Minister of Higher Education inspects university residences ahead of iftar

As part of monitoring the iftar services provided to students residing in university dormitories and ensuring compliance with the instructions issued in this regard, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, conducted on March 10, 2026, a surprise inspection visit to the Garidi University Residence (male students) and the El Anasser University Residence.
The visit aimed to assess on-site the living conditions of students and the quality of services provided to them, particularly during the month of Ramadan, while ensuring that iftar meals are served under appropriate organizational and sanitary conditions, thereby guaranteeing students’ well-being and improving the quality of university services.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired on March 10, 2026, at the Ministry’s conference hall, the opening of the National Seminar on the “Investment Advantages of the Fund of Funds”, organized by the Financial Investment Company of the University of Algiers 3.
The event was attended by Mr. Youcef Bouzenada, President of the Commission for the Organization and Supervision of Stock Exchange Operations (COSOB), along with directors of higher education institutions who participated remotely via videoconference.
As part of the program, the Rector of the University of Algiers 3, Professor Khaled Rouaski, delivered a key presentation highlighting the prospects and advantages of investing in the “Fund of Funds.” He emphasized the role of the Financial Investment Company of the University of Algiers 3 as a practical model for strengthening the link between scientific research and the economic sector, stressing its capacity to create a favorable environment for innovation and ensure the sustainability of emerging university projects.
Professor Talal Bouchdoub, professor at the University of Algiers 3 and a financial and accounting expert, also delivered an in-depth technical presentation explaining the legal and procedural mechanisms governing venture capital investment companies. He further outlined the accounting frameworks regulating investment funds and the ways in which these legal mechanisms can be adapted to support the strategic objectives of Algerian universities in their transition toward fourth-generation universities.
The seminar concluded with an extended discussion session bringing together experts, ministry officials, representatives of COSOB, and directors of higher education institutions participating both in person and remotely. Participants emphasized that the experience of the University of Algiers 3 represents a key step in the national strategy aimed at enhancing the valorization of scientific research outcomes through innovative financing mechanisms and strengthening the link between universities and the national economy.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, conducted a working and inspection visit on March 9, 2026, to Djilali Bounaâma University in Khemis Miliana, in the wilaya of Aïn Defla, in the presence of the Governor (Wali) of the wilaya and the accompanying delegation.
The minister began his visit by inspecting a scientific exhibition organized in the hall of the Faculty of Social and Human Sciences, where he reviewed several innovative projects developed by students and researcher-professors, with the participation of economic partners, reflecting a spirit of creativity and the dynamic nature of scientific research within the university.
The visit also included the annex of the Higher Normal School, where the minister attended a model lesson presented by students, illustrating an interactive and innovative educational experience within pedagogical spaces.
As part of monitoring structural projects, the minister inspected the progress of construction works for a 2,000-seat pedagogical facility, which is part of the new university pole that will include 6,000 pedagogical seats, in order to assess the progress of the works and ensure the project’s completion within the scheduled timeframe.
The minister also visited the FabLab (fabrication laboratory) and launched the digital platform of the University Interfaces Center, aimed at supporting innovation and assisting students with entrepreneurial projects. He also reviewed student achievements developed under Decision No. 1275 amending and supplementing Decision No. 008 (Economic Institution – Start-up), presented by the university interface officials.
The visit concluded with a meeting with the university community at the main lecture hall of the old campus, during which several partnership agreements were signed between the university and economic institutions to strengthen cooperation between the university and its economic environment, including:
• An agreement between Khemis Miliana University and Maghreb Tubes SPA;

• An agreement between Khemis Miliana University and the National Agency for Microcredit Management (ANGEM);
• An agreement between Khemis Miliana University and the Saidal Group.
These agreements are part of efforts to promote innovation and strengthen the link between the university and the economic sector, thereby supporting start-ups and encouraging the entrepreneurial spirit among students.
The minister also honored students who participated in the National Programming and Artificial Intelligence Competition, in recognition of their academic excellence and creativity in the fields of technology and innovation. Students who won international sports competitions were also recognized for their achievements that honored the university and raised Algeria’s flag in international events.
In his statement, the minister emphasized that Djilali Bounaâma University has become a fertile and intelligent environment for implementing the commitments of the President of the Republic, Mr. Abdelmadjid Tebboune, aimed at strengthening the economic role of universities and making them drivers of local economic development.
He also praised the orientation of the university’s students toward entrepreneurship, by transforming their ideas into economic entities in the form of start-ups, micro-enterprises, or self-employment initiatives, particularly with the support provided by the state through university incubators, entrepreneurship development centers, and the use of artificial intelligence.
The minister indicated that the university currently has 61 entrepreneurial projects approved by the funding committee, with 27 economic projects already operational, representing an added value to the local economy.
On this occasion, he encouraged students to propose innovative solutions to develop agricultural production in this agriculturally oriented wilaya, in order to support this strategic sector and strengthen national food security.

Minister of Higher Education and Scientific Research Oversees the Launch of the First Edition of the African University Theatre Next July in Algiers

