The Minister of Higher Education and Scientific Research honours the recipient of the Euro-Mediterranean Youth Entrepreneurship award

On 16 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, honoured Mr. Mokhtar Bouazza, the founder of the start-up project Gardens of Babylon and winner of the Euro-Mediterranean Youth Entrepreneurship award, which was held in Palermo, Italy. The ceremony took place at the ministry’s headquarters and was attended by the official in charge of the management of the affairs of the University of Mascara, and the director of its incubator. This recognition was granted by the Euro-Mediterranean Regional and Local Assembly (ARLEM), and the Assembly of European Regions (AER). 

The Gardens of Babylon enterprise relies on advanced technical solutions, including artificial intelligence, sensors, and smart irrigation systems.  Computer vision and farm management software are also employed to maximise agricultural production while minimising water consumption and environmental impact.

On 15 November 2025, the Ministers of Higher Education and Scientific Research, and of Post and Telecommunications, Mr. Kamel Baddari and Mr. Sid Ali Zerrouki respectively, inaugurated the first edition of Job Offers exhibition for the first graduating class of the Artificial Intelligence and Mathematics schools at the “Martyr Abdelhafid Ihaddadene” Scientific and Technological Hub in Sidi Abdellah. This visit is part of the government’s strategy to support young talent and to promote innovation.

Over 125 public and private enterprises and start-ups participated in the exhibition.

The two ministers toured the various stands, and reviewed the projects presented by students, which demonstrated a high level of creativity and technical proficiency. During discussions with students, the two ministers encouraged the utilisation of these innovations to create practical solutions that contribute to the development of vital sectors, emphasizing the importance of the supporting graduates in entering the entrepreneurial world, and in opening up broad professional horizons for them.   

Mr. Kamel Baddari declared that the graduates from the two schools would benefit from employment contracts in various national economic and service institutions. the aim is to diversify and modernise the national economy and create an environment conducive to innovation. He further added that this step will contribute to “the stability of this elite group and support its contribution to promoting the knowledge economy and serving the society.” Notably, 107 students from the National Higher School of Artificial Intelligence, and 50 students from the National Higher School of Mathematics are approaching graduation.

On 9 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the “Larbi Tebessi” University in Tebessa. He was accompanied by the governor of the province, local authorities, and civil society representatives.
Mr. Kamel Baddari began his visit by inspecting the annexes of the Faculty of Medicine and the Higher School of Teachers at the “Martyr Drid Abdelmadjid” Hub, where he reviewed the conditions for student training, and some of their innovative projects. He engaged with the students and encouraged them to implement their projects in the field and to take advantage of the support from various funding bodies, to contribute effectively to accelerating local and national development and job creation. The medical annex at the “Boulhaf Dir” university hub was one of the key points of the visit, during which, the minister inspected the educational infrastructure and facilities.
Next, he visited the Faculty of Economic, Business and Management Sciences, where he inspected the digitised facilities and modern equipment at the faculty, and oversaw the reopening of the auditorium following its renovation.
During his meeting with the university community, Mr. Kamel Baddari gave a speech during which he highlighted that “given the university’s developments in recent years, it has become a symbol of turning ideas and research projects into economic products that contribute to local and national development, thereby becoming a locomotive for development.” He added that “the university now has a clear vision which enables student projects to be manufactured and marketed products, rather than remaining confined to papers and drawers.”
For his part, the rector of Tebessa University, Prof. Abdelkrim Gouasmia, revealed that the university has obtained 54 patents, and registered 13 micro-enterprises, and five 5 start-ups. This highlights the excellence of its students in this field, and reflects the quality of their education.
He concluded the visit by honouring the professor-researcher who was ranked among the top 2 % best researchers in his field, and by recognising two students with an innovative project.

The Minister of Higher Educational and Scientific Research visits the International Book Fair (SILA 2025)

On 6 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, visited the 2025International Book Fair (SILA), at the Maritime Pines Exhibition Palace in Algiers. 

