Africa Human Capital Summit: Mr. Baddari and Mr. Yacine Mahdi Oualid Represent Algeria

The President of the Republic of Algeria Mr. Abdelmadjid Tebboune instructed the minister of higher education and scientific research, Mr. Kamel Baddari, and the minister of knowledge economy, start-ups and micro-enterprises, Mr. Yacine Oualid, to participate in Africa Human Capital Summit held in Dar Es Salaam, the capital of Tanzania -on July 25 and 26, 2023.
During the Summit, Both ministers participated in several meetings and seminars related to the issues of innovations and technological transformation and their impact on employment. Mr. Baddari, on the occasion, presented the Algerian experience in the field of valorization of human capital and enhancing its role in the establishment a sustainable national economy, based on human development. As he highlighted the endeavors of the sector of higher education and scientific research -in Algeria in the investment of future jobs, especially with regard to the establishment of Artificial Intelligence school, and the creation of majors in Nanotechnology and Robotics.
Minister Baddari mentioned on the same occasion, that Algerian Universities are moving increasingly towards entrepreneurship and innovation, which has thereby enabled Algeria to reach higher rates in the field of human development. In addition to the fact that one third of the Algerians are enrolling in schools, universities and professional formation institutes, along with the gains made in regard of free education and the significant spread of educational and university institutions.

For his part, the minister of knowledge economy, start-ups and micro-enterprises, took part in some discussion sessions on addressing and confronting the challenges of future employment. As he emphasized the ‘Pioneer’ role of Algeria in Africa, in regard of supporting start-ups and innovation, through setting an integrated eco-system for the competences and talents of the continent, and enacting fostering regulations aiming at promoting investment in knowledge. In addition to overcoming obstacles to the innovative youth all around Africa. This was the objective of the first African Conference for Start-ups, held in Algiers last year.
It is worth noting that the summit held in Dar Es Salaam, the Tanzanian capital, was an opportune occasion for the continent heads of states to discuss the challenges faced by Africa in the field of human capital development. As well as making it a key source for economic development to the African countries against the threats related to poverty, education and employment, according to the African Union Agenda 2063.

Saturday, July 15, 2023- the minister of higher education and scientific research Mr. KamelBaddari presented a press conference at the ministry of Higher Education and Scientific Research, entitled ‘ updates on the upcoming university registration’. Minister Baddari affirmed that the registration of the new baccalaureate-graduates is going to be absolutely online, as he added that his ministry is collaborating with the Ministry of National Education, and the Ministry of Interior, Local Authorities and National Planning, in order to obtain information related to the graduated students;which will enable them to receive their registration card, as well as their school certificate online. Mr. Baddari, furthermore, stated that the digitalization policy will also include transportation, dining and accommodation services, in addition to digitalizing the access to pedagogical facilities and university residences, as well as the meals served to university students.

Mr. Baddari affirmed that ‘ all university institutions are ready to receive the new baccalaureate graduates’, as he determined the new current objective of his sector in providing right and appropriate guidance for the new baccalaureate holders, in tune with their skills and needs. As for expansion of English teaching, Mr. Baddari considered that ‘the pedagogical and scientific position necessitates strengthening the acquisition of English, so that Algerian students would be more open towards living languages’.
From the other hand, minister Baddari presented the updates of the university year 2023-2024, such as,’ resorting to thecalculation of the general average in case the balanced average was not attained from the major, whichthe student is wishing to choose;which therebywould elevate the percentage of fulfilment the wishes of baccalaureate holders’.
As for the reinforcement of training programs, it will include’ the reinforcement of the higher schools of teaching, through the establishment of a higher school in the Wilaya of Saida, 6 points for distance training, and 6 training courses within the framework of a double degree. In addition to introducing 5 training points in Pharmacy, and 7 in Veterinary, as well as 7 training points for primary teachers in the disciplines of sports education, and 8 training points for primary teachers in the discipline of English.
In addition to that, the training programs will include the establishment of 40 training points for agricultural engineering, and 3 training points in joint education for computer engineering, and 42 training points in the courses allocated exclusively for baccalaureate holders in technical-mathematical division.

Thursday, July 13, 2023- the minister of higher education and scientific research Mr. Kamel Baddari, and the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El-Mahdi Oualid, oversaw the launch of 84 centers for entrepreneurship development across the universities of Algeria. The event was attended by the minister of telecommunications Mr. Karim Bibi Triki, at the conferences hall in pines club (club des pins).
During the national conference on entrepreneurship, which was organized in coordination between the ministry of higher education and scientific research, and the ministry of knowledge economy, start-ups and micro- enterprises, Minister Baddari stated that the creation of entrepreneurship development centers amid universities ‘ will be enhanced due to the introduction of entrepreneur student label, and entrepreneur student certificate, which aim at orienting university graduates towards the employment world and enable them to create richness’.

In the same context, Mr. Baddari unveiled the registration of 730 under consideration projects at the national coordination committee for monitoring innovation and entrepreneurship, which will enable projects’ holders to receive assistance within the framework of projects accompaniment.
On the same occasion, the launch of a digital platform for entrepreneurship has been officially announced. The platform will ensure detailed instructions, interactive tools, and practical resources to accompany young entrepreneurs in launching their projects.

Coordination Meeting between the Ministry of Higher Education and Scientific Research, and the Ministry of Irrigation

Tuesday, June 11, 2023- The minister of higher education and scientific research, Mr. KamelBaddari and the minister of irrigation, Mr. TahaDerbal, chaired a coordinative meeting at the headquarters of the ministry of irrigation -in Kouba, Algiers. The meeting aimed at promoting joint action in the field of formation and scientific research, in order to modernize and develop water public service and have more control over modern technics and technologies of irrigation.

Both ministers also affirmed that ‘the new data imposed by climate changes- which are impacting significantly the sector of irrigation- are moving us into finding more sustainable alternative solutions, in order to provide water resources that cannot be affected by climate changes, and achieve water security’. In addition to that, the ministers noted to the scientific project -released by a group of universities, the national agency of water resources, and the national agency of integrated management-, which consist in setting a mathematical model aiming at collecting updated data on water in the South of Algeria. In addition to another scientific project developed by the University of SidiBel Abbes and the national office of Sanitation, on the purification of wastewaterusing ozone purification technologies, which arecurrently considered among the mostcommonly used technologies in the developed countries. This technology guarantees pure and treated water that can be used in other fields.
