Minister of Higher Education and Scientific Research Holds Meeting with University of Médéa Officials and Emphasizes Strengthening the University’s Role in Development and Innovation

Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, conducted a visit to the University of Médéa today, 12 September 2026, during which he held a meeting with the deans of the faculties and university officials. The meeting focused on ways to improve the performance of the Algerian university and strengthen its openness, enabling it to play a more effective role in the scientific, economic and social spheres.
The meeting provided an opportunity to emphasize several strategic priorities, notably:
• Strengthening digital transformation and expanding the use of digital solutions in management and various university services.
• Accelerating the transition towards “University 4.0” (Empowerment University) in line with current technological and scientific developments.
• Fostering a culture of entrepreneurship and innovation within the university environment and encouraging students to take initiatives and create projects.
• Enhancing the quality of student education and training and aligning it with future requirements and labour-market needs.
• Developing a strategic and forward-looking vision that enables the university to better anticipate changes and contribute to decision-making.
• Strengthening university sports as an essential component of a comprehensive and balanced university life.
• Activating the university’s economic role and positioning it as an active partner in national development, value creation and wealth generation.
• Developing twinning programmes and national and international partnerships, expanding teaching in English, and extending university activities until 10:00 p.m. (22:00), thereby optimizing the use of university facilities.

These orientations form part of a vision aimed at transforming the university into an integrated space for the production and valorization of knowledge and innovation, as well as a genuine driver of economic and social development. This will enable it to better respond to transformations, anticipate future developments and contribute to shaping the future.
The Minister’s visit also included an inspection of several facilities and structures at the University of Médéa, including:
• The Faculty of Law, following renovation and rehabilitation works, to assess their readiness to receive students and provide suitable conditions for education and study.
• The University Theatre Hall, with a capacity of 1,000 seats, serving as a cultural and artistic space that contributes to enriching university life, hosting various cultural and artistic activities, and providing students with an appropriate environment for creativity and expression.
• The annex of the Higher Normal School, where the Minister reviewed its operating conditions and assessed its readiness to welcome students for the 2026–2027 academic year, ensuring appropriate conditions for education, training and academic supervision.

Kamel Baddari in Médéa: Ensuring the Readiness of University Services and Improving Student Accommodation Conditions, a Priority for the New Academic Year

As part of the continuous field monitoring of preparations for the new academic year, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, visited on Saturday, 12 September 2026, the university campus in Médéa. The visit focused on assessing university services and verifying on the ground the readiness of university residences and restaurants, as well as the conditions for welcoming students.
The visit covered several facilities under the Médéa University Services Directorate, notably:
• the Central Restaurant of Aïn Eddahab;
• the Central Theatre Restaurant;
• Chouai Ben Aïssa University Residence, including its integrated restaurant;
• Ouazra University Residence.

During the visit, the Minister inspected the various facilities of the university residences, with particular attention to cleanliness, security, accommodation conditions and the quality of services provided to students, while also reviewing the progress of rehabilitation operations, which are considered a priority for improving students’ living conditions and enhancing the quality of university life.
The Minister also reaffirmed the need to continue giving priority to the renovation and rehabilitation of old and outdated university residences, in order to provide modern and decent accommodation facilities that meet students’ needs and offer them suitable conditions for stability and academic achievement.
As part of efforts to strengthen university life, the Minister stressed the need to strengthen university residences with sports and cultural facilities and equipment, thereby making the university campus an integrated environment whose role goes beyond accommodation and catering to provide students with suitable conditions for learning, relaxation, and participation in sports, cultural and recreational activities.
He also stressed the need to continue thorough on-site inspections of university residences before and during the start of the academic year, and to verify the readiness of all facilities and services, room by room and floor by floor, in order to ensure that students are welcomed in good conditions that meet their needs and expectations.
With regard to university catering, the Minister emphasized the need for strict verification of the quality and compliance of the services provided, particularly in terms of the nutritional balance of meals, compliance with hygiene and health-safety requirements, and the integrity of the cold chain, in order to ensure a quality university catering service and safeguard students’ health and safety.
This visit forms part of the field-based approach adopted by the Ministry of Higher Education and Scientific Research to monitor preparations for the new academic year and verify, on the ground, the readiness of the various university services facilities. It is aimed at ensuring an effective transition from planning and preparation to actual operational readiness, while placing students at the heart of the university services system.