He began his visit by inspecting the creativity exhibition of his student friends, in order to promote their talents and enhance literary and intellectual creativity, which enriches the university life and contributes to society development. 

The minister also toured the stands of the Council of the Nation, the People’s National Assembly, and the Ministry of National Defence.

The minister also visited the stand of the Islamic Republic of Mauritania, the guest of honour at this edition of the book fair.

Mr. Kamel Baddari concluded his visit at the University Publications Office stand.

On 2 November 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, presented Dr. Laïd Derdabou with the Ministry’s Medal of Merit in recognition of his victory in the 17th edition of the Stars of Science programme, with his remarkable innovation “VIDA”, which transforms a smartwatch into a needle-free early warning system for measuring and monitoring vitamin D levels.

Mr. Kamel Baddari chairs the National Universities Conference

On 30 October 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw the activities of the National Universities Conference, which was held at the Ministry’s headquarters. The conference focuses on discussing the four-year plan to enhance the digitisation of the sector, and presented the status of the promotion of scientific research, as well as innovation and entrepreneurship indicators.
The minister began the conference by commending the efforts of all higher education and scientific research personnel, praising their contributions to improving the quality of education, and to promoting research and innovation. He urged them to maintain their collective effort to achieve the strategic objectives set for the sector.
On this occasion, Mr. Kamel Baddari announced the creation of the first investment fund in the form of a “holding company” at the Algiers 3 University. The fund has a capital estimated at 120 million dinars, which is expected to reach 330 million dinars by the end of 2025.
He also disclosed the sector’s initiative via a project proposal for the distribution of patents revenues. In this proposal, each innovative student possessing a patent and intending to sell it to a company will receive a minimum of 60 % of the revenues, which could potentially rise to 80 %. furthermore, he introduced another project entails the entry of subsidiary institutions from three (03) research centres into the Algerian Stock Exchange for the first time.
Among the attached texts related to entrepreneurship aimed at facilitating the access to final documents, the minister announced the establishment of a “single window that has reached its final stages, where every university institution will provide one to accompany students in documenting their economic activities and accelerate their access to this activity”. He emphasised the importance of guiding the students who will graduate in 2027 towards the “degree-start-up or degree-economic institution” model. He confirmed that the sector endeavours to implement the President of the Republic’s programme, which aims to transform the university into a space for innovation and wealth creation. He added that applied scientific research and university services have been enhanced over the last three months.
In this regard, 76 final models have been registered and submitted to 16 ministerial sectors for promotion, and subsequent manufacturing and marketing. Additionally, 54 out of 112 national research projects are currently being assessed. There have been 3,249 patents applications, 100 of which have obtained their final documents. Furthermore, 423 subsidiaries have been established across various university and research institutions.
Regarding the outcomes of the reforms, the minister mentioned the establishment of 134 business incubators; 256 university start-ups that have begun operating in both the national and international markets; 2,466 micro-enterprises; 422 subsidiaries; and 76 business accelerators.
He also presented the significant progress made in the field of programmes and curriculum reforms, as well as enhancements to education and skills. These includes the introduction of new subjects such as quantitative computer science, international crisis management, drone interference, and citizenship and patriotism. Additionally, he mentioned the establishment of the first university digital library, containing over 114,000 electronic documents.

The Minister of Higher Education and Scientific Research inspects “Mohamed El Bachir El Ibrahimi” University in Bordj Bou Arreridj

On 26 October 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to “Mohamed El Bachir El Ibrahimi” University in Bordj Bou Arreridj.

Mr. Kamel Baddari began his visit by inspecting the annex of the newly established Higher School of Teachers, named after the “Mudjahid Professor Djamel Guennane”, which has a total of 820 students enrolled for the 2025/2026 academic year. They are distributed across three levels: primary, middle school and secondary. They specialise in the following: Arabic language, French language, English language, history and geography, mathematics, physics, natural sciences, and philosophy.  

