On 17 May 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, met, in the afternoon, with the General Director of Scientific Research and Technological Development, the Director of the National Higher School of Artificial Intelligence, ministry officials, and the head of the research team of the Centre for the Development of Advanced Technologies at the Ministry’s headquarters.
The meeting focused of the monitoring of the activities of the National Higher School of Artificial Intelligence and its integration with the research environment and the innovative projects carried out by its students.

On Thursday 15 May 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to Sidi Bel Abbes, where he was received by the wali and the province authorities. The visit is part the sector’s efforts, and the Ministry’s endeavour to support university institutions in their strategic projects, especially those related to the advancement of scientific research, infrastructure modernisation, and the improvement of university services, while promoting the university’s connection with its economic and social environment.
While supervising the inauguration of several “Djillali Lyabes” University subsidiaries, the minister conveyed to the media that these institutions are pivotal in providing local support, added knowledge and economic and social value. He highlighted that “the university has evolved into a beacon of light, and a genuine driver of the national economy”. Furthermore, he stated that the establishment of educational and research laboratories, accessible to students, mirrors Algeria’s commitment to train individuals equipped to spearhead an innovative economy and elevate the nation to the rank of an emerging country by 2027.
During this visit, the minister of Higher Education and Scientific Research inspected the Medical Simulation Centre at the Faculty of Medicine, where he was informed about its modern equipment, and commended the State’s efforts to equip students with advanced tools, ensuring they receive superior practical and theoretical training.
At the National Institute of Agricultural Sciences, Mr. Kamel Baddari inaugurated FIL AGR, a subsidiary established within an educational model farm that specialises in seedling cultivation and in the breeding of various animals and plants species to enhance these resources.
On this occasion, Mr. Kamel Baddari examined the ongoing innovative projects at the Faculty of Technology, emphasizing the necessity of supporting these initiatives to promote local development. The minister also assessed the subsidiary “DevTech”, which specialises in the production of educational equipment and the maintenance of electronic and waste recovery equipment, where he encouraged the expansion of its activities to benefit other universities and educational institutions nationwide.
The minister visited the central library, the exhibitions of economic institutions, the façades of the Entrepreneurship Development Centre, the House of Artificial Intelligence, the University Institutions Liaison Office, along with the Technology and Innovation Support Centre and the Manufacturing Laboratory.
At the end of his visit, the minister presided over the signing ceremony of an agreement between the “Djillali Lyabes” University and the National Agency for the Valorisation of Research and Technological Development. This agreement guarantees technical and scientific assistance for innovative projects and promotes patents. He also oversaw the domiciliation of seven start-ups at the same university as part of their support and assistance.

On 10 May 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the Algiers 2 University, Abou El Kacem Saadallah.
During this visit, the Minister inspected the economic subsidiary, a research product of the Scientific and Technical Research Centre for the Development of the Arabic Language, which showcased eight (8) marketable innovative projects. Among the most important were the vocal e-book designed for first-grade students, the artificial intelligence application for early diagnosis of autism, and electronic applications to accompany schoolchildren for successful scientific achievement. It was also an opportunity to explore the exhibition of innovative project holders and micro-enterprises.
The Minister said that the university had evolved into a productive centre of knowledge, marketing innovation, entrepreneurship and skills relevant to the contemporary labour market.
The Minister stated that the Algiers 2 University, which specialises in humanities, social sciences, and languages, has emerged as an economic contributor by training students in entrepreneurial skills, supporting start-up projects, and cultivating a new generation of economic professionals with humanities and social sciences degrees.

On 27 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research presided over a coordination meeting with the Director General of the Scientific Research and Technological Development, the Director General of the Semiconductor Technology Research Centre for Energy, his personnel, and officials from the Ministry.

This meeting focused on overseeing the development of a SPIN OFF economic subsidiary dedicated to the processing of industrial waste, including industrial liquids, lithium batteries and solar panels.

