Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, rushed to the University Hospital Centre in Setif this evening, 13 March 2025, to inquire about the health of his friends the students, following the skidding of a university bus.

The Minister was accompanied by the Wali of Setif, the President of the People’s Assembly of the Wilaya, and the military and civil authorities of Setif. The Minister inquired about the condition of the injured students, who were stable and under medical supervision, and wished them a quick return to health.

On 12 March 2025, at the ministry’s headquarters, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, conferred the Ministry’s medal of merit to the two students: Hiba Al-Amara, holder of the first patent in medical sciences, and Rayane Sekkoure, Algeria’s gold medallist at the “Series A” Karate world championships.

The first patent obtained by medical student Hiba Al-Amara, pertains to a project of an artificial pancreas, a device designed to replicate the functions of a natural human pancreas. She noted that the artificial pancreas is the first patent she secured, with an additional five more currently under development, elaborating that this device aims to improve the quality of life for patients, bringing it closer to that of a healthy person.

During a speech delivered on the occasion, the Minister of Higher Education and Scientific Research asserted the commitment of his sector to accompany the student Rayane Sekkoure, Algeria’s gold medallist at the “Series A” Karate world championships, to support her in achieving further international success, designating her as the Algerian ambassador in world competitions, and a representative of the country’s soft power. He added that these young people “are the ones who will build the emerging Algeria in the near future”.

As for the student Hiba Al-Amara, holder of the first medical patent, the Minister asserted that the ministry would support her in order to value her product, which will benefit the Algerian health sector. He added that his sector would assist her in the manufacturing and marketing her product to ensure its availability to diabetics, and eventually exporting it to other countries.

On 11 March 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, presided over the activities of the study day marked “the role of university and research institutions in improving investment climate in Algeria,” at the Faculty of Information Sciences and Communication “Ibrahim Sultan Cheibout” Algiers 3. He was accompanied by the director of the Algerian Investment Promotion Agency. The event was attended by the presidents of the university regional conferences, as well as the directors of universities and research institutions.

During this study day, a framework agreement was signed between the Ministry of Higher Education and Scientific Research and the Algerian Investment Promotion Agency, which commits the higher education and scientific research sector to improving the investment climate in Algeria, since investment is a key variable that creates jobs and strengthens the intersectional connections, thus benefiting the national economy by fostering a conducive climate for it through the activation of all the mechanisms akin to those present in the national system of higher education and scientific research.

On 10 March 2025, at the headquarters of the People’s National Assembly, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, accompanied by of Mrs. Kaoutar Krikou, the Minister of the Relations with Parliament, presented the university sports strategy to the Committee on Youth, Sports and Community activities of the PNA, chaired by the deputy Mr. Houdaifa Zaghouane.

In his address, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, stated the university’s role in enhancing and promoting sports by implementing a number of fundamental axes, including:
– The priority that the State places on students, as part of the programme of the President of the Republic, Mr. Abdelmadjid Tebboune, aimed at revitalising university sports.
– Preparing for the creation of the fourth generation university, which aims to empower and invigorate the national economy, which in turn includes several interfaces such as business incubators, innovation centres, and entrepreneurship development centres.
– To develop a comprehensive roadmap to fulfil the objectives outlined by the State in order to promote university sport and reinstate the prominence of the Algerian sports elite.
At the conclusion of the presentation, committee members expressed a range of concerns and inquiries, primarily focused on the strategy of the Algerian university sport to safeguard young students from various social ills. The Minister subsequently provided the necessary explanations, and answered all the concerns raised by the deputies.

On 6th March 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the Akli Mohand Oulhadj University in Bouira. Accompanied by provincial authorities and officials from the University Hub, the Minister proceeded to:
– Inaugurate of the Intensive Language Teaching Centre.
– Inauguration of the Entrepreneurship Development Centre.
– Visit to the X-ray diffractometer (XRD) laboratory for chemical and structural analysis.
– Visit the start-ups exhibition, where he listened to projects presentations from students enrolled in the entrepreneurship development centre and the business incubator.

At the inauguration of the university incubator, which accommodates dozens of projects related to technological innovation, environmental protection, and the development of the agricultural and tourism sectors, the Minister commended an ongoing economic project, involving the production of green fodder, and aspires to “contribute to self-sufficiency by producing 3 000 tonnes of fodder per hectare by 2027, with plans to start exports of the product by 2029”.

In his address to the university community, the minister conveyed his contentment that “all these projects launched today represent the basic structures that will enable the University of Bouira to generate wealth and develop local economy through the creation of start-ups and micro enterprises as well as the creation of jobs,” considering that all these factors collectively will “add value to the national economy.”

Mr. Kamel Baddari also urged on the university community to join efforts to implement emerging projects in an emerging country by 2027, which is anticipated to be an exceptional year for the sector and for the Algerian University.

On the occasion of the first day of the holy month of Ramadan, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, paid an unannounced visit on 1 March 2025, to evaluate the services provided to students in two university residences: El Alia, for girls and Bab Ezzouar 1 for boys, both affiliated to the university services department, Algiers-East.

