Backing Innovative Projects' Holders in the Establishment of their own Start-ups

Tuesday, October 31, 2023–The minister of higher education and scientific research Mr. KamelBaddari was accompanied by the minister of knowledge economy, start-ups and micro enterprises Mr. Yacine El Mahdi Oualid, and the head of the higher Council of Youth Mr. Mustapha Haidaoui, on a work and inspection visit to the university of science and technology,HouariBoumediene in Bab Ezzour, where he attended an exhibition on the students innovative projects. As he assessed –during the visit– the progress made with regard to these projects. Minister Baddari moreover managed the students’concerns, and supported them in the establishment of their start-ups and micro enterprises.
Minister Baddaripointed out thatinnovation project holders designedwith a label,are going to be automatically oriented to the ministry of knowledge economy, start-ups and micro-enterprises, which will back them in the fulfilment of their projects. As he also noted to the elaboration of a set of regulations between both sectors relating to ‘ providing financial supportto innovative project holders for the aim of the establishment of their own start-ups’.
For his part, Mr. Yacine El Mahdi Oualid, stressed the importance of strengthening entrepreneurship and innovation culture among universities, which is seen as ‘ a challenge that can be fulfilled on the groundamidstthe scientific innovation clubs of the sector’.
As for the head of the Higher Council of Youth, he valuated the enhancement of entrepreneurship and innovation culture in university, as being a real engine for economic leading, highlighted by the President of the Republic Mr. AbdelmadjdTebboune, on several occasions. Noting that university students ‘have shifted to a new pattern of education based on entrepreneurship and job opportunities creation’.

Saturday, October 28, 2023– the minister of higher education and scientific research, Mr. Kamel Baddari, met the head of the higher council of youth Mr. Mostapha Haidaoui, at the ministry of higher education and scientific research.
During the meeting, both sides discussed ways of strengthening cooperation between the ministry and the higher council for youth. Mr. Baddari stated -on the same context- that this meeting is a chance ‘ for setting a strategy and a set of operational programs –in spaces for higher education institutions– aiming at making university students and Algerian youth an engine for the development of the New Algeria’, within the framework of ‘ the general approaches, adapted by the President of the Republic, Mr. Abdelmadjid Tebboune’.

Minister Baddari, furthermore, called his ministry officials to ‘coordinate with their counterparts from the higher council for youth, and involve them in scientific research and students’ different activities, particularly, students’ innovation and entrepreneurship, start-ups and business incubators’.
For his part, Mr. Haidaoui, the head of the higher council for youth, noted that this meeting is an opportune chance to ‘ have a close-up look at the vitality and mobility witnessed by the sector of higher education’. Adding that, a number of officials have been employedto transit the students concerns to the relevant ministry, as being a transmitting belt between youth categories and government sectors’.

University gearing up for Jobs of the Future

Responding to the questions of some deputies, during a public session at the People’s National aAssembly for oral questions– on Thursday, October 26, 2023– the minister of higher education and scientific research Mr. Kamel Baddari asserted that the university has started preparation for future jobs, through the adaption of new majors, and the digitalization of the sector, which is considered among the most important means of modernization.Mr. Baddari also added that ‘ his sector has worked on incorporating the new majors, headed by Artificial Intelligence and robotics for the making of future high officials’.
As for the requests of opening branches or university institutions in specific regions of Algeria, Mr. Baddari declared that this operation subjects to special terms and conditions, which requires funds and pedagogical capabilities, as well as fair pedagogical seats in the near by university institutions. In addition to the availability of considerable numbers of candidates in a way that corresponds with the economic and social conditions of the region. Mr. Baddari also affirmed that his sector’ is ensuringgood quality of education for qualified human resources, and is contributing to the development of local development, through the establishment of educational institutions which are taking account of the potential of the region’.

Thursday, October 26, 2023– the minister of higher education and scientific research Mr. KamelBaddari delivered a presentation before members of the commission of education affairs, higher education andscientific research and religious affairs, at the People’s National Assembly, on ‘ the sector’s efforts in achieving a quality education and manage the concerns of all the categories of education ‘.
During his presentation, Mr. Baddari asserted that’ the President of the Republic Mr. AbdelmadjidTebboune put the sector of higher education and scientific research at the heart of the New Algeria, which was demonstrated in his commitments and in the government agenda, focusing on the mechanisms towards that end’. Adding that his ‘ sector’s factors have been cooperating for the aim of the agenda delivery’.
On the same occasion, Mr. Baddari mentioned the missions of higher education in the regard of balancing between education and scientific research, and innovation as both control development, which feed into the framework of ‘ committing to make university an engine for local and national development, and cohere with the society expectations in all levels’.