The minister then reviewed the remarkable exhibition showcasing his student friends’ innovative projects in the fields of health, agriculture, and services:

  • The university subsidiaries.
  • Exceptional, successful start-up projects in the fields of agriculture, health, etc.
  • Innovative projects that have received patents.
  • Micro-enterprises of university graduates.
  • A liaison office for the industrial enterprises with active partnership agreements with the university.
  • A presentation of three (03) start-ups supervising university students, (higher education product).

The minister regarded the Mohamed El Bachir El Ibrahimi university as a model of success, “as its students were able, to establish 58 micro-enterprises and start-ups in a single year, as well as identifying 38 innovative projects with the potential to become institutions, and three subsidiaries operating locally.” In this context, he asserted that “the Algerian student is making a significant contribution to achieving the goal of 20,000 start-ups by 2029.”

On this occasion, the minister remotely activated the electronic dissection table for the University of Adrar, (TECHRIH_TECH), an Algerian project presenting the first dissection table for the benefit of medical science, with approximately 70% integration. This project is the result of a successful collaboration between Saida University, a start-up, and an Algerian manufacturer.

Furthermore, he launched telemedicine services to support the fight against cancer (Pink October) for DIGITAL WAYS start-up. These services connect all cancer treatment centres to the Pierre-et-Marie-Curie Centre at Mustapha Pacha Hospital.

The minister met with the university community in the University’s main auditorium, where he honoured two (02) distinguished professors for their contributions to global research, as well as six (06) students who received awards in cultural, scientific, sports and national competitions. Agreements were also signed between the university and its partners.

On Thursday, 23 October 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the Abdelhafid Boussouf University in Mila. He was welcomed by the President of the People’s Provincial Assembly, the members of the Security Committee, Parliamentary Deputies from both Chambers, the local representative of the Mediator of the Republic, and the President of the Mila district.  

Mr. Kamel Baddari began his visit by unveiling the plaque for the “Abdelhafid Boussouf University” in Mila, following its promotion to university status, under Executive Decree No. 25-266, dated 14 Rabie Ethani (07 October 2025), establishing the University of Mila. 

On this occasion, the minister and his accompanying delegation planted trees in support and encouragement of the Million-Tree National Campaign, which is scheduled for next Saturday. 

During the second stop on the visit programme, Mr. Kamel Baddari visited the annexe of the Higher School for Teachers. He observed the educational conditions at this facility, which was inaugurated for the new academic year 2025/2026. He urged the university administration to prioritise preserving this asset, as part of the effort to bring university facilities closer to students.

At the third stop, Mr. Kamel Baddari inspected the structure of the façades of “the first section”, and listened to a presentation about the proposal to restore the old restaurant building, which has not been used since 2012, in order to repurpose it for various university activities in the future.

The minister took a moment to visit the exhibition of innovation, entrepreneurship, start-ups, and scientific clubs, organised by students and professors who obtained labels and patents, as well as student entrepreneurs who had received funding for their micro-enterprises. 

At the end of his visit, Mr. Kamel Baddari honoured the doctors and professors who obtained the first patent for the Mila University, as well as the researcher who achieved a 2 % ranking among the most published and referenced mathematicians by Stanford University, and the researcher who secured the top position at the Mila University for publications in the Scopus database. He also honoured the eight students who obtained labels.

Cooperation agreements were signed between the University of Mila and both the Association of Journalists and Correspondents of Mila and the National Agency for the Promotion of Research and Technological Development Results.

Mr. Kamel Baddari launches the first national Master’s programme in control and interference of drones

On 21 October 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw the launch of the Master’s programme in control and interference of drones at the Houari Boumediene University of Science and Technology in Bab Ezzouar, in collaboration with the National Higher School of Autonomous Systems.

In this regard, the minister asserted that the objective is to train Algerian officials and engineers in drone technology. They should be able to design, develop and give technical solutions with intelligent systems that can monitor, analyse and control drones using artificial intelligence and defence electronics.

Additionally, Mr. Kamel Baddari stated that the students will begin their training today. They will sign an employment contract with the research centre upon their graduation, strengthening the connection between university education and the needs of national research and development institutions.