The Minister thanked the university services staff for their efforts on the first day of the holy month of Ramadan, by providing a balanced menu for the resident students.

During the second day of the holy month, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, continued the series of unannounced visits to university residences. As today, 2 March 2025, he visited the Mahelma university residence, for both female and male students, to evaluate the services provided to students of the Hub.

On the third day the of holy month of Ramadan, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research pursues his series of unannounced visits to university restaurants. On this day, 3 March 2025, he visited to the “Yamina Salah” in Kolea (Tipaza), to assess and inspect the services facilities, and what it provided to students during the holy month.

On 5 March, the fifth day of the holy month of Ramadan, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, paid a visit to the Directorate of University Services Algiers-West and Centre prior to the Iftar adhan (the breaking of the fast), in order to inspect and examine the services provided to students in the university residences: Ben Aknoun for girls and Beni Messous for boys.

On 3 March 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, visited the Higher School of Commerce in Kolea (Tipaza). During this visit, he oversaw the inauguration of the institution’s digital business incubator, examined an exhibition of innovative projects, and granted training certificates at the Entrepreneurship Development Centre, thus enhancing the economic role of university institutions and positioning them as a cornerstone to a robust economy.
The minister highlighted the role of students as representatives of developing sectors, aiming to witness the rise of an emerging Algeria in the near future.

On 27 February 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, paid a working and inspection visit to the Abou Bekr Belkaid University in Tlemcen. Accompanied by local authorities, he inaugurated the two new premises of the Manufacturing Laboratory (FAB LAB), and start-ups of the Student Centre (I2E) within the new Hub of the University “Abou Bekr Belkaid” in Mansourah.

The minister noted on the occasion that “the Algerian university has become the favourite choice for African students, as evidence by their testimonies, and serves as a university for Africans, who now act as ambassadors for their second country (Algeria) to their respective countries.” The University of Tlemcen is one of the national pioneers in accommodating international students, with over 500 students from more than 35 countries, mainly African.

“The Algerian University generates knowledge and shares it with its African friends, as Algeria has emerged as the African locomotive leading the continent towards prosperity and progress, thus achieving the principle that Algeria has always advocated, “African for Africans,” he stated.

He further emphasized that “the African Institute, located in Tlemcen, is a higher education institute that provides education and training in a number of modern specialities, including renewable energies, environment and everything related to the economy of tomorrow. Thus, Algeria contributes with its university graduates in training Africans and gives Africa its developed, advanced and sustainable standing.”

On the other hand, he noted that the University of Tlemcen promotes the innovative environment of the province, and allows the creation of new added value to the local economy, the creation of jobs and the transformation of students’ knowledge into products that can be manufactured and marketed.  

During his inspection visit to the province, the minister of Higher Education and Scientific Research also oversaw the signing ceremony of seven partnership agreements between the Student Centre of the University of Tlemcen and several institutions operating in the fields of agriculture, industry, tourism, irrigation, electronic industry among others.

During this visit, the minister engaged with African students, who provided insight on their reception and care conditions. He also attended a presentation on the strategy of the University of Tlemcen for African-African cooperation, which included a review of the African dimension of the University of Tlemcen, and highlighted its ambitious strategy of promoting the African cooperation in the fields of scientific research and academic exchange.

The minister also inspected a micro-enterprise, the Centre of Simulation and the library of the Faculty of Medicine to assess its digitization process. He also oversaw the inauguration of the micro-enterprise fair at the Centre of Andalusia Studies.

On 26 February 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, welcomed Mr. Bakary Yaou Sangaré, the Minister of Foreign Affairs, Cooperation, and Nigerians Abroad of Niger, at the Ministry’s headquarters.

Mr. Bakary Yaou Sangaré expressed his gratitude to the Minister of Higher Education and Scientific Research, highlighting his appreciation for Algeria’s assistance to his country in the field of higher education and scientific research. He noted that Algeria has granted approximately 300 scholarships to Niger, a number he described as “significant” for a country like his. Furthermore he remarked that no other country globally offers them as many scholarships and training opportunities as Algeria does.

He additionally conveyed his aspiration to enhance training programmes, particularly in the areas of hydrocarbons, medicine and precision technology.

The President of the Council of the Nation, the Moudjahid Salah Goudjil delivers a lecture at the Faculty of Law “Ben Youssef Ben Khadda”, Algiers 1

On 24 February 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, attended a lecture delivered by Mr. Salah Goudjil, the Moudjahid and President of the Council of the Nation. This lecture was held in to commemorate the National Martyr Day, observed on February 18, the 69th anniversary of the creation of the General Union of Algerian Workers (24 February 1956), as well as the 54th anniversary of the nationalisation of hydrocarbons. The event took place at the Faculty of Law of “Ben Youssef Ben Khadda” University – Algiers 1.

On this occasion, Moudjahid Salah Goudjil affirmed that the Algerian revolution is founded on core principles, highlighting the absence of hegemony, and the collective nature of the struggle. He asserted, “With Algerian hands, and our capacities, Algeria is launching seawater desalination plants, and we will construct much more…”
