Minister Baddari kicks off the First Regional Night-Time Forum for the Universities of the Center region of Algeria

Wednesday, October 25, 2023–The minister of higher education and scientific research Mr. Kamel Baddari oversaw the opening of the first regional night-time forum for the universities of the center region of Algeria, which aims at discussing university life matters.
During his speech, Mr. Baddari stated that the organization of this night-time forum comes within ‘the implementation of governance in university management, especially through organizing meetings and forums between 6p.m. and 10p.m. for the aim of enabling the heads of universities and administration officials to receive students and actors of university family and manage their concerns.

Mr. Baddari, moreover, called the students to choose graduation thesis topics that correspond to the demands of the establishment of start-ups or micro-enterprises, with the view of contributing to the creation of job opportunities and achieve local and national development.
As for the digitalization of university services, minister Baddari affirmed that the operation is ‘ in its final phase’. Noting that his sector is working on ‘ addressing some issues relating to digitalizing transportation service, in order to take advantage of digitalization in rationalizing expenses and embody the principle of transparency in management’.
In addition to that, Mr. Baddari stressed the’ importance of improving university sports’ in order to enable sport teams to get the crown of national and international titles, as he added that university sports competitions ‘will kick off soon’.

Tuesday, October 24, 2023–The minister of higher education and scientific research Mr. Kamel Baddari supervised the opening of the first night-time scientific forum,at the faculty of media sciences and communication in University of Algiers3.
Mr. Baddari stated that the higher Algerian authorities are counting on university institutions ‘in order to form an elite, capable of improving the quality of education’ in light of ‘the importance attached by the President of the Republic, Mr. Abdelmadjid Tebboune to university, as being an engine for Algerian society,and the flame that will light up the pathway and the milestones of the new Algeria’. Minister Baddari added that the extension of studying hours aims at ‘ making Algerian university a vital space open until late night-time; which will thereby allow studentsfrom different categories –such as employed students– to have study at night ‘. As it would also enable university students ‘ to have access to various university facilities such as the ones relating to the sectors of entrepreneurship and innovation, as well as the library and other activities. Noting –in the same context– ‘ to the operationalization of university transport in the upcoming period’.
Moreover, Mr. Baddari had the opportunity to attend a night-time lecture on ‘ enterprises communication in digital ecosystem’ –during a visit to the pedagogical facilities in the faculty– As he also kicked off Best Media Contest in both Arabic and English languages.
In addition to that, minister Baddari attended a ceremony honouring the students who completed their intensive high quality English learning with B2 proficiency level.
On the sidelines of the forum events, an agreement between University of Algiers3, and the public institution of the Algerian Television, was signed in the aim of ‘ promoting cooperation in the field of printed, audio-visual and electronic journalism, enabling the students of the faculty of media and communication sciences to conduct field trainings, and conducting bilateral initiatives in applied research on modern and common interest topics’.

Development of Four Innovative Models at Research Centers

Tuesday, October 17, 2023–The minister of higher education and scientific research Mr. Kamel Baddari, in the presence of the minister of energy and mines Mr. Mohamed Arkab, and the minister of knowledge economy, startups and micro-enterprises, Mr. Yacine El Mahdi Oualid, delivered four innovative models developed at different research centers, allocated to the sectors of energy and mines, as well as pharmaceutical production.
During his speech, Mr. Baddari asserted that the models delivery falls under ‘ the implementation of the President of the Republic instructions relating to the development of gas detectors, in coordination between the relevant sectors’. Minister Baddari also noted that 30 pilot projects concerning various fields are going to be delivered later. As he added that the actual implementation of the objective related to the valuation of research results, has made university a social institution in the society service’.

For his part, the minister of energy and mines, Mr. Mohamed Arkab stated that the models delivery ‘willcreate a beneficial quantum competition to the economic national institutions, as it will transmit technology from research laboratories towards manufacturing and marketing’.
As for the minister of knowledge economy, start-ups and micro enterprises, Mr. Yacine El Mahdi Oualid, he assured that the delivery of these models serves as an opportunity for start-ups and thereby enable them to ‘ introduce and market their products, and improve the services offered to citizens’.
It is worth noting that the fourmodels –which have a view to industrialization and commercialization– have been already delivered to the national company of Electricity and Gas ‘ SONELGAZ’.

