On the evening of 13 January 2026, Mr Kamel Baddari, the Minister of Higher Education and Scientific Research, presided over a coordinating meeting at the ministry’s headquarters to monitor the strategic action plan for several research centres affiliated with the General Directorate of Scientific Research and Technological Development.

On the morning of 10 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, launched the national university championship of cross-country at the golf course in Dely Ibrahim (Algiers). This championship serves as a qualifier for the World Championship in Italy.

A total of 200 students from 34 university institutions participated in the event. The aim is to qualify 12 athletes for the upcoming event in Italy in March.   

The championship featured three races. The first, covering 4 km for both men and women, the second covering 6 km for women, and the third covering 10 for men.

On this occasion, the minister emphasised that “this significant event embodies the implementation of the programme of the higher education and scientific research sector, derived from the directives of the President of the Republic, Mr. Abdelmadjid Tebboune, who elevates the status of university sports to cultivate a strong elite that will contribute to Algeria’s prominence on the international stage, reflecting the true image of the new, victorious Algeria, thanks to its universities, students, and investment in its youth.”

On the evening of 8 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific research, held a coordination and evaluation meeting at the ministry’s headquarters. The meeting was focused on monitoring the renovation of the university city structures and accommodation wings in Algiers, Oran, and Tizi Ouzou.
Ministry officials attended the meeting, as did the directors of the university institutions and services for the three university cities, who joined remotely.

On the afternoon of 8 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific research, welcomed Professor Adda Bounedjar, the President of the National Commission for Cancer Prevention and Control to the ministry’s headquarters.

The minister and the president of the national commission discussed the prospects of precision medicine how to achieve them. They agreed to set up a joint committee to meet the objectives outlined in the cooperation plan.

The Minister of Higher Education and Scientific Research oversees the activities of the scientific day dedicated to the National Hub for Innovation and in Artificial Intelligence

On 8 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, participated in the scientific day focused on the National Hub for Innovation in Artificial Intelligence at the National Higher School of Mathematics in Sidi Abdellah hub. The Algerian Union of Insurance and Reinsurance Companies organised this event in collaboration with specialised academic and technical institutions.

This hub aims to stimulate innovation in the insurance sector and integrate artificial intelligence applications by promoting applied research and testing innovative solutions. It seeks to enhance the collaboration between universities and the financial sector by training specialised students to work in the insurance sector. This enables them to suggest innovative digital solutions to companies in a supportive environment.

The agreement for the establishment of the hub was signed by the Director of the Higher School of Mathematics, the President of the Algerian Union of Insurance and Reinsurance Companies, the Director of the Research Centre in Applied Mathematics, the Director of the National Higher School of Artificial Intelligence, the Director of the TAUS INNOVATION CENTRE Industrial Incubator, the Director of the Higher School of Computer science; and the Director of the Algerian Laboratory of Financial Innovation “Algeria FinLab”.

In this regard, the minister confirmed that the launch of this hub demonstrates Algeria’s commitment to establishing an innovative and digital knowledge-based economy, which aligns with the government’s programme and with the goals set by the President of the Republic, Mr. Abdelmadjid Tebboune, for the period 2024-2029.

He clarified that the aim of this project is to recognise the value of the national human capital trained in national universities. He added that the newly established hub is expected to provide innovative solutions that will enhance and support national economic development.

The Minister of Higher Education and Scientific Research visits the National Exhibition for Artificial Intelligence and Entrepreneurship

On 8 January 2026, the Minister of Higher Education and Scientific Research, visited the National Exhibition for Artificial Intelligence and Entrepreneurship, held at the Martyr “Abdelhafid Ihaddaden” Scientific and Technological Hub in Sidi Abdellah. The event was organised by the “Youth Meeting of Algeria” in partnership with the Ministry of Youth and in collaboration with the Ministry of Higher Education and Scientific Research. The event forms part of an initiative to “support innovation, promote the digital economy, and enhance the culture of entrepreneurship among young people.”

Alongside the exhibition, several events focusing on artificial intelligence and entrepreneurship were organised, including an exhibition featuring 100 innovative projects and a national hackathon with 300 young participants. They competed to develop innovative technological and entrepreneurial solutions, making this event a “vibrant space to showcase the capabilities of young Algerians, promote innovation, and support the knowledge economy.”

On the afternoon of 7 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, visited the Scientific and Technological Hub, Martyr “Abdelhafid Ihaddaden” in Sidi Abdellah, to attend an information day about “Job offers at the Ministry of National Defence”, for graduates of the National Higher Schools of Artificial Intelligence and Mathematics in Sidi Abdellah. 

