On 15 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, along with Mr. Lakhdar Rekhroukh, the Minister of Public Works and Basic Infrastructure, and Mr. Said Sayoud, the Minister of Transport, presided over the ceremony to mark the start of the construction of the “University Hub” metro station at El Harrach, near the Polytechnic School of Architecture and Urban Planning (EPAU). The Harrach Centre – Algiers International Airport line includes nine (09) stations: Hacène Badi, University Hub, Beaulieu, Oued Smar, Houari Boumediene University, Rabia Tahar, Smail Yefsah, Business Centre, and Airport.
It was also the opportunity to honour the Polytechnic School of Architecture and Urban Planning students who won the Algiers Metro Stations design competition, as part of the agreement signed between the school and the Algiers Metro Company (EMA).

On 14 July 2025, Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, held a press conference at the ministry’s headquarters to discuss the latest developments for the 2025-2026 academic year. He also addressed the digital signature of the circular and the launch of the advertisement spot for the new students’ online portal.

During his speech, the minister confirmed that this academic year would rely on smart digital foundations to facilitate the registration processes. The system will be smart and secure, based on exploratory artificial intelligence and reliable algorithms.

He also announced that virtual open days would be held at 117 university institutions from 16 to 22 July 2025, to spare the new baccalaureate holders the inconvenience of commuting.

The Minister of Higher Education and Scientific Research revealed that the final registration will take place from 10 to 15 August, during which period, applications for university services will also be accepted. He also mentioned that the new feature for this academic year is the introduction of Quick Response (QR) codes for both initial and final registration. 

He also declared the introduction of new specialisations, primarily in scientific engineering and technology. furthermore, the educational and service infrastructure will be reinforced.

Mr. Kamel Baddari has also electronically signed the ministerial circular related to the orientation of the baccalaureate holders for the 2025 session. Additionally, the advertisement spot for the online portal for new students was presented.

On 12 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the university of “Ferhat Abbas” Setif 1. He was accompanied by the wali (governor) of the province and local authorities.
At the first stop of the visit, the Minister presided over the closing ceremony for the 2024-2025 academic year. In his speech on the occasion, he expressed his sincere gratitude to the professors and researchers for their efforts in education, teaching, research and valorisation throughout the year. This commitment has enabled Algeria and university institutions to achieve top rankings in Africa, the Arab world and the Maghreb in various global classifications, as well as enhancing research projects that benefit numerous sectors, thereby establishing the Algerian University as an institution of empowerment.
The Minister also praised his student friends for their exceptional skills demonstrated through innovative projects that generate wealth and contribute to the positive dynamism witnessed in our victorious Algeria. On this occasion, he enthusiastically applauded the technical and administrative colleges for their exceptional support of teachers and the various scientific, cultural and sporting activities of his student friends, as well as the employees of the National Office of University Services for their high sense of responsibility, effective management and continuous improvement of services.
During this ceremony, the minister presented graduation diplomas to the first class of Master’s students specialising in quantum computing, at the Faculty of Sciences. He also honoured the University of “Kasdi Merbah” in Ouargla for obtaining the “ISO 9001” certification. He proceeded to honour the rector of the “Abderrahmane-Mira” University in Bejaia, Pr Benaiche Abdelkrim, for receiving the “Virtue and Knowledge” international prize in the “Mare Nostrum” category, during the ninth edition, which was held in Italy.
During this visit, the Minister of Higher Education and Scientific Research and his accompanying delegation, inspected the exhibition of innovative projects held in the conference room. There, he observed the various innovative and research projects conducted by the Setif university campus. He also listened to explanations provided by the idea and project holders. In addition, the minister offered valuable insights to help improve these projects.
He, then, visited the university’s interfaces, including the Artificial Intelligence House, the University Incubator, the Modelling and Manufacturing Laboratory and the Entrepreneurship Development Centre, as well as the English Corner and the Centre for Intensive Language Teaching. Furthermore, the minister met with international students and attended a presentation about the Linguistic Communication Club’s activities and its role in encouraging the use of languages, particularly English, in order to develop the linguistic skills of the university community.
The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, concluded his working and inspection visit to “Ferhat Abbas” University in Setif 1, by touring the digital library at the Faculty of Economics, Business and Management Sciences. He also visited a fourth-generation (4.0) classroom, equipped with interactive digital technologies to provide an advanced educational environment.

On 9 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, chaired a technical evaluation meeting at the Ministry’s headquarters, dedicated to the examination of methods of exploiting the outcomes of scientific research in the field regarding forage and animal production.
The meeting was attended by the Director General of Scientific Research and Technological Development, the Director of the National Higher School of Agronomy, the Director of the Higher National Veterinary School, as well as the Director of the Technical Institute of Breeding, representing the Ministry of Agriculture, Rural Development and Fisheries.

