Minister Baddari on a work visit to the higher national school of public works

The minister of higher education and scientific research, Mr.Kamel Baddari was accompanied by the minister of environment and renewable energies Mrs.Fazia Dahleb, on a work and inspection visit to the higher national school of public works in Kouba, Algiers to inspect a number of scientific structures and laboratories. On the same occasion minister Baddari inaugurated premises for an office of Studies. Both ministers also assessed the progress made in achieving the innovations developed by the school students in the field of recycling the wastes of public works and construction, particularlyas this issue is representing a burden on environment, which requires innovative solutions.
The ministerial delegation then headed to the auditorium of the school in order to give the signal start for launching the Awareness Day on recycling wastes and circular economy, which was attended by a large number of instructors, students and specialists. In a press conference, minister Baddari affirmed that more than 54% of the graduates’ projects have been transformed into innovative projects, which would enable the projects holders toconvert their innovations into startups or micro-enterprises.
MinisterBaddari also stressed the need for supporting graduates in achieving their goals, noting that graduates who failed in transforming their projects into startups, can move into the stage of establishing micro economic enterprises. As he affirmed that this strategy would enable graduates to create their own job positions in addition to other job opportunities,as it would contribute to local and national development.

The minister of higher education and scientific research Mr. Kamel Baddari received on Wednesday, May 10, 2023, at the ministry of higher education and scientific research, the general manager of Huawei Telecommunications-Algeria Mr. Eason Yi.
The meeting comes within the sector’s strategy, which consists in encouraging universities to open-up towards their economic environment, and reach the following goals:
• Partnership and cooperation in order to integrate university graduates in the world of work.
• Reinforce exchange and expertise among university institutions and economic operators.
• Increase the responsiveness of training programs to the economic sector needs.
• Strengthen entrepreneurship culture amid university students and higher schools.
• Reinforce and improve job opportunities for graduates.
• Provide job opportunities from economic operators to PHD holders.
For his side, the general manager of Huawei Telecommunications-Algeria commended the digital revolution currently witnessed by the sector of higher education and scientific research, reflected in the significant number of digital platforms in both pedagogical and services’ sectors. As he paid tribute to the high level of education in Algeria manifested in the success of Algerian students who participated in the international competitions organized by Huawei.
It is worth mentioning that Algeria will take part in the international major competition, which will take place in China in the following days, and will be represented by five teams, composed of 15 Algerian students.

The minister of higher education and scientific research Mr. Kamel Baddari was accompanied by the minister of fisheries and marine resources Mr. ahmad Badani on Sunday, May 7, 2023, on a work and inspection visit to the higher national school of marine science and coastal planning in Deli Brahim. Both ministers inaugurated many facilities such as a business incubator, as they explored a new digital platform allocated to accompany seawater desalination plants, and other different innovations developed by the school students, for instance, a project for breeding and generating cuttlefish, which is the first of its kind in Algeria. It is worth pointing out that this project boasts a successful rate of 80 percent and awaits adoption and mark as a micro enterprise producing cuttlefish which is considered as a demanded element in national markets.
In a press statement, minister Baddari stressed the need for more openness among universities in order to exploit and take the researches into reality on the part of economic sectors. Adding that the higher school for marine science would give a big push to the sector of economy whether in what relates to pharmacy, the sector of marine fishery or aquaculture.
Minister Baddari also called the economic sectors to exploit the platform which holds important data; especially that the exploitation of seawater potential in Algeria is less than 3 percent. As he noted that this research center would curtail the number of challenges that is facing different sectors of marine biodiversity.
The platform developed by the school encompasses 2453 microscopic and macroscopic marine species out of 4000 to 4500 plant and animal marine species along the Algerian coastline. Moreover, it provides the scientific names for the species and information on their geographical distribution, in addition to their type of environment and the risks that may face them, and this would facilitate the exploitation of these marine species in pharmaceutical activity, marine fishery and food marketing.
Mr. Baddari paid tribute to the efforts made by the school students in providing social needs, adding that 60 out of 105 graduate projects will introduce start-ups and micro enterprises in the field of marine products exploitation, and thereby providing job opportunities and correspond to food security challenges.

For his part, the minister of fishery and marine resources Mr. Ahmed Badani expressed his sector’s readiness for cooperation with research centers in order to create a bridge between university and the world of economy, as he added that the experiments conducted in the universities deserve encouragement and accompaniment.