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, accompanied by the Secretary of State to the Minister of Foreign Affairs and the National Community Abroad in charge of African Affairs, Ms. Salma Bakhta Mansouri, chaired today, March 3, 2026, at the Ministry’s headquarters, the launch ceremony of the first edition of the African University Theatre, which will take place in Algiers from July 13 to 19, 2026, under the slogan: “Africa Meets on the University Theatre Stage.”
The launch ceremony of this event took place in the presence of a representative of the Ministry of Culture and arts, as well as members of the diplomatic corps of African countries accredited to Algeria.
On this occasion, Mr. Kamel Baddari stated that this initiative will “build and strengthen bridges of cooperation and sustainable partnership among African peoples and give the continent its cultural, scientific, and economic dimension.” He emphasized that the festival represents “a civilizational message highlighting the importance of university theatre as a pillar of free thought, innovation, stability, and friendship.”
He further noted that Algeria’s organization of this edition aims to “strengthen the bonds of friendship and brotherhood among African peoples and to embody the principle of Africa for Africans,” reaffirming Algeria’s African depth through university theatre, which opens a window onto Africa’s cultural, artistic, and literary heritage and provides an opportunity for interaction among talented and creative university youth from across the continent.
He also recalled that Algeria “remains faithful to its noble historical mission and its African dimension,” reflected in the constant commitment of the President of the Republic, Mr. Abdelmadjid Tebboune, to a united Africa, and embodied in the determination of the Ministry of Higher Education and Scientific Research and the Ministry of Culture and Arts to organize this event.
It is worth noting that this event, organized by the Ministry of Higher Education and Scientific Research in coordination with the Ministry of Culture and Arts and with the support of the Ministry of Foreign Affairs, reflects “Algeria’s belief in culture as a force that unites African youth, in theatre as an art that showcases the continent’s diversity and richness, and in the university as an incubator of African youth creativity.”
This edition will also feature an international symposium on African university theatre and an African competition for the best theatrical script.

The Minister of Higher Education and Scientific Research, Kamel Baddari, together with the Minister of Finance, Abdelkrim Bouzred, presided on March 2, 2026, at the Faculty of Information and Communication Sciences of University of Algiers 3 (“Ibrahim Sultan Chioupt”), over the ceremony marking the awarding of the first accreditation in Algeria to a university-based venture capital company. The accreditation was granted to the financial investment company of the University of Algiers 3, marking a national precedent.
The ceremony was attended by the President of the Commission d’Organisation et de Surveillance des Opérations de Bourse and heads of university establishments and research professors.
In his speech, Mr. Kamel Baddari stated that this “highly significant event is part of the reform process of the Algerian university and represents a national milestone, as it is the first accreditation granted by the Commission to a university institution, namely the University of Algiers 3, in the form of a venture capital company, alongside the structuring of a fund of funds.”
He emphasized that this event reflects “the commitment of the President of the Republic, Mr. Abdelmadjid Tebboune, to reforming the university and strengthening its economic role by enabling it to become a productive actor contributing to development financing.”
For his part, Mr. Abdelkrim Bouzred praised this “pioneering initiative that marks the university’s entry into the field of financial investment—an unprecedented step reflecting a qualitative transformation in the university’s role as an active partner in driving economic development.”
Meanwhile, the President of the Commission, Mr. Youssef Bouzenada, described the achievement as “a landmark stage within the framework of the deep reforms undertaken by the State, demonstrating the Commission’s commitment to completing the legal and regulatory framework aimed at modernizing the financial market, ensuring transparency and efficiency, protecting investors, and strengthening confidence in the business climate.”
It should be remembered that company is also expected to act as a “fund of funds” by investing alongside newly established university funds and overseeing their management, thereby coordinating efforts, mobilizing available financial resources, and enhancing complementarity among stakeholders within the university innovation ecosystem.”

The Minister of Higher Education and Scientific Research, Kamel Baddari, together with the Director of the Algeria External Office of the World Intellectual Property Organization, Mr. Mohamed Essalek Ahmed, chaired on February 26, 2026, at the Ministry’s headquarters, the launch of the National Model for Intellectual Property Policy, in the presence of the Director General of the Algerian Institute of Industrial Property and a representative of the National Copyright and Neighboring Rights Office.
The model represents a strategic step to strengthen the protection of scientific research outputs and promote innovation in Algeria by establishing a unified framework that ensures the regulation and valorization of researchers’ rights and scientific innovations.
It includes several key pillars, notably the harmonization of policies and procedures related to intellectual property rights within universities and research institutions, in order to facilitate the protection and commercialization of innovations both nationally and internationally. It also encourages researchers, students, and inventors to develop new scientific and technological projects without fear of losing their rights. Furthermore, it enhances cooperation with international organizations to ensure alignment with global best standards in intellectual property and innovation protection.
The Minister emphasized that the launch of this model is part of a comprehensive national strategy aimed at supporting the knowledge-based economy, stimulating scientific research, and transforming its outcomes into usable products for society and the industrial sector. The model also includes mechanisms for monitoring, evaluation, and policy development in line with scientific and technological advancements, thereby ensuring sustainable protection and an effective system serving researchers and innovators.

This launch marks a historic milestone in modernizing Algeria’s scientific research environment and lays the foundation for building an advanced knowledge society capable of competing globally, while strengthening the culture of innovation and the protection of intellectual property rights for future generations.

On 4 October 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, and the Secretary of State to the Minister of Foreign Affairs, in charge of National Community Abroad, participated, this afternoon, in a virtual interactive meeting with university students from our community who are studying in European countries. The meeting was organised on the occasion of the new academic 2025/2026.

This meeting is part of the communication strategy with student groups of the national community abroad. It is in line with the directives from the country’s higher authorities regarding the protection of the national community abroad, and the promotion of its participation in the national renewal process.

The minister of Higher Education and Scientific Research confirmed that his sector will endeavour to meet Algerian students’ aspirations, wherever they may be, encouraging them to excel in their fields of study, as they are the elite that will contribute to the national renewal process.

During this meeting, the two ministers were keen to understand the students’ conditions, listen to their requests, and consider their proposals effectively and systematically, while coordinating closely with various relevant sectors.

On 25 September 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, welcomed this afternoon, at the ministry’s headquarters, his student friends, the champions and international handball team players, both men and women, belonging to El Biar team. They are enrolled in medicine, pharmacy, computer science, physical education, law, and science of the matter, etc.

The minister encouraged them to work harder to secure more victories and titles at the upcoming international and continental competitions and championships.
