The Ministry of Higher Education and Scientific Research expresses its sincere gratitude and deep appreciation to all partners, including the ministry of Agriculture, Rural Development and Fisheries, the ministry of Industry, Sonelgaz Company, local authorities of the Province of Biskra, following the successful production of a new sheep feed “Sheep Date”, an innovative product derived from the optimal use of date waste. This product is developed by the Scientific and Technical Research Centre for Arid Regions in Biskra.
This project is part of an initiative that aims to enhance the value of applied scientific research in the agricultural sector. The project’s goal is to fatten sheep and improve meat quality, thereby providing an effective alternative to imported feed corn.

The Minister of Higher Education and Scientific Research inspects the University of Health Sciences

On 5 February 2026, Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, conducted a working and inspection visit of the “Mudjahid Dr. Youcef El Khatib” University of Health Sciences in Ben Aknoun, Algiers.    

The minister inspected the laboratories of the Faculty of Pharmacy and the Faculty of Dentistry, as well as the Medical Simulation Centre. The latter is equipped with the latest technology for teaching purposes, including robots that teach students practical aspects of the courses.

In this regard, Baddari emphasised the necessity of “continuing efforts to enhance the training levels by promoting the use of artificial intelligence technologies”. He also announced that “this university will be supported by specialised digital platforms and will have access to data centres services”.  

Mr. Kamel Baddari further encouraged students to pursue “precision medicine”, in order to and improve the quality of training health services, thereby serving both the citizens and the nation, and achieving the goal of health security.

He also emphasised the “significant support” provided by the President of the Republic, Mr. Abdelmadjid Tebboune, to the university, as a “locomotive for local and national development.”

During his working and inspection visit of the University of Health Sciences, Mr. Kamel Baddari oversaw the graduation ceremony for a new class of resident pharmacists and doctors.

Signing of a framework agreement between the National Office of University Services and the General Direction for Scientific Research and Technological Development

On the evening of 4 February 2026, Professor Mezough Adel, the General Director of the National Office of University Services, and Professor Bouhicha Mohamed, the General Director of Scientific Research and Technological Development, signed a framework agreement at the Ministry of Higher Education and Scientific Research headquarters. This agreement supports the modalities for non-salaried doctorate holders conducting research activities within scientific research and technological development institutions, including contrasts for accommodation and restaurant services at certain university residences.

The Minister of Higher Education and Scientific Research inspects the university city in Constantine

On 2 February 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the university city in Constantine, to review research and training projects at university institutions and research centres.
Accompanied by the governor of the province and his delegation, Mr. Kamel Baddari began his visit at the Agricultural Biotechnological Station. This station specialises in producing banana seedlings, which are recognised as a marketed Algerian research product, affiliated with the National Biotechnology Research Centre.
The station serves as a model farm and a centre of excellence in tissue culture agriculture. It focuses on marketing its banana seedlings produced for farmers. This initiative is part of the integration and collaboration between the Ministries of Agriculture, Rural Development and Fisheries, and Higher Education and Scientific Research, aimed at supporting national production.
The minister and his accompanying delegation then went to “Salah Boubnider” University in Constantine 3, where he oversaw the launch of the single window at the Technopole Constantine Hill. This will benefit the students with projects who wish to implement their innovative ideas. It is the second single window nationally, contributing to bringing administration closer to students and supporting their start-ups. This initiative is part of the administrative and financial support that the state provides to project holders and innovative entrepreneurs.
Mr. Kamel Baddari oversaw the inauguration of the National Braille Centre and a training hall dedicated to subsidiary institutions at the same university. During a meeting with the university community, he presented certificates of domiciliation for innovative projects and honoured several international students.
He also inaugurated university facilities that modernise and improve the, including the Higher School of Finance and Accounting, with a capacity of 1,000 pedagogical seat and is named after the martyr “Slimane Boumaza”. Additionally, he inaugurated the annex of the “Emir Abdelkader” University for Islamic Sciences, which can accommodate 2,000 students, ensuring they receive educational training in modern conditions.

A new executive decree paves the way for research professors and students to sell their patents

Publication of an executive decree published in issue no. 06 of the Official Gazette establishes the standard status of public scientific and technological institutions:
 For the first time, the law allows research professors of various categories and students to sell their patents and exploit them for financial gain,
 The law clarifies how financial returns are distributed in varying proportions among the parties involved in research activities conducted by research professors, students, assistants and interns,
 A share of sales revenue will be given to higher education and scientific research, as well as professional institutions that host and support research activities and have obtained patents.

Regarding the research conducted with private resources:
 A maximum of 80 % is allocated as compensation to those involved in completing the research;
 A minimum of 20 % is directed to the institution’s budget.