The minister of higher education and scientific research Mr. Kamel Baddari instructed the secretary general of the ministry of higher education and scientific research Mr. Abdelhakim Ben Tellis on Sunday, May 7, 2023, at the ministry’s headquarters, to supervise the signature ceremony of a framework convention between the ministry and the general directorate of the national archives, represented by the inspector general.
The convention aims at deepening cooperation relations among the sectors of national archives and scientific research, and encouraging publication of articles and scientific studies in various fields, in addition to organizing seminars, and national and international scientific conferences on common subjects and issues, as well as to creating spaces for providing the necessary conditions for conducting studies and research.
Furthermore, the convention represents a framework for cooperation between the institutions of higher education and scientific research, and the general directorate of national archives in the domain of formation and scientific activities, through providing the essential means in order to ensure qualified supervision for students, especially in facilitating field-based trainings and hiring national competences from both sides.
The convention, moreover, embodies the common desire to work hand-in-hand in order to intensify scientific and cultural cooperation and exchange experience and expertise in modern information systems, in service for the national archives and remembrance.

Algiers- On May 4, 2023, during a plenary session of the council of the nation for oral questions,headed by Mr.Salah Goudjilthe head of the assembly, the minister of higher education and scientific research, Mr.KamelBaddarisaid in a reply tothe deputies questions,that the ministry has allocated 5310 financial posts for the category of assistant professor class ‘B’, in addition to 601 posts for researchers in research centers, and other 556 ones for scholarship grantees returned to Algeria. The minister also added that his sector has never reached this important number of financial positions for ten years, considering that this employment would contribute in the improvement of the quality of higher education and formation.
In the same context, Mr.Baddari highlighted the persistence of efforts for finding solutions to employ PHD and masters graduates, especially through the review of legal system, citing in this concern the draft amendment of the decree relating to external activities regarding staffing formula for the employment of PHD and Masters Graduates, through renewable contracts. In addition to another draft amendment of the decree 144-21relating to including these graduates within the framework of research contracts.
As for the subject matter of improving university services, ministerBaddari announced the digitalization of two services related to university accommodations and food by the beginning of next university year, adding that this comes within the framework of the sector digitalization programme which aims at sensible management. Mr.Baddari affirmed that his ministry pays significant importance to students of southern wilayas, revealing the lift over the suspension on the establishment of university residences in the south of Algeria in order to improve the quality of university life.

On the same occasion, Mr.Baddari mentioned that the sector of higher education and scientific research is supervising the management of 404 university residences which will encompass one million students from the two genders, in addition to 580 restaurants which will approximately provideone million meals per day, Stressing the need for improving the quality of the meals in particular, and the other aspects of university life in general.

The meeting discussed intensification of cooperation between Algerian and Azerbaijani universities through twinning agreements among university institutions especially that both countries have excellent relationships, noting that many Azerbaijani instructors had taught in Algerian universities years ago.
The minister of higher education and scientific research highlighted the significant development of Algerian Universities and their openness to the world. As he called the ambassador of Azerbaijan to activate and strengthen exchange relations among university instructors in different fields, in particular the field of sciences, such as Maths, hydrocarbons and smart systems, in addition to realizing higher mobility for Algerian and Azerbaijani students.
The ambassador expressed full readiness for signing cooperation agreement between Algerian and Azerbaijani universities, as he expressed satisfaction at the level of relations and cooperation between both countries
For his part, the ambassador of Azerbaijan paid tribute to the quality of relations between both countries which has become strong especially after the visit of the president of the republic of Azerbaijan Mr.IlhamAliev, the parliament speaker and minister of energy.
He mentioned in this context, that the common political positions shared by both countries, in addition to many other common aspects such as culture and religion, were all confirmed during the last visit of the Algerian Prime Minister Mr.AymenBenabderrahmane to Azerbaijan.
The ambassador also expressed full readiness for signing cooperation agreement between Algerian and Azerbaijani universities, as he expressed satisfaction at the level of relations and cooperation between both countries.

Launch of new digital platforms at the ministry of higher education and scientific research

On Mai 2,2023 the minister of higher education and scientific research Mr.KamelBaddari gave the start signal for the launch of ‘6+1’ digital platforms, which brings the total number of digital platforms released by the ministry to 16 digital platforms. Mr.Baddari stated that the launch of the new platforms comes within the framework of digitalizing the sector under the plan of elaborating‘42+4’ digital platforms. The first newly launched is the electronic single window platform, which will provide services to about quarter million employees affiliated to the sector of higher education and scientific research. This platform would embody the principle of efficiency and success in administrative management. The second platform is related to authentication and ratification of scholar attestations for university graduated since the Algerian independence.
The third platform is an electronic portfolio aiming at supporting the electronic ratification approach which was adapted by the ministry to achieve the goal of zero paper, in addition to a fourth platform allocated to medical and scientific publications, which is the first national platform for publishing scientific research in the field of medicine and various medical publications;as well as to a fifth platform for administrating university business incubators which are so far 84 incubators, and one last platform for obtaining clearance certificate.
On the same occasion, the minister gave the green light for the launch of a new application named ‘the student’s gate’, which is related to providing information about student life.
It is worth mentioning that the digital platforms programme consists in launching 42 platforms allocated to pedagogical and research life, and other 4 platforms related to the management of university services, such as transportation, accommodation and food.Moreover, the digital platforms programme seeks optimal management for the sector which watches over the elevation of the quality of education, and develop the readability of university on a global scale, and improve the global ranking of different institutions in the sector of higher education and scientific research.

