Mr. Kamel Baddari chairs the National Universities Conference
On 30 October 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw the activities of the National Universities Conference, which was held at the Ministry’s headquarters. The conference focuses on discussing the four-year plan to enhance the digitisation of the sector, and presented the status of the promotion of scientific research, as well as innovation and entrepreneurship indicators.
The minister began the conference by commending the efforts of all higher education and scientific research personnel, praising their contributions to improving the quality of education, and to promoting research and innovation. He urged them to maintain their collective effort to achieve the strategic objectives set for the sector.
On this occasion, Mr. Kamel Baddari announced the creation of the first investment fund in the form of a “holding company” at the Algiers 3 University. The fund has a capital estimated at 120 million dinars, which is expected to reach 330 million dinars by the end of 2025.
He also disclosed the sector’s initiative via a project proposal for the distribution of patents revenues. In this proposal, each innovative student possessing a patent and intending to sell it to a company will receive a minimum of 60 % of the revenues, which could potentially rise to 80 %. furthermore, he introduced another project entails the entry of subsidiary institutions from three (03) research centres into the Algerian Stock Exchange for the first time.
Among the attached texts related to entrepreneurship aimed at facilitating the access to final documents, the minister announced the establishment of a “single window that has reached its final stages, where every university institution will provide one to accompany students in documenting their economic activities and accelerate their access to this activity”. He emphasised the importance of guiding the students who will graduate in 2027 towards the “degree-start-up or degree-economic institution” model. He confirmed that the sector endeavours to implement the President of the Republic’s programme, which aims to transform the university into a space for innovation and wealth creation. He added that applied scientific research and university services have been enhanced over the last three months.
In this regard, 76 final models have been registered and submitted to 16 ministerial sectors for promotion, and subsequent manufacturing and marketing. Additionally, 54 out of 112 national research projects are currently being assessed. There have been 3,249 patents applications, 100 of which have obtained their final documents. Furthermore, 423 subsidiaries have been established across various university and research institutions.
Regarding the outcomes of the reforms, the minister mentioned the establishment of 134 business incubators; 256 university start-ups that have begun operating in both the national and international markets; 2,466 micro-enterprises; 422 subsidiaries; and 76 business accelerators.
He also presented the significant progress made in the field of programmes and curriculum reforms, as well as enhancements to education and skills. These includes the introduction of new subjects such as quantitative computer science, international crisis management, drone interference, and citizenship and patriotism. Additionally, he mentioned the establishment of the first university digital library, containing over 114,000 electronic documents.
