On Tuesday, September 24, 2024, the minister of Higher Education and Scientific Research, Mr. Kamel Baddari, chaired the opening ceremony of the beginning of the academic year 2024-2025 at the National Higher School of Cybersecurity at the university pole of sciences and technologies “Abdelhafid Ihaddaden” of Sidi Abdellah in Algiers.
During the opening ceremony, in the presence of the advisor of the president of the Republic in charge of Education, Higher Education, Professional Training, and Culture, Mr. Mohamed Seghir Saâdaoui, the minister stated that the president of the Republic, Mr. Abdelmadjid Tebboune, “put the Algerian university at the center of its interests and among the government’s priorities for action.”
“A solid university educational system is essential for a victorious Algeria,” the minister added, highlighting the constant efforts to establish a quality system of higher education and scientific research through various measures, including “the development of higher national school network and diversify the courses of training to elevate the performance level.”
After recalling the historical stages of the Algerian university development, the minister stressed “the role and the strategic dimension of the Algerian university in the present as locomotive and national economy leverage.”
As for future challenges, the minister stressed the importance of “the constant connection of the university with its social and economic environment, and train graduates capable of creating employment opportunities and contribute effectively in development on both local and national scales.” He also called the university community to “unite their effort to overcome challenges and continue to raise the Algerian university to the highest level.”

The minister of Higher Education and Scientific Research, Mr. Kamel Baddari, said that “quality higher education” will be the slogan of the academic year 2024-2025 to strengthen the Algerian university status.
On Monday, September 23rd, the minister, invited on the Algerian Television, explained that “the Algerian university holds an honourable position both in its educational and research aspects, for which preservation is necessary through the quality of higher education and pristine supervision.”
In the same context, he invited the university community to continue their efforts that have enabled the upgrade of the Algerian university, quoting the praise of the president of the Republic, Mr. Abdelmadjid Tebboune, during the last meeting of the Council of Ministers, to all the officials of the higher education sector, including teachers and administrators, for their contribution to the advancement of the Algerian university at both regional and international scales.

On the occasion of the start of the academic year scheduled for Tuesday, the minister said that this academic year will see a strengthening of the network of national higher schools, led by the inauguration of the National Higher School of Cybersecurity at the Scientific and Technological Pole in Sidi Abdellah (Algiers), which will begin the teaching of this sensitive specialty from Tuesday. He emphasized that the choices made by excellent baccalaureate holders tended to be towards national higher schools and medical sciences.
The minister also revealed that the new academic year will see the reception of 31 000 pedagogical seats and 12 000 beds, which reflects the growing interest in students, especially with the reinforcement of university teachers recruitment to one professor for 22 students instead of 25 students, as well as the increase in the sector’s budget between 2020 and 2024 by 60%.
Further, the minister of higher education highlighted that the sector is now focusing on bringing the university closer to its economic environment so that each graduate can have the opportunity to be active in the market and respond to the problems of society by contributing to economic development through employment creation, as well as creativity and innovation.
He added that a new entrepreneurial environment has been created from 117 incubators to support the holders of innovative ideas, 107 entrepreneurship development centres, as well as the support of these students, not to mention the objective of the sector of supporting multiple university institutions to upgrade to a fourth generation university, during this academic year.
Regarding the strengthening of the Algerian university’s visibility, the minister spoke about the registration of thousands of foreign students in Algerian universities during the current academic year, following the hashtag “Study in Algeria,” to make the Algerian university a hoped-for destination for students from various countries, including African, Arab, and Asian.
As for university sport, the minister said that “the sector is working to develop it by creating the university sports championship, which will enable the rise of a category of young students who will make Algeria a shinning country in various competitions, especially international ones. This was ordered by the president of the Republic during the last ministry council meeting to give university sport its place and put the Algerian students in the forefront of sports promotion.”
The minister also mentioned the digitalization of the sector, under the slogan “Efficiency and simplification”, where 60 digital platforms have been developed, allowing students, especially new ones, to register with zero paper, as well as rationalizing expenses, whether for registration or university services, in the areas of transportation and food.

