Mr. Baddari oversees the signing of a Memorandum of Understanding between SNOATRACH and the Renewable Energy Development Centre

On 29 January 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw the signing ceremony of a memorandum of understanding between SONATRACH and the Renewable Energy Development Centre, at the headquarters of the SONATRACH Group, in the presence of Mr. Mohamed Arkab, the Minister of State, Minister of Energy and Mines, Mr. Noureddine Yassa, the Secretary of State to the Minister of Energy, in charge of renewable energy, and the CEO of SONATRACH.
This memorandum is intended to enhance and strengthen national expertise and to support local content within the renewable energy sector. Additionally, it seeks to contribute to job creation and foster economic growth. The memorandum also aspires to carry out join research projects in renewable energy and hydrogen, as well as to devise innovative methods for the integration of renewable energy into the administrative and industrial facilities of the company.

From the University Centre in Illizi: the Minister of Higher Education and Scientific Research supports scientific research and the development of artificial intelligence techniques

On 27 January 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, visited the Sheikh Amoud Ben Mokhtar University Centre in Illizi.  Accompanied by local authorities, the minister began his visit by honoring the resistance Moudjahid “Sheikh Amoud Ben Mokhtar”, with a wreath at his monument, paying tribute to his significant contributions.

 

During the visit, the Minister of Higher Education and Scientific Research inaugurated the House of Artificial Intelligence, and inspected the exhibition showcasing innovative projects, which highlight the creativity of students and researchers, demonstration their contribute to enhancing AI skills in various technical and scientific fields. These projects aim to foster a cutting-edge educational environment in the field of AI, thereby providing new opportunities for students in this discipline.

On this occasion, the Minister declared: “We aim to make the students of Illizi ambassadors of the innovative economy and to make the university one of the pillars of the Algerian innovative economy.”

He visited the artificial intelligence laboratory, where he met Mrs. Kasmi Rim, a professor at the University Centre, recipient of the international award for the best entrepreneurial project, selected from 21 projects representing 21 countries, in “SILICON VALLEY” San Francisco.

On 25 January 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, met Mr. Rachid Belhadj, the President of the National Union of Hospital-University Teacher-researchers, at the Ministry’s headquarters, together with members of the Union’s National Office. This meeting is part of the regular meetings with the social partners, in accordance with the principles of participatory democracy.
This meeting was an opportunity to debate and discuss and share visions on issues affecting hospital-university teacher-researchers,
During the meeting, the Minister asserted that all concerns would be examined and addressed according to priorities and the available resources, taking into account the proposals made by the members of the National Union of Hospital-University Teacher-Researchers.

“Mathematics is a crucial element for Algeria’s future”, affirms the minister of Higher Education and Scientific Research from the National Higher School of Mathematics

On 23 January 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, presided over the launch ceremony of the first international master’s degree in mathematics, located at the National Higher School of Mathematics of the “Martyr Abdelhafid Ihaddadene” Scientific and Technological Pole in Sidi Abdellah. Additionally, the school celebrated its accession to the International Centre of Theoretical Physics, becoming the eighth academic institution in the world to receive this international scientific recognition.
On this occasion, the Minister stated that “the scientific level of our students evaluated by the International Centre of Theoretical Physics has increased significantly over the last five years”, and emphasized that “improving the quality of mathematics education is one of the strategic axes set by the President of the Republic for his second term.”
The minister said that the agreement with the International Centre, that « will provide advantages to Algerian students and researchers from international skills”, particularly following “the creation of international Master and PhD programs in mathematics.”
On this occasion, the student “Merabet Yasser”, silver medallist from the International Mathematical Olympiad held in December 2024 in Moscow, Russia, was honoured.

On 22 January 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, welcomed a parliamentary delegation from the Republic of Slovenia at the Ministry’s headquarters. The delegation was headed by Mr. Miroslav Grigoric, the President of the “Slovenia – Algeria” parliamentary friendship group, accompanied by the deputy, Mrs. Maria Amraoui, president of the “Algeria – Slovenia” parliamentary friendship group at the National People’s Assembly.

On 22 January 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, received this evening, a delegation from the International Centre for Theoretical Physics at the Ministry’s headquarters. Was also in attendance, the director of the National Higher School of Mathematics (NHSM) located in the Scientific and technological Pole “Martyr Abdelhafid Ihaddadene” – Sidi Abdellah,.

Mr. Baddari oversees the work of the study day:”Wastewater treatment: innovative solutions and strengthening national skills”

On 21 January 2025, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, accompanied by the Minister of Hydraulics, Mr. Taha Derbal, chaired a study day entitled:”Wastewater treatment: innovative solutions and strengthening national skills”, which was organised by the National Higher School of Marine Science and Coastal Development, which hosted the event, in equal parts the National Institute of Strategic Global Studies, chaired by the Major General Abdelaziz Medjahed, and It was also attended by the representative of the Ministry of Defense, deputies of the National People’s Assembly, the Director General of the Algerian Academy of Sciences and Technologies, and officials from various ministerial departments.
This study day was characterized by the introduction of an innovative tool, designed to develop proficient skills in wastewater treatment and reuse, and operate it in desalination plants.
The digital library was also inaugurated as part of the modernization of academic infrastructures.

On 19 January 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, converted at the ministry’s headquarters with researchers specialising in agriculture, livestock, modern technologies and manufacturing, vegetable oils, etc. The minister listened to the presentation of researchers in theses different fields:

  • regarding the development of fodder, the yields obtained surpassing 137 q/ha for triticale, as well as for fodder beet as a valid substitute to existing fodder sources. In the same context, researchers gave a presentation on successful and and recognized benefits of using agro-food residues,
  • Regarding the argan cultivation, researchers have drawn up a regional geographical map for the development of this crop,
  • The conclusive document outlining the national strategy for the development of saffron, known as “red gold”, is set to be unveiled in the near future,
  • Anti-silting system: Researchers presented a technique for preventing railway silting for black spots in southern regions. This technique was applied to the railway line between Saida and Mechria.
  • Strengthening livestock (cattle and sheep): a team of researchers from the National Veterinary School presented a strategy to increase the production of these valuable resources by using modern techniques,
  • Electronic tags for livestock : Training for the various qualified teams responsible for the design and implementation of the first Algerian’s electronic tag will begin on February 10, 2025.

To conclude, the minister highlighted the contribution of universities and research centers, which are an asset to the national economy.

Minister Kamel Baddari visits the National Polytechnic School

On Monday, 20 January 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, visited the National Polytechnic School of El-Harrach in Algiers. During this visit, he inaugurated educational facilities and reviewed innovative projects of students.
On the occasion, Mr. Baddari inaugurated the Centre for the Development of Entrepreneurship and the House of Artificial Intelligence, along with the Centre for English teaching and virtual lectures. Following this, he inspected the school’s digital library and other facilities, including laboratories and classrooms.
He also visited the exhibition of innovative projects, patents and start-ups initiatives, where he talked to students who provided insight on their innovative projects that utilize technologies in various fields, including education and agriculture. Mr. Baddari urged the students to enhance their efforts and leverage their intellectual capacities to enter the world of entrepreneurship, highlighting the measures implemented to encourage them to value the outcomes of their research and contribute to national development.