On April 26, 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to university and research institutions in Constantine. Accompanied by the Wali, he toured and inaugurated several institutions, student university projects, and start-ups, beginning with the Polytechnic National School at the “Salah Boubnider” University. Additionally, he inaugurated the Business Incubator and the Entrepreneurship Development Centre.
According to the presentation submitted to the Minister, over the past two years, the incubator documented a number of projects, including 49 projects, 23 prototypes, 7 projects awarded the “Label” for the academic year 2022/2023, and 31 projects, 5 start-ups, and one project that awarded the “Label” for the academic year 2023/2024. The school’s incubator also launched 45 enterprises with prototypes in two years, and ensured the provision of equipment to project holders, due to the substantial budget allocated by the Ministry. A total of 111 project holders have been trained, with 4 securing, and 10 currently in the process of obtaining funding.
The Minister attended presentations from the incubator’s subsidiaries, which included “POLYTECH SERVICE”, a subsidiary with shares to market prototypes and spare parts for start-ups. He was also informed about the concepts and projects of the students and their enterprises.
Mr. Kamel Baddari inaugurated the subsidiary workshops for the installation, repair and manufacturing of technical equipment. He listened to a presentation on innovative projects, and commended the first project for the production of “graphene” from organic materials, which is set to advance to industrial production. Additionally, he praised a prototype industrial project in aeronautics and multi-purpose rockets, including climate, which has won several distinctions, including the best report reward at the Algerian competition between universities in 2024, held at the “Saad Dahlab” University. This start-up project aims to produce the basic raw material required for manufacturing brake pads, using affordable local resources. The Minister urged the managers of the enterprise to progress towards industrial production and to innovate within the extractive industries, as well as to protect the pipes from damage and corrosion.
The official visit also encompassed the headquarters of Constantine “Technopole Hill”, where the Minister of Higher Education and Scientific Research, the Wali and their accompanying delegation visited a special exhibition showcasing various innovations and projects awarded the Innovative Project label. This included a start-up and a business incubator, such as “Spark Spy”, a company dedicated to the integration of agriculture with robotics and transportation, “Guard IQ”, which features projects to equip vehicles with a black box for emergency interventions, and the innovative project “Azolleria”, which combines the cultivation of “Azolla” with red tilapia.
A presentation was made regarding the establishment of the “UNICO PHARMA” subsidiary at the Constantine “Technopole Hill”, following the instructions of the Minister of Higher Education and Scientific Research. The activities of “UNICO PHARMA” include medical and pharmaceutical education and training, medical tests, various laboratory services, as well as the organisation of conferences and scientific events.
He also oversaw the closing activities of the fifteenth edition of the University Theatre Festival, in its Arabic edition, named after the late Professor “Ahmed Hamoumi”, attended by a notable assembly of Algerian artists from the theatre and cinema fields. The festival’s activities spanned ten days and attracted a strong and distinguished attendance of more than thousand students from different provinces of the country.

On 22 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, undertook a working and inspection visit to the Yahia Fares University of Medea, where he inaugurated the technological platform for rapid prototyping. This aims to convert concepts into industry-oriented designs, thereby contributing to both local and national economy. He also acknowledged efforts made in this field, stressing that the province of Medea has become a regional centre for modelling.
The Minister also inaugurated the FABLAB industrial laboratory, a space designated for entrepreneurs. This facility equips students with the essential resources to carry out their projects, enhance their visibility and ensure their support. Additionally, it also consults with the management of the plant to devise strategies for implementing the students’ projects, and turn them into viable micro-enterprises.
During this visit, Mr. Kamel Baddari inspected the exhibition showcasing students’ projects, as well as start-ups and patents at the university hub of Medea. There, he valued the results achieved in developing significant projects and initiating micro-enterprises managed by university students with the guidance from their professors.
To promote scientific research, the minister oversaw the launch of the digital library of the Faculty of Medicine, as a declaration of the commitment to the utilisation of the fourth-generation technologies, and the application of digitisation and artificial intelligence.