The minister of higher education and scientific research Mr. Kamel Baddari chaired on Thursday, October 12, 2023– at his ministry– the national symposium of universities.
Minister Baddari in his speech, affirmed that the symposium aims at assessing and defining the sector’s strategy by the end of 2029′, as he stressed the importance of making Algerian university–with all its majors–an innovative and creative institution contributing and working in line with the objectives of the New Algeria’. On the same occasion, Mr. Baddari highlighted the role of university institutions in omitting the previous policies, seeking to the economic and the social development to which we all aspire’.
Mr. Baddari, on the occasion, announced the official launch of an online platform called ‘My Bursary’, developed to enable students to request their university bursary online. He added that the Bursary payment is scheduled on the 18 thof every month. Moreover he noted that this procedure aims at’ facilitating such procedures through digitalizing communication between students and the administration, and create new governance’ aiming at the management of university services. Minister Baddari on the same context valuated ‘ the President of the Republic Mr. Abdelmadjid Tebboune’s gesture in regard of raising students’ bursary from 1300 Algerian Dinars, to 2000 A.D. monthly.
On the same occasion, 10 out of 57 university instructors were honourd for being the most influencing instructors. In addition to that, 23 universities were also honoured for being classified in the Times University ranking, which makes Algeria on the top ranking of the Maghrebi universities, and the second on the African scale–according to the ranking.

Monday, October 9, 2023–The minister of higher education and scientific research Mr. Kamel Baddari was accompanied by the minister of Culture and Arts Mrs. Souraya Mouloudji to oversee the opening of university year 2023-2024 for schools and institutes of Arts in Algeria– at the school of Fine Arts ‘Ahmed and Rabah Salim Assla’.
The minister of higher education and scientific research Mr. Baddari affirmed that the higher education system in Algeria strives for striking a balance between education and scientific research, and innovation; aiming at making Art schools and institutes’ graduates productive citizens able to keep up with the country demands, and therefore contribute to the economic development. As he called the students of Arts to master the high technologies in the field of media and communication.
As for the minister of Culture and Arts, Mrs. Mouloudji, she stated that the importance given to Art students ‘arises principally from the keenness to ensure good formation and education’. In light of ‘the deep and inclusive reforms in the field of Art education, initiated by the ministry for over a year, in response to the instructions and commitments of the President of the Republic, who has stressed the need for the consideration of Art education and the accompaniment of innovators and graduates of Art institutes’.
Moreover, a number of top graduated students from the higher school of Fine Arts, and the national higher school of propriety conservation and restoration, as well as from the higher national institute of Music, and the higher institute of Performing Arts and Audio-visual Professions, were honoured on the same occasion. In addition to that, a number of university instructors had presented a conference entitled ‘Art perception and knowledge’.

The minister of higher education and scientific research Mr. Kamel Baddari visited on Wednesday, October 4, 2023, the national polytechnic school in El-Harrach, Algiers. The visit came to inspect a number of the school laboratories, especially those, which have been recently equipped, such as the laboratories of seawater desalination and filtration, in addition to the laboratory of green Hydrogen production, which was established in parallel to the inclusion of green hydrogen course within the school program.
Minister Baddari, moreover headed to the school innovative business incubator to talk to the instructors and students of the school on the accomplished scientific researches and projects. As he noted– on the same occasion– to the actions and measures taken for fostering students towards the establishment of their own start-ups.
In a press statement on the sideline of the visit, Mr. Baddari pointed that the sector of higher education and scientific research has recruited more than 8000 assistant professors level ‘B’, and will recruit 1904 assistant hospitalist professors level ‘B’; which will there by increase the staffing number of the newly recruited professors to 10 thousands by the end of the year. Minister Baddari also mentioned the attachment of the President of the Republic of Algeria to upgrading university as well as making it a ‘locomotive’ for local and national development, and a generator for job opportunities.