The minister of Higher Education and Scientific Research, M. Kamel Baddari, accompanied by the minister of Youth and Sports, Mr. Abderrahmane Hammad, launched the opening of the 2024-2025 university sports season on Saturday, September 21, 2024, at the University of Algiers 3 in Dely Ibrahim on the occasion of the International Day of University sport.
The minister stated that the opening of the 2024-2025 university sports season is “a continuity of the program of the higher education and scientific research sector, which was prepared in collaboration with the ministry of Youth and Sports aimed at creating a sports environment and witnessing the emergence of athletes on both national and international levels, as well as hone and direct talents, all for a radiant and victorious Algerian university sport scene.”
For his part, the minister of Youth and Sports, Mr. Abderrahmane Hammad, affirmed, during his opening speech of the university sports season, which concurred with the start of the first national championship of university sports of the 2024-2025 season, that his ministry “will always remain at the service and in harmony with the ministry of Higher Education and Scientific Research to promote university sports.”
He also added that the ministry of Youth and Sports is working to implement a national plan that will create an environment conducive to the promotion of justice, team spirit, equality, and integration. It will foster the spirit of perseverance and the training of a university sports elite representing Algeria in international, regional, and continental competitions.

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, paid an inspection visit to the University of Algiers 3 “Ibrahim Sultan Cheibout” on Thursday, September 12, 2024, where he inspected the ongoing preparations for the start of the 2024-2025 academic year.
The Minister began his visit by inspecting the preparations of the Faculty of Sports Education for the year where he supervised the distribution of multi-service cards to new students.
During this visit, he also verified the access to the faculty with this card, the digital registration for courses as well as the presentation of digital courses given that this university has “digital portals allowing communication between teachers and students”.
As part of the preparations for the start of the academic year, the minister inspected the sports infrastructure at the Faculty of Physical Education, as well as the Entrepreneurship Development Center and the Business Incubator, which are part of the “strengthening of the economic role of the Algerian university”.
On the other hand, the minister visited the University of Continuous Education (UFC), on the occasion of its digitization, as well as the rest of the university institutions. The Minister of Higher Education and Scientific Research met yesterday, Wednesday, with the rectors of the University of Algiers and the UFC as part of the preparations for the start of the academic year. The meeting focused on the fourth generation university, the strengthening of the economic role of universities, the distribution of multi-service cards and the redevelopment of university residences.

The minister of Higher Education and Scientific Research, Mr. Kamel Baddari said Monday, August 5 2024 at the ministry’s headquarters that 70.22 % of new university registrants holding the 2024 baccalaureate have obtained one of their top three choices.
During a press conference dedicated to presenting the orientation results of the new students holding the 2024 baccalaureate, the minister stated that only 2.16% of the new baccalaureate holders did not receive any of their choices, as they will be given a second opportunity stating today to re-select a speciality according to the marks obtained in the baccalaureate.
The total number of the new baccalaureate holders initially registered was 381 428 students, representing 97.84% of the 2024 baccalaureate holders, with 65.3% in science and technology specialities, and 34.7% in humanities and social sciences.
Regarding the orientation of students to medical sciences, the minister pointed out that it has increased, reaching 20 015 compared to 14 513 students last year.
As for the higher schools, the number of baccalaureate holders oriented to them reached 16 155, an increase of 4.23% compared to last year, while the number of the students oriented to the higher schools for teachers reached 10 303, an increase of 2.70%.
The minister added that the numbers of the baccalaureate holders oriented to training pathways to obtain a double degree reached 2143 students, in addition to 564 students enrolled in training offers to obtain a dual competency diploma.
And for the students oriented to the higher schools of the Sidi Abdellah technological pole, 308 students were enrolled in the Higher School of Mathematics, 303 at the Higher School of Artificial Intelligence, 222 at the National Higher School of Autonomous Systems, 219 to the National Higher School of Nanosciences and Nanotechnology, and 223 students to the National Higher School of Cybersecurity.

On Thursday, August 1st, 2024, the minister of Higher Education and Scientific Research, Mr. Kamel Baddari, announced that the University of “M’hamed Bougara” will receive 4000 pedagogical seats next October.
The minister, with the minister of Hydraulics, Mr. Taha Derbal, asserted during the working and inspection visit of the projects of the two sectors in the province, the progress of this project, which has reached a very advanced stage, and will be received next October.
He explained that this university project, located near the urban pole “Sahel” in Boumerdes, “will lower the pressure off pedagogical seats registered at the University of Boumerdes, now a destination for many students from different provinces.”
The minister indicated that more than a thousand pedagogical seats of the overall project will be devoted to support the capacities of the of Electrical and Electronic Engineering branch of the Faculty of Engineering Sciences, while the remaining seats will support the capacities of multiple branches and specialities, such as physics and Computer Science of the Faculty of Sciences.
He also mentioned that over the next three years, another project will be carried out on the same site to benefit this university, including 2000 pedagogical seats intended for the creation of a faculty of medicine, and another project counting 5000 seats will be carried out in the next five years.
The minister stated in this regard that, through planned projects on an estimated area of 22 hectares, “the university’s infrastructure will be strengthened and developed, which will provide more comfort for students,” emphasizing that this “development is the result of the State’s efforts to provide an opportune higher education and implement the principles of democratization of education, making the university a locomotive of national development, creativity and innovation.”

