On Thursday 15 May 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to Sidi Bel Abbes, where he was received by the wali and the province authorities. The visit is part the sector’s efforts, and the Ministry’s endeavour to support university institutions in their strategic projects, especially those related to the advancement of scientific research, infrastructure modernisation, and the improvement of university services, while promoting the university’s connection with its economic and social environment.
While supervising the inauguration of several “Djillali Lyabes” University subsidiaries, the minister conveyed to the media that these institutions are pivotal in providing local support, added knowledge and economic and social value. He highlighted that “the university has evolved into a beacon of light, and a genuine driver of the national economy”. Furthermore, he stated that the establishment of educational and research laboratories, accessible to students, mirrors Algeria’s commitment to train individuals equipped to spearhead an innovative economy and elevate the nation to the rank of an emerging country by 2027.
During this visit, the minister of Higher Education and Scientific Research inspected the Medical Simulation Centre at the Faculty of Medicine, where he was informed about its modern equipment, and commended the State’s efforts to equip students with advanced tools, ensuring they receive superior practical and theoretical training.
At the National Institute of Agricultural Sciences, Mr. Kamel Baddari inaugurated FIL AGR, a subsidiary established within an educational model farm that specialises in seedling cultivation and in the breeding of various animals and plants species to enhance these resources.
On this occasion, Mr. Kamel Baddari examined the ongoing innovative projects at the Faculty of Technology, emphasizing the necessity of supporting these initiatives to promote local development. The minister also assessed the subsidiary “DevTech”, which specialises in the production of educational equipment and the maintenance of electronic and waste recovery equipment, where he encouraged the expansion of its activities to benefit other universities and educational institutions nationwide.
The minister visited the central library, the exhibitions of economic institutions, the façades of the Entrepreneurship Development Centre, the House of Artificial Intelligence, the University Institutions Liaison Office, along with the Technology and Innovation Support Centre and the Manufacturing Laboratory.
At the end of his visit, the minister presided over the signing ceremony of an agreement between the “Djillali Lyabes” University and the National Agency for the Valorisation of Research and Technological Development. This agreement guarantees technical and scientific assistance for innovative projects and promotes patents. He also oversaw the domiciliation of seven start-ups at the same university as part of their support and assistance.
