On 30 January 2025, Mr. Kamel Baddari, the Minister of Higher Education and Scientific Research, took part in the work of the 12^th session of the Algerian-Russian Mixed Intergovernmental Commission at the El Aurassi Hotel. The Russian delegation was led by the Deputy Prime Minister Mr. Dmitry Patrushev, 

In the margins of the Joint Commission, a cooperation agreement was signed between the Algerian side, represented by Mr. Kamel Baddari, and the Deputy Minister of Science and Higher Education of the Russian Federation, Mr. Konstantin Mogilevsky.