On 17 April 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, presided over the signing ceremony of the framework agreement between the Didouche Mourad University of Continuous Education, and The National Entrepreneurship Support & Development Agency (NASDA). This agreement paves the way for the creation of the first remote Entrepreneurship Development Centre in Algeria.
This event is the milestone in fostering entrepreneurship and innovation at the University. As public involvement aimed at supporting project holders, whether for the creation or expansion, will provide them with comprehensive support, thanks to proposals of training focused on entrepreneurship and assistance in securing government funding allocated to start-ups and micro-enterprises.
The new remote training format will encompass all the Algerian project holders, whether they are based inside or outside the country, including immigrants who wish to establish their projects in Algeria. In fact, a training will be offered to facilitate adapting to the national market conditions, and benefit from the concessions available through the NASDA intervention.
In this context, the Minister of Higher Education and Scientific Research stressed the importance of enhancing efficiency in the support process, to implement the projects associated with public funding. This can be achieved through a comprehensive and service-oriented economic system for entrepreneurs, particularly for the university graduates seeking favourable conditions to start their activity. Such measures will enable the higher education and scientific research sector to contribute to the national effort for business creation. Mr. Baddari took the opportunity to stress the importance of fostering a culture of innovation and initiative within Algerian universities, along with the key role of university institutions in generation wealth and promoting economic development.
During the ceremony, the minister met with the director and the officials of the Didouche Mourad University of Continuous Education, where he urged them to reassess the university’s objectives to enhance its performance.

On 15 March 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, accompanied by Mr. Mohammed Seghir Sadaoui, the Minister of National Education, and Mr. Mustapha Hidaoui, the Minister of Youth, in charge of the High Council of Youth, oversaw the activities of the International day of Mathematics under the slogan “Mathematics, art and creativity” at the Scientific and Technological Hub, the martyr “Abdelhafid Ihaddaden”, in Sidi Abdellah”. The event, which was attended by the heads of several institutional bodies and social partners from the higher education and education sectors, highlighted the importance of mathematics in various fields of science and technology, as well as its role in promoting innovation and creativity.
On this occasion, Mr. Kamel Baddari revealed that there are 22 000 students studying mathematics, 70 000 studying computer science, and 5 000 studying artificial intelligence in Algeria, which proves the importance of teaching mathematics in Algeria and its valuable role in the development of the State at all levels, particularly in the economic field.
The Minister of National Education stated that his sector decides to open five high schools specialised in mathematics in order to receive pupils with the highest scores in mathematics in secondary school. This is part of the joint strategy between the sector of national education and the Ministry of Higher Education and Scientific Research to promote mathematics, especially applied mathematics, which is the cornerstone of modern technologies, artificial intelligence, space physics and modern medical sciences.

On 13 March 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, paid a working and inspection visit to Blida. Accompanied by the Wali and local authorities, he began his visit at the “Saad Dahlab” University, Blida1, where he visited the entrepreneurship exhibition, which included start-ups, innovative and micro-enterprises that have benefited from funding from the National Entrepreneurship Support & Development Agency, as well as young holders of innovative projects.
In the second part, Mr. Kamel Baddari oversaw the inauguration of the headquarters of the subsidiary “University Farm of the Mitidja”, which is part of the strengthening of the opening of the university to its economic environment, and achieving the transformation of innovation and scientific research into economic projects, particularly in the field of development agri-food industries and to achieve self-sufficiency in the field.
In the third part of the working and inspection visit, the Minister visited the Biotechnological Platform for Medicine and Animal Reproduction, which is dedicated to applied research and support for economic institutions, and various bodies in the development and improvement of high quality animal breeds, such as cattle, sheep, camels and horses. The centre also plays a significant role in preserving local Algerian breeds and protecting them from extinction.
The centre also specialises in the production and supply of local breeds of dogs and horses trained for military and security purposes, helping to reduce the dependence on imports and promote self-sufficiency. The centre is also working to develop breeds adapted to the Algerian climate, thus increasing their immunity and productivity.
It is worth noting that these centres demonstrate the University’s openness to its economic environment, and its effective contribution to the development of the national economy, the creation of wealth and employment, in line with the strategic orientations in order to promote scientific research and its application in various vital sectors.

The Minister of Higher Education and Scientific Research at the bedside of the victims of a road accident in Setif

Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, rushed to the University Hospital Centre in Setif this evening, 13 March 2025, to inquire about the health of his friends the students, following the skidding of a university bus.

The Minister was accompanied by the Wali of Setif, the President of the People’s Assembly of the Wilaya, and the military and civil authorities of Setif. The Minister inquired about the condition of the injured students, who were stable and under medical supervision, and wished them a quick return to health.
