On 10 March 2025, at the headquarters of the People’s National Assembly, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, accompanied by of Mrs. Kaoutar Krikou, the Minister of the Relations with Parliament, presented the university sports strategy to the Committee on Youth, Sports and Community activities of the PNA, chaired by the deputy Mr. Houdaifa Zaghouane.

In his address, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, stated the university’s role in enhancing and promoting sports by implementing a number of fundamental axes, including:
– The priority that the State places on students, as part of the programme of the President of the Republic, Mr. Abdelmadjid Tebboune, aimed at revitalising university sports.
– Preparing for the creation of the fourth generation university, which aims to empower and invigorate the national economy, which in turn includes several interfaces such as business incubators, innovation centres, and entrepreneurship development centres.
– To develop a comprehensive roadmap to fulfil the objectives outlined by the State in order to promote university sport and reinstate the prominence of the Algerian sports elite.
At the conclusion of the presentation, committee members expressed a range of concerns and inquiries, primarily focused on the strategy of the Algerian university sport to safeguard young students from various social ills. The Minister subsequently provided the necessary explanations, and answered all the concerns raised by the deputies.

On 6th March 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the Akli Mohand Oulhadj University in Bouira. Accompanied by provincial authorities and officials from the University Hub, the Minister proceeded to:
– Inaugurate of the Intensive Language Teaching Centre.
– Inauguration of the Entrepreneurship Development Centre.
– Visit to the X-ray diffractometer (XRD) laboratory for chemical and structural analysis.
– Visit the start-ups exhibition, where he listened to projects presentations from students enrolled in the entrepreneurship development centre and the business incubator.

At the inauguration of the university incubator, which accommodates dozens of projects related to technological innovation, environmental protection, and the development of the agricultural and tourism sectors, the Minister commended an ongoing economic project, involving the production of green fodder, and aspires to “contribute to self-sufficiency by producing 3 000 tonnes of fodder per hectare by 2027, with plans to start exports of the product by 2029”.

In his address to the university community, the minister conveyed his contentment that “all these projects launched today represent the basic structures that will enable the University of Bouira to generate wealth and develop local economy through the creation of start-ups and micro enterprises as well as the creation of jobs,” considering that all these factors collectively will “add value to the national economy.”

Mr. Kamel Baddari also urged on the university community to join efforts to implement emerging projects in an emerging country by 2027, which is anticipated to be an exceptional year for the sector and for the Algerian University.

Mr. Kamel Baddari presides over the closing ceremony of the inaugural “Hackathon” to find innovative mathematical solutions for insurance companies in terms of financial risk management

On 22 February 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, officiated the closing ceremony of the first edition of the hackathon “Mathurance”, which was organised via the digital platform “Hackathon”. This event sought to find mathematical solutions for insurance companies in terms of financial risks management. It took place at the National Higher School of Mathematics, in Sidi Abdellah, Algiers.
This distinguished event, introduced as a novel educational technology within the Algerian University, aimed at generating innovative participatory solutions to economic problems. It was attended by more than 200 students from various higher education institutions in 21 provinces, along with specialists from national insurance companies.
On this occasion, the Minister of Higher Education and Scientific Research declared that the “hackathon” represents a significant advancement for the Algerian university, as it integrates technologies into educational practices, thereby bridging students closer to the economic landscape, and enabling them to enhance their technical, academic and social skills.
Mr. Kamel Baddari further highlighted that the hackathon engaged students in addressing real mathematical and economic problems faced by Algerian insurance companies. He noted that participants dedicated 48 hours to collaborative efforts and reflection to devise solutions for the financial risks confronting these companies, “which reinforces the role of the Algerian university in fostering the intellectual and social development of students”, added the Minister.
The top three teams from the hackathon were honoured based on the jury’s evaluation, and partnership agreements were also signed between the National Higher School of Mathematics and several insurance companies.

Signature of a cooperation agreement and a memorandum of understanding between the higher education and scientific research sector and the environment and quality of life sector

On Tuesday 18 February 2025, a cooperation agreement and a memorandum of understanding were formally signed by Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, and Mrs. Nadjiba Djilali, the Minister of Environment and Quality of Life, at the Ministry’s headquarters in Ben Aknoun. This agreement encompasses the following:
– A cooperation agreement designed to lay the foundation for the exchange of experience among six (06) research centres affiliated with the Ministry of Higher Education and Scientific Research, and the National Centre for Cleaner Production Technologies, which operates under the tutelage of the Ministry of Environment and Quality of Life,
– A memorandum of understanding aimed at the creation of an economic grouping of five (05) subsidiaries from the research centres of the Ministry of Higher Education and Scientific Research, and the National Centre for Clean Production Technologies, under the Ministry of Environment and Quality of Life.