Monday, September 25, 2023–On the occasion of international day of sign languages celebrated annually on September 23, the minister of higher education and scientific research Mr. Kamel Baddari was accompanied by the minister of national solidarity family, and women’s affairs Mrs. Kaouthar Krikou, on a visit to the higher school for teachers of deaf-mute, in Beni messous, Algiers. The visit came to supervise the celebration ceremony of the international day of sign languages, and inaugurate the intensive sign languages learning center, as well as the launch of an awareness caravan for sign languages learning under the logo ‘ if you want my smile… learn my sign language’.

In a word of the minister on the occasion, he affirmed that the organization of this initiative comes within ‘the state endeavors in achieving the principle of equal opportunities in learning, and enabling people with disabilities to socially integrate through providing specialized staff in charge of accompanying them in their educational path’. He also added that the inauguration of this center is considered ‘ a new basic building block of promoting higher education specializing in teaching deaf-mute category, as it is also considered as an implementation of social justice which has been always defended by the President of the Republic of Algeria.
The minister of national solidarity, family and women’s affairs, for her part, asserted that ‘ reinforcing integration mechanisms of people with disabilities is an added value for the integration programs of this category, and the sector of national solidarity is working hard in coordination with the relevant sectors, such as the national education, higher education, and vocational training and education, to ensure equal opportunities for all children with disabilities’.
It is worth noting that the higher school for teacher of deaf-mutewas inaugurated last year. It is currently encompassing more than 912 instructors at a formative stage, supervised by 46 instructors, within 15 scientific specialties.

Saturday, September 23, 2023–The minister of higher education and scientific research Mr. Kamel Baddari paid a work visit to theWilaya of Guelmain order to supervise the official opening of the academic year 2023-2024 –in attendance of the local authorities of the wilaya.
The opening of the new university season, was held at the auditorium of the university campus, where the minister presented an opening lecture on the new university year entitled ‘innovative university in the service of rising Algeria’, in the attendance of several directors from different Algerian universities. Mr. Baddari affirmed in his speech that the development of universities as being a growth engine for the national economy is among the core concerns of the President of the Republic of Algeria, who has devoted 11 out of 54 commitments for the benefit of higher education and scientific research. Mr.Baddari, moreover mentioned that the institutions of higher education and scientific research have developed 117 studies offices aiming at the creation of wealthalong with providing the needed experts and studies for the national economy, adding that this year has known 870 patents from different university researchers.
Minister Baddari, on the occasion, called the university presidents to ‘ establish well-developed training programs, and ensure the field application of the partnership conventions across universities’. As he also called the university professors to choose creative topics for the current year program, which would direct students towardsinnovation, so as they can create wealth.
Prior to this, Mr. Baddarihadlaunched a digital advertisements platform allocatedfor all university structures, within the ministry strategy ‘ Zero-Paper’ at the level of the Univeristy of Guelma. As he inaugurated a business incubator for the University of Abdellaoui Mohamed, then he inspected the new university pole, and inaugurated 2000 new pedagogical seats, devoted for hosting the students of the new faculty of health sciences, which will have as -a -first -phase, a number of specialities related to febrile, physical, and natural therapy.

As for the social structures of student’s accommodations, Mr. Baddari oversaw the inauguration of a new university residence offering 1000 beds, fully equipped with needed facilities. The minister after that headed to inspect another completely-built university residence with 2000 beds, which thereby raise the overall number of bed accommodations in the faculty to 13 thousands beds.

In a press statement, minister Baddari asserted that the newly established structures reflect the State’s efforts in the sector of higher education and scientific research, which aim at making universities an engine for social and economic development in Algeria.
Mr. Baddari reiterated the ‘colossal and exceptional’ efforts made by the public authorities in the new university year, concerning the recruitment of new university instructors. As he stated that, the overall number of higher education and scientific research employees will exceeded 10 thousands in the rank of assistant professor level ‘B’, in different sectors, branches and specialties, and in the rank of hospitalist professors and professors in research centers. The university teaching will shift from the average of ‘one professor for every 25 students’ to ‘ one professor for every 22 students’, which isconsidered as a great leap in the national average of university teaching.