On the same context, minister Baddari asserted that ‘ the sector’s digital plan has been fully implemented’ before the given deadlines, which enabled the sector to combine between pedagogical, scientific and administrative digitalization.
On the other hand, Mr. Baddari said that the mechanisms developed in universities have contributed to wealth creation, through enabling graduates to establish their own start-ups or micro enterprises, which –according to Mr. Baddari– would short corners for future graduates, and make them project holders instead of job seekers, and contribute to create jobs for different society categories.

Minister Baddari kicks off the First Regional Night-Time Forum for the Universities of the Center region of Algeria

Wednesday, October 25, 2023–The minister of higher education and scientific research Mr. Kamel Baddari oversaw the opening of the first regional night-time forum for the universities of the center region of Algeria, which aims at discussing university life matters.
During his speech, Mr. Baddari stated that the organization of this night-time forum comes within ‘the implementation of governance in university management, especially through organizing meetings and forums between 6p.m. and 10p.m. for the aim of enabling the heads of universities and administration officials to receive students and actors of university family and manage their concerns.

Mr. Baddari, moreover, called the students to choose graduation thesis topics that correspond to the demands of the establishment of start-ups or micro-enterprises, with the view of contributing to the creation of job opportunities and achieve local and national development.
As for the digitalization of university services, minister Baddari affirmed that the operation is ‘ in its final phase’. Noting that his sector is working on ‘ addressing some issues relating to digitalizing transportation service, in order to take advantage of digitalization in rationalizing expenses and embody the principle of transparency in management’.
In addition to that, Mr. Baddari stressed the’ importance of improving university sports’ in order to enable sport teams to get the crown of national and international titles, as he added that university sports competitions ‘will kick off soon’.

Tuesday, October 24, 2023–The minister of higher education and scientific research Mr. Kamel Baddari supervised the opening of the first night-time scientific forum,at the faculty of media sciences and communication in University of Algiers3.
Mr. Baddari stated that the higher Algerian authorities are counting on university institutions ‘in order to form an elite, capable of improving the quality of education’ in light of ‘the importance attached by the President of the Republic, Mr. Abdelmadjid Tebboune to university, as being an engine for Algerian society,and the flame that will light up the pathway and the milestones of the new Algeria’. Minister Baddari added that the extension of studying hours aims at ‘ making Algerian university a vital space open until late night-time; which will thereby allow studentsfrom different categories –such as employed students– to have study at night ‘. As it would also enable university students ‘ to have access to various university facilities such as the ones relating to the sectors of entrepreneurship and innovation, as well as the library and other activities. Noting –in the same context– ‘ to the operationalization of university transport in the upcoming period’.
Moreover, Mr. Baddari had the opportunity to attend a night-time lecture on ‘ enterprises communication in digital ecosystem’ –during a visit to the pedagogical facilities in the faculty– As he also kicked off Best Media Contest in both Arabic and English languages.
In addition to that, minister Baddari attended a ceremony honouring the students who completed their intensive high quality English learning with B2 proficiency level.
On the sidelines of the forum events, an agreement between University of Algiers3, and the public institution of the Algerian Television, was signed in the aim of ‘ promoting cooperation in the field of printed, audio-visual and electronic journalism, enabling the students of the faculty of media and communication sciences to conduct field trainings, and conducting bilateral initiatives in applied research on modern and common interest topics’.

Development of Four Innovative Models at Research Centers

Tuesday, October 17, 2023–The minister of higher education and scientific research Mr. Kamel Baddari, in the presence of the minister of energy and mines Mr. Mohamed Arkab, and the minister of knowledge economy, startups and micro-enterprises, Mr. Yacine El Mahdi Oualid, delivered four innovative models developed at different research centers, allocated to the sectors of energy and mines, as well as pharmaceutical production.
During his speech, Mr. Baddari asserted that the models delivery falls under ‘ the implementation of the President of the Republic instructions relating to the development of gas detectors, in coordination between the relevant sectors’. Minister Baddari also noted that 30 pilot projects concerning various fields are going to be delivered later. As he added that the actual implementation of the objective related to the valuation of research results, has made university a social institution in the society service’.

For his part, the minister of energy and mines, Mr. Mohamed Arkab stated that the models delivery ‘willcreate a beneficial quantum competition to the economic national institutions, as it will transmit technology from research laboratories towards manufacturing and marketing’.
As for the minister of knowledge economy, start-ups and micro enterprises, Mr. Yacine El Mahdi Oualid, he assured that the delivery of these models serves as an opportunity for start-ups and thereby enable them to ‘ introduce and market their products, and improve the services offered to citizens’.
It is worth noting that the fourmodels –which have a view to industrialization and commercialization– have been already delivered to the national company of Electricity and Gas ‘ SONELGAZ’.

