The minister of Higher Education and Scientific Research, Mr. Kamel Baddari, held a special meeting on the evening of 10 June 2025, at the Ministry’s headquarters, to formulate a scientific strategy aimed at preserving and enhancing the production of the exceptional sheep breed, El Hamra. This strategy incorporates the latest electronic identification methods for animals, utilising electronic chips that enable the individual identification of each animal and the precise recording of data regarding age, medical history and growth, thereby improving the medical and genetic oversight of the herd. This strategy also seeks to map the distribution of this breed through geographical localisation.

A strategic development programme will be presented shortly.

The Minister of Higher Education and Scientific Research addresses questions from the members of the Council of the Nation

On 12 June 2025, Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, attended a plenary session at the National Council, chaired by the Council’s president, Mr. Azouz Nasri. The session was dedicated to oral questions from several government members. Mr. Kamel Baddari responded to two of these questions as follows:
 Mr. Amri Dahane, a member of the Council of the Nation, inquired about the Ministry’s commitment to directly address and implement measures aimed at improving university services. The Minister explained that: “Accommodation services are now managed digitally, with no paper documents. He further noted that the sector has been working since 2022 to implement measures aimed at improving students’ lives, accommodation conditions and education.”
Regarding university catering, the minister stated that his department, following the digitisation of services, his department managed to ensure transparency of the meals provided, which, according to the January 2025 statistics, reached approximately 365 000 meals daily. He indicated that this has resulted in financial savings exceeding 15 billion dinars, thanks to paper tickets being replaced by an electronic wallet.
Regarding university transport, the “MY BUS” application permit students to track bus itineraries of, departure and arrival schedules in real time, and ensures real time verification of the buses allocated to them. He added that the “MINHATI” platform also enable users to submit scholarship application files remotely.
 Mr. Kamel Khelifati, a member of the Council of the Nation, asked about the digitisation of the higher education sector and its related issues. The minister asserted that the locally developed integrated information system “PROGRESS”, now offers its services in Arabic and English. Additionally, the feature of attendance tracking for students has been activated through this system by generalising the use of the unified multifunctional student card.

The minister of Higher Education and Scientific Research inspects applied research projects at the National Higher School of Agronomy in El Harrach

On 10 June 2025, Mr. Kamel Baddari, the minister of Higher Education and Scientific Research, paid a working and inspection visit to the National Higher School of Agronomy in El Harrach. During the visit, he reviewed numerous applied research projects, including:

  • The use of artificial intelligence in sheep farming, particularly for preserving and developing the El Hamra breed of sheep, found in Saida, El Bayadh, and Naama.
  • New varieties of durum wheat, produced and developed at the school.
  • Using insects as an alternative proteins source for producing feed and biological fertilisers.
  • New methods of grasshopper control.
  • A national research project on developing Aleppo pistachios.
