This afternoon, on 10 September 2025, the Minister of Higher Education and Scientific Research awarded, the Ministerial Medal of Merit to Mr. Raouf Zerrouki, professor-researcher at the “El Bachir El Ibrahimi” University of Bordj Bou Arreridj, and to students Latrach Abir and Latrach Rabiaa from the University of Sciences and Technology “Mohamed Boudiaf” (USTO) in Oran, as well as to students Fatma Zahra Chouib, and Abdennour Salouatchi of the “Hassiba Benbouali” University in Chlef. This recognition was granted in light of their remarkable performance and achievement of top ranks in the field of research and innovation during the competition held as part of the Intra-African Trade Fair (IATF). It worth noting that approximately 2 000 African projects participated in this competition.
The relevant innovative projects are:
 A smart system to control pivot irrigation;
 Bionic prosthetic limbs;
 Fish flour and oils.

The Minister of Higher Education and Scientific Research discusses the introduction of new advanced specialities at the Martyr “Abdelhafid Ihaddadene” Technological Hub in Sidi Abdellah

On 9 September 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, convened with the directors of the university institutions of the Scientific and Technological Hub “Martyr Abdelhafid Ihaddadene”, and the directors of research centres at the Ministry’s headquarters. The meeting focused on launching new advanced specialities at the National Higher School of Technology, the National Higher School of Autonomous Systems, and the National Higher School of Cybersecurity. These specialities align with national needs and international developments in advanced technology and information and communication technology. The following topics were addressed during the meeting:  

  • The examination of an employment contracts project for the graduates of the higher schools in Sidi Abdellah;
  • Setting 12 October as the official launch date for a national master’s programme in counter-drone systems;
  • The creation of new service spaces for the students at the Scientific and Technological Hub, Martyr “Abdelhafid Ihaddadene”, in Sidi Abdellah;
  • The acquisition of specialised and advanced scientific equipment for the students at the Hub.

On 7 September 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, visited the ministry’s innovation stand, as part of the Intra-African Trade Fair (ITAF 2025) activities.
During the visit, the minister affirmed that the programme of the President of the Republic, Mr. Abdelmadjid Tebboune, positions the university as a strategic lever for economic and social development, exporting its innovation results, training of human capital for African countries, establishing incubators to support African innovative projects and creating African development economic institutions.
The minister explained that these fields serve as “a bridge between Algeria and African countries.” They unveil new horizons to create genuine strategic partnerships, adding that Algeria, and the Algerian university, represent “a fundamental lever for implementing these programmes in the field” through innovative ideas that consider the unique characteristics of African societies.
The minister added that the university establishment as a strategic lever has become a reality. It was made possible with the support of the Algerian Agency for Investment Promotion and the Ministry of Trade, ensuring that Algeria has “a voice and a clear indicator within the African community.”
He concluded by emphasising that the objective is for “Africa to belong to Africans, with all its wealth and human capital.” He also believes that Algerian universities are capable of playing a pivotal role in supporting this vision, in line with that of the President of the Republic.

On the evening of 7 September 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, held a meeting with the directors of the university regional conferences, in order to evaluate the preparedness of university institutions and service facilities for the 2025/2026 academic year.
In this context, on the evening of 9 September 2025, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, conducted an inspection visit to the university restaurant Amirouche. There, he instructed that renovation and preparation works on the restaurant be hastened, and that a digital access system be established prior to the beginning of the academic year.

The President of the Republic oversees the signing ceremony of agreements and memorandums of understanding alongside his Mozambican counterpart

On 6 September 2025, the President of the Republic, Mr. Abdelmadjid Tebboune, alongside Mr. Daniel Chapo, the President of the Republic of Mozambique, presided over the signing of agreements between the two countries, during the fourth edition of the Intra-African Trade Fair, which was hosted by Algeria from 4 to 10 September 2025.
The two countries signed an executive programme in the field of culture and arts, as well as a cooperation protocol between their radio stations. An agreement was also signed in the field of media and communication between the two countries.
Furthermore, Algeria and Mozambique also signed a cooperation agreement in the fields of higher education and scientific research, as well as security and public order.
A memorandum of understanding on political consultation between the two countries was also signed.

On the evening of 3 September 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, welcomed Mr Daren Tang, the Director General of the World Intellectual Property Organisation. They discussed ways to enhance cooperation between the ministry and the organisation. Both parties agreed on the following:
– The wide dissemination of intellectual property policy within academic institutions;
– preparing the project to establish an academy for intellectual property, dedicated to training specialised agents in this field;
– endeavour to establish the intellectual property training foundations to benefit the academic community, and create technology transfer centres within academic institutions.

