Mr. Kamel Baddari takes part of the study day activities on “The Incorporation of Partnership Results and Scientific Research into the Development of the Cereal and Legume Sectors”

On 20 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, accompanied by the Minister of Agriculture, Rural Development and Fisheries, Mr. Yacine El Mahdi Oualid, opened the study day activities on “The Incorporation of Partnership Results and Scientific Research into the Development of the Cereal and Legume Sectors”, held at the Higher Institute of Management and Planning in Bordj El Kiffan, and organised by the Algerian Interprofessional Office of Cereals. The event was attended by experts, researchers, university professors, and representatives from the cereal sector professionals.

In his speech, Mr. Baddari emphasised the significance of strengthening the partnership between the agricultural and scientific research sectors to enhance productivity and improve quality, thereby contributing to food security.

He also noted that climate change requires agricultural practices to be adapted to the use of scientific research, and that modern technology such as artificial intelligence and the Internet of Things must be integrated to advance production. 

For his part, Mr. Yacine El Mahdi Oualid emphasised the importance of integrating the agricultural and scientific research sectors, noting that “the development of the cereal and legume sectors cannot be achieved without utilising the results of scientific research.” 

He added that the field visits conducted with the minister of Higher Education and Scientific research revealed “the existence of numerous important studies that remained unpublished”. He noted that “the development of climate-resistant seeds, agricultural irrigation systems, improved soil quality, the use of fertilisers, the monitoring of their quality, and the geographical distribution of agricultural activities” were among the practical areas through which scientific research could “significantly contribute to improving agricultural productivity”.

During this event, a number of experiences in the field of valuing the outcomes of scientific agricultural research were reviewed. These are the result of the ongoing collaboration between the two sectors.

The Minister of Higher Education and Scientific Research inspects the National Polytechnic School in El Harrach

On the morning of 19 January 2026, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, conducted a working and inspection visit to the National Polytechnic School in El Harrach, Algiers.

The minister inspected various school facilities, including the laboratories, classrooms, and the interfaces (Digital Manufacturing Centre, Business Incubator, the House of Artificial Intelligence, and the Entrepreneurship Development Centre). 

During an exhibition showcasing the innovative projects and patents held for the occasion, the minister reviewed the value-added innovative projects initiated by the school’s students. He listened to explanations about these projects and how they apply technology in various fields. 

This visit provided an opportunity to meet the students participating in various international competitions. He encouraged them to exert greater effort to win multiple titles in scientific and research fields.

In a statement to the press, the minister praised the “exceptional results” achieved by the school, as he cited the 21 micro-enterprise, six (6) Stat-ups and one subsidiary established by the students during the 2024-2025academic year.  He emphasised that these achievements “reflect the efforts made to position the university as a key player in supporting the national economy by transforming innovative ideas into marketable economic products, thereby contributing to the creation of wealth and employment.”

Mr. Kamel Baddari further reminded of the “great support” provided by the President of the Republic, Mr. Abdelmadjid Tebboune, to strengthen the university’s role as a “locomotive of local and national development”. He urged the students to “invest their intellectual capacities to integrate the world of entrepreneurship, particularly given the measures taken to encourage them to promote their research and contribute to the advancing national development”.
