The higher education and scientific research sector honours the winners of the “Huawei Information, Communication and Technology 2025” Competition in China

On the evening of 26 May 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, along with Mr. Mustapha Hidaoui; the Minister of Youth in charge of the Higher Council of Youth, Mr. Sid Ali Zerrouki; the Minister of Post and Telecommunications, Mr. Noureddine Ouadah; the Minister of Knowledge Economy, Start-ups and Micro-enterprises, the Ambassador of the People’s Republic of China to Algeria, and the Presidents of universities, as well as the Director General of Huawei Algeria, oversaw the award ceremony for the fourteen 14 Algerian students who won four distinguished prizes at the International “Huawei ICT 2025” Competition, held in Shenzhen, China.
The event was held at the “Martyr Abdelhafid Ihaddadene” Scientific and Technological Hub in Sidi Abdellah.
In a speech on the occasion, the Minister of Higher Education and Scientific Research described the Algerian students’ achievement in China as “exceptional and honourable”, stating that they managed to secure the top places while competing against over than 200,000 students from 114 countries.
In this regard, he affirmed that the winning Algerian students now represent the new, victorious Algeria, adding that they also represent “added value to the knowledge economy, and that they will achieve the President of the Republic’s goals for an emerging Algeria”.
For his part, Mr. Dong Guangli, the Ambassador of the People’s Republic of China to Algeria, congratulated the winning Algerian students. He stated that Algeria has indeed succeeded in investing in its innovative youth, who triumphed while competing against over than 200,000 participants from prestigious universities around the world.
Notably, the Algerian teams won four prestigious awards, with the first team winning the grand prize in could category, and the second team securing the grand prize in the computing category.
In the networking category, the Algerian team won the first prize. Algeria participated in the innovation category for the first time, with its team securing the third place with an innovative financial technology and insurance project.
Numerous supervisors were also recognised for their efforts, including Professor Abderraouf Abla of Boumerdes University, who was awarded the grand prize for the best coach, in recognition of his outstanding training.
The President of the Republic, Mr. Abdelmadjid Tebboune, congratulated the Algerian students who won Huawei Telecommunications’ global competition organised by in Shenzhen, China, expressing his pride and admiration for them.
In recognition for his constant support for youth and his continuous encouragement, the winning students presented the President of the Republic with the Medal of the grand prize.

Signing of a cooperation agreement between the higher education and national solidarity, family and women’s affairs sectors

On 26 May 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, along with Mrs. Soraya Mouloudji, the Minister of National Solidarity, Family and Women’s Affairs, presided over the signing ceremony of a cooperation agreement between the two sectors at the National Centre for Training Specialised Employees in Birkhadem. The agreement focuses on scientific research and technological development.
Activating cooperation channels with scientific and research institutions will undoubtedly contribute to improving the quality of community life, and benefit from social development to create purposeful and sustainable programmes. This will also help achieve the major objectives of the national solidarity sector, as well as higher education and scientific research.
The main points of the agreement signed by the two sectors are as follows:
– Conducting and publishing studies and university research on the promotion of institutional care programmes to benefit all, particularly employees of the national solidarity sector.
– Taking part in specialised committees set up within the Ministry of National Solidarity, Family and Women’s Affairs.
– Proposing research projects, particularly priority projects, to be submitted to the relevant thematic research agencies.
– Articulate opinions on educational programmes and methods related to education and higher training, updating them according to the current requirements.
– Articulate opinions and make suggestions in the field of preparing educational guides and programmes, developed by the Ministry of National Solidarity, Family and Women’s Affairs.
On another note, the Permanent Sectorial Committee for Scientific Research and Technological Development of the Ministry of National Solidarity, Family and Women’s Affairs, was established, following the Ministerial Decision of 23 January 2025, published in Issue 11 of the Official Gazette on 19 February 2025. This committee aims to enhance and promote research and technological activities within the national solidarity sector, working closely with the services of the higher education and scientific research sector.

Mr. Kamel Baddari inspects Ahmed Zabana University in Relizane

On Saturday 24 May 2025, Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, undertook a working and inspection visit to Relizane, where he was welcomed by the wali (governor), Mr. Kamel Berkane, along with the President of the People’s Wilaya Assembly, security and civil authorities, and deputies from both chambers of parliament.
This visit aims to monitor the status of higher education and scientific research in the region, assess ongoing projects and university sports facilities, and oversee the conclusion of the university championship activities in various disciplines.
At the outset of his visit, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, together with his accompanying delegation, inaugurated the university sports complex named in honour of the late Mudjahid “Ben Termoul Mohamed”. This initiative is part of the enhancement of university facilities, and the creation of suitable environment for students to engage in sports activities.
This event was highlighted by the start of the pétanque tournament, as well as the mini soccer tournament for both men and women. The semi-Olympic swimming pool was also inaugurated, as the swimming race started.
The event was marked by a karate exhibition, followed by a visit to the weight room, then the beginning of the goalball game for special needs students, as well as the women’s handball finale. In addition, the minister attended a youth training session in various sports disciplines to support university sports and cultivate young talents.
During the afternoon of the working visit, the artistic space showcasing various students’ creativities was inspected, followed by a visit to the exposition of university sports clubs, where students’ sports initiatives were presented, alongside a start-ups exhibition in the field of sports, held in the hall of the lecture hall, highlighting the spirit of innovation and entrepreneurship among university students.
This visit serves as an opportunity to recognise the efforts made by students, and to encourage them to continue excelling in various fields. This reflects a clear vision to establish sports a fundamental pillar of university life. During the event, students who were recognised in international competitions were honoured, along with students with special needs, who demonstrated exceptional abilities in various sports disciplines, as well as university sports teams who were distinguished at the national level.

