Minister of Higher Education and Scientific Research inspects Ibn Khaldoun University in Tiaret

On 26 June 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the Ibn Khaldoun University in Tiaret. Accompanying him, were the Wali, deputies from both chambers, and local authorities.
At the beginning of his visit at the delegated wilaya of Qasr Chellala, where he laid the foundation stones for two projects involving the establishment of a thousand educational places and a 500 bed university residence, thereby enhancing the higher education structures and the existing service facilities.
During this visit, the Minister of Higher Education and Scientific Research oversaw the graduation ceremony for the first class of foreign students to receive university scholarships from various African countries, at the Faculty of Letters and Foreign Languages “Ibn Khaldoun”, specialising in English.
Mr. Kamel Baddari and his accompanying delegation stopped to inspect the medical annexe at the university hub. They also visited the veterinary institute, where he laid the foundation stone for the establishment of a university veterinary clinic. This clinic will improve the practical training of veterinary students, and advance scientific research in the field of animal health.
Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, also oversaw the inauguration of the University façade which included: The Business Incubator; the Entrepreneurship Development Centre; the House of Artificial Intelligence; and the Liaison Office of the University with its External Environment. He reviewed innovative student projects, including those related to agricultural manufacturing industries, smart agriculture, and assistive technologies for individuals with special needs. Additionally, bank licences were issued to establish eight enterprises funded by the Regional Entrepreneurship Support and Development Agency “NESDA”.
Mr. Kamel Baddari announced the planned establishment of 642 micro-enterprises and start-ups, as well as the valorisation of 17 invention patents at the “Ibn Khaldoun” University in Tiaret. He emphasised that this advancement indicates the university’s modernisation and will have a significant impact on social prosperity and the creation of a knowledge economy driven by the creativity and innovation of young students.
At the end of the visit, the minister inspected an exhibition of start-ups organised by the university, where he reviewed innovative student projects. He also conducted an evaluation visit to the old university and the university of continuous education, assessing the extent to which their structures meet modern requirements.

On 25 June 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw this afternoon, the conclusion of the “Challenge Agri” hackathon activities at the “martyr Abdelhafid Ihaddadene” Hub in Sidi Abdellah. The event was organised by the National Higher School of Artificial Intelligence ENSIA, and the National Higher School of Agriculture ENSA, in collaboration with the Hamma Test Garden. 125 students from various Algerian universities took part in this four-day event.

 

This hackathon resulted in several high-quality achievements, including:

 

  • The creation and the labelling of a local database, the first of its kind, containing over 180 000 images. This database will be made accessible to researchers and entrepreneurs to support smart agriculture-related research and start-up projects,
  • Developing artificial intelligence prototypes based entirely on the collected local data,
  • Finding solutions to a number of problems presented by the Hamma Test Garden.

 

Besides the technical aspect of the hackathon, emphasis was placed on developing students’ skills in various key areas, such as project management, entrepreneurship, and working as a part of a team under pressure. The event also promoted a culture of innovation aimed at solving real-world problems.

On 24 June 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the Higher School for Food Sciences and Agri-food Industries in Oued Smar, where he examined several experimental platforms, including:
1. The milk and dairy products platform
2. Nutritional formulation platform
3. Sensory analysis platform

In an effort to optimise local resources, promote healthy diets and contribute to food security and national economic development, two projects have successfully completed registration procedures relating to intellectual property protection. The first project involved the filing of a patent application for an iron-rich supplement in the form of “chewing-gum”, while the second pertains to registering a digital application with the National Office of Copyright to help consumers make informed choices.

From the National Higher School of Political Sciences: Mr. Kamel Baddari oversees the commemoration of the United Nations Public Service Day

On the occasion of the United Nations Public Service Day, celebrated on June 23 each year, and in coordination between the National Higher School of Political Sciences and the Mediator of the Republic, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, accompanied by Mr. Madjid Ammour, the Mediator of the Republic, oversaw the activities of a scientific seminar titled: “The public service in the face of current change: improving performance for the satisfaction of citizens”. The event was held at the Faculty of Information and Communication Sciences at the “Ibrahim Sultan Cheibout” University, Algiers 3.
The seminar was attended by the President of the National Economic, Social, and environmental Council, the President of the High Authority for Transparency, Prevention and Fight against Corruption, the Director General of the Protocol at the Ministry of Foreign Affairs and the National Community Abroad, the Director General of the National Institute for Global Strategy Studies, the United Nations Development Programme representative in Algeria, and officials and representatives from various sectors and bodies. Professors, researchers and students from diverse fields were also in attendance.
Following the speeches by the Minister of Higher Education and Scientific Research and the Mediator of the Republic, a dialogue session on the continuous improvement of public services to ensure citizens satisfaction was inaugurated. This session was monitored by professors, researchers, and state officials.
A framework agreement for cooperation was also signed between the Mediator of the Republic and the Ministry of Higher Education and Scientific Research on the sidelines of the seminar. This agreement aims to establish a joint collaboration between the two parties in order to promote the tools and mechanisms that facilitate the development of knowledge-based performance and to disseminate research outcomes and scientific production, thereby ensuring the proper functioning of public services.
The agreement also included the launch of a new academic and professional master’s specialisation in the field of “Public policies and the strategic management of public services”. This specialisation in designed to develop competencies in management, the modernisation of public services, and the training of employees and executives. It also aims to promote mastery of results-based administrative approaches, and strategic planning, in order to support the state’s reforms in governance and public administration.
A number of high-level contributions were made at the seminar, including those from research professors at the National Higher School of Political Sciences, a representative of the Mediator of the Republic, a representative of the High Commission for Digitalisation, and a female student researcher specialising in public service.

