On 31 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, along with Mr. Ouacim Kouidri, the Minister of Pharmaceutical Industry, and Mr. Noureddine Ouadah, the Minister of Knowledge Economy, Start-ups and Micro-enterprises, oversaw the opening ceremony of the inaugural edition of the National Research Products Fair held at the “Martyr Abdelhafid Ihaddadene” scientific and technological hub in Sidi Abdellah. In attendance were the Secretary General of the Ministry of Health; the Director General of the Algerian Agency for Investment Promotion; the Secretary General of the National Economic, Social and Environmental Council; a representative of the National Council for Scientific Research and Technologies; a representative of the Chief Executive Officer of Sonatrach; and a representative of the Algerian Economic Renewal Council. 

A total of 63 research projects were presented at the National Research Products Fair, focusing on areas of national priority such as “health security, energy security, and food security.”

A joint ministerial decision was signed on this occasion by the Ministry of Higher Education and Scientific Research and the Ministry of Knowledge Economy, Start-ups and Micro-entreprises. It foresees the creation of “start-ups clusters”.

Other agreements were also signed in the fields of health, energy and food security, involving university and research institutions, and both public and private economic operators.

On the afternoon of 27 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, along with Mr. Mohammed Seddik Aït Messaoudene, the Minister of Health, held a meeting at the Ministry of Health with members of the National Office of the National Union of Hospital-University Teacher-Researchers, presided by Professor Rachid Belhadj, in the presence of the central officials from both miniseries.  

During this meeting, the importance of improving collaboration and ongoing coordination between the ministers of Health and Higher Education and Scientific Research was emphasised to ensure the improvement of the national health system. The meeting also addressed the various professional and social demands of the hospital university teacher-researchers, particularly those regarding the compensation system and the improvement of working conditions.

In this regard, the two ministers reaffirmed their commitment to continuing to work and coordinate with social partners in order to meet their demands and serve the interests of patients and the healthcare system.

At the end of the meeting, the ministers emphasised that they would remain open to dialogue with the unions, within a collaborative approach based on consulting and listening.

On 26 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw the inauguration of the first national single window at the University of Sciences and Technology “Houari Boumediene”, Bab Ezzouar.

This single window has been established in accordance with the provisions of the joint ministerial order of 30 December 2025, establishing a single window to support projects at higher education institutions, outlining its functions, structure, and operation. In the first year of implementing this joint order, the single windows will be established in three university institutions.  

It is important to note that the single window serves as a unified contact point within the university. It is responsible for guiding and assisting with the following:

  • Students holders of projects, whether during their academic journey or after graduation,
  • Research professors,
  • Hospital-university teacher-researchers,
  • Permanent researchers.

The aim is to enable them to set up their own economic enterprises and facilitate various administrative procedures. 

The single window includes:

  • The Ministry of Higher Education and Scientific Research,
  • The Ministry of Interior, Local Authorities and Transport,
  • The Ministry of Finance (Association of Banks and Financial Institutions, General Directorate of Taxes),
  • The Ministry of Internal Trade and National Market Regulation ( the National Centre of Commercial Registry),
  • The Ministry of Knowledge Economy, Start-ups and Micro-enterprises,
  • The Ministry of Labour, Employment and Social security,
  • The Algerian Investment Promotion Agency.

This was also an opportunity to inaugurate the specialised economic subsidiary at the Physicochemical Analysis Centre.

The Ministry of Higher Education and Scientific Research holds a roundtable to strengthen the Algerian-Italian partnership in terms of innovation and university entrepreneurship

In the context of renewed dynamism in the innovation and university system, and in line with the Ministry of Higher Education and Scientific Research’s commitment to international openness and to the development of quality partnerships, the high-level roundtable convened a select group of Algerian higher education officials alongside our partners from the friendly Italian Republic.
From the Algerian side, the strategic meeting was attended by the presidents of the regional university conferences, the president of the National Coordination Committee for the Follow-up of Innovation and University Entrepreneurship, the Deputy Director of the Directorate of International Cooperation, the president of the National Coordination Committee for the Follow-up of International Innovation and Entrepreneurship Programmes, the National Coordinator of the Entrepreneurship Development Centres (CDE) and the National Coordinator of University Incubators. The rectors of Constantine 3 University, Oran 2 University, Setif 1 University, Ouargla University, Tlemcen University and Bab Ezzouar University were also present.
Representatives from the University of Genoa and the Italian business incubator (FILSE) participated on the Italian side.
The discussions at this roundtable focused on exploring cooperation opportunities between the University of Genoa, the FILSE business incubator on one side, and seven Algerian universities on the other. This collaboration mainly emphasised on the following areas:
• Entrepreneurial education and pedagogical innovation;
• Training in university entrepreneurship;
• Development of incubator programmes and entrepreneurship development centres;
• International experience exchange and the establishment of joint supervision and support programmes.

This qualitative initiative is a strategic step towards the internationalisation of Algerian universities. It demonstrates a firm dedication to foster an environment of innovation, connecting universities directly to the real economy, and equip students and researchers with global tools necessary for developing entrepreneurial projects with regional and international competitiveness.

On the evening of 21 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, met with the directors of research laboratories and economic subsidiaries associated with the Research Centre in Industrial Technologies, the Renewable Energy Development Centre, and the Research Centre for Physical and Chemical Analysis, to regulate and prepare their integration to the Algerian Stock Exchange.