On 22 My 2025, Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, undertook a working and inspection visit to Mouloud Mammeri University in Tizi Ouzou. He was received by the wali, Mr. Aboubakr Esseddik Boucetta, along with the President of the People’s Wilaya Assembly, and the wilaya delegation at their headquarters.
Mr. Kamel Baddari began his visit at the Entrepreneurship Development Centre located at Mouloud Mammeri University (Hasnaoua 2). During his address, he emphasised the need for the rehabilitation of all educational, scientific and university service areas within the university. He also conveyed his dedication and the efforts made by his department to transform the Algerian university into a driving force for scientific advancement overall, and particularly for the University of Tizi Ouzou, by developing all educational, research and innovation facilities.
The minister presented certificates to innovative projects holders to facilitate their access to funding from various state support institutions. In this regard, he announced that spaces will be allocated for these projects holders starting next September, enabling them to begin their activities and offering convenience and support to achieve the desired objectives.
The minister oversaw the launch of construction works for the Data Centre at the Systems and Networks Centre, where he emphasised the importance of digitising of the higher education and scientific research sector to keep up with the times and advance the fields of knowledge economy and artificial intelligence, thereby contributing to the promotion of local and national production.
During the minister’s visit to the Intensive Language Teaching Centre, he stressed the importance of making efforts to facilitate training opportunities for young university students and to accompany them in reaching their established goals. Simultaneously, he urged students, supervisors of scientific research projects, and project holders to enhance their creativity, and to embrace a spirit of constructive criticism, and use the communication system to master various languages, with at least two in addition to the mother tongue. He also encouraged collaboration and exchange of works, research and ideas, and urged them to convert their experiences into concrete projects that would significantly contribute to the scientific and economic fields.
The minister also visited the university library and officially launched the WEB edition of the library management application “Syngeb Web1”. This system serves as a strategic tool to enhance services and promote sustainable development plans of university libraries, which will aid students in accessing adequate information they require to enrich their scientific research.
During the visit to the headquarters of the Incubator, the minister examined the innovative projects of the students, where he affirmed the State’s commitment to support entrepreneurs and innovators, and to provide them with the necessary facilities to demonstrate their skills and abilities in the field.

On the evening of 20 May 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research held a meeting with the President of the University of Science and Technology, Houari Boumediene, and his personnel at the Ministry’s headquarters. The purpose of the meeting was to address:
• strategies to improve the performance of the Houari Boumediene Science and Technology University to enable it to meet its educational, scientific and entrepreneurial responsibilities in accordance with the Algerian university vision,
• The oversight of restoration works at the Houari Boumediene Science and Technology University as a national heritage.

On 17 May 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, met, in the afternoon, with the General Director of Scientific Research and Technological Development, the Director of the National Higher School of Artificial Intelligence, ministry officials, and the head of the research team of the Centre for the Development of Advanced Technologies at the Ministry’s headquarters.
The meeting focused of the monitoring of the activities of the National Higher School of Artificial Intelligence and its integration with the research environment and the innovative projects carried out by its students.

On Thursday 15 May 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to Sidi Bel Abbes, where he was received by the wali and the province authorities. The visit is part the sector’s efforts, and the Ministry’s endeavour to support university institutions in their strategic projects, especially those related to the advancement of scientific research, infrastructure modernisation, and the improvement of university services, while promoting the university’s connection with its economic and social environment.
While supervising the inauguration of several “Djillali Lyabes” University subsidiaries, the minister conveyed to the media that these institutions are pivotal in providing local support, added knowledge and economic and social value. He highlighted that “the university has evolved into a beacon of light, and a genuine driver of the national economy”. Furthermore, he stated that the establishment of educational and research laboratories, accessible to students, mirrors Algeria’s commitment to train individuals equipped to spearhead an innovative economy and elevate the nation to the rank of an emerging country by 2027.
During this visit, the minister of Higher Education and Scientific Research inspected the Medical Simulation Centre at the Faculty of Medicine, where he was informed about its modern equipment, and commended the State’s efforts to equip students with advanced tools, ensuring they receive superior practical and theoretical training.
At the National Institute of Agricultural Sciences, Mr. Kamel Baddari inaugurated FIL AGR, a subsidiary established within an educational model farm that specialises in seedling cultivation and in the breeding of various animals and plants species to enhance these resources.
On this occasion, Mr. Kamel Baddari examined the ongoing innovative projects at the Faculty of Technology, emphasizing the necessity of supporting these initiatives to promote local development. The minister also assessed the subsidiary “DevTech”, which specialises in the production of educational equipment and the maintenance of electronic and waste recovery equipment, where he encouraged the expansion of its activities to benefit other universities and educational institutions nationwide.
The minister visited the central library, the exhibitions of economic institutions, the façades of the Entrepreneurship Development Centre, the House of Artificial Intelligence, the University Institutions Liaison Office, along with the Technology and Innovation Support Centre and the Manufacturing Laboratory.
At the end of his visit, the minister presided over the signing ceremony of an agreement between the “Djillali Lyabes” University and the National Agency for the Valorisation of Research and Technological Development. This agreement guarantees technical and scientific assistance for innovative projects and promotes patents. He also oversaw the domiciliation of seven start-ups at the same university as part of their support and assistance.
