He was joined by officials from the general directorate of scientific research and those of the Ministry. The Minister of Higher Education and Scientific Research and his Tunisian counterpart sign a cooperation and partnership agreement in the field of higher education and scientific research
On 13 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, and his counterpart Mr. Mondher Belaid, presided over the signing ceremony of a cooperation and partnership agreement focused on higher education and scientific research. The event took place at the Ministry’s headquarters in Ben Aknoun. In his statement, M. Kamel Baddari stressed that this agreement represents “a significant advancement of Algerian-Tunisian relations concerning higher education and scientific research”. He highlighted that it outlines an ambitious plan to cultivate the partnership by strengthening cooperation among higher education institutions, valuing research outcomes, and seeking innovative solutions for the benefit of the two brotherly peoples”. For his part, the Tunisian Minister stressed the importance of enhancing efforts to strengthen the current cooperation between the two countries. He remarked that “this promising partnership requires further coordination and the exchange of expertise in order to elevate the standards of higher education and scientific research”. To achieve this objective, Belaid advocated for collaborative supervision of theses and research projects, the creation of double major degrees, and the enhancement of twinning programmes between universities and research centres in both countries. These measures aim to boost academic mobility between students and professors while reinforcing the connection between the university and its social and economic environment.

Mr. Kamel Baddari inaugurates CDTA expertise and signs strategic partnership agreements
On 12 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, inaugurated the CDTA expertise subsidiary, visited the microfabrication technology platform at the Baba Hassen Centre of Development of Advanced Technologies, and oversaw the signing of partnership agreements. following the visit to the Centre of Development of Advanced Technologies in Algiers, Baddari explained that the commitment to develop electronic chips had been achieved, as researchers have successfully created the first chip, which measures1 mm2, using high-precision technology. This achievement comes after the inauguration of the chip design laboratory at the end of December of the previous year. Regarding the initiation of local production of these electronic chips, the Minister indicated that “this will occur within the next two years”, noting that: “mastering the design of these chips represents an added value for the national economy, given the availability of skilled human resources in this important field”. The Minister stated that the start of the process of designing electronic chips will add value to Algerian industry and the national economy, as Algeria moves steadily towards its objective of becoming an emerging country by 2027. On the occasion, Baddari inaugurated the Centre’s subsidiary CDTA Expertise and inspected the microfabrication technology platform. He also chaired the signing ceremony of an agreement between the Centre for Development of Advanced Technologies and the Company of Automation of Interbank Transactions and Electronic Banking, which is focused on “securing the national electronic payment network”. A second agreement was signed between the same centre and the National Company of Electronic Industries, intended to “create the suitable framework for technical and technological support in the production of electronic components, particularly those associated to the transistors manufacturing”.

On 8 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, welcomed Mr. Oikonomou Konstantinos, the Vice President of strategic partnerships at CNN Group, and Mr. Walid Chamak, the official in charge of the strategic partnerships for the Middle East and Africa at the CNN Media Group, at the Ministry’s headquarters. During the meeting, the media delegation conveyed their interest in establishing the CNN ACADEMY in Algeria, aimed at benefiting students and media and communication professionals. They also explored the of engaging and benefiting students from the services provided by the Group, including CNN SIMULATION WEEK, and proposed the future domiciliation of the CNN ACADEMY HUB in the new Media City.
The higher education and scientific research sector introduces a digital platform for international students wishing to study in Algeria
On 8 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research chaired the official launch of the STUDY IN ALGERIA digital platform for international students wishing to study in Algeria at the Sidi Abdellah scientific and technological hub, martyr Abdelhafid Ihaddadene. This initiative aligns with the implementation of the Presidential Decree N° 25-83 issued on 20 February 2025, specifying the criteria and conditions for the admission of international students into Algerian higher education and training institutions. The ceremony was attended by esteemed ambassadors accredited to Algeria, along with international students currently enrolled in Algerian universities.
« Algeria is currently pursuing a new direction to modernise its higher education and enhancing its global engagement. The country is experiencing a growing international interest in its universities, a result of significant reforms initiated by the State that have improved the visibility of its university system”, stated the Minister during the launch event. He further emphasized that “the Algerian university is enthusiastically welcoming international students, to provide and exchange valuable knowledge within a global vision that prioritizes quality and openness”.
The Minister added that this phase “carries out the instructions of the President of the Republic, Mr. Abdelmadjid Tebboune, along with the government’s strategy for 2024-2029, which places significant emphasis on the internationalisation of higher education and the promotion of international academic collaboration”. Mr. Kamel Baddari concluded his remarks by asserting that the sector “aspires to position the Algerian university as cultural link among peoples, and our invitation to international students extends beyond mere studies; it encompasses an academic and scientific project aimed at fostering friendship and knowledge exchange.”