On 2 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, chaired a coordination meeting with officials of the General Director of University Services, the Director of Student Life, as well as ministry officials. Held at the ministry’s headquarters, this meeting was part of the preparations for the 2025-2026 academic year. Several measures concerning mainly the management of university services were examined to ensure that suitable services are offered to students, and that every facet of the academic year runs seamlessly.

On 7 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, at the Ministry’s headquarters, received two Algerian researchers, Professor Amine Bermak and Professor Abdelkrim Khelif, specialists in the field of electronic chip design and microelectronics. The meeting was attended by the director General of the Scientific Research and Technological Development, the Director of the Centre for Development of Advanced Technologies, and the official in charge of the Algerian electronic chip design programme.

On Tuesday 1 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, presided over the activities of the National Conference for Universities, held at the Ministry’s headquarters. The event was attended by the directors of university institutions, ministry officials, social partners, and representatives of student organisations. All vice-rectors of university institutions also participated in the conference remotely.
In his opening speech, the minister of Higher Education presented the outcomes of the reforms undertaken in the sector and the achievements initiated over the past three years. Thanks to the concerted efforts of different university institutions, the results are beginning to be seen, such as the “establishment of 422 subsidiaries distributed among various university institutions, with the expectation that this number will rise to 490. This will contribute to wealth creation. Notably, 250 of these institutions have already stated their economic activities.
In the same context, Mr. Baddari confirmed that, during the period from September 2024 to June 2025, “117 accelerators, contributing to the establishment of student start-ups were recorded, along with 117 Entrepreneurship Development Centres that have trained 31,000 students.” In addition, “76 start-ups were launched, with expectations for this number to rise to 235 by the end of the current year.”
In light of these statistics, the minister stated: “It is anticipated that 15,205 job positions will be created by the end of the year, thus achieving a turnover of 19.67 billion dinars.”
In terms of education, the minister announced the “introduction of 14 new training programmes for the upcoming academic year,” as well as the expansion of higher schools for teachers and improvements of English language education:
– Enrolling 32,000 new students in the higher schools for teachers;
– Establishing 25 annexes of higher schools for teachers;
– Creating 14 new educational programmes for new literary baccalaureate holders in management technologies and modern specialisations;
– Introducing the teaching of new subjects in several courses, including artificial intelligence, software, entrepreneurship, reverse engineering, and open-source software, as well as teaching ‘citizenship’ for the first-time of in the higher schools of the Sidi Abdellah Scientific and Technological Hub, in accordance with the President’s instructions to educate the future generations about the nation’s …)
Regarding scientific research, Mr. Baddari stated that the budget for this sector has been supported by “an increase of 20%, with 12% allocated to new entrepreneurship and innovation formats, and a further 12 % for incubators.”
Regarding the valuation of innovation, he clarified that “564 patent projects had been submitted to the Algerian National Institute of Industrial Property, bringing the total number of applications to 3,364 requests.”
In another context, the minister addressed the subject of digitisation. For instance, the sector recorded 2,640,000 electronic payment transactions, and 19 digital platforms. Meanwhile, the services sector recorded 95 million meals paid for electronically during the current academic year.
Fourth-generation universities are institutions that are linked to their economic counterparts. These universities share their programmes with those of prestigious research institutions worldwide, and they are also universities at the forefront of reforms, thus contributing to the fulfilment of the government’s agenda.
On this occasion, the minister emphasised the importance of launching the “Algerian Qualifications Framework”, by creating a bridge between universities and the employment sector. He also stressed the importance of improving the visibility of the university system, which is reflected in a strategic national database, aimed at guiding students and improving their employment opportunities after graduation. This can be achieved by aligning the content of university education with the skills (degrees-certificates) and competencies required in the labour market, thus ensuring that the university degree becomes a genuine tool for economic and social integration.
following the minister’s intervention of and that of the central directors regarding the Algerian Qualifications Network, a Decision was signed to utilise free and open source software.
The National Conference for Universities saw the coordination of university policies, the exchange of experiences, and the discussion of opportunities in the higher education sector. It also unified the visions and directions among universities to ensure educational quality, achieve national objectives and review and develop academic programmes and curricula. This ensures that university programmes align with labour market requirements and scientific advancements.

On 29 June 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, presided over a technical meeting at the ministry’s headquarters. Ministry officials, the president and researchers from the “Ibn Khaldoun” University of Tiaret and the director of the National Higher Agronomic School of El Harrach attended the meeting. It focused on the valorisation of research outcomes through the creation of a subsidiary for the production of vegetable and forage seeds.