On 22 June 2025, Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, conducted a working and inspection visit at the “20 August 1955” University in Skikda.
Accompanied by the Wali, local authorities and members of the Parliament, the Minister began his visit by inaugurating the Entrepreneurship and Innovation Hub. He described it as: “a significant step towards enhancing scientific research and promoting innovation in the field of higher education,” following a briefing on the key projects supported and established at the university.
In his speech at the « 20 August 1955 » University Auditorium, Mr. Kamel Baddari emphasised the importance of “transitioning from theoretical academic research to the implementation of practical projects that can be realised on the market, thereby establishing the university as a key player in the national economy.”
On this occasion, the minister praised the President of the Republic, Mr. Abdelmadjid Tebboune, for his decisions aimed at “developing the university and making it a key player in the national economy by valorising the outcomes of scientific research by creating educational and research laboratories and making them available to researchers and students.”
He also visited the Entrepreneurship Development Centre’s training hall, where he listened to presentations made by centre’s officials about training programmes and mechanisms to support students in realising their projects, particularly in the fields of digitisation, renewable energies, and processing industries.
At the end of his visit, the minster presided over the ceremony were a number of promoted professors were honoured, as well as distinguished students and others who had excelled in various national sports competitions.

On 21 June 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, presided over a coordination meeting with the directors of university institutions and national higher schools for teachers, in the Ministry’s conference room.
This meeting was dedicated to coordinate with the higher schools for teachers and their annexes, which are established across the country’s universities. These annexes have been created to meet a national demand expressed by the Ministry of National Education, in order to enhance educational quality and to optimise the appropriate use of facilities and equipment.
For information, the training of teachers of the three educational levels will start at the beginning of the upcoming academic year 2025-2026.

The Minister inspects the “Intelligent Embedded Systems” technology platform in Bou Ismaïl

On 19 June 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, accompanied by the Wali of Tipaza province, the President of the Wilaya’s People Assembly, and senior officers from the Ministry of National Defence, conducted a working and inspection visit to the “Intelligent Embedded Systems” technology platform in Bou Ismaïl, Tipaza, and the attached Research Centre for Industrial Technologies. During the visit, the minister observed the first civilian centre specialising in:
– Training drone pilots
– Conducting tests and experimental trials.

The minister also visited various spaces related to drone pilot training, such as the room designed to simulate aircraft systems and the area dedicated to training and experiments. This activity has a significant impact on the innovative national economy by translating the outcomes of advanced technology research into practical applications for specific sectors, pending the issuance of legislative and regulatory texts in this field.

On 17 June 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, held a meeting at the Ministry’s headquarters.  Ministry’s officials were present, as well as the directors of the Regional Conferences, and the directors of university institutions who joined via videoconferences. The meeting was dedicated to discussing:

  • The preliminary project of the ministerial circular relating to the orientation of new baccalaureate holders in the June 2025 session.
  • Monitoring the status of payment of internship fees for medical students in a professional environment.
  • Directing university national conferences presidents to evaluate educational, scientific, and entrepreneurial activities within university institutions.

Inauguration of two model projects in the fields of renewable energy and sustainable agriculture

On Tuesday 17 June 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, was joined by officials from the Ministry of Agriculture, Rural Development and Fisheries, for the inauguration of two model projects in the fields of renewable energy and sustainable agriculture, at the Technical Institute for Animal Breeding (ITELV).

These two projects are part of the National Research Program (PNR), in partnership with the Solar Equipment Development Unit (UDES), which operates under the Center for Renewable Energy Development (CDER).

The first project involves around the creation of a hydroponic growing room that is powered entirely by solar energy. This comprehensive solution enables the production of green fodder in challenging climatic conditions.  This system enables the daily production of up to 126 kg of green fodder through the cultivation of 18 trays of barley in climate-controlled environment with regulated heat, humidity and lighting. Advanced systems for ventilation and water filtration systems are also employed. With its small footprint and vertical design, this innovation a practical and efficient alternative for producing fodder, directly contributing to the improvement of food security and reducing costs.

The second project concerns the development of a solar evaporative cooling system designed for poultry farm buildings. Combining direct and indirect cooling, it significantly reduces temperatures by up to 16 degrees Celsius. This system is considered a sustainable solution that enhances the quality of farming conditions, and reduces poultry mortality during the summer, positively impacting productivity and agricultural income. This is particularly important in light of the rising traditional energy costs and the increasing effects of climate change.

The Minister of Higher Education and Scientific Research appoints Mr. Toufik Guendouzi as secretary general of the Ministry

On the evening of 16 June 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, presided over the handover and assumption of office ceremony for the ministry’s Secretary General at the Ministry’s headquarters, in the presence of ministry officials and university regional conferences presidents via videoconference. Responsibilities were transferred from Mr. Abdelhakim Bentellis, admitted for retirement, to Mr. Toufik Guendouzi, the new Secretary General of the Ministry.
Furthermore, Mr. Abdelkarim Taferguennit was appointed to oversee the minister’s cabinet affairs.