Dans le cadre de la célébration de la Journée Internationale du Sport Universitaire le 20 septembre de chaque année, M. Kamel Baddari Ministre de l’Enseignement Supérieur et de la Recherche Scientifique en compagnie du Ministre de la Jeunesse et des Sports, M. Abderrahmane Hamad, a présidé, mercredi 20 septembre 2023 au niveau de l’Institut de l’Education Physique et Sportive de l’Université d’Alger 3, à Dely Ibrahim ( Alger), la cérémonie d’ouverture officielle de la saison sportive universitaire 2023/2024.
Prenant la parole M. le Ministre de l’Enseignement Supérieur et de la Recherche Scientifique a indiqué que son secteur vise à faire de l’université “une source de richesses dans le domaine de la compétition sportive et un vivier pour la formation et la préparation des athlètes d’élite qualifiés à représenter l’Algérie dans diverses compétitions et championnats”. Et que le lancement de ce championnat s’inscrit dans “la mise en œuvre de l’engagement du président de la République, M. Abdelmadjid Tebboune, à faire du sport universitaire un moteur pour les athlètes portant fièrement les couleurs de l’Algérie dans diverses compétitions sportives, et des conclusions du Conseil des ministres du 16 avril 2023”, a-t-il ajouté.
De son côté M. Hamad Ministre de la Jeunesse et des Sports a affirmé que son secteur œuvre en coordination avec celui de l’Enseignement supérieur et de la Recherche scientifique à l’élaboration d’un plan national permettant de créer un environnement favorable à la promotion de la justice, de l’esprit d’équipe, de l’égalité et de l’intégration, ainsi qu’à la promotion de la persévérance et à la formation d’une élite sportive universitaire représentant l’Algérie dans les compétitions internationales, régionales , et continentales .
Par ailleurs, les deux ministres ont, inspecté les différentes structures sportives dédiées aux sports individuels et collectifs, et ont évalué leur niveau de préparation pour abriter les compétitions, à l’instar des salles de handball et de basketball, de la piscine et du stade de football.
Lors de cette visite et sous la supervision des deux ministres, les recteurs des Universités d’Alger 3 et d’Alger 1 ont signé une convention de coopération et d’échange tendant à “permettre aux étudiants, enseignants, techniciens et cadres d’administration de différentes facultés de bénéficier des structures de l’Institut de l’éducation physique et sportive”.

Tuesday, September 19, 2023–On the occasion of the International Day of University Sport– celebrated annually on September 20– the minister of higher education and scientific research, Mr. Kamel Baddari oversaw the inauguration ceremony of a new sport complex, consisting of a football pitch and a running track, at the University of science and technology HouariBoumediene– in Bab Ezzouar, Algiers–with a view to promoting and developing the practice of sports across universities.
Mr. BaddariOn the occasion, stated that the inauguration of the new football field comes within the efforts to promote university sport, which are among ‘ the ministerial council outcomesaiming at encouraging and orientingthe sector of higher education and scientific research towardsa new quantum leap for the Algerian university sports on national and international scale’.
For his part, the head of the University of Science and technology HouariBoumediene Pr. DjamalEddine Akreteche praised the new field of ‘Salah Jebaili’, as he affirmed that such structures would support university sport, and enable university instructors and students to practice and have access to these facilities. He also added that the newly inaugurated field is going to host matchesalong the year, in addition to other official sport activities, such as the national university championship,which will be in accordance with the university sports program; aiming at the development of university sport which will hopefully — according to Pr. Akretche–regainits footing, as being a reservoir for young talents’.
An exhibition football match was played–on the occasion– between the former players of the Algerian football club ‘Mouloudia’, and some instructors from the University of Bab Ezzouar.