In his speech on the occasion, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, praised the enthusiasm of the students from the national higher schools within the Scientific and Technological Hub for this exhibition, which enabled them to participate and sign employment contracts with various People’s National Army directorates and services, reflecting “the high level in the fields of science, advanced technology, computer science, and mathematics that are provided”.

As indicated by the minister, this partnership is part of “the development vision outlined by the President of the Republic, Mr. Abdelmadjid Tebboune, who prioritised science, technology, and knowledge related to the innovative economy”.

On this occasion, exhibition spaces have been dedicated to showcase the services, directorates, and schools of the People’s National Army, along with the job opportunities they offer. This includes the Central Directorate of Digitisation and Information Systems, the Directorate of the Electronic System, the Cyber Defence Service, and the Security Monitoring Systems.

On 5 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, held a coordination meeting at the ministry’s headquarters. The meeting focused on pedagogical and research aspects, as well as preparations for the official launch of the single window.  

The meeting was attended by in presence of the presidents of the regional university conferences (Centre, West and East), the Director of the Polytechnic School of Architecture and urbanism, the Director of the Centre for the Development of Advanced Technologies, and the Director of the National Agency for the Promotion of Research and Technological Development Result. Also in attendance via video conferencing were the rectors of the University of Sciences and Technology Houari Boumediene, the University of Constantine 3, Salah Boubnider, and the University of Abou Bekr Belkaid of Tlemcen.

The Minister of Higher Education and Scientific Research oversees the promotion of “Salhi Ahmed” university centre in Naama to the status of a university

On 4 January 2026, Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, presided over the ceremony for the promotion of the “Salhi Ahmed” university centre to university status. Accompanied by the governor of the province and his delegation, the minister inaugurated the “Ahmed Salhi” University following its promotion from a university centre to university status in accordance with the Executive Decree No. 25-265 of 7 October 2025, which included seven faculties and the Institute of Pastoral Agriculture. 

On this occasion, Mr. Kamel Baddari confirmed that “this promotion embodies the vision of the Algerian state, which aims to make the university a locomotive for achieving development goals and enhancing its economic role”. He also added that this step is part of the President of the Republic, Mr. Abdelmadjid Tebboune’s instructions to elevate university education to be a fundamental pillar in building a national economy based on entrepreneurship, technology, science and knowledge.

He then visited an exhibition of start-up projects and university interfaces related to the economic environment, including:

  • The academic subsidiary;
  • The university incubator;
  • The entrepreneurship development centre and the centre for technology and innovation support;
  • The house of artificial intelligence.

The Minister reviewed the research projects of several students as well as micro projects. He also listened to explanations of project models in various fields that rely on digital systems technologies, remote control and management, and artificial intelligence. These models were particularly focused on the sectors of health, large-scale agriculture, livestock breeding, waste recycling, and renewable energy.

Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, observed a successful model of an economic institution specialising in livestock breeding that emerged from Naama University business incubator. Starting with zero dinars, the project has achieved a turnover exceeding one billion centimes, thereby proving that the Algerian universities are capable of generating wealth and transforming education into profitable projects that benefit the national economy. 

The minister emphasised the importance of directing scientific research towards practical solutions with a developmental impact. However, he called for an urgent increase in the number of supervisors within the incubator, in order to ensure effective monitoring, accelerate the projects’ maturation, and transform ideas into tangible economic institutions.

During his meeting with the students, the minister praised their ability to identify opportunities and convert them into innovative ideas and projects with added value, reflecting the effectiveness of educational programmes at various universities.

The minister also inspected several sector-related projects, including:

  • A project to create 2,000 pedagogical seats, expected to be completed by the start of next academic year;
  • A project to build a 600-seats auditorium, scheduled for completion in June;
  • A project to build a residence with 1,000 beds, scheduled for completion by the next academic year.

On 29 December 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, presided over the activities of the National Conference of public scientific and technological institutions (EPST). Held at the ministry’s headquarters, the event was attended by the directors of research institutions, representatives from the Ministry of Defence, and numerous ministerial sectors.
In a speech delivered on the occasion, Mr. Kamel Baddari revealed the results achieved:
– The integration of research institutions into economic and manufacturing projects has resulted in 80 executive partnerships based on innovative projects.
– 539 research results had been monitored and recorded of in the national valorisation register, and 127 technical and service products had been derived from these results;
– Strengthening the partnership with the economic sector through the establishment of 77 permanent mixed research teams;
– The investment attraction amount is estimated at 2.8 billion dinars, achieved by research business incubators.