Mr. Kamel Baddari presides over the ceremony of naming the University of continuing education in honour of the heroic martyr Didouche Mourad

On the occasion of the National Martyr Day, observed on 18 February, Mr. Kamel Baddari the Minister of Higher Education and Scientific Research, presided today, 18 February 2025, over the ceremony to dedicate the University of Continuous Education to the memory of the esteemed hero, the martyr “Didouche Mourad”.
The ceremony, took place at the university’s rectorate in the municipality of Dely Ibrahim. It was attended the family members of the martyr “Didouche Mourad”, a group of mujahideen, Mrs. Nadjia Damerdji, vice-president of the Council of the Nation, as well as a group of the Algerian Muslim scouts children, who performed patriotic songs.
The Minister stated, in his address, that the symbolic naming of the university after “Didouche Mourad”, known for his statement “Should we die, defend our memories”, was intended to honour the sacrifices made by the martyrs and mujahideen, who entrusted Algeria to other generations to continue the fight for the construction and development of the nation.
On this occasion, Professor and historian Mohamed Cherif Sidi Moussa spoke about the valiant deeds of the martyr “Didouche Mourad”.

On 15 February 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, went to Jijel to undertake a working and inspection visit to the “Mohamed Seddik Ben Yahia” University. He was received by the Wali of Jijel, accompanied by the President of the People’s Assembly, and the secretary general of the Province, in the presence of security and military authorities, local authorities and elected officials.
Mr. Kamel Baddari began his visit by listening to presentation given by the Rector of the University, followed by a visit to the University’s exhibition of innovative projects and economic enterprises, where he stated that the University of Jijel is in the process of fulfilling one of the commitments of the President of the Republic, by strengthening its economic position through the transformation of the students and researchers’ projects into viable and marketable products, thus creating wealth. He stressed that the University of Jijel has succeeded in creating 37 micro-enterprises and two students’ start-ups, making it highly involved in the development of the local economy, by creating jobs and wealth, two indicators that, according to him, will make it possible to turn Algeria into an emerging country by 2027.
During his visit, the minister learned about the progress of the seventh training session for innovative project holders, presided over the ceremony for the granting of five (05) financing decisions, and laid the foundation stone for the construction of ten (10) scientific research laboratories at the Tassoust university scientific hub. He inaugurated, also, the audiovisual studio of the Information and Communication Department at the same hub, and visited the teaching laboratories in the annex of the Faculty of Medicine.
During a press conference held on the margins of this visit, the Minister stated that the State’s current efforts are directed towards providing high-quality education in all disciplines. This endeavour will be a “passport” for students, facilitating their acquisition of science and knowledge, thereby easing their integration into professional life. The Minister stressed the importance of investing in human capital in order to reap long-term benefits. This initiative is set to be the banner of the year 2027, symbolizing the commitment to improving the quality of education.

Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, welcomed on 13 February 2025, His Excellency, Mr. Carlos Eduardo Diaz Moreira, the Ambassador of the Republic of Nicaragua to Algeria, at the Ministry’s headquarters. The meeting was conducted with the aim to collaborate and cooperate in higher education and scientific research.

On 12 February 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conferred the Ministry’s Label of Merit to Sara Mefrej, a distinguished student from the Constantine 3 University, in recognition for her achievement in securing the first place at the International Conference on Food and Water Security held in Qatar. Her innovative project focuses on sustainable agricultural techniques and strategies to secure global food and water security. It aims to produce forage for livestock and fish, with potential for direct marketing.

On 11 February 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, accompanied by Mr. Mohamed Meziane, the Minister of Communication, chaired a national conference entitled “The Algerian University and Development Media”, organized by the Faculty of Information and Communication Sciences, “Ibrahim Sultan Cheibout” University, Algiers 3. The event was attended by Mr. Omar Rekkache, Director General of the Algerian Agency for Investment Promotion, the representative of the National Union of Algerian Farmers, as well as the directors of public and private media institutions, teachers and media specialists, and students from the National Higher School of Political Science, the Faculty of Information and Communication Sciences and National School of Journalism and Information Sciences.
In his presentation, “Journalism Speciality in the Algerian University: Towards Adapting Training to Development Media and National Challenges”, Mr. Baddari stated that the university “contributes significantly to supporting the integration of graduates in professional life”, and underscored “the economic role of the university through the quality of higher education and scientific research aligning with the needs of society.”
In the same context, he also highlighted the sector’s strategy, which positions scientific research and innovation as a fundamental component of development. Additionally, it engages students in entrepreneurship by creating spaces that facilitate the transformation of their ideas into viable and marketable products.
Mr. Baddari further noted that among the endorsed mechanisms are “the establishment of a network of specialised platforms and the creation of start-ups that provide a framework for idea holders to invest in their concepts.” He stated that it is the same strategy implemented in research centres, where “a policy aimed at enhancing the value of scientific research outcomes has been established, by creating of the prize OF the President of the Republic for innovative researchers, launching over 50 economic projects by transferring scientific research results from the laboratories to the national economy.”