Algiers- At the ministry of higher education and scientific research, the minister of higher education and scientific research Mr. Kamel Baddari received on Wednesday, April 26, 2023, the ambassador of Jordan to Algeria, Mr. Shaker Atallah Al-Amoush, to discuss ways of strengthening and intensifying cooperation between Algerian and Jordanian universities, through twinning agreements among university institutions and standardizing curriculums and teaching programs with the required high quality.
Mr. Baddari said willingness to increase the number of Jordanian students in Algeria from 425 to over 1000 students, especially after opening a direct airline from Algeria to Amman, capital of Jordan. As he expressed willingness to strengthen and develop exchange and bilateral cooperation between both countries in the fields of medicine, pharmacy, and education in light of the strong and unique political will, expressed by the Algerian President Mr. Abdelmadjib Tebboune and the king of Jordan Abdullah II Ibn El-Hussein.
On the same occasion, minister Baddari called the Jordanian ambassador to open branches for private and public Jordanian universities in Algeria, especially with the experience and expertise of Jordan in this regard.

For his part, the ambassador congratulated Mr. Baddari on the religious occasion of Eid El-Fetr, as he paid tribute to the quality of relations between Algeria and Jordan which is witnessing significant progress in bilateral cooperation, especially after the last visit of king of Jordan to Algeria.
In the same context, the ambassador added that cooperation between Algeria and Jordan is manifested by the preliminary intensified meetings between the two sides on the convention which will be signed next June in Amman, Jordan.
In the context of the cooperation agreements between Algerian and Jordanian universities, the ambassador stressed the need for including Algerian and Jordanian common interests within the convention articles.

Reception of the Norwegian Ambassador to Algeria

On April 25, 2023, the minister of higher education and scientific research Mr. Kamel Baddari, received the Norwegian Ambassador to Algeria, Mrs. Theresa Lokan Gheziel Aubin, at the ministry headquarters to discuss ways of intensifying cooperation and exchange between Algerian and Norwegian universities.
The minister of higher education and scientific research says willingness to intensify and improve bilateral cooperation with Norway through twinning agreements among Algerian university institutions especially that Algeria encompasses 115 university institutions that endeavour to the formation of a premium student open minded to the other cultures.
On the same occasion, ministre Baddari called the Norwegian ambassador to open branches for Norwegian universities and call Norwegian students to study in Algiers within the framework of student mobility for one or two semesters.
For her part, the Norwegian ambassador paid tribute to the quality of relations between Algeria and Norway, as she expressed readiness for expansion of cooperation between both countries in various sectors, in particular energy and sea sciences, due to the potential of Algeria and Norway both fields.
The ambassador asserted that her country studies with great attention, cooperation between Algerian and Norwegian universities in order to expand the areas of research and scientific exchange and cooperation.

The minister of higher education and scientific research Mr.KamelBaddari received on April 25, 2023, a group of Algerian research professors living abroad, who expressed fullreadiness to contribute in the scientific council for artificial intelligence and who are, Dr.Senouci Mohamed who is a research professor at university of Southern Denmark, Dr. Baghdadi Riyadh who is a research professor at New York University in Abu Dhabi, in addition toDr.DebahMarouan who is also a research professor at technology innovation institute in UAE.
During the meeting, Mr.Baddari highlighted the state endeavours in the field of artificial intelligence and maths, through the development of maths and artificial intelligence school and the digitalization of the sector via the master plan for digitization. In the same context,ministerBaddari noted to the contributions of the scientific council for artificial intelligence and the achievements of the Algerian elite abroad, on whom the country depends as being an essential and important part in the development of artificial intelligence and other sectors in Algeria.
For their parts, the three professors expressed full readiness for effective contribution in the scientific council for artificial intelligence, which will enable them,beside other abroad Algerian elite,to work and elaborate an effective strategy that goes along with the national priorities, aiming at achieving a quantum leap in different sectors.