Mr. Baddari Chairs the National Symposium of Universities

The minister of higher education and scientific research Mr. Kamel Baddari chaired on Thursday, October 12, 2023– at his ministry– the national symposium of universities.
Minister Baddari in his speech, affirmed that the symposium aims at assessing and defining the sector’s strategy by the end of 2029′, as he stressed the importance of making Algerian university–with all its majors–an innovative and creative institution contributing and working in line with the objectives of the New Algeria’. On the same occasion, Mr. Baddari highlighted the role of university institutions in omitting the previous policies, seeking to the economic and the social development to which we all aspire’.
Mr. Baddari, on the occasion, announced the official launch of an online platform called ‘My Bursary’, developed to enable students to request their university bursary online. He added that the Bursary payment is scheduled on the 18 thof every month. Moreover he noted that this procedure aims at’ facilitating such procedures through digitalizing communication between students and the administration, and create new governance’ aiming at the management of university services. Minister Baddari on the same context valuated ‘ the President of the Republic Mr. Abdelmadjid Tebboune’s gesture in regard of raising students’ bursary from 1300 Algerian Dinars, to 2000 A.D. monthly.
On the same occasion, 10 out of 57 university instructors were honourd for being the most influencing instructors. In addition to that, 23 universities were also honoured for being classified in the Times University ranking, which makes Algeria on the top ranking of the Maghrebi universities, and the second on the African scale–according to the ranking.

Opening of the Academic Year 2023-2024 for Schools and Institutes of Arts

Monday, October 9, 2023–The minister of higher education and scientific research Mr. Kamel Baddari was accompanied by the minister of Culture and Arts Mrs. Souraya Mouloudji to oversee the opening of university year 2023-2024 for schools and institutes of Arts in Algeria– at the school of Fine Arts ‘Ahmed and Rabah Salim Assla’.
The minister of higher education and scientific research Mr. Baddari affirmed that the higher education system in Algeria strives for striking a balance between education and scientific research, and innovation; aiming at making Art schools and institutes’ graduates productive citizens able to keep up with the country demands, and therefore contribute to the economic development. As he called the students of Arts to master the high technologies in the field of media and communication.
As for the minister of Culture and Arts, Mrs. Mouloudji, she stated that the importance given to Art students ‘arises principally from the keenness to ensure good formation and education’. In light of ‘the deep and inclusive reforms in the field of Art education, initiated by the ministry for over a year, in response to the instructions and commitments of the President of the Republic, who has stressed the need for the consideration of Art education and the accompaniment of innovators and graduates of Art institutes’.
Moreover, a number of top graduated students from the higher school of Fine Arts, and the national higher school of propriety conservation and restoration, as well as from the higher national institute of Music, and the higher institute of Performing Arts and Audio-visual Professions, were honoured on the same occasion. In addition to that, a number of university instructors had presented a conference entitled ‘Art perception and knowledge’.

Press Conference on the assessment of Recruitment Operations

Saturday, October 7, 2023–The minister of higher education and scientific research Mr. Kamel Baddari participated in a press conference –at the family center of social security in Ben Aknoun– on the assessment of employment operations in different sectors, organized by the ministry of telecommunication. The conference also saw the participation of the minister of interior, local authorities and national planning Mr. Ibrahim Merad, the minister of national education Mr. Abdelhakim Belabed, the minister of labour, employment and social security Mr. Faycal Ben Taleb, and the minister of telecommunication Mr. Mohamed Lakab.

The minister of telecommunication stated that ‘ the conference is a chance for the relevant ministries to represent real figures on the employment in Algeria’. Mr. Baddari, the minister of higher education and scientific research, for his part, stated that’ the President of the Republic of Algeria Mr. Abdelmadjid Tebboun has put university among the core interests of the new Algeria’s objectives, therefore, 10 commitments have been allocated in this regard, aiming at making university an engine for development’. He added that ‘ the development of human resources is one of the core interests of the higher authorities in the country’, asserting that his sector is witnessing ‘an exceptional quantum leap’ in the recruitment operations, particularly for unemployed Master’s and PhD holders. Adding that that the recruitment of 8000 persons among this category have eliminated unemployment within this category. Minister Baddari, moreover, noted that 1904 assistant hospitalist professors and 793 professors will be also recruited by October and November this year, as he pointed out that his sector ‘has yet known the recruitment of 33 thousands professors since 2020’ .
Moreover, Mr. Baddari confirmed that the university sector has contributed to the creation of wealth, through making university graduates a resource for job opportunities by the establishment of start-ups.