On the evening of 2 September 2025, Mr. Kamel Baddari, the minister of Higher Education and Scientific research, held a meeting at the Ministry’s headquarters, with the High Committee for Digitisation team to discuss several key points, particularly the relaunch of the databases of peer-reviewed academic journals. In this regard, it was decided that the following databases would be reinstated: SPRINGER, TAYLOR &FRANCIS ONLINE, ELSEVEIR, IEEE, AHCM et SCIENCE DIRECT. It is worth noting that the SPRINGER database is currently available.
A national commission of expert professors has been formed to establish a unified, advanced, and effective national system for detecting citation rates in scientific publications and theses.

As part of a qualitative approach to strengthen economic diversification, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, and Mr. Youcef Cherfa, the minister of Agriculture, Rural Development and Fisheries, oversaw, on Monday 01 September 2025, at the National Higher School of agronomy, the launch of the national strategy for the development of saffron cultivation and production in Algeria. This initiative aims to create the magic square including: applied scientific research, modern agriculture, processing industry, and international marketing.  

On this occasion, Mr. Baddari confirmed that this strategy “represents one of the clauses in of President Abdelmadjid Tebboune’s programme, which focuses on a diverse agriculture based on optimising the outcomes of scientific research that hold a significant value for the economy and society.” He then announced the launch of the saffron planting of the campaign, highlighting the product’s high social and economic value.

 He added that this strategy has four main objectives: “enhancing the outcomes of agricultural research and improving the production and the productivity; developing new seed varieties; advancing the processing industries of saffron products; and adding value to the national economy through local, regional, continental and international marketing of this strategic product. He also praised the efforts of the officials and the researchers in the higher education and scientific research, and agriculture sectors, as well as the results they have achieved in this regard.” 

He added that the goal of “achieving an Algerian brand for saffron that could conquer markets and strengthen the economic standing of the Algerian state,” will see the light by valuing the research outcomes in the field of agriculture and applying them in collaboration and integration with the Ministry of Agriculture, Rural Development and Fisheries.     

For his part, Mr. Cherfa explained that this initiative is “the first step in the process of revitalising this valuable branch, and praised the efforts of all those who contributed to the development of this national strategy, in conformity with the instructions of the country’s high authorities,” who attach great importance to this agriculture a by mobilising all the necessary resources to support and promote it.

He also praised “the remarkable work of the research and training institutions under supervision, particularly the National Forest Research Institute, which played a key role in revitalising the sector by establishing its own approach, and conducting experiences on the adaptability of this agriculture to the different climates in our country. Furthermore, he praised dozens of producers from all over the country were trained, and the producers who embraced the challenge and helped to finance and promote this agriculture.”   

 At the same event, a cooperation agreement was signed between the higher education and scientific research sector, represented by the National Higher School of Agronomy, and the Scientific and Technical research Centre on Arid Regions, and The National Centre for Seed and Seedling Control and Certification. the agreement aims to certify the technical process of saffron cultivation, enabling production and export, while also ensuring training is provided.

In the same context, the two ministers visited the central farm of the National Higher School of Agronomy, where they were given presentations on the key stages of saffron cultivation. They also oversaw the initiation of planting bulbs and seedlings of this product.

As part of the evaluation of the readiness of the educational institutions, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a field visit to the Bab Ezzouar “Houari Boumediene” University of Science and Technology on September 2, 2025. During this visit, he examined the major renovation work carried out on the 138-hectare campus. 

The minister urged those responsible for the renovations to respect the university’s architectural character, as it is an architectural masterpiece designed by the Brazilian architect “Oscar Niemeyer”, which makes it a part of the national architectural heritage.

On the evening of 31 August 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, also conducted a field visit to the Algiers 3 University “Ibrahim Sultan Cheibout”, where he inspected the renovation and preparation works conducted in various faculties for the upcoming academic year.

During this visit, the minister emphasised the importance of creating a modern educational environment.

Researchers in the higher education and scientific research sector launch engines powered by green hydrogen

On 31 August 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw the launch of the green hydrogen engine manufacturing project #BAHU at the ministry’s headquarters. Representatives from the Ministry of National Defence, the Central Directorate of Military Industry, the Director General of Scientific Research and Technological Development, the Director of the National Higher School of Renewable Energies, research centre directors, green hydrogen researchers, and the National Industrial Vehicle Company attended the event.

This project is part of an initiative to enhance research and development results, and transform innovation into valuable, manufactured outcomes. this is done by converting the diesel engines of public transport buses to operate using green hydrogen.

The green hydrogen-powered bus engine will save 31% of the local energy production, while significantly reducing carbon emissions resulting from the use of diesel, thereby achieving the sustainable development goals of the government’s 2024-2029 program.
