On 17 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, paid an unannounced visit this afternoon to the Faculty of Economic and Commercial Sciences of the University of Algiers 3. During this visit, he assessed the ongoing renovation of the educational facilities, and urged the faculty officials to finalize the restoration and repair projects by the end of the academic year.
On 17 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, presided over the signing ceremony of the framework agreement between the Didouche Mourad University of Continuous Education, and The National Entrepreneurship Support & Development Agency (NASDA). This agreement paves the way for the creation of the first remote Entrepreneurship Development Centre in Algeria.
This event is the milestone in fostering entrepreneurship and innovation at the University. As public involvement aimed at supporting project holders, whether for the creation or expansion, will provide them with comprehensive support, thanks to proposals of training focused on entrepreneurship and assistance in securing government funding allocated to start-ups and micro-enterprises.
The new remote training format will encompass all the Algerian project holders, whether they are based inside or outside the country, including immigrants who wish to establish their projects in Algeria. In fact, a training will be offered to facilitate adapting to the national market conditions, and benefit from the concessions available through the NASDA intervention.
In this context, the Minister of Higher Education and Scientific Research stressed the importance of enhancing efficiency in the support process, to implement the projects associated with public funding. This can be achieved through a comprehensive and service-oriented economic system for entrepreneurs, particularly for the university graduates seeking favourable conditions to start their activity. Such measures will enable the higher education and scientific research sector to contribute to the national effort for business creation. Mr. Baddari took the opportunity to stress the importance of fostering a culture of innovation and initiative within Algerian universities, along with the key role of university institutions in generation wealth and promoting economic development.
During the ceremony, the minister met with the director and the officials of the Didouche Mourad University of Continuous Education, where he urged them to reassess the university’s objectives to enhance its performance.
17 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, supervised this morning, at the Ministry’s headquarters, in the presence of the schools’ directors, the opening of a workshop to improve education and training within the national higher schools to align with contemporary demands, thereby promoting excellence and ensuring quality.
On 16 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, oversaw a significant ceremony at the Faculty of Information and Communication Sciences of the University of Algiers 3 Ibrahim Sultan Cheibout, to celebrate the promotion of 304 professors to the ranks of Emeritus professor and Emeritus university hospital professor. The ceremony was attended by the Major General Souid Mohammed Al-Bachir, the representative of Minister Delegate to the Minister, of National Defence, Chief of Staff of People’s National Army, the President of the Council of the Nation’s Health Committee, the President of the High Council for the Arabic Language, the President of the Algerian Academy of Science and Technology, and officials from the Ministry.
During the event, Mr. Kamel Baddari stated that the adoption of the law of the emeritus professor and emeritus university hospital professor is “evidence of the utmost value that the country’s highest authorities, led by the President of the Republic, Mr. Abdelmadjid Tebboune, attach to the university and scientific research”.
The Minister further emphasized that this award also highlights “the fundamental value of the higher education institutions” as “the primary driving force of society and the national economy”.

On 14 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, along with Mrs. Kaoutar Krikou, the Minister of Relations with Parliament, initiated a study day focused on “Institutional integration in the legislative process”. The event, which took place at the Faculty of Law of the University of Algiers 1 Benyoussef Benkhedda, was attended by deputies from both chambers of Parliament, the President of the National Economic, Social and Environmental Council, the President of the National Council of Human Rights, and members of the academic community.
On 14 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and scientific Research, chaired a coordination meeting at the Ministry’s headquarters with the Ministry’s officials. This purpose of this meeting was to present and clarify the Ministry’s strategy and plan to implement the following initiatives:

On 13 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, chaired a meeting with the general director of scientific research and technological development, at the Ministry’s headquarters. He was joined by officials from the general directorate of scientific research and those of the Ministry. The purpose of this meeting was to assess and monitor the progress of several research projects, including those on pharmaceutical and industrial gelatine, argan and saffron.
On 13 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, and his counterpart Mr. Mondher Belaid, presided over the signing ceremony of a cooperation and partnership agreement focused on higher education and scientific research. The event took place at the Ministry’s headquarters in Ben Aknoun.
In his statement, M. Kamel Baddari stressed that this agreement represents “a significant advancement of Algerian-Tunisian relations concerning higher education and scientific research”. He highlighted that it outlines an ambitious plan to cultivate the partnership by strengthening cooperation among higher education institutions, valuing research outcomes, and seeking innovative solutions for the benefit of the two brotherly peoples”.
For his part, the Tunisian Minister stressed the importance of enhancing efforts to strengthen the current cooperation between the two countries. He remarked that “this promising partnership requires further coordination and the exchange of expertise in order to elevate the standards of higher education and scientific research”.
To achieve this objective, Belaid advocated for collaborative supervision of theses and research projects, the creation of double major degrees, and the enhancement of twinning programmes between universities and research centres in both countries. These measures aim to boost academic mobility between students and professors while reinforcing the connection between the university and its social and economic environment.
