On 7 December 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, received Mr. Mourad Ahmia, the Executive Secretary of the Group 77 (G-77) at the United Nations, at the ministry’s headquarters this afternoon, in the presence of ministry officials.

The Minister of Higher Education and Scientific Research oversees the promotion ceremony of the University Centre of Tindouf “Ali Kafi” to University status

On 4 December 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, undertook a working and inspection visit to the province of Tindouf. Accompanied by governor of the province and his accompanying delegation, he oversaw the official inauguration of the “Ali Kafi” University in Tindouf, following its promotion from a university centre to a fully-fledged university with all the necessary infrastructure and prerogatives. This achievement reflects the significant efforts made to enhance the higher education sector in the province and improve training and scientific research conditions, aligning with the students’ aspirations and the state’s development goals.

In a speech delivered on this occasion, Mr. Kamel Baddari asserted that promoting of the “Ali Kafi” University Centre in the same province to university status is a tangible implementation of the of the President Abdelmadjid Tebboune’s programme and a practical fulfilment of its commitment to make the university a lever for local and national development. This upgrade will ensure that the province of Tindouf receives full support in its development journey by enhancing the university’s role in scientific research and wealth creation, thereby making it a genuine tool for implementing the President of the Republic’s programme and achieving his goals. He noted that Algeria is expected to reach economic, scientific, social and cultural indicators affirming its status as an emerging country by 2027.

He further stated that Tindouf University is set to lead the local development locomotive by converting the region’s natural talents into a productive force. The university will benefit from the training provided for its students by enhancing the outcomes of scientific research, and supporting entrepreneurship and the economic function of the university institution within the framework of building the new Algeria.

Mr. Kamel Baddari added that Tindouf University will operate according to the fourth generation 4G university model, through its openness on its local environment, addressing economic, social and cultural issues, establishing partnerships with university institutions both domestically and internationally, and developing effective cooperation among economic institutions engineers and researchers and academics.

During this visit, the Minister oversaw the signing ceremony of several agreements between Tindouf University and the National Agency for the Valorisation of Research Results and Technological Development, the “Tafaghoumt” Chamber of Commerce and Industry of the province, and the International Academy, which specialises in English language teaching and is aimed at training professors and students. An agreement was also signed with the Chamber of Crafts and Trades.

The minister also inspected university facilities related to the economic landscape, including the Incubator, the Liaison Office, the Entrepreneurship Development Centre, and the House of Artificial Intelligence. Additionally, he oversaw a tree-planting campaign at Tindouf University.

Mr. Baddari also reviewed students’ innovative projects, held a meeting with the university community, and recognised the creators of micro-enterprises and start-ups, as well as the recipients of the “Label” for their projects.

The Minister of Higher Education and Scientific Research concluded his visit to the special argan tree reserve, where he observed the unique characteristics of this natural asset and its contribution to the environmental and developmental improvement of the region. He also inspected the 50-hectares argan cultivation project.

The Committee of Education, Higher Education, Scientific Research and religious Affairs listens to Mr. Kamel Baddari

On 1 December 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, attended a hearing session before the Committee of Education, Higher Education, Scientific Research and Religious Affairs of the People’s National Assembly. The session was dedicated to discussing various issues relating to the sector. 

In his presentation, Mr. Kamel Baddari explained that the university has evolved from merely being an institution for knowledge production to becoming a strategic space for innovation, wealth creation and employment opportunities, while also being a fundamental pillar to strengthen national sovereignty. This change is based on four main strategic pillars:

  1. The shift in the university model from a traditional institution to an innovative university, connected to its social and economic environment;
  2. Scientific research as a lever for national sovereignty.
  3. Digitisation, governance and training.
  4. Addressing brain drain.

 Following the presentation, the Minister of Higher Education and Scientific Research addressed all to the concerns of the Commission’s members.

At the end of the session, the members of the Education and Higher Education Committee praised the efforts made in the sector. they emphasised the need for continued fundamental reforms, and for the establishment of the role of the university as a driver of innovation, a pillar for scientific research, and a genuine source of national sovereignty.

Mr. Kamel Baddari presents medals of merit to the gold medallists at the International Mathematical Olympiad in Moscow

On the evening of 1 December 2025, at the minister’s headquarters, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw the ceremony at his headquarters to award the ministerial medal of merit to brilliant students who excelled at the International Mathematical Olympiad in Moscow, Russian Federation.

In his speech on the occasion, Mr. Kamel Baddari explained that this commendable achievement, with “one gold medal and two silver medals, as well as a ceremonial certificate, clearly demonstrates the distinguished and excellent standards of teaching mathematics at the National Higher School of Mathematics.”   

He added that this “reflects the strategic investment based on science and technology, that was endorsed by the President of the Republic, Mr. Abdelmadjid Tebboune, through the establishment of this school and the National Higher School of Artificial Intelligence”.

In the same context, the minister considered that these results reflect “the significant leap in the field of teaching exact sciences and technology, which has become the locomotive of the victorious Algeria”. 

The students, for their part, expressed their gratitude to the President of the Republic for his support, and to the Ministry of Higher Education and Scientific Research for their guidance and for providing them with the opportunity to participate in these international competitions. They said that this recognition encourages them to carry on.

On Saturday, 29 November 2025, the President of the Republic, Mr. Abdelmadjid Tebboune, used his official social media account to congratulate the Algerian team of students from the National Higher School of Mathematics, who won the first place in the International Mathematical Olympiad in Moscow, Russia.

The President of the Republic wrote, “Congratulations to Algeria for winning gold and securing the first place at the International Mathematical Olympiad, ahead of 40 countries. Congratulations to the Algerian representatives: Benmoulouka Mohamed Amir, Aït Hamadouche Haitham, Boufadjighen Abdenassir, and Hamadi Abdelillah, the team of students from the National Higher School of Mathematics, on this exceptional achievement in the Russian capital, Moscow. You are our pride… Thank you”.
