On 29 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, visited, during the afternoon, a data centre specialising in artificial intelligence applications at the National Higher School of Artificial Intelligence.
The centre’s objective is to provide a high-performance computing environment. Equipped with high-performance graphics processors of the H100, L40S and A40 series, it gives students and researchers access advanced capabilities for developing and training of artificial intelligence models using open-source software.
This advanced infrastructure will enable the school to accelerate innovation in vital and priority areas, through the development of applications for large language models, advanced computer vision, and other applications in various sectors including agriculture, industry, finance and services.
This strategic approach, based on open-source software, strengthens the school’s role as a driving force of knowledge, and strengthens its ability to achieve its goals of training a generation of experts capable of leading the digital transformation and effectively contributing to the establishment of a genuine and sustainable national digital sovereignty.
Designed in accordance with global standards for energy performance, security, and future expandability, the centre ensures the sustainability of its operations and aligns with the rapid technological advancements of in the field of artificial intelligence.

The Minister of Higher Education and Scientific Research is supervising preparations for the 2025-2026 academic year

On 24 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, convened this evening, at the Ministry’s headquarters, with the General Directors of Education and Training and of Scientific Research and Technological Development, the presidents of the Regional University Conferences, and the directors of the Higher Schools of Teachers. The purpose of this meeting was to finalise preparations for the new academic year for the students at these schools, as well as to review and explore the prospects for developing precise technologies with national efficiency.
As for the services, Mr. Kamel Baddari chaired a technical meeting today, 27 July 2025, at the ministry’s headquarters, dedicated to preparing and improving the university transport map in anticipation of the upcoming academic year.

On 27 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, chaired a meeting this evening, at the ministry’s headquarters, attended by the Professor Noureddine Melikechi, an atomic physicist from the University of Massachusetts in the United States of America, along with ministry officials. The meeting also included the presidents of the University Regional Conferences and the directors of the five schools of the Scientific and Technological Hub of the Martyr “Abdelhafid Ihaddadene” in Sidi Abdellah. The directors of higher education institutions, universities and major schools participated via videoconference.
The meeting was devoted to establishing cooperation and partnerships with the American university of Massachusetts UMass in the fields of academia, science, innovation, research and development, and the valorisation of scientific research outcomes.
The next enlarged meeting is scheduled for the beginning of the upcoming year.

Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, on the evening of 22 July 2025, met with the General Director of Scientific Research and Technological Development, the Director of the National Higher School of Agronomy, the Directors of the Research Centres in Mathematics and Nanotechnology (both situated at the Scientific and Technological Hub of “Martyr Abdelhafid Ihaddadene” in Sidi Abdellah), the Director of the Scientific and Technical Research Centre on Arid Regions, and the Director of Research in Scientific and Technical Information.
The meeting was dedicated to discussing the progress in evaluating the outcomes of scientific research related to:
• Six varieties of wheat and barley,
• Saffron cultivation,
• Argan,
• An innovative semi-pancreatic medical device,
• Future projects related to nanotechnology and applied mathematics.

On 22 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, along with the President of the National Agency of Health Security, Mr. Kamel Sanhadji, presided over the signing ceremony for a cooperation, partnership and integration agreement between the two institutions at the ministry’s headquarters.
This agreement represents a strategic step towards aligning scientific research with social needs, address national health challenges, and establish the university as a key driver of national health sovereignty.

On the evening of 21 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the National Data Centre affiliated with the National Higher School of Computer Science (ESI) to monitor the meticulous preparations for the pre-registration of new baccalaureate holders for the 2025 session.

The minister closely examined the readiness of the digital infrastructure and the efficiency and effectiveness of the information systems used for smart process management.

The minister also met with the school’s personnel and engineers. They discussed digital sovereignty, the security of digital infrastructures, and resource mobilisation to ensure a fair, transparent, and democratic university orientation process for new students.

On Sunday 20 July 2025, the second day of his official visit to Algeria, the President of the Republic of Zimbabwe was accompanied by Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research on his visit to the Scientific and Technological Hub of Sidi Abdellah (Algiers).
The guest of Algeria toured the space dedicated to showcasing the most significant scientific and technological research projects in the field of artificial intelligence. He was also informed about promising scientific projects, carried out by students from various universities across the country, and was given explanations about the displayed innovations.
On Saturday 19 July 2025, The President of the Republic, Mr. Abdelmadjid Tebboune, oversaw the signing ceremony of agreements and memorandums of understanding between the two countries alongside his Zimbabwean counterpart. This included the signing of the higher education and scientific research agreement by Mr. Kamel Baddari.

On 17 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, welcomed His Excellency, Mr. Gábor Levente Szarka, the Ambassador of the Hungarian Republic to Algeria, at the Ministry’s headquarters.

This meeting was an opportunity to assess the first phase of university and scientific cooperation between the institutions of the two countries and to outline the future plan of cooperation in higher education and scientific research.

The Minister of Higher Education and Scientific Research emphasises the importance of establishing of a knowledge bridge between Algeria and the Republic of South Africa

This evening, on 16 July 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, welcomed his South African counterpart, the Minister of Science, Technology, and Innovation, Mr. Blade Zimande. Mr. Zimande is conducting a formal visit to Algeria for three days to discuss matters of mutual interest in science and research.
On 17 July 2025, the two ministers oversaw the signing of the meeting minutes between the two parties and announced the action plan for the period 2026-2028. This plan focuses on cooperation, partnership and integration between the two countries in several fields, including microtechnology, artificial intelligence, energy sovereignty, food security and digital transformation.
In his speech, the minister emphasised the importance of establishing a knowledge bridge of research and innovation between the two countries. This bridge would be based on scientific cooperation, the exchange of experiences, and the integration of resources through collaboration. The minister also set out the priorities for scientific research and technological development in order to meet the vision of both countries. This will serve knowledge diplomacy and promote international competitiveness.
For his part, the South African Minister of Science, Technology and Innovation praised the shared memory of the liberation of our countries. He also applauded the achievements of the Algerian universities and research centres, and called for enhanced intellectual solidarity to promote sustainable development and intellectual sovereignty for both nations.
