The Minister of Higher Education and Scientific Research, Kamel Baddari, chaired today, February 24, 2026, at the Ministry’s headquarters, the official launch of four new digital platforms:
1- The University Network of Incubators and Entrepreneurship Development Centers (https://aunei.mesrs.dz): an integrated platform connecting students with university institutions through incubators and entrepreneurship development centers, aimed at promoting university entrepreneurship in Algeria and supporting students with innovative ideas in entrepreneurship and start-ups.
2 – The Digital Register of University Subsidiaries (https://rnf.mesrs.dz): dedicated to the network of university economic subsidiaries, embodying the concept of a productive and investment-oriented university aligned with the State’s development vision and the President’s program for 2024–2029, thereby strengthening the university’s contribution to the national economy.
3 – The Digital Psychological Counseling Platform (https://psy.ufc.dz/login): designed to provide psychological follow-up and support for resident and non-resident students, ensuring their well-being and academic success.
4 – The Digital Platform for Booking Meals in University Restaurants: a system contributing to expenditure rationalization and the prevention of public fund waste, as part of ongoing reforms in the university services sector to ensure that benefits reach their rightful recipients.
In his speech, the Minister emphasized that the sector’s digital transformation reflects a firm commitment to building a fourth-generation Algerian university—productive and closely connected to its economic and social environment.
He stressed that this initiative goes beyond merely launching software tools; rather, it represents a sovereign digitalization pathway encompassing all sector activities—academic, research, and service-related—describing digitalization as “the cornerstone of the transition toward a fourth-generation university that transforms students’ ideas into projects and projects into enterprises with economic and social impact.”
He further affirmed that these platforms are part of a broader effort to consolidate digital sovereignty as an integral component of national sovereignty, and that the university—through its students, professors, researchers, and staff—is steadily advancing toward building an empowerment-driven institution that generates wealth and knowledge and contributes to achieving the objectives of a new and victorious Algeria.”
