouzou university had received academic and service infrastructures that would significantly impact the academic and scientific fields, and will also generate wealth at a local level. The university is already adding value by transforming its knowledge into economic assets that contribute to regional development. Tizi Ouzou university has become a civic university that addresses the needs of citizens and local communities. The minister added that the university graduates have indeed become pioneers in creating wealth, employment, micro-enterprises and start-ups, as evidenced by entrepreneurship and innovative projects.

On 29 September 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, was the guest on the Forum programme on the Channel 1 of the National Radio. The main points he addressed were as follows:

– The Algerian university is steadily heading toward becoming a fourth-generation university, based on four fundamental indicators: being a smart university, exchanging its programmes with prestigious international institutions, being a digital university managed by smart platforms, and a university focused on entrepreneurship. 

–  The university has become a locomotive for national development through tangible achievements, with professors-researchers and university employees creating 480 enterprises, 1,400 start-ups, and 2,800 micro-enterprises. Furthermore, 3,400 patents will be valued and marketed as economic institutions with added value to the national economy.

– The university will support project holders by funding the final prototypes through a specialised committee of university and knowledge economy experts. Funding will range from one to two million dinars. 

– Following their entrepreneurship training, the students with traditional projects will benefit from a financial aid of 10 million dinars to launch their economic enterprises. 

– The academic year 2025/2026 will focus on developing of digital specialities and the generalisation of integrated teaching. Additionally, 24 new specialities will be introduced, connecting humanities and social sciences to digitalisation, artificial intelligence and data processing. 

– The university has begun to play a crucial role in addressing social issues, particularly by using artificial intelligence and computer science. Since 2022, more than fifty thousand computer science engineers will have graduated by June 2026.

– One of the most significant developments of the new academic year, is the introduction of subjects in the fields of digital sovereignty and cybersecurity. Examples include the free software and artificial intelligence courses. Additionally, the President of the Republic has instructed that citizenship and Algerian history courses be taught to higher schools’ students at the of Sidi Abdellah for two years.

– In terms of corruption prevention, national training courses have been established at the Algiers 2 and Algiers 3 universities to train specialised officials in good governance and anti-corruption measures.

– The agenda of scientific research is directly linked to the government’s programme in the fields of food security, energy, water, and health, as well as the development of innovations into manufactured and marketable products. In this context, the Algerian electronic chips have reached the verification stage, and the first Algerian electric car is set to be unveiled next March, alongside other projects currently under development.

– Regarding employment, the minister explained that this process will continue throughout the year, with 4,112 new positions being made available for professors-researchers and university hospital professors, as well as temporary contracts. At the end of October, he Ministry will organise a national competition for resident doctors, opening 5 900 positions.

On 28 September 2025, Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, met today with the general secretaries of student organisations, including the National associations for Free Students, the Conglomerate of Free Algerian Students, the Free Algerian Student Organisation, and the National League of Algerian Students.
The purpose of this meeting was to listen and address the concerns raised by the student associations.

As part of a working and visit to inspect the Province, the minister of Higher Education and Scientific Research, Dr. Kamel Baddari, visited Batna today to launch the university sports season from its university city. He was welcomed by the governor (wali), local authorities, and representatives of civil society.
This visit highlights the Ministry of Higher Education and Scientific Research’s commitment to continue supporting the university sector in Batna by strengthening the educational, sporting and services facilities. This will improve the conditions for students and to provide a suitable university environment that meets their academic and creative aspirations.
During the visit, the minister announced that the province of Batna would benefit from the establishment of a dentistry department at the Faculty of Medicine at Batna 2 University. Local authorities will ensure that all the necessary conditions are met and that the department is equipped. Additionally, a university services directorate has been established in the Barika delegated province, along with several facilities to support the higher education sector and university services in the province, such as a central restaurant, cultural facilities and an administrative structure.
In the same context, the minister inaugurated University Residence N° 07, which has a capacity of 1 000 beds, as well as an annexe of the Higher School for Teachers with 400 seats.
Mr. Kamel Baddari also oversaw the commencement of the final university sports competitions, including football, swimming and individual sports.
The visit concluded with the official announcement of the start of the 2025/2026 university sports season in the grand lecture hall, followed by a special awards ceremony for the winning students in various sports. In his speech, the minister asserted that university sports serve as a reservoir for the national elite. He noted the that 78 students became international champions within the last ten months, and that 33 student sports associations participate in national championships. He also revealed that fencing will be included for the first time this season.

On 25 September 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, welcomed this afternoon, at the ministry’s headquarters, his student friends, the champions and international handball team players, both men and women, belonging to El Biar team. They are enrolled in medicine, pharmacy, computer science, physical education, law, and science of the matter, etc.

The minister encouraged them to work harder to secure more victories and titles at the upcoming international and continental competitions and championships.

On 25 September 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, received students Aymen Hamidi and Abderraouf Aroua to the ministry’s headquarters. They are the founders of the “KABAS” start-up, which is based at the National Polytechnic School in El Harrach. This company specialises in integrating artificial intelligence to transform and improve industrial processes and offers smart solutions for efficiency and innovation.

The minister congratulated the students on being selected as one of the twenty-five start-ups worldwide specialising in deep tech field. They are heading to Moscow to participate in the international artificial intelligence start-up competition. Mr. Kamel Baddari wished them of success and prosperity in representing Algeria at the sixth edition of the Sber-500 Program, one of the world’s leading business acceleration programmes.

The 25 best start-ups will be presented at the Moscow Startup Summit, which attracts thousands of start-ups and investors from around the world.

On 25 September 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, received the outstanding student, Raounak Zani at the ministry’s headquarters, prior to her departure the following day for Aston University in the United Kingdom, where she will continue her studies after being awarded a scholarship.

It is to be recalled that the student Raounak achieved the highest score in the history of the Algerian Baccalaureate in June 2025, with a score of 19,70 out of 20.

On the occasion of the opening of the central restaurant at the Martyr Abdelhafid Ihaddadene of Sidi Abdellah, on 24 September 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, joined his student friends for lunch. He also took the opportunity to congratulate them on the start of the new academic year. 

Students at the hub reported satisfaction with the quality of the services provided at the six university residences, particularly those related to food and lodging.

Mr. Kamel Baddari oversees the inauguration of the first Confucius Institute for Chinese language education at the University of Algiers 2

On 23 September 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw the inauguration of the first Confucius Institute for Chinese language education at the University of Algiers 2, “Abou El Kacem Saadallah”. The ceremony was attended by His Excellency the Ambassador of the People’s Republic of China to Algeria, the Delegate Governor of Bouzareah, the President of the Algerian-Chinese Friendship Association, the President of the North West University in China, security authorities, and members of the academic community.

This Institute is of significant importance to enhance and strengthen knowledge transfer, as well as the twinning pathways between the Algerian universities and their Chinese counterparts. It will also serve as a bridge for cultural exchange, cementing friendships among students and professors.