On 20 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, accompanied by the Minister of Agriculture, Rural Development and Fisheries, Mr. Yacine El Mahdi Oualid, opened the study day activities on “The Incorporation of Partnership Results and Scientific Research into the Development of the Cereal and Legume Sectors”, held at the Higher Institute of Management and Planning in Bordj El Kiffan, and organised by the Algerian Interprofessional Office of Cereals. The event was attended by experts, researchers, university professors, and representatives from the cereal sector professionals.

In his speech, Mr. Baddari emphasised the significance of strengthening the partnership between the agricultural and scientific research sectors to enhance productivity and improve quality, thereby contributing to food security.

He also noted that climate change requires agricultural practices to be adapted to the use of scientific research, and that modern technology such as artificial intelligence and the Internet of Things must be integrated to advance production. 

For his part, Mr. Yacine El Mahdi Oualid emphasised the importance of integrating the agricultural and scientific research sectors, noting that “the development of the cereal and legume sectors cannot be achieved without utilising the results of scientific research.” 

He added that the field visits conducted with the minister of Higher Education and Scientific research revealed “the existence of numerous important studies that remained unpublished”. He noted that “the development of climate-resistant seeds, agricultural irrigation systems, improved soil quality, the use of fertilisers, the monitoring of their quality, and the geographical distribution of agricultural activities” were among the practical areas through which scientific research could “significantly contribute to improving agricultural productivity”.

During this event, a number of experiences in the field of valuing the outcomes of scientific agricultural research were reviewed. These are the result of the ongoing collaboration between the two sectors.

The Minister of Higher Education and Scientific Research inspects the National Polytechnic School in El Harrach

On the morning of 19 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the National Polytechnic School in El Harrach, Algiers.

The minister inspected various school facilities, including the laboratories, classrooms, and the interfaces (Digital Manufacturing Centre, Business Incubator, the House of Artificial Intelligence, and the Entrepreneurship Development Centre). 

During an exhibition showcasing the innovative projects and patents held for the occasion, the minister reviewed the value-added innovative projects initiated by the school’s students. He listened to explanations about these projects and how they apply technology in various fields. 

This visit provided an opportunity to meet the students participating in various international competitions. He encouraged them to exert greater effort to win multiple titles in scientific and research fields.

In a statement to the press, the minister praised the “exceptional results” achieved by the school, as he cited the 21 micro-enterprise, six (6) Stat-ups and one subsidiary established by the students during the 2024-2025academic year.  He emphasised that these achievements “reflect the efforts made to position the university as a key player in supporting the national economy by transforming innovative ideas into marketable economic products, thereby contributing to the creation of wealth and employment.”

Mr. Kamel Baddari further reminded of the “great support” provided by the President of the Republic, Mr. Abdelmadjid Tebboune, to strengthen the university’s role as a “locomotive of local and national development”. He urged the students to “invest their intellectual capacities to integrate the world of entrepreneurship, particularly given the measures taken to encourage them to promote their research and contribute to the advancing national development”.

On the evening of 18 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, held a coordination meeting at the ministry’s headquarters. The meeting focused on monitoring the progress of renovation works at the “Houari Boumediene” University of Science and Technology in Bab Ezzouar.

The meeting was held in the presence of officials from the ministry’s central administration, the university rector, and his pedagogical and administrative team.

18 January 2026. Delegated by the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, the Secretary General of the Ministry, Mr. Toufik Guendouzi, presided over the appointment ceremony for Mr. Fathi Yousfi as the Director of Student Life at the ministry’s headquarters. Present at the ceremony were the Chief of Cabinet, the Inspector General, the Director General of Education and Training, the Minister’s advisors, the Directors of the Central Administration, and the officials of the Directorate of Student Life.  

In his welcoming speech for the occasion, the Secretary-General commended M. Fathi Yousfi’s remarkable efforts during his tenure as the head of the Institute of Physical Education and Sports at the University of Algiers 3. He wished him further success and achievement in his new career.

The Minister of Higher Education and Scientific Research inspects the University City in Oran

On the morning of 15 January 2026, Mr Kamel Baddari, the minister of Higher Education and Scientific Research, conducted a working and inspection visit to several facilities of the University City of Oran. 

The minister began the visit by inspecting the Higher School of Biological Sciences’ biological foundation, where he examined the interfaces related to the economic environment, such as the business incubator, the entrepreneurship development centre, and the technological genomics infrastructure. He urged student project holders to actively engage with the current economic landscape in our country by taking advantage of the state’s support initiatives. He emphasised that the aim is to transform the university into a locomotive for development, creating sustainable jobs and wealth.     

Mr Kamel Baddari oversaw the inauguration of the public economic institution (the Services and Subcontracting in Precision Mechanics Company), a subsidiary of the Research Centre in Industrial Technologies (CRTI).

He also supervised the signing of four cooperation and partnership agreements between the CRTI and various economic institutions.

At the University for Science and Technology “Mohamed Boudiaf” in Oran, the minister visited the incubator and the entrepreneurship development centre. He also reviewed the projects of students, holders of start-up and micro-enterprises projects. Furthermore, he presided over a ceremony honouring exceptional students in the fields of innovation and sports at the same academic institution.