The president of the Republic, Mr. Abdelmadjid Tebboune, places the university at the forefront of the new Algeria’s concerns as a driver of economic development in the country, said the minister of Higher Education and Scientific Research, Mr. Kamel Baddari.
“The President of the Republic, Mr. Abdelmadjid Tebboune, places the university at the forefront of the new Algeria’s concerns”, which has allowed the university to “keep pace with the stakes to be the engine of the national economy,” said the minister during his guest appearance on the Algerian television on Tuesday evening.
On this occasion, the minister revealed that digitalization has played an essential role in streamlining spending and improving university services, especially in catering and university transportation.
Regarding the strengthening of English language teaching, the minister stated that it has been adopted in several educational areas through various academic institutions, while striving to broaden the process in the upcoming phase, especially in technological specialities, the fields of the sciences of matter, life and nature sciences, and certain specialities in the fields of humanities and social sciences.

On the other hand, the minister indicated that the number of new baccalaureate holders who have accessed the platform has reached 396 thousand students; this is about 96%, while 386,000 students have completed the preliminary registrations, which is 95% of all new baccalaureate holders. He asserted that the operation went smoothly; particularly in the light of the digitization of all its stages, with a view to achieving the principle of democratization of higher education through total transparency.
Regarding training pathways, the minister has emphasized that 32 new pathways of training have been established on the choices of the teachers and the requirements of the economic and social environment in conformity with the ways of the new Algeria.
As for the university pole of science and technology, Sidi Abdellah, (Algiers), it has been strengthened by higher schools of artificial intelligence, cybersecurity, mathematics, Nanotechnology and autonomous systems, which will contribute to the quality of education and scientific research, as well as economic development.
In this context, several specialities have been created, such as a thematic network on automotive technology, which includes nine academic institutions enabling graduates to be directly employed in this field; as well as the accreditation of training in the textile industry at the University of Relizane.
“In line with the needs of the health care system, last year’s intake increased to 15,000 students from 9,000 in previous years,” said the minister, adding that “Technological sciences, especially those related to microtechnology, are also very much in demand.”
On this occasion, the minister reassured the students that “the structures and teaching staff are ready to welcome one million and 812 thousand students during the academic year 2025/2024”, stressing that “the State has invested in this area to fully strengthen the sector, mainly after the recruitment of 10 thousand new university teachers over the past year to bring the university from one teacher for every 25 students to one teacher for every 22 students”.

The minister of Higher Education and Scientific Research is the guest of the second issue of the virtual seminar “Hour of Dialogue”

The second issue of the virtual seminar “Hour of Dialogue” of the High Council of Youth hosted the minister on the occasion of the celebration of Knowledge Day, which falls on April 16 of each year, where the reform efforts initiated by the sector of higher education and scientific research and its future projects were addressed.
During this seminar, which was organised on Monday, the minister answered, in an atmosphere of transparency and democracy, the questions of the youth of Algeria from the inside and abroad about a number of axes directly related to the reform efforts initiated by the sector of higher education and scientific research, which allowed them to discuss the current issues of the sector and view the content of the future projects that he supervises the planning and implementation.
On this occasion, the minister insisted on “the need for the student to exhibit his innovative idea by creating a micro-enterprise and seriously contributing to the development of the national economy by creating jobs in various fields, such as industry, energy, and agriculture,” recalling the existence of “draft legal texts that will soon be embodied to support the employment of postdoctoral students”.
In the same context, he stressed “the importance of strengthening the partnership between the university and economic institutions to enhance training and give opportunities to students to interact with the professional world and learn about the procedures of creating their own micro-enterprises.” He also highlighted “the importance of promoting the teaching of artificial intelligence and improving university services, especially university transportation, by digitalizing it.”
For his part, the president of the High Council of Youth, Mustapha Hidaoui, stressed that “the Algerian youth have today charted, through such initiatives, a new path of dialogue and participatory democracy, communication, and exchange of ideas.”
Along the same lines, he pointed out that the Council “will later organise other meetings with different sectors related to the youth category to preserve this upscale tradition,” highlighting “the importance of the optimal use of modern technology in communication and transactions and promoting the values of digital citizenship among the Algerian youth. As he said, is an embodiment of the aspirations of the political will aiming to achieve the best interest of youth through strengthening their position in the management and evaluation of public affairs and including them in the decision-making process.”
