On 12 June 2025, Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, attended a plenary session at the National Council, chaired by the Council’s president, Mr. Azouz Nasri. The session was dedicated to oral questions from several government members. Mr. Kamel Baddari responded to two of these questions as follows:
Mr. Amri Dahane, a member of the Council of the Nation, inquired about the Ministry’s commitment to directly address and implement measures aimed at improving university services. The Minister explained that: “Accommodation services are now managed digitally, with no paper documents. He further noted that the sector has been working since 2022 to implement measures aimed at improving students’ lives, accommodation conditions and education.”
Regarding university catering, the minister stated that his department, following the digitisation of services, his department managed to ensure transparency of the meals provided, which, according to the January 2025 statistics, reached approximately 365 000 meals daily. He indicated that this has resulted in financial savings exceeding 15 billion dinars, thanks to paper tickets being replaced by an electronic wallet.
Regarding university transport, the “MY BUS” application permit students to track bus itineraries of, departure and arrival schedules in real time, and ensures real time verification of the buses allocated to them. He added that the “MINHATI” platform also enable users to submit scholarship application files remotely.
Mr. Kamel Khelifati, a member of the Council of the Nation, asked about the digitisation of the higher education sector and its related issues. The minister asserted that the locally developed integrated information system “PROGRESS”, now offers its services in Arabic and English. Additionally, the feature of attendance tracking for students has been activated through this system by generalising the use of the unified multifunctional student card.
