On 31 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, along with Mr. Ouacim Kouidri, the Minister of Pharmaceutical Industry, and Mr. Noureddine Ouadah, the Minister of Knowledge Economy, Start-ups and Micro-enterprises, oversaw the opening ceremony of the inaugural edition of the National Research Products Fair held at the “Martyr Abdelhafid Ihaddadene” scientific and technological hub in Sidi Abdellah. In attendance were the Secretary General of the Ministry of Health; the Director General of the Algerian Agency for Investment Promotion; the Secretary General of the National Economic, Social and Environmental Council; a representative of the National Council for Scientific Research and Technologies; a representative of the Chief Executive Officer of Sonatrach; and a representative of the Algerian Economic Renewal Council. 

A total of 63 research projects were presented at the National Research Products Fair, focusing on areas of national priority such as “health security, energy security, and food security.”

A joint ministerial decision was signed on this occasion by the Ministry of Higher Education and Scientific Research and the Ministry of Knowledge Economy, Start-ups and Micro-entreprises. It foresees the creation of “start-ups clusters”.

Other agreements were also signed in the fields of health, energy and food security, involving university and research institutions, and both public and private economic operators.

The Ministers of Higher Education, Scientific Research, and health meet with members of the National Union of Hospital-University Teacher-Researchers

On the afternoon of 27 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, along with Mr. Mohammed Seddik Aït Messaoudene, the Minister of Health, held a meeting at the Ministry of Health with members of the National Office of the National Union of Hospital-University Teacher-Researchers, presided by Professor Rachid Belhadj, in the presence of the central officials from both miniseries.  

During this meeting, the importance of improving collaboration and ongoing coordination between the ministers of Health and Higher Education and Scientific Research was emphasised to ensure the improvement of the national health system. The meeting also addressed the various professional and social demands of the hospital university teacher-researchers, particularly those regarding the compensation system and the improvement of working conditions.

In this regard, the two ministers reaffirmed their commitment to continuing to work and coordinate with social partners in order to meet their demands and serve the interests of patients and the healthcare system.

At the end of the meeting, the ministers emphasised that they would remain open to dialogue with the unions, within a collaborative approach based on consulting and listening.

A new executive decree paves the way for research professors and students to sell their patents

Publication of an executive decree published in issue no. 06 of the Official Gazette establishes the standard status of public scientific and technological institutions:
 For the first time, the law allows research professors of various categories and students to sell their patents and exploit them for financial gain,
 The law clarifies how financial returns are distributed in varying proportions among the parties involved in research activities conducted by research professors, students, assistants and interns,
 A share of sales revenue will be given to higher education and scientific research, as well as professional institutions that host and support research activities and have obtained patents.

Regarding the research conducted with private resources:
 A maximum of 80 % is allocated as compensation to those involved in completing the research;
 A minimum of 20 % is directed to the institution’s budget.
